PUBLIC &RECREATIONAL FACILITIES (ESTATE<br />
MANAGEMENT PHASE)<br />
As part of the Infrastructure Partnership, the following<br />
recreational and public facilities will be provided in<br />
future and the Infrastructure Partner will recoup<br />
money through rentals and fees. This arrangement<br />
ensures the government is totally decoupled from<br />
running GRA systems and the Private Sector is<br />
tasked with longterm care of the GRA. The facilities to<br />
be provided in the GRA include<br />
• Hospitals<br />
• Shopping-Mall<br />
• Event-Center<br />
• Recreational facility center furnished with<br />
convenient Children playing-ground, 5-aside<br />
Soccer court, Swimming-Pool, comfortable<br />
Basketball/ Soccer Courts and Gym House.<br />
DEEDS OF RESTRICTIONS (DOR)<br />
To ensure uniformity in compliance, aesthetic value<br />
retainment and sustained future property values, the<br />
new GSM LandSwap Model stabilizes the GRA<br />
system with the provision ofan Harmonized Deeds of<br />
Restrictions (DOR) that is managed for success on<br />
behalf of residents. A 25-year Infrastructure<br />
Partnership deal was sealed between the State<br />
government and Allianz-West in October 2021 to<br />
ensure an effective and long-term maintenance<br />
culture of the GRA. This absolves The Oyo State<br />
Government from recurring expenditure in servicing<br />
GRA infrastructure and places full responsibility of<br />
funding and care with the Private Sector. The long<br />
timeline also allows the Infrastructure Partner the<br />
commercial confidence to build additional<br />
recreational facilities, improve quality, manage the<br />
GRA, and successfully recoup new investments. This<br />
win-win approach allows the State to focus on<br />
creating more GRAs and awakening all dead capital<br />
assets within its territorial boarders.
