The Town Mayor’s Welcome
For those of you who don’t know me well, I’ll start by
sharing a brief snapshot of my background and story.
Whilst I call Britain home, my journey started way back
when my country of birth, Belize, was still a British
colony on the shores of Western Caribbean, in Central
America. Belize is where I learnt the values of selfreliance,
self-pride, civic pride and the importance of
giving back to the community. That is my foundation and
those are the steadfast values that have successfully taken
me through the world; whether in my life as an
entrepreneur, or when I lived and worked in Scandinavia,
in Latin America, in London or here in Chesham.
I moved from London to our town in 2017, and
remarkably, less than six years later, I cannot express in
words just how honoured I am to have had this great
privilege conferred on me. Whilst my election and
appointment makes history in Chesham in several ways,
it is more so a testament as to just how welcoming and
inclusive the people of our town are – to which I say
thank you! Thank you Chesham and thank you Chesham
Town Council.
When I moved to Chesham from Bayswater, I was
immediately charmed and thought – what a difference an
hour from London makes. I loved the cobbled high street
lined with independent shops, smiling chatty people at
Waitrose, and most of all, I loved Saturday market days
for my weekly supply of fruit and veg at ‘6 bowls a fiver’.
Sadly, Covid 19 has hastened the decline of our high
street, which brings me to the central theme of my vision
for Chesham, and what I plan to achieve as mayor.
Looking back to Adam Smith, in Wealth of Nations, he
described how commerce of the English towns
contributed to the improvement of the country
as a whole. Whilst as Mayor of Chesham I have no remit

over this country’s economy, I

So, what is my vision and
goal for my year as mayor?
Simply put, ‘Destination
Chesham’. Whilst this idea isn’t
unique, it has never had a
champion, and with your help,
Councillor
Wilford Augustus
my goal as mayor is to help make ‘Destination Chesham’ a
reality! I will work with our councils, town partners, local
organisations, businesses and the community to help
them coordinate the delivery of events that promote our
high street, our town, and our slice of the English
countryside, to both our residents and visitors from
surroundings shires, London and overseas.
Through our joint effort, ‘Destination Chesham’ will
bring our town centre to life and increase footfall to our
high street, which in turn will help businesses thrive and
incentivise others to open new high street shops.
‘Destination Chesham’ will give both residents and
visitors great reasons to visit and shop in Chesham.
Lastly, I would like to invite you to kindly support my
Mayoral Charities which are the Royal British Legion,
Love Lowndes Park (which aims to fundraise £150,000
for play equipment), and Caracol Youth Community
Development, a Chesham-based charity operating in
Belize. Each charity is close to my heart with a unique

Chesham Town Council
Chesham Town Council came into existence in 1974
and is the parish authority for the town of Chesham.
The population of the town is 23,056 and there are 8,176
households (2020 census), making it the largest town in
the Chiltern district. Chesham Town Council’s mission
statement is: ‘To improve the quality of life of the
residents of Chesham.’
The Council is comprised of 19 Members who are
elected for a period of 4 years. The last election was
held in May 2021, and a full list of Councillors is shown
on page 9. Town councillors are unpaid and do not
receive any attendance allowance (with the exception of
the Town Mayor), for their duties which they undertake
on a purely voluntary basis. This includes representing
the Council at a number of charitable/ outside bodies.
Each May the Council also elects a Town Mayor (and
deputy) to serve for a period of 1 year, who also
undertakes the position of Chairman of The Council.
Councillors are supported by the Town Council team of
officers based at The Town Hall.
Councillors and officers of Chesham Town Council
attend committees that cover various aspects of its work
and governance and which meet regularly to discuss and
decide on local issues. A list of these committees, dates,
agendas and minutes are available on the Council
website. We welcome and encourage local residents to
attend. At full Council Meetings a 15 minute period of
public question time allows the public to ask questions
on any issue related to Chesham that is important to
them.
Chesham Town Council has six strategic aims:
1. To preserve the unique identity of Chesham by
promoting its heritage and environment, in
consultation with the citizens of Chesham
2. To promote and deliver climate change emergency
initiatives that make a real difference to the local
environment, in partnership with local groups.
3. To ensure residents enjoy high quality social,
recreational, and cultural facilities by improving them
in accordance with the desires expressed by residents
4. To promote the economic vitality of Chesham by
encouraging employment opportunities, housing and
business facilities that respect the Area of Outstanding
Natural Beauty, and ensure that Chesham continues to
be a destination of choice
5. To help
create a
socially
inclusive
and caring
community,
which embraces all its residents equally, seeking to
develop their well-being, knowledge, understanding and
mutual co-operation.
6. To ensure that the money entrusted to us by the
residents of Chesham is properly managed and spent
efficiently and effectively on achieving the strategic
aims of the Council.
In line with these strategic aims the Council is currently
working on a variety of projects, in partnership with
stakeholders and local organisations who share our
vision. Here are a few of them:

Room Hire -
Chesham Town Hall
The Town Hall has been at the heart of Chesham's
community life since it first opened in 1998. As well as
the home of the Council offices it is also a popular
venue for hire, with TWO fully equipped function
rooms available for both private and social use.
Room hire can either be on a long or short-term basis
and we currently have a range of local community
groups using our facility. Amongst them, Slimming
World, MS Society, NCT, and Repair Cafe. We are
always keen to accommodate local groups, charities,
businesses and individuals and welcome your visits.
Hundreds of people come through our doors every
week, day and night, to attend meetings, classes, talks,
events and parties in our rooms for hire.
Here is a testimonial from one of our regular hirers;
‘We absolutely love holding our weekly art classes at the
Chesham Town Hall. The room is always prepared, it’s
light and airy with a fab little kitchen too. Perfect
location in central Chesham with great parking’.

The Council Chamber
Located on the First Floor, this spacious room (135m 2 )
can seat a maximum of 100 people theatre-style and
30 boardroom-style. With its views and balcony, overlooking
Lowndes Park, it is an ideal venue for a variety
of events; conferences, meetings, training days,
exhibitions, AGMs, seminars and educational classes.
The adjoining kitchen, with fridge, kettle, urn and
microwave, is available for your use for preparing light
refreshments.
The Community Hall
Located on the Ground Floor, the Community Hall is
128m 2 and can accommodate 100 people, 90 seated
theatre-style or 80 for seated receptions. Suitable for;
parties, birthdays with entertainers/ small bouncy castle,
performances, exhibitions, training days, social events,
quiz nights, dance classes and conferences. The Hall
benefits from an adjoining kitchen (with serving hatch
to main hall) that was recently refurbished, and contains
a range cooker, dishwasher, microwave, tea urn
and fridge.
Both rooms are available to hire 7 days a week
(excluding bank holidays) from 9am-10pm. Charges are
per hour and include use of kitchen, tables, chairs,
crockery, cutlery, screen, flipchart (as available). Wifi is
free. We also have microphones, a data projector and
laptop available for hire.
If you pre-book tables and chairs or equipment, our
caretaker will do all the hard work for you and set the
room up as desired, so all you have to do is turn up and
welcome your guests.
Catering for all needs, The Town Hall has disabled
access and toilets and baby changing facilities.
A 25% discount will be given to regular hirers
booking 10 sessions or more.
Payments can be made via bank transfer and a VAT
invoice will be issued upon request.

Car Park (a short-stay, pay and display car park
(maximum stay 4 hours) operated by Buckinghamshire

Community Events
Each year Chesham Town Council runs a program of
varied events for the benefit of the local community.
By working with our Town Partners and volunteer
groups we are able to host and promote events that are
intended to enhance the lives of our residents and
increase footfall to our shops, boosting the local
economy. This is part of our commitment to Chesham
as set out in our Strategic Aims (see page 7).

Visit Chesham and Villages – for locals & visitors
Chesham, as we all know, is in a pretty special position
having a London Underground station, a friendly
community, and beautiful villages and countryside around.
The Visit Chesham and Villages project is the
brainchild of Chesham Society and Chesham Connect,
to showcase this wonderful town and surrounding area,
attract visitors and encourage local tourism and pride in
the area as a destination.
It centres around the website visitchesham.org.uk –
an idea that came to fruition through the funding and
support of Chesham and Villages Community Board.
This brings together three organisations working for the
good of the community and its future with a not-forprofit
project aiming to profit Chesham and the
surrounding area as a whole.
The project covers the seven parishes of the Chesham
and Villages Community Board. These are Chesham,
Ashley Green, Chartridge, Chenies, Cholesbury-cum-St
Leonards (Hawridge & Cholesbury), Latimer & Ley Hill
and The Lee.
A specially-commissioned video was produced by a
local company which has proved very popular – it shows
the Metropolitan line train travelling through the
countryside to reach a bustling Chesham town centre
with scenes of the villages too.
The website lists the key events in town and villages
seen to be of interest to visitors and residents alike. This
growing number of events organised by various
organisations, often alongside Chesham Town Council,
have increased awareness of the area bringing more
participation and business to the high street and villages.
The villages have individual pages on the website with
an overview of places to visit and enjoy. Also a highlight
of the website is that it brings together many of the
wonderful walks that have been developed – for
example the town history walks or pub to pub walks are
a great way to discover new routes and views around
Chesham, as well as maybe a new pub!
We hope the website is useful to you as a central place
to see so much of what is great about Chesham and

COPAG
(Chesham Over 50’s Positive Action Group)
COPAG is a locally based community group for those
aged 50 years and above. It is part of The Bucks Older
Peoples Action Group (BOPAG), an independent, nonpolitical,
voluntary organisation made up of groups and
individuals around the county and further afield.
The A in COPAG stands for action and this is where
COPAG can really make a difference. If you have an
issue that needs tackling, and don't know who can help
you, COPAG can point you in the right direction. We
listen to our members and take any worries or concerns
you may have to the relevant body or council, etc. The
organisation has been at the forefront of all major issues
of concern to the older person in Chesham, making sure
their needs are considered. We are the voice of the older
people and are not afraid to stand up for ourselves!
We currently have members of all ages, both men,
women, singles and couples, many who have been part
of the group for some years. Membership is just £10 a
year which includes the COPAG Chronicle, a magazine
containing news, views and features relevant to life in
Chesham as an over 50-year-old.
As a group we love to socialise and listen to some
very interesting speakers e.g. charities, experts in health
and wellbeing and we hosted a remarkable speaker who
has a list of over 200 talks and speaks without notes.
We also enjoy listening to music and have welcomed
entertainment from jazz bands, a ukulele group and
students from Chesham Grammar singing at our
Christmas party.
In addition to our monthly meetings we also arrange
a day trip to various locations of interest once a year,
previously visiting the Houses of Parliament.
COPAG are a Chesham Town Council Town Partner
and are regularly featured in the local press, regarded as
a credible voice on behalf of the older person in
Chesham.
We meet at Chesham Town Hall every 3rd Friday of
the month between 10-12pm. It is a very central location
with easy and disabled access and facilities. Many of us
walk to these meetings or contact Dial A Ride but
disabled and general parking is also available in Catlings
car park where the Town Hall is situated.
We are a lovely group who are always welcoming new

Chesham Museum
In June 1981 Councillor Arnold Baines delivered a
spontaneous and passionate plea for the creation of a
Town Museum. This was at a concert to raise money to
restore an 18th century picture of the town now known
as the town picture. At the time, Arnold Baines was
Chairman of the Trustees of the Chesham Town Picture
Fund, known as the Francis Trust. The Town Picture is
now available to view in the reception of the Chesham
Town Council building.
It was decided that the Town Picture should become
the focal point of a Chesham Town Museum and, with
that, people began to think about a premises for a
museum.

In 1985 Mora Walker (latterly President of Chesham
Museum), on the Town Council, joined a working party
and clear guidelines were established for the project.
In 2004 the first premises for the museum opened in
the stables behind the Griffin, formerly the Gamekeepers
Lodge, in Bellingdon Road. This was implemented and
coordinated by Mora Walker and the then Landlord of
the Griffin, Shay Comaskey. In 2009 the museum
relocated to 15 Market Square, Chesham and was very
Since then the museum has maintained a strong online
presence through its website and social media channels,
helping to provide a connection to its audiences and users
both local, and visitors and researchers from across the
world. Most recently the museum management and
volunteers have worked hard to raise funds and volunteer
support to develop a new website. This brings the best of its
exhibitions, collections, events and opportunities for the
world to enjoy and engage with the town’s rich history. The
museum stall actively attends the monthly Chesham Local
Produce Market as well as a number of local fairs and fetes.
The museum is a registered charity and aims to
educate visitors about the rich history of Chesham and
its past inhabitants. The museum collection primarily
deals with things that are associated with Chesham, but
also the outer-lying areas: Asheridge, Ashley Green,
Ballinger, Bellingdon, Chartridge, Hyde Heath, Latimer,
Lee Common.

therefore have a limited amount of time to research enquiries. If you
have an enquiry that requires extensive research you may be asked

Walkers are Welcome

‘Walkers are Welcome’ (WaW) is a national organisation
that seeks to boost our wellbeing by walking and also by
supporting the local economy by encouraging tourism.
It is aimed to cover all levels of walking from the lunch
time stroll to strenuous long-distance exercise. WaW
membership is open to towns, parishes and districts.
The 90 plus members stretch from Cornwall to the
Shetland Isles and from Pembrokeshire to Norfolk, but
there are only two of them in the Chilterns at present –
Chesham and Henley-on-Thames.
In 2006 Chesham was one of many towns across the
country seeking revitalisation, as a consequence of a
nationwide process known as Market Town Health
Checks. One of the outcomes of that was the idea of
publishing walking routes in and around the town.
Suitable routes were sketched out and a small committee
formed. The routes were formalised and funding
obtained to print walk leaflets. These consisted of walks
in town and others stretching out north, south, east and
west as well as a walk following the natural boundary
of Chesham.
In 2009, the group decided to apply to join the
national WaW movement. This meant collecting 500
signatures from local residents to show community
backing and gaining the support of the Town Council,
which was readily given. The leaflets were rebranded
and downloadable versions produced which can be
accessed from the Chesham Town Council website. The
support of businesses in the High Street was sought, and
many now display WaW stickers.
Subsequently Chesham WaW
produced a series of leaflets called
Station to Station Walks, encouraging
visitors to alight at railway stations readily accessible
from London and walk to Chesham Station. Another
leaflet outlined a route linking producers and providers
of local food and drink. WaW have also worked with the
Chilterns Conservation Board to update the 10-mile
walk along the River Chess with new interpretation
boards, signage and footpath improvements.
This year, Chesham WaW supported by Chesham
Museum, will be launching a series of 4 downloadable
walks which will guide people along routes with
stopping places showing details of the historic
significance of various locations. Three routes are within
Chesham, but the fourth follows the life and death of the
local martyr, Thomas Harding, who was burned at the
stake in 1532 for his non-conformist beliefs.
WaW aims to cater for all kinds of walking and the
Chesham group are hoping to incorporate routes
suitable for the less able. A few years ago, in conjunction
with the Disabled Ramblers and the Chiltern Society
Path Maintenance Volunteers, they installed accessible

Climate Change – Do Your Bit
Human activities are estimated to have caused
approximately 1.0°C of global warming above preindustrial
levels to date. This warming will persist for
centuries to millennia, and will continue to cause
further long-term changes in the climate system, such as
sea level rises.
In September 2018, the UN Secretary General stated
that humanity had to start making radical cuts in fossil
fuel emissions within two years, to avoid facing potential
extinction. In the same year, a report of the
Intergovernmental Panel on Climate Change stated that
carbon emissions need to be cut by nearly half by 2030,
to have a two thirds chance of avoiding temperatures
catastrophically rising above 1.5C.
In 2019, Chesham Town Council decided to act too and
declared a climate emergency. It committed to reducing the
negative impact of council services on the environment,
with an aspiration to be carbon neutral by 2030. To help us
achieve this aim we commissioned an Eco Audit and have
been implementing the recommendations.
Motion sensitive lighting and separately controlled
heating zones have been installed in the Town Hall to
better manage room temperatures and reduce heating
and lighting waste. The majority of our lighting across
our buildings has been switched to LEDs, with staff
encouraged to make maximum use of natural light when
practical. We have swapped to a green energy tariff for
the majority of our buildings with plans to switch the
remaining buildings over. We use 100% recycled paper
in all parts of the council and where possible have
paper-free offices.
To help manage our green waste, we have invested in
a mobile biochipper. This rapidly produces compost for
use around the town’s green spaces. We also use this in
January each year when residents can bring their
Christmas trees to us for bio-composting. We have
changed our mowing regime for many of our grass
verges and open spaces, enabling the grass and wild
flowers to grow and set seed, providing pollen for
insects and a good habitat for wildlife. Planting of
native tree saplings has taken place in Lowndes Park and
Codmore Field and invertebrate habitats created at Coop
and Nashleigh Fields. A full ecological survey and
eDNA analysis was done on Skottowes Pond, with a
chemical and volume analysis of the silt. These will
inform a restoration project for the pond and we are
working on a strategic masterplan for the whole of
Lowndes Park. This will be the basis for its ecological
management in the future.
We are keen for residents to join us in working
towards making Chesham as a whole carbon neutral.
As an example, there are thousands of private gardens in
Chesham where we as owners/gardeners can help to
make a huge difference. Gardening organically, using
peat-free compost, planting trees and looking after
hedgehogs are just a few ways to combat the climate and
ecological emergency. There are many more tips and

Everyone runs through everything we

amazing and committed group of volunteers who are
eager to help us bring our programme of events to life.
We have a 300 seated/400 standing capacity theatre
that boasts an exciting and wide-ranging programme of
professional productions, including; top comedy acts,
musicals, ballet/dance, classical, pop and rock music
concerts, a professional pantomime and eclectic range of
movies from blockbusters to arthouse. Take in a
production at The Elgiva and you will enjoy Dolby
Digital cinema, an all-LED house rig and Vista by
Chroma-Q lighting.
But The Elgiva is far more than just a theatre. We are
home to workshops and community events for all ages,
and our Christmas Craft Fair is an extremely popular
fixture in the run up to the festive season. We also
screen ‘It’s a Wonderful Life’ every December, an Elgiva
tradition loved by staff and visitors alike!
The Elgiva boasts a resident orchestra, the English
Sinfonia, a dedicated exhibition space that showcases
everything from textiles to fine art and we are also home
to the Chiltern Film Society. Our vibrant Youth Theatre
offers younger locals the chance to hone their skills on a
professional stage, as well as offering behind-the-scenes
experiences in lighting, sound design and staging. We
also offer apprenticeships in Theatre Administration
and Theatre Technical Skills.
We welcome amateur productions too. Whether it’s a
local school’s end of term celebration, a local theatre
group, or an extravaganza by one of the many
performing arts clubs, we are ready to help give every
production that big stage feeling.
The Elgiva’s Live Screening programme offers a very
special evening out; featuring the best of the West End
but without the journey. We screen productions from
the Royal Opera House, National Theatre, RSC and
Glyndebourne and make the experience extra-special
with live foyer music and a welcome drink beforehand.
Our onsite café, Café Encore, is always a welcoming
space, whether you’re taking advantage of our free WiFi
to make a change from working at home, hosting a
meeting or meeting friends for one of our famous (and
scrumptious!) afternoon teas. The café serves a wide
range of beverages, delicious lunches and homemade
cakes, and in the evening, you can enjoy a drink (soft, or
slightly stronger) at our well-stocked theatre bar, or pop
to our kiosk for snacks and delicious ice cream.
The theatre is also available for hire for public and
private events such as weddings and conferences, and
has several flexible spaces, free Wi-Fi and a pay-anddisplay
car park right outside.

The Oasis Partnership
in Chesham
The Oasis Partnership continues to provide a wide range
of support services to the residents of Chesham and its
surrounding villages. Last year we engaged over 700
clients, participating in one or more of our weekly
courses and activities linked to our Routes to Work
Project, Social Prescribing Project, Media Launchpad
Project, and our Lottery funded, Friends2Gether
Intergenerational Project. We are also a part of the One
Recovery Bucks, offering substance use treatment
services from our Lewins Yard base.
Each of our projects offer a wide range of activities
aimed at improving Health and Wellbeing that anyone
can get involved with. We are always listening and are
keen to see what new activities we can add to our menu
of opportunities. Current activities include:
Employment Training, Education advice, Mindfulness,
Podcasting, Music, Production, Song, Digital Skills,
Cooking groups, Yoga, Sewing group, Arts and Crafts,
Hording group and Walking groups.
Over the past 3 years, Joanna Hill has provided us
with an opportunity to develop a range of new projects
and services, from the beautiful Bagnall Building on
waterside, allowing us to establish a service that has
been developed with community, and designed to meet
local needs.
Our desire to develop youth focussed services
remains in line with our Charity’s Early Intervention
and Prevention ethos, however our current focus is on
developing support for people 18+ and enhancing our
existing provision.
Bringing Health and Wellbeing to the High Street –
supporting the Opportunities Bucks agenda.
Owing to circumstances out of our control, we are now
relocating our services from the Bagnall Building to our
new forever home, right at the heart of the community
in Chesham High Street.
This move will enable us to have an easily accessible
base, helping us to reach and engage more people -
particularly those travelling from the surrounding
villages. Our new building will enable us to advertise

and promote our services effectively,ensuing we reach
out to all in our community, whilst building
collaborations and joint ventures with other
organisations to enhance what we can offer.
Moving our services into the high street is one of our
strategic goals and we are extremely pleased that
Chesham will become our flagship town, helping us
meet our Charity objects.

The centre has full disabled access to all areas, with close
proximity parking. There is also a pool viewing room
offering hot drinks, and a vending machine for use by
both members and the general public.
Socially, Bacon Butty Mornings are held on the last
Friday of the month from 6.30am to 9.30am all year
round, and a midsummer Midnight Swim.
The centre aims to be as environmentally friendly as
possible, rooftop solar panels feeding power back into
the grid and saving an estimated four tonnes of CO²
every year. It is also surrounded by beautiful gardens
and wildflower areas all maintained by valued volunteers
and staff.
With no joining fee and the choice of pay as you go,
monthly or yearly memberships, choose the best option
to suit you. Special rates are available for those over 65
years and juniors aged up to 18 years. Our easy to use
online booking system helps you plan and manage your
sessions.
The centre is open from 6am-9pm Monday-Thursday,
6am–8pm Friday and 8am–6pm weekends. Also open

Yoga – Mindful Practice for Body and Mind
Everything changes (as it always does). We live in a
world that is changing all around us. We’re changing too.
The body changes with time, with seasons and is
affected by what we do. The mind is always moving,
thinking or being bombarded with information!
Yoga uses the idea of change; utilising the body,
breathing and the mind to move towards what is
positive for us. Within the constant of change, even
directed change, there is also a need to find something
stiller and steadier. Then, we can find moments of being
in our awareness, when the mind stops taking charge
and we find our still centre.
We intuitively realise that being mindful is helpful
for finding our centre. The mindful
focus in yoga is a way to connect
body and mind, to connect to our
awareness and to connect with the
process of positive change.

Could you be a Chesham shopkeeper?
At the beginning of 2022, in the wake of the covid
pandemic, I took a giant leap and opened an art gallery in
Chesham High Street. Coming from a long line of
shopkeepers, I really enjoy serving customers, chatting to
people from all walks of life, and offering them locallymade
art, crafts and gifts that aren’t easily found elsewhere.
With the town centre sitting in the bottom of a steep
valley, the High Street is too narrow for modern traffic
to run through. Berkhamsted and Amersham are
probably three times as wide, so Chesham suits its
pedestrianisation well and there is a special sense of
community spirit, especially on a market day or at one
of the ever-increasing celebrations or festivals.
Many of the shop premises date back several
centuries, with oak beams, old fireplaces and small,
uneven rooms which can be rejected by mainstream
retailers. The buildings are perfect for quirky,
independent, family-run outlets, such as our wonderful
homemade-chocolate shop and refill project at the
Gatehouse, the old-fashioned tea room and amazing
music venue at Francis Yard, the jewellers amongst the
tiny buildings of Lums Yard and in the High Street and
the little music shop overlooking the historic Broadway
for example.
How lucky we are still to have an independent bakery
(established 1837), a hardware shop, a butchers, familyrun
stationers, printworks and art shop, a brilliant
second-hand book shop, picture framers, shoe
retailers/repairers, pet shop, camera shop and so forth.
What a terrible loss to Chesham if they ever closed. Also,
I wonder if anyone has ever formally thanked our Polish
community for setting up some of the most tasteful cafés
and restaurants in the town centre in recent years.
Bear in mind that many of the smaller premises are
exempt from business rates, then search for a good and
honest landlord with a reasonable rent, bring your
passion and a willingness to work hard, and you could
enjoy a sociable and rewarding lifestyle selling products
or services you believe in.
