The Board of School Trustees of the <strong>Fort</strong> <strong>Wayne</strong> <strong>Community</strong> <strong>Schools</strong> met in regular session in<br />

the Lester L. Grile Administrative Center on Monday, September <strong>24</strong>, 20<strong>12</strong> at 6:02 p.m. President Mark<br />

GiaQuinta called the meeting to order with the Pledge of Allegiance and the following members in<br />

attendance:<br />

Chief Academic Officer Steve Cobb sitting in for Superintendent Wendy Robinson presented<br />

the following information and recommendation concerning awards and recognitions:<br />

RECOMMENDATION: It is recommended that the Board recognize St. Joseph Central Elementary<br />

School Teacher Laura McCoy and Kekionga Middle School Teacher Michael Horan for winning the<br />

20<strong>12</strong> <strong>Fort</strong> <strong>Wayne</strong> Philharmonic Primary and Secondary Music Educator of the Year Awards.<br />

RELATED INFORMATION: Ms. McCoy and Mr. Horan were awarded Primary and Secondary <strong>Fort</strong><br />

<strong>Wayne</strong> Philharmonic Music Educator of the Year Awards, sponsored by Sweetwater Sound. The award<br />

honors excellence in music education. St. Joseph Central Elementary and Kekionga Middle School both<br />

received a $500 cash prize to be used for music resources.<br />

Both teachers will be recognized at the Philharmonic concert Saturday, October 27.<br />

20<strong>12</strong>; Personnel Report; 20<strong>12</strong>-2013 Grant Application Non-English Speaking Program; 20<strong>12</strong>-2013<br />

Grant Application Title III: Language Instruction for Limited English Proficient and Immigrant<br />

Students; and Workers’ Compensation Third Party Administrator.<br />

The minutes from the regular Board meeting of September 10, 20<strong>12</strong>, were distributed to Board<br />

members with a recommendation for approval.<br />

RECOMMENDATION: It is recommended that the Board approve the vouchers for the period<br />

ending September <strong>24</strong>, 20<strong>12</strong>.<br />

RELATED INFORMATION: All vouchers paid by the <strong>Fort</strong> <strong>Wayne</strong> <strong>Community</strong> <strong>Schools</strong> appear on a<br />

voucher listing. The voucher listing for the first meeting of the month includes the payroll and fixed<br />

RECOMMENDATION: It is recommended that the Board approve the application for and acceptance<br />

of the Non-English Speaking Program grant for 20<strong>12</strong>-2013 in the amount of $233,223.98 from the<br />

Office of English Language Learning and Migrant Programs of the Indiana Department of Education.<br />

RELATED INFORMATION: The Non-English Speaking Program grant is state funding allocated<br />

based on the number of limited English proficient (LEP) students in <strong>Fort</strong> <strong>Wayne</strong> <strong>Community</strong> <strong>Schools</strong><br />

during the 2011-20<strong>12</strong> school year. Funds from this grant will allow for the continuation of a range of<br />

services for the district’s English Language Learners (ELL) program. The funds in this year’s grant are<br />

specifically designated for personnel (interpreters/translators and ELL liaisons).<br />

This non-competitive grant written by Emily Schwartz Keirns, ELL coordinator, supports advancement<br />

intended and outlined in the FWCS District Goal I: Achieve and Maintain Academic Excellence and<br />

Goal II: Engage Parents and the <strong>Community</strong>.<br />

RECOMMENDATION: It is recommended that the Board approve the application for and acceptance<br />

of the Title III: Language Instruction for Limited English Proficient and Immigrant Students for 20<strong>12</strong>-<br />

2013 in the amount of $361,998.00 from the Office of English Language Learning and Migrant<br />

Programs of the Indiana Department of Education.<br />

RELATED INFORMATION: The Title III grant is federal funding allocated by the Indiana<br />

Department of Education based on the number of limited English proficient (LEP) students in <strong>Fort</strong><br />

<strong>Wayne</strong> <strong>Community</strong> <strong>Schools</strong> during the 2011-20<strong>12</strong> school year. Funds from this grant will allow for the<br />

continuation of a range of supplemental services for the district’s English Language Learners (ELL)<br />

program. The funds in this year’s grant are specifically designated for supplemental instructional<br />

materials and professional development.<br />

RECOMMENDATION: It is recommended that the Board approve JWF Specialty Company as the<br />

Third Party Administrator for the FWCS Workers’ Compensation program for a four year period<br />

effective October 1, 20<strong>12</strong>.<br />

RELATED INFORMATION: A Request for Proposal was issued and four vendors responded. JWF<br />

Specialty was selected based on their claim-handling processes, reporting capabilities, pricing and<br />

experience. They are the largest Property Casualty Third Party Administrator domiciled in the state of<br />

Indiana and they specialize in education and municipalities. Current clients include some of Indiana’s<br />

largest employers, including the State of Indiana and several large public school districts.<br />

This agreement may be extended annually beyond the fourth year provided there are no additional price<br />

increase adjustments or changes to the terms of the contract.<br />

A motion was made by Stephen Corona, seconded by Becky Hill, that the following consent<br />

agenda items be approved: Minutes from Regular Meeting, September 10, 20<strong>12</strong>; Vouchers for the<br />

Period ending September <strong>24</strong>, 20<strong>12</strong>; Personnel Report; 20<strong>12</strong>-2013 Grant Application Non-English<br />

RELATED INFORMATION: Under the Superintendent’s Contract, decisions about compensation<br />

are to be made within ninety (90) days of the end of a school year. The date this year would be<br />

September 28. An extension is necessary because certain data provided by the State Department of<br />

Education, that is needed to complete the compensation calculation, is not yet available. With this<br />

extension, the new deadline would be November 27. This extension would be a one-time modification<br />

of the deadline and not a permanent amendment to the Superintendent’s Contract<br />

A motion was made by Jordan Lebamoff, seconded by Julie Hollingsworth, that the<br />

recommendation concerning the Superintendent’s Contract be approved. Roll Call: Ayes, unanimous;<br />

nays, none.<br />

Chief Financial Officer Kathy Friend presented a report that described the year 2013 budgets for the<br />

General Fund and the seven tax supported funds: Racial Balance, Capital Projects, Transportation, Bus<br />

Replacement, Debt Service, Pension Bond, and Museum of Art. The public budget hearings will be held<br />

on October 8, 20<strong>12</strong>. Board action is scheduled for these budgets on October 22, 20<strong>12</strong>.<br />

Board President Mark GiaQuinta commented that Board members Julie Hollingsworth and John Peirce<br />

will be doing a presentation on behalf of the Board at the Indiana School Boards Association Fall<br />

Conference in Indianapolis tomorrow. The Board appreciates their commitment to the work of the<br />

district.<br />

Board member Julie Hollingsworth commented about the house being built by Anthis students in<br />

Becketts Run. She will keep an eye on its progress. She also commented about a recent article she read<br />

about the U.S. being top ranked in science and innovation.<br />

The next regular meeting of the Board is scheduled for Monday, October 8, 20<strong>12</strong> at 6:00 p.m.<br />

in the Lester L. Grile Administrative Center.<br />

Documents to be signed by members of the Board were the Regular Board Meeting Minutes<br />

from September 10, 20<strong>12</strong>, and Voucher List.<br />

PTA Council President Kathie Green gave Board members an update on PTA activities at different<br />

schools including a College and Career night at Northrop High School on November 14. The PTA<br />

Council has also scheduled a School Board Candidate forum for October 25 at 6:30 p.m. at the Allen<br />

County Public Library.<br />
