What the Hoover Report
Department of the Interior
Means to You
Present "disastrous conflicts
and overlaps in the Department
of the Interior cost the taxpayers
enormous sums annually," the
Hoover Commission revealed.
Back in 1924 the Joint Congressional
and Presidential Committee
on Reorganization recommended
that most Federal Government
conservation and construction
activities be consolidated in-a. single
Cabinet department. The proposal
was again made ty President
Hoover in 1932, and a=-ain by
President Roosevelt's Committee
on Administrative Management in
1&37.
"Had such a department been
created 25 years ago," the Commission
declared, "hundreds of
millions of dollars would have
. been saved to the puolic over
these years, Today it is a complete
necessity."
The Interior Department's Bureau
of Reclamation and the
Army's Carps' of Engineers are in
constant conflict. They are rivals
in the business of building and
operating multipurpose dams for
flood, control, navigation, irrigation,
domestic water eupply, hydroelectric
power. They duplicate
each other for local support at
the other's surveys and other activities,
try to outbid each Federal
Government's expense. They prodigally
waste natural resources by
failing, between them, to make
the best possible development of
the nation's river basins.
The lameutable division of authority
for public works has also
resulted in over-all Government
failure to check adequately on the
worth of proposed construction
projects and to determine their
proper timing. Economists agree
that the Government should hold
its public works to a minimum in
prosperous times, reserving them
to stimulate the economy when
private jobs a, n d construction
begin to slack dft. But such planning
and control are difficult
when several rival agencies are
attempting to promote their individual
building programs.

The 12-man, bipartisan Commission
on Organization ol the
Executive Branch of the Government
was created by unanimous
action of Congress in
July, 1947. At the suggestion of
President Truman, former
President Herbert Hoover was
named chairman with Secretary
of State Dean Acheson as
vice chairman.
The Commission utilized 24
research committees called
"task forces" composed of 300
nationally noted specialists.
After two years of exhaustive
study the Commission submitted
to Congress a specific
blueprint to eliminate duplication,
overlapping, and waste
while actually improving government
service. This blueprint
would make possible savings
of S3 to $5 billions a year.
The bipartisan Citizens Committee
for the Hoover Report,
a nonprofit organization, was
created to rally public support
for the Commission's recommendations.
Headed by Dr.
Robert L. Johnson, president
of Temple University, it maintains
headquarters at 1421
Chestnut Street, Philadelphia.
Now, in a time of relative prosperity,
the current appropriations,
for major Federal construction
projects total $l,300,000,000? To
complete those already underway
will cost more than 55,500,000,000.
Projects authorized by Congress
but not yet' initiated may cost
57,800,000,000.
Within the next five years Federal
plamta will probably be producing
15 or 20 percent of the
nation's electric power. Nearly
5,000,000 acres of land are now
watered by United States irrigation
projects.
The Army Engineers and the
Bureau of Reclamation each drew
plans for a project at Hell's Canyon,
Idaho. Sach set of plans
cost about $250,000 and differed
in essential particulars of" construction
and by over 175,000,000
in cost of erection.
There iff a consistent underestimate
of costs in Federal construction,
the Commission disclosed.
For instance, Congress
was informed ttoat the Colorado-
Big Thompson project would cost
$44,000,000. It ,eventually set the
Government back $131,800,000.
The cost of the Hungry Horse
Project in Montana grew from an
estimated $6,300,000 to an actual
$93,500,000. S u c h discrepancies
'hardly can be explained by increases
in costs- of labor and
material," the Commission wryly
commented.
It need hardly be pointed out
to you, as a citizen, that the recommendations
of the Hoover
Report with reference to the Department
of the Interior should
be adopted. It means money in
your pocket. You can't afford to
let these and the other reforms
proposed by the Hoover Commission
go by the board through public
indifference.
The Citizens Committee for the
Hoover Report was organized
specifically to make the contents
of this document an actuality
rather than an ideal. The Committee
believes that an informed
public will demand action by the
Congress to the end that lastinggood
Government will secure the
future of our nation.

reforms that will bring economy
and efficiency.to the federal government.
Savings of from $3 to $5 billions
a year are possible if the
Hoover Commission's recommendations
are fuHy adopted and vigorously
applied.
