<str<strong>on</strong>g>Agreement</str<strong>on</strong>g> <strong>on</strong> <strong>Naval</strong> Cooperati<strong>on</strong> <strong>in</strong> <strong>the</strong><br />

Persian Gulf<br />

Article 1 - <str<strong>on</strong>g>Agreement</str<strong>on</strong>g><br />

The Navy of India, The Coastguard of <strong>the</strong> Islamic Republic of Iran, and <strong>the</strong> naval c<strong>on</strong>t<strong>in</strong>gency task<br />

force of <strong>the</strong> Gulf Cooperati<strong>on</strong> Council have hereby established a cooperative security scheme <strong>in</strong> <strong>the</strong><br />

follow<strong>in</strong>g fields: Search and Rescue, Anti-Piracy, envir<strong>on</strong>mental degradati<strong>on</strong> & Combatt<strong>in</strong>g of<br />

Drugs Smuggl<strong>in</strong>g.<br />

Article 2 – Area of Operati<strong>on</strong>s<br />

The activities under <strong>the</strong> cooperative security scheme may <strong>on</strong>ly be undertaken <strong>in</strong> <strong>the</strong> Persian Gulf.<br />

Hot pursuit <strong>in</strong> combatt<strong>in</strong>g drug smuggl<strong>in</strong>g and anti-piracy may be c<strong>on</strong>ducted <strong>in</strong> <strong>in</strong>ternati<strong>on</strong>al waters<br />

until <strong>the</strong> Gulf of Aden.<br />

Article 3 – Jo<strong>in</strong>t Committee<br />

An Indian vice-Admiral is <strong>the</strong> overall commander of <strong>the</strong> jo<strong>in</strong>t naval task force.<br />

India, I.R. of Iran, and <strong>the</strong> GCC undertake to establish a Jo<strong>in</strong>t <strong>Naval</strong> Committee to guide naval<br />

strategies and operati<strong>on</strong>al activities of <strong>the</strong> cooperative security scheme.<br />

Article 4 – Assignment of Assets<br />

The parties of <strong>the</strong> agreement hereby commit <strong>the</strong> follow<strong>in</strong>g naval assets to <strong>the</strong> cooperati<strong>on</strong> security<br />

regime:<br />

India<br />

Iran<br />

GCC<br />

- One Frigate<br />

- A Catamaran Troop Carrier<br />

- Four Attack helicopters<br />

- Two stealth Coastguard ships<br />

- One M<strong>in</strong>e Sweeper<br />

- One Mar<strong>in</strong>e Science Ship<br />

- Five Helicopters<br />

- Ten Fighter aircraft<br />

- Four Speed-boats


Article 5 – Maritime Surveillance<br />

A maritime surveillance center is hereby established <strong>in</strong> Ras-al-Khaiman by <strong>the</strong> UAE, which<br />

ma<strong>in</strong>ta<strong>in</strong>s a register of commercial ships pass<strong>in</strong>g through <strong>the</strong> Hormuz –strait. It publishes <strong>on</strong> <strong>the</strong><br />

Internet for <strong>the</strong> use and c<strong>on</strong>siderati<strong>on</strong> of <strong>the</strong> general public.<br />

Article 6 – Jo<strong>in</strong>t Exercises<br />

The parties regularly engage <strong>in</strong> jo<strong>in</strong>t exercises. It <strong>in</strong>vites EU, Russia, Ch<strong>in</strong>a, and <strong>the</strong> US observers to<br />

participate.<br />

Article 7 – Delimitati<strong>on</strong> of Maritime Borders<br />

The Islamic Republic of Iran, at this moment, agrees to submit outstand<strong>in</strong>g issues of disputes <strong>on</strong> <strong>the</strong><br />

delimitati<strong>on</strong> of maritime borders to arbitrati<strong>on</strong> accord<strong>in</strong>g to procedures recognized under<br />

<strong>in</strong>ternati<strong>on</strong>al law unless an agreement has not been reached by mutual agreement <strong>on</strong> a permanent<br />

regime with<strong>in</strong> two years of <strong>the</strong> sign<strong>in</strong>g of this agreement.<br />

The delimitati<strong>on</strong> of <strong>the</strong> maritime borders shall serve <strong>the</strong> purpose of c<strong>on</strong>fidence-build<strong>in</strong>g and jo<strong>in</strong>t<br />

explorati<strong>on</strong> of <strong>the</strong> sea bed.<br />

Article 8 – Diplomatic Relati<strong>on</strong>s<br />

The parties to <strong>the</strong> agreement hereby exchange naval attachés.<br />

Article 9 – Base Facilities<br />

The Jo<strong>in</strong>t <strong>Naval</strong> Task Force has a permanent base at Hormuz Island.<br />

Article 10 – Port of Calls<br />

The Jo<strong>in</strong>t <strong>Naval</strong> Task Force may undertake port of calls throughout <strong>the</strong> territories of <strong>the</strong> parties to<br />

<strong>the</strong> cooperati<strong>on</strong> scheme and all o<strong>the</strong>r parties <strong>in</strong>terested <strong>in</strong> friendly and peaceful cooperati<strong>on</strong> <strong>in</strong> <strong>the</strong><br />

Persian Gulf.<br />

Article 11 – F<strong>in</strong>anc<strong>in</strong>g<br />

The parties enterta<strong>in</strong> <strong>the</strong> costs of <strong>the</strong> security cooperati<strong>on</strong> scheme accord<strong>in</strong>g to <strong>the</strong> follow<strong>in</strong>g<br />

distributi<strong>on</strong> key:<br />

The Government of India: 30 %<br />

The Government of Iran: 30 %<br />

The Governments of GCC: 40 %<br />
