16th International Children’s Film Festival Bangladesh 2023
I am very happy that we are going to arrange our 16th International Children’s Film Festival
Bangladesh from September 07-09, 2023 in Dhaka. Over 101 films from 40 countries will be
shown in the festival.
It is very unfortunate that after organizing 15th International Children’s Film Festival for
children in 8 divisional cities very successfully, we have to organize the 16th festival under
a huge budget constraint, without any support from some of our previous partners. We
tried desperately for funds but failed to convince probable sponsors. But the fact is that, no
obstacle could stop us from holding the festival. We are grateful to our other valued partners
who extended their important support to us.
I would like to remind you all that, this film festival is not just a film festival. It is like a revolution.
It is a promise, a dream, a window of limitless opportunities for all the talented young
filmmakers of the country. This festival stands as a premier platform for all those hungry young
creative minds who are dying to do something better for the film industry of Bangladesh. The
young directors that are being created here will play a highly significant role in the future of
the film industry of Bangladesh. This festival is not only creating future filmmakers, but also
future leaders. All the organizers and volunteers are fabulously young, dynamic, and extremely
energetic. They are learning some great skills here as they work through the whole event. This
festival is transforming them into great managers and visionary leaders. I personally thank all
my volunteers and my colleagues without whom I could not have done a single thing. I would
also like to thank my advisers and well-wishers. It is the second festival for me as the festival
director and I must say that I could not have done it without the help and guidance from my
advisers.
A total number of 26 children and young adults have been invited to attend the festival as
delegates. Their films are competing in 3 different sections. Their Films are made by Children
aged under 18, Young Bangladeshi Talent Award for young people aged between 19-25 and
Special Film Section. There is also an International Competition of films from abroad. A three
member Jury Board comprised of children has been formed to judge films made by children
and a 3 member jury board comprised of senior film experts from Bangladesh has been
formed to judge the other films.
This festival is huge and it is getting bigger every year. It has a distinctive goal. I hope and pray
that International Children’s Film Festival Bangladesh becomes a global platform for young
people all over the world who are passionate about filmmaking. Someday this festival will set
new standards and it will work as a benchmark for other festivals around the world.

Slogan
Objectives: To open a new world of cinema to the children of Bangladesh and to give
them an exposure to the culture and tradition of different countries through cinema.
One of the main goals of the festival is to give children a basic idea on film to create their
interest on the media and to understand its role to build awareness on different social
issues as well as a powerful media of learning through entertainment.

Asaduzzaman Noor is a Bangladeshi actor, politician and activist. He has been a Jatiya Sangsad member
from Nilphamari-2 constituency since 2001 and served as the Cultural Affairs Minister during 2014–
2019. Noor worked as an actor in theatre, film and television productions.

Honorable Minister
Ministry of Information, Government of the People’s Republic of Bangladesh
Muhammad Hasan Mahmud is a Bangladesh Awami League politician who is the incumbent Jatiyo
Sangsad member from the Chittagong-7 constituency. He was born on 5 June 1963 in Chittagong. In
January 2019, he was appointed as the Bangladesh Minister of Information. During 1996-2001, he
served as the political and parliamentary affairs advisor to then prime minister Sheikh Hasina.

Humayun Kabir Khandaker currently serves as the Secretary at the Ministry of Information &
Broadcasting in Bangladesh. In addition, Khondkar served as Private Secretary to the Prime Minister’s
Political Advisor, Joint Secretary and Additional Secretary to the Ministry of Road Transport and Bridges
and Secretary to the Election Commission. Humayun Kabir Khondkar joined the Ministry of Information
and Broadcasting on 1 November 2022 Joined as Secretary.

Bangladesh Shilpakala Academy
Liaquat Ali Lucky is a Bangladeshi actor, director, singer, composer and cultural organiser. He has been
the director general of Shilpakala Academy since April 2011. He was awarded Ekushey Padak by the
Government of Bangladesh in 2019. As of 2018, he has acted in 58 theatre plays and directed 82 plays.
Raihan Rafi
Film Director, Screenwriter and Producer
Raihan Rafi, is a Bangladeshi film director, screenwriter and producer. He is best known for his
directorial debut Poramon 2 produced by Abdul Aziz and under the banner of Jaaz Multimedia. The film
won three Meril Prothom Alo Awards for Most Critic Movie of the Year, Best Actor and Best Actress.

A group of children live in different rail stations in Bangladesh. They have no roots.
Some of them don’t even know who they are. Who are their parents? Some ran
away from home due to a familial crisis. Most of them are aged between 05 to 12
years. They have no food and no bed to sleep. They are always fighting to survive. In
this age, they should have gone for education but here they are begging or picking
plastics to sell for food. The number of these children is increasing day by day. Most
of them are addicted to drugs and females are engaged in prostitution. They travel
from one place to another with no destination.

sufferings and mental exhaustion with. As a result, more than two crore people are
suffering from mental health problems in our country alone. Suicide rates are on the
rise. In this context, a young man decided to listen to people’s stories of depression.
He stood with a placard. He meets a young man of his age who questions his
venture. What does he mean? Why did the young man standing with the placard
take.
