HCP002E Invalid operand - operand
2. You cannot use this command if an external security manager is installed on
your system and security label checking is enabled. For additional information,
contact your security administrator.
3. A general user can only turn an OBSERVER off for a targetid if the general user
is the OBSERVER of that targetid. For example, if USERA issues SET
OBSERVER USERB, then USERB can stop observing USERA by issuing:
SET OBSERVER USERA OFF
