e started out strong and we aim to maintain this momentum

throughout this year so that we can attain our goal of delivering

high impact and up to standard projects that serve the needs of

the Filipino people.

I am truly in awe of the dedication of all our staff thus I would like to

express my heartfelt gratitude to all of you who made our exceedingly

impressive achievements possible. I hope I can be an even more effective

instrument to push each of you to reach your potential as public servants.

As agents of development and as nation builders, let us perform our

duties as enthusiastically as we can, despite the various adversaries and

challenges we face. Know that no matter how tiring and demanding our

jobs are, we are working for the benefit of our stakeholders and the future

of our country.

ur advocacy for open and transparent communication with our

stakeholders has given us the opportunity to share many of our

success stories as well as numerous achievements that highlight the

hard work and efforts of everyone in Pampanga 2nd District Engineering

Office.

Life itself is a process of self-discovery and becoming, that is why I have

so much gratitude to my colleagues for keeping the ball rolling despite

the countless challenges they face, and I am infinitely proud of how they

overcome these adversities and come out with more knowledge and

experience that they use to better themselves.

May we always be proficient, capable, and effective public servants and

ecretary Manuel M. Bonoan has formally

assumed his role as head of the Department

of Public Works and Highways (DPWH).

He succeeded Acting Secretary Roger G. Mercado

Outgoing Acting Secretary Mercado

handed over the DPWH flag symbolizing reins of the

agency during a simple turnover ceremony

held Friday, July 1, 2022 at the DPWH Central

Office Multi-Purpose Hall in Port Area, Manila.

Secretary Bonoan’s appointment to

DPWH is a homecoming of sort.

He has an extensive career as a public servant that

started at DPWH as early as 1966, spanning four (4)

decades until his retirement in 2010 as Senior

Undersecretary.

of completing unfinished flagship projects of the previous

administration and push new infrastructure initiatives.

After the turnover ceremony, Secretary Bonoan

immediately convene a meeting with the

Undersecretaries and Assistant Secretaries,

Regional Directors, Bureau Directors, Service Directors,

and Project Directors and laid out his policies and priorities.

“Let us work together, let us continue work as a

team”, Secretary Bonoan told DPWH officials.

His practice as a professional civil engineer

continued when he joined the private sector and became top

executive of one of the leading companies engaged in the

construction, management and operation of

expressway network.

With all the qualifications and experiences as

professional civil engineer and wisdom that he has

earned in his illustrious career in both public and

private sectors, Secretary Bonoan was picked by

President Ferdinand R. Marcos Jr. to lead the daunting task

he Philippines’ Department of Public Works

and Highways (DPWH) has fostered greater

collaboration with Japan’s Ministry of Land,

Infrastructure, Transport and Tourism (MLIT) for

tunnel engineering and road infrastructure development.

A Memorandum of Cooperation (MOC) was formally signed

Tuesday, October 4, 2022 in Manila by DPWH Secretary

Manuel M. Bonoan and Senior Undersecretary

Emil K. Sadain, and MLIT Vice Minister for

Engineering Affairs Mikio Yoshioka to further

strengthen mutual cooperation, business relations, and capacity

development in relation to the construction and

operation & maintenance (O&M) of road tunnels and related

facilities in the ongoing Davao City Bypass Construction

Project and the proposed Dalton Pass East Alternative Road

Project.

Japan is a leading authority in tunneling technology as

it has always been at the forefront of advancement in

construction and engineering with state-of-the-art

equipment and world-renowned machineries. This nation

also has a large network of controlled-access toll expressways.

With the signed MOC, a first workshop was also launched

on the sharing and transfer of Japanese construction,

O&M technologies and expertise with the event an

opportune occasion to encourage business

match-making of companies between the Philippines

and Japan.

The workshop was attended by over 100 Japanese nationals

led by no less than the Embassy of Japan in the Philippines

Ambassador Koshikawa Kazuhiko, MLIT Vice Minister

Yoshioka, Japan International Cooperation Agency (JICA)

Philippine Office Chief Representative Sakamoto Takema,

and delegates from leading Japanese construction firms.

The Philippine side was headed by DPWH Senior

Undersecretary Sadain, Assistant Secretary

Constante A. Llanes Jr., Project Directors Benjamin A.

Bautista, Ramon A. Arriola III and Rodrigo I. Delos Reyes;

National Economic Development Authority (NEDA)

Assistant Secretary Roderick M. Planta; Department of Finance

(DOF) Executive Director Helena B. Habulan; Public Private

Partnership (PPP) Center Deputy Executive Director Eleazar

A. Ricote; and among other construction business leaders.

In his message, DPWH Secretary Bonoan lauded this workshop

event organized by Senior Undersecretary Sadain and MLIT as

it will open many opportunities for strategic partnership and

collaboration to support current efforts of the administration

of President Ferdinand Romualdez Marcos Jr. of continuing

infrastructure programs and initiatives to ‘build better more’.

Senior Undersecretary Sadain, in-charge of Unified

Project Management Office (UPMO) operations

implementing large scale infrastructure projects, said that

technical assistance and loan grants from

JICA paved the way for some of the flagship

infrastructure projects in the Philippines today.

JICA is the Philippines largest bilateral Official

Development Assistance (ODA) partner with ongoing

development cooperation projects nationwide across

key sectors of infrastructure development, disaster risk

reduction, health, education, agriculture, and among others.

In support of the ‘build better more’ campaign, DPWH

Assistant Secretary Llanes Jr. shared the country’s

traffic decongestion program anchored on the

masterplan on high standard highway network

development which include the Davao City Bypass Road Project.

The construction works and applied tunneling technology

in the on-going Davao City Bypass Project was discussed

by Project Director Akira Mito of the Shimizu-Ulticon-

Takenaka joint venture while officials of Nippon

Expressway Company, Metropolitan Expressway

Company, and Honshu-Shikoku Bridge Expressway

Company shared their experience and proven expertise in the

construction and operations and maintenance of road tunnel in

mountainous, undersea, and urban areas as well as

long-span bridges.

“We are very grateful to the MLIT for sharing

expertise and transferring technology on the construction,

operation and management of road tunnels with us. This

technology will be extremely useful in bringing some of

our flagship infrastructure projects to fruition”, said Senior

Undersecretary Sadain.

Meanwhile, the respective programs and projects of the two

(2) expressway concessionaires in the Philippines that will play

key role in connecting places and improving mobility towards

nation building were discussed by Mr. Raoul Eduardo C.

Romulo and Mr. Allan G. Alfon of San Miguel Holdings

Corporation and Metro Pacific Tollways Corporation,

respectively.

Department of Public Works and Highways (DPWH) -

Region III, in partnership with the Philippine

Information Agency (PIA) – Central Luzon, conducted

three days of Risk Communication Seminar for the various District

Public Affairs and Information Unit (DPAIU) of its constituents.

“This learning and development activity is an opportunity for

our information officers and their teams to learn the basics of

risk communication. It will also increase their understanding of

the importance of providing the public with accurate information

and for them to learn how to combat misinformation,” said Chief

Administrative Officer Remedios Q. Laurel in her welcoming speech.

The discussion proper was led by PIA Central Luzon

Assistant Regional Director Carlo Lorenzo J. Datu and Ms. Gabriela

Liana S. Barela who imparted valuable knowledge and real-life

application of risk communication with respect to DPWH’s function.

DPAIU staff and officers facilitate the communication between their

offices and its stakeholders which prove the importance of accurate

and on-time dissemination of information in forms of press releases,

especially travel advisories, that inform the public of possible traffic

hazards and driving situations that may affect or pose a risk to them.

Employees of the Department of Public Works and

Highways Pampanga 2nd District Engineering

Office were reintroduced to office policies that might

be normally overlooked in a 3-day reorientation

program organized by the Human Resource and Administrative

Section (HRAS).

Chief Administrative Officer Jennifer B. Gonzales facilitated the

morning sessions that reoriented district employees on office

decorum, while the topic “Continuing

Personal Evaluation” was discussed by

Ms. Kathleen B. Gonzales, RPm, MS* in the afternoon sessions.

During the seminar, employees were taught to make

positive and accurate self-assessments that would help

them in their personal and professional growth, and were

guided in evaluating their attitudes about their careers.

“As public servants, we must ensure that we uphold proper office

decorum and demonstrate our professionalism as government

employees through our thoughts and actions. This is reflected in our

adherence to office rules and regulations, as well as in our attitudes

about work and how we perform our duties,” AO Gonzales said.

District Engineer Gregorio D. Audea, Jr. pushed for the conduct of

the 3-day learning activity to make employees aware of how their

performance and devotion to duty affects the overall success of the

organization, and expressed his confidence that through this, district

employees will be motivated to be ethical and effective public servants.

he Samahan ng mga Kawaning Nagkaikaisa (SAMAKANA)

Pampanga 2nd DEO Chapter recently donated office supplies

to several elementary schools in Guagua and Floridablanca.

SAMAKANA President Dorina Mendoza and Vice-President

Gener Permites led the activity with full support from District Engineer

Gregorio Audea, Jr. and district employees.

Teachers from Paguiruan Elementary School supervised by

Principal III Lalaine C. Sumandal; Floridablanca New

Resettlement Elementary School headed by Principal IV

Rolly C. Marcelo; and Talang Elementary School led by Head Teacher III

Marian C. Alipio; received the needed supplies such as bond

papers to be used in the preparation of learning

materials as well as facemasks and alcohol that

help prevent the spread of the COVID-19 virus.

According to DE Audea, the said activity was their way

of supporting the Department of Education in its goal

of providing schools, particularly teachers, with the

materials needed to provide quality education to students.

“I am grateful that our office has helped three public schools that will

surely benefit their students as well. Also, a big thanks to all the officers

and members of SAMAKANA who initiated this project,” Audea said.

Meanwhile, school officials expressed their gratitude for the program

and the support provided by SAMAKANA and Pampanga 2nd DEO.

Audea assured that the DPWH will continue to carry-out

maintenance activities in public schools such as repainting of

pedestrian lanes and maintaining drainage systems near schools.

he “Lakbay Alalay” station of the Department of

Public Works and Highways - Pampanga 2nd District

Engineering Office located at the corner of Jose Abad Santos

Avenue (JASA) and San Antonio-Floridablanca Road (K0079 + 800)

has been reactivated to serve the motorist traveling during “Undas”

District Engineer Gregorio D. Audea, Jr., said that their uniformed

personnel equipped with the necessary tools were deployed at the

motorist assistance center to provide round-the-clock assistance

from October 28 to noon on November 2.

Audea added that the DPWH has ensured that motorists

traveling on All Saint’s Day feel safe and secure as they go on with

their journey.

DPWH has been constantly reminding motorists to exercise

caution and strictly adhere to traffic rules and regulations to

ensure their safety and avoid any inconvenience.

he Department of Public Works and Highways (DPWH)

Pampanga 2nd District Engineering Office underwent a regular ISO 9001:2015

compliance audit conducted by the Internal Quality Audit (IQA) on July

27-29, 2022 to assess their adherence with the quality management system.

The 3-day remote audit held via Zoom was headed by IQA auditors

Michael G. Cabrera and John Steven Castillo, where interviews with District executives,

section chiefs, and other concerned personnel included, along with the evaluation of records

and documents were conducted to identify non-conformities and areas for improvement.

“This yearly audit reminds us that we must always strive to do better and we

should always leave room for improvement so that we can best fulfill our

purpose as public servants,” says District Engineer Gregorio D. Audea, Jr.

Despite the relatively strong earthquake felt during the remote audit’s

entrance conference and the slight delay in its continuation, the Pampanga 2nd

DEO still showed their commitment and went on with the virtual assessment.

This is proof that no matter what happens, they will continue to strive for

excellence and deliver world-class quality service for the benefit of its stakeholders.

he Department of Public Works and Highways

- Pampanga 2nd District Engineering Office in

partnership with the Local Government of

Sasmuan recently conducted a cleanup drive along the

Guagua-Pasak riverbank adjacent to the Sasmuan Public

Market.

According to District Engineer Gregorio D. Audea, Jr., this

cleanup activity is linked to the ongoing rehabilitation and

restoration of the coastal and marine ecosystem of Manila Bay.

“The DPWH is one of the 13 mandamus agencies

obliged to carry out activities related to the Manila Bay

rehabilitation as prescribed in the Writ of Continuing

Mandamus issued by the Supreme Court,” Audea said.

The District Engineer added that the DPWH is also part

of the Task Force responsible for the implementation of

programs or projects that will promote sustainable

development and help improve the quality of water in

Manila Bay.

“This task force was created by President Rodrigo Duterte

in 2019 by virtue of Administrative Order No. 16, and as a

member, our duties include the cleaning of coastal areas and

the removal of structures and other encroachments built on

waterways that discharge into the Manila Bay,” Audea furthered.

Sasmuan Mayor Catalina Bagasina Cabrera, Vice

Mayor Mamerto Tamayo Jr., and Municipal Planning and

Development Coordinator Engr. Gillermo Angeles also

participated in the one-day activity supervised by

OIC-District Maintenance Engineer Romeo David and

assisted by Engr. Mark Ryan Punzalan, and

Engr. Ma. Jennifer Muldong.

he Quality Assurance Section (QAS) of the

Department of Public Works and Highways

(DPWH) Pampanga 2nd District Engineering

Office was subjected to the annual evaluation of its Two-Star

Materials Testing Laboratory compliance by the Bureau of

Research and Standards (BRS) representatives Lawrence

Alfred Alipio and Emelita V. Jorge last August 30, 2022.

The testing laboratory operated by the QAS was

evaluated based on their compliance to the following criteria:

availability of testing equipment and apparatus,

competence and capabilityof the laboratory personnel to

conduct specific tests on materials,

laboratory workspace, observance of health and

safety standards, calibration of equipment and

apparatus, and third-party certification for three-star

categories.

This assessment is undertaken in compliance to Department

Order No. 126, Amendment to D.O. No 11, Series of 2013

called “Star Rating of DPWH Regional and District Materials

Testing Laboratories” that authorizes laboratories to perform

tests to “measure, examine, evaluate, or otherwise determine

the characteristics or performance of materials or product”.

In accordance to this Department Order, the BRS monitors

and evaluates the tests conducted by the various district

laboratories to ensure compliance with the standards and

guidelines set by the bureau to guarantee the efficiency and

proper quality in the construction of government public works.

Education for the conduct of the annual

“Brigada Eskwela”, but this time, in preparation for the

continuation of the face-to-face classes that started yesterday

The Maintenance Section of the Pampanga 2nd District

Engineering Office led by OIC-Section Chief Romeo David assisted

12 different schools in the second district of Pampanga in repainting

pedestrian lanes, pruning trees, cleaning school grounds and other

activities that will ensure the safety of teachers, students and their guardians.

“Providing assistance to these schools for the long-awaited

resumption of face-to-face classes is a fulfillment and proof that our

country is gradually recovering from the impact of the pandemic.

We hope that through this program, these schools will be able

to provide our students with a better learning environment,”

DE Gregorio Audea, Jr. said.

Meanwhile, Mrs. Jelen P. Galan, Principal of Lauc Pao Elementary

School expressed her gratitude to the Pampanga 2nd DEO and in

a statement said, “On behalf of Lauc Pao Elementary School, bilang

pong principal dito, malugod po kaming nagpapasalamat sa naitulong

ng DPWH. Hindi lang po kase safety ang concern nila kundi yung

paghahanda parin po ng mga eskwelahan para sa pagbabalik-aral ng

mga bata.”

She also reiterated the importance of collaborative efforts

between agencies to further push our recovery, “Of course, sa

ibang agencies, sana po magkaroon pa kami ng pagkakataon na

maka-partner po kayo kagaya ng nagawa ng DPWH. Maraming

Salamat po at inaasahan po namin ang patuloy niyong pagsuporta.”

The schools assisted by the district office were the following:

Baruya Elementary School, Baruya Highschool, Graciano Paule

Elementary School, DHVSU Lubao Campus, Lauc Pao Elementary School,

Sta. Cruz Elementary School, San Antonio Elementary School,

Sta. Monica Elementary School, Carmencita Elementary School,

San Roque Dau Elementary School, Sta. Maria Elementary School, and

Sta. Barbara Elementary School.

he Department of Public Works and Highways

Pampanga 2nd District Engineering Office

received a Plaque of Appreciation from the

355th Aviation Engineering Wing in celebration

of its 75th Founding Anniversary on October 14, 2022.

“We are grateful for this recognition. This award

is a welcome reminder for us that while it is our

duty to serve the Filipino people to the best of

our ability, our efforts do not go unnoticed. It is

truly heartwarming to be considered an

‘instrumental stakeholder’ of the 355th AEW,” Audea said.

The plaque was given as an expression of gratitude for

“invaluable services rendered” for the construction

of the Humanitarian Assistance and Disaster Relief

(HADR) Alert Center and the 20-Bay

Maintenance Shed as well as other

infrastructure for the 355th AEW in Basa Air Base.

Audea added that the recognition is a testament of

DPWH’s commitment to collaborate with various

agencies towards a more secure,

progressive, and developed country.

he Department of Public Works and Highways -

Pampanga 2nd District Engineering Office was recently

recognized by the Bureau of Fire Protection - Guagua Fire

Station for assisting in the improvement of their facility.

SINSP Dennis M. Mamawan, Guagua Municipal Fire

Marshal emphasized that the DPWH through its

local office in Guagua provides them with “invaluable

support” in meeting their infrastructure-related needs.

In receiving the Certificate of Appreciation, District Engineer

Gregorio Audea, Jr. said, “It is heartening that the Guagua Fire

Station has recognized our office as their partner in achieving

excellence in public service. This award will also remind and inspire us

to fulfill our duties to serve the Filipino people to the best of our ability.”

Mamawan added that Audea’s assistance was sought

for the improvement of the fire station’s driveway

located along Jose Abad Santos Avenue that now allows them to

provide a faster fire response to protect more lives and property.

This is a testament to DPWH’s dedication in building

synergism with other government agencies and in

extending their support to meet their needs, Mamawan concluded.


FEATURE 25

DPWH Pampanga 2nd District Engineering Office is

an ally and proud supporter of the campaign for a

VAW-free community.

DPWH P2DEO showed its commitment and dedication

towards this campaign by filming and producing an AVP entitled

“Kakampi” where they emphasize the availability of support

and assistance for victims of violence or domestic abuse who are

seeking for help.

They further showed support for this campaign by

wearing shirts that raise awareness for this advocacy.

“Domestic violence and abuse can feel very isolating and scary,

but knowing that they have a shoulder to lean on and an ally

to rely on can help encourage victims to break free from their

suffering and seek help. We hope that though our message is

simple, we can make an impact on the community and help

combat violence against women,” DE Gregorio D. Audea, Jr. said.

Pampanga 2nd District Engineer

Gregorio D. Audea, Jr. was invited as a

guest speaker for the pre-anniversary

activities of the 355th Aviation Engineering Wing’s

which included the blessing and turn-over of the

Humanitarian Assistance and Disaster Relief (HADR)

Alert Center as part of its 75th

Founding Anniversary celebration.

The P5.7 million, 540sqm Humanitarian Assistance

and Disaster Relief (HADR) Alert Center constructed

during the incumbency of Lieutenant General Allen T.

Paredes was spearheaded by now retired Brigadier

General Ralph L. Mamauag, 25th Wing Commander, and

realized under the term of Brigadier General George A.

Blanco with the support and initiative of Former Pampanga

2nd District Representative Juan Miguel “Mikey” Arroyo.

The HADR aims to enhance the Unit’s preparedness

and responsiveness to the community during disasters.

Furthermore, the completion of the 20-bay

maintenance shed is also a testament to the 355th Aviation

Engineering Wing’s capability to provide not only

engineering constructions but also commitment

to provide readily deployable personnel and Heavy

Engineering Equipment (HEE) for any

humanitarian assistance, risk related and

disaster-mitigation response, and combat aviation

support in times of conflict.

he Engineering Survey and

Investigation Unit, or as they fondly refer to

themselves as the “Team Survey”, under the

Planning and Design Section is

responsible for all necessary field surveys and

investigations which may include topographic and

other surveys.

They ensure that survey activities are carried

out in accordance with the design guidelines,

criteria, and standards adopted by the DPWH.

Survey has 10 members consisting of an

Instrument Man, Rod Man, and CAD

Operators headed by Unit Head

Engr. Eunice F. Dimaun.

What are the duties of TEAM SURVEY?

They implement policies, criteria/standards

guidelines, and procedures for engineering surveys and

investigation of public works projects within the district;

They conduct and review survey plans for the planning

and design of public works and highways projects;

They conduct inspection and investigation upon

request/complaints of affected structures within the

right of way (ROW);

They undertake, upon request/instruction,

engineering surveys and investigations of highways,

bridges and other public works projects;

Lastly, they prepare/interpret and compile survey

plan, data and controls, and profiles/cross sections.

uring the flag raising ceremony held

on Novermber 14, 2022, officials and

employees of the DPWH Pampanga 2nd

District Engineering Office raised their

right hands and pledged their commitment against

illegal drugs in commemoration of the Drug

Abuse Prevention and Control (DAPC) week 2022.

“We are aware and appreciate the efforts

of the national government through the

Dangerous Drug Board to curb the spread of

illegal drugs. It is only fitting that we show

our support, however simple, and pledge our

commitment to keep our office drug free,”

Audea said.

In his message, District Engineer

Gregorio D. Audea, Jr. reiterated the office’s support

in the government’s efforts to control

substance abuse.

E

arthquakes are some of the most

common natural disasters in the

Philippines due to its geographic

location on the seismically active strip of

volcanoes and fault lines that wrap around the edge

of the Pacific Ocean called the “Pacific Ring of Fire.”

“There is no such thing as being overprepared

and knowing how to keep calm and how to

react during emergency situations such as an

earthquake make a huge difference when it comes

to survival,” DE Gregorio D. Audea, Jr. said.

With this in mind as well as the recent

destructive magnitude 7 earthquake in Abra

last July, the Department of Public Works and

Highways Pampanga 2nd District Engineering

Office participated in the 4th Quarter National

Simultaneous Earthquake Drill to refresh and

train its employees on how to remain calm and

conduct themselves during these kinds of scenarios.

he Department of Public Works and Highways

Pampanga 2nd District Engineering Office kicks off the

Yuletide season by showcasing their

creativity in a friendly Christmas Tree and

Belen Making contest using recycled materials.

“Each section showed their ingenuity through this

contest, but perhaps, the most important thing we

gained from this “competition” was the spirit of

camaraderie and cooperation - as employees

visualized and completed their holiday decor entries

together,” District Engineer Gregorio D. Audea, Jr. said.

In selecting the best holiday decorations,

Ms. Maria Lydia P. Sacdalan, Dean of the

College of Engineering at Guagua National College and

Philippine Institute of Civil Engineers-Pampanga Chapter

President, evaluated the entries based on creativity,

craftsmanship, symbolism, and environment friendliness.

The Christmas Tree and Belen made by the Quality Assurance

Section both won 1st place which was announced on Monday,

December 5, after the weekly flag raising ceremony.

Audea also took this opportunity to express his

gratitude and appreciation for the enthusiasm and

dedication shown by the employees who all took part in this activity,

adding that he hoped they felt the true spirit of love,

joy, and peace when they bonded over creating their

decorations.

various activities have been lined up by the

management to spread the joy of this auspicious occasion.

Highways - Pampanga 2nd District

Engineering Office announced the

recent completion of a road

concreting project in Brgy. Lourdes,

Lubao, Pampanga.

District Engineer Gregorio D. Audea, Jr.

said that the paving of the 379.77-lineal

meter road has an allocated budget of P4.9M

under the 2022 General Appropriations Act.

Brgy. Lourdes is an area with a moderate

population and it is located near Lubao’s major

commercial centers thus Audea expects that the

road improvement projects implemented by the

DPWH will be of great help in providing

residents and traders with ease in transportation

and better mobility.

he Department of Public Works

and Highways has completed the

construction of a flood control

structure on the banks of the Pasig-Potrero

River in Barangay Manuali, Porac, Pampanga.

According to Pampanga 2nd District

Engineer Gregorio Audea, Jr., the 232.54-lineal meter

concrete slope protection on steel sheet pile

foundation with reinforced concrete pile cap will

help prevent flooding and soil erosion in areas near

the Pasig-Potrero River which became heavily silted

after it became a channel of Pinatubo lahar deposits.

“This project is necessary to ensure the

safety of Manuali residents and protect their

properties as it diverts the flow of river water

away from the community, thus prevents further

scouring of the river banks,” Audea explained.

This project worth P29.3 million was

funded under the 2022 General Appropriation Act.

he Department of Public Works and

Highways – Pampanga 2nd District

Engineering Office has completed the upgrade

of a 772-meter section of an existing local road

in Brgy. San Pedro Palcarangan in the town of Lubao.

In a statement, District Engineer Gregorio Audea,

Jr. said that the improvement of the local road that

connects this rural community to major markets will

benefit residents who depend on farming as their

source of income.

“San Pedro Palcarangan is an agricultural

barangay that mainly produces rice while

other residents engage in backyard livestock

farming and vegetable production, Audea explained.

Audea added that the project will not only allow

easier transportation of agricultural products but also

provide motorists with a better travel experience.

This P4.7-million project was funded under

the 2022 General Appropriations Act (GAA).

he Department of Public Works and

Highways Pampanga 2nd District

Engineering Office has

completed the P19.6-million upgrade of the

1,065.91-lineal meter drainage structure along the

Porac Section (K0095+109 - K0096+160.20) of the

Angeles-Porac-Floridablanca-Dinalupihan Road.

District Engineer Gregorio Audea, Jr.

said that the improvement of drainage

structures will help prevent water stagnation in the

carriageway thus ensuring the safety of motorists.

The project includes the construction of

a 127.60-meter concrete canal and the

upgrading of a 938.31-meter section of the

drainage system using high-density polyethylene pipes.

he 100-linear meter rehabilitation of

slope protection and the concreting of the

600-linear meter section of the road dike

along the Gumain-Porac Diversion Channel

(GPDC) were recently completed by the Department

of Public Works and Highways – Pampanga 2nd

District Engineering Office.

According to District Engineer Gregorio D

Audea, Jr, the P29.39 million project was

implemented in the San Pablo-Sta Rita

Section of the diversion channel in Lubao.

“Not only will residents feel safer from

flooding when areas near the GPDC

experience heavy rainfall, but commuters and

motorists will be able to travel more

conveniently with the completion of this project,”

Audea said.

Audea added that the road dike, which is an

alternate road going to Barangay Sta. Rita Lurang, is

connected to the Lubao Bypass Road, hence the

improvement brought comfort to the residents.

he Department of Public Works and

Highways (DPWH) has recently completed

a flood control project along Porac River to

protect the nearby low-lying areas in

Floridablanca, Pampanga against flooding during heavy

rains.

The newly-built 171.3-lineal meter revetment wall

along the Paguiruan Section of Porac River in

Floridablanca town was constructed by the DPWH

Pampanga Second District Engineering Office (DEO).

Citing reports from DPWH Regional Office 3

Director Roseller A. Tolentino, DPWH Secretary

Manuel M. Bonoan said that the revetment wall

in the river section connects to flood mitigation

structures previously constructed in 2019 and 2022.

Secretary Bonoan further explained that the

entire agricultural town of Floridablanca, which is also

the second largest rice producer in Pampanga, has

been identified as one of the flood-prone areas in the

province making the continuous provision flood

control structures a long-term solution in reducing

damages in both residential zones and farmlands of the

town.

The project was completed in the amount of P19.59

million with funding sourced from the 2021 General

Appropriations Act (GAA).

I

n its effort to continue upgrading local roads

in Porac, the Department of Public Works

and Highways through the Sustainable

Infrastructure Projects Alleviating Gaps

(SIPAG) Program implemented a P9.79 million

road concreting project in Brgy. Manibaug Paralaya.

“The agency’s SIPAG Program funds the construction of

access roads that connect national roads to major public

establishments. For example, this project now provides

the residents of Brgy. Manibaug Paralaya with better

access to Calzadang Bayu Road which in turn is

connected to Angeles-Porac-Floridablanca-

Dinalupihan Road,” Pampanga 2nd District Engineer

Gregorio Audea Jr., said.

Audea added that the project includes the concreting of

a 432.05-lineal meter section of the local road and the

construction of a 480-lineal meter line canal - designed

to remove rainwater that accumulates on the road

surface that often causes pavement damage.

he Department of Public Works and

Highways (DPWH) Pampanga 2nd District

Engineering Office announced the completion of

a slope protection project along the Sto. Rosario

Section of the Caulaman River in Floridablanca,

Pampanga.

“Noong wala pang riprap ‘yan, kapag tumataas ang tubig,

talagang umaabot dito. Maganda ang [project], kumbaga

blessing siya sa aming mga nakatira dito lalo na’t malapit

kami sa ilog. Malaking kaligtasan ‘yan sa amin,” says

Pedro Santiago, a resident who lives by the

Caulaman river.

District Engineer Gregorio D. Audea, Jr.

is delighted to hear that resident now feel

safer after the construction of the said project.

“The 389-lineal-meter river wall will protect

the lives and properties of residents as well as

preserve various nearby infrastructure whenever the

area experiences heavy rainfall,” Audea enthused.

The P48.8 million project funded under the

2022 General Appropriations Act (GAA) will

not only protect residents but also encourage

economic development in this area of Floridablanca.

Audea, Jr. said that the P6.7 million upgrading

of various infrastructure facilities at the fish

port of the coastal barangay of Sta. Monica in

Sasmuan has been completed.

Audea reported that the project funded under the

2022 national budget has three (3) components which

include the improvement of an existing

118.1-lineal meter access road, the construction of a

lined canal, and the upgrading of the existing slab of a

multipurpose building that serves as a local market for

fish trade.

“Improving the access road leading to the fish port

area will provide residents, motorists, as well as fish

traders and buyers a safer and more convenient trip.

Passers-by knew that before the road upgrade, this section

becomes impassable especially during high tide,” Audea

added.

Fisherfolks will now be able to utilize the improved fish

port facilities which is expected to considerably boost

their livelihood.

The district office has also installed street lights in the

area to improve visibility at night and promote road

safety.

he Department of Public Works and Highways –

Pampanga 2nd District Engineering Office recently

improved a 275-lineal meter section of a local road leading

to a public market in Brgy. Sto Niño, Guagua, Pampanga.

District Engineer Gregorio D. Audea, Jr. disclosed that

the P9.6-million project funded under the 2022 national

budget includes the construction of drainage canals on both sides.

“Heavy downpours often cause flooding along this

particular stretch of road which has become a major problem for

residents going to and from the Guagua Public Market which is

located near the Pampanga River, and with the completion of this

project, they no longer have to wade through flood waters,” Audea said.

Meanwhile, in an interview, Barangay Sto. Niño

Secretary Janet S. Lapid shared the previous condition of the

road and expressed her gratitude for the completed project.

“Dati kasi yung way doon talagang lubog baha nagbabangka yung mga tao

bago sila makalabas papunta ng palengke. We are grateful and thankful

dahil pinondohan po itong proyekto na ito through DPWH,” Lapid said.

The road improvement project also enhances connectivity

and ease of access for people and vehicles going to the Guagua

Public Market to deliver essential goods and other necessities.

Lapid added, “Ngayon happy na po yung mga tao na

nanggagaling doon sa Cervantes Road kasi nga hindi na nila

kailangan mag bangka if ever man na bumuhos yung malakas na ulan”.

Audea, for his part, reiterated that in support of the

government’s goal of improving transport mobility, the DPWH

continues to work on improving Guagua’s road and bridge infrastructure.

The local DPWH office has completed several projects in the

said municipality which include the construction of the Guagua

Infirmary Clinic and a day care center and the upgrading of local roads,

while the construction of a 2-storey isolation facility is underway.

he Department of Public Works and Highways

– Pampanga 2nd District Engineering Office

has completed the construction of a 445-lineal

meter flood control structure along the Porac

River in Barangay Hacienda Dolores, Porac, Pampanga.

District Engineer Gregorio D. Audea, Jr. believes that

this flood control project will play an important role

in ensuring the safety and protection of the lives and

property of residents in the municipality’s flood prone

areas during typhoons and heavy rains, and this was

confirmed by Ms. Jenny Angeles, resident of the said

barangay and Hacienda Dolores Captain Eron Tolentino.

Angeles in an interview said “Naiwasan na yung

aksidenteng nagigiba yung malapit sa mga daan. Yung

area doon naayos din yung daloy ng tubig. Kapag

umuulan po automatic lalaki po ang ilog, ngayon po

lahat maayos na hindi na naapektuhan yung banda rito.”

Meanwhile, Tolentino expressed his gratitude

for the completed project as this will ease the

worries of residents at times when the river overflows

and may pose a threat to their lives and properties.

This P48.9-million national project is

funded under the 2022 General Appropriations Act.
