PUBLIC &RECREATIONAL FACILITIES (ESTATE
MANAGEMENT PHASE)
As part of the Infrastructure Partnership, the following
recreational and public facilities will be provided in
future and the Infrastructure Partner will recoup
money through rentals and fees. This arrangement
ensures the government is totally decoupled from
running GRA systems and the Private Sector is
tasked with longterm care of the GRA. The facilities to
be provided in the GRA include
• Hospitals
• Shopping-Mall
• Event-Center
• Recreational facility center furnished with
convenient Children playing-ground, 5-aside
Soccer court, Swimming-Pool, comfortable
Basketball/ Soccer Courts and Gym House.
DEEDS OF RESTRICTIONS (DOR)
To ensure uniformity in compliance, aesthetic value
retainment and sustained future property values, the
new GSM LandSwap Model stabilizes the GRA
system with the provision ofan Harmonized Deeds of
Restrictions (DOR) that is managed for success on
behalf of residents. A 25-year Infrastructure
Partnership deal was sealed between the State
government and Allianz-West in October 2021 to
ensure an effective and long-term maintenance
culture of the GRA. This absolves The Oyo State
Government from recurring expenditure in servicing
GRA infrastructure and places full responsibility of
funding and care with the Private Sector. The long
timeline also allows the Infrastructure Partner the
commercial confidence to build additional
recreational facilities, improve quality, manage the
GRA, and successfully recoup new investments. This
win-win approach allows the State to focus on
creating more GRAs and awakening all dead capital
assets within its territorial boarders.
