OYO STATE ROADMAP FOR
ACCELERATED DEVELOPMENT

Oyo State - The Pacesetter
11

Preamble
ne of my proudest moments - is when
Owe commissioned the 65 km Moniya-
Iseyin road in 2021, and His
Excellency brought his colleague, The
Governor of Benue State Samuel Ortom to
come and commission the project for us, I was
happy because I was part of the history that
completed the project.
What I like about working with Governor Seyi
Makinde is - He is a believer in Data, and so
for me being a statistician, who has been
working with data my entire life, over 36 years
to be precise. This is a great thing.
Governor Seyi Makinde is somebody who
believes you must work with data to have
what I call evidence based decision
making. You cannot miss the mark because
with reliable data, the error margin reduces to
between 0-5%.
So I like his style and really enjoy working with
him, because he believes science must speak
from the data, and data must inform the
logic to drive implementation.
His Excellency Engr. Seyi Makinde, FNSE DSc. is
an astute professional Engineer who realizes that
without data you cannot do anything tangibly or
sustainably.
Foreword
THE COMPENDIUM OF PROJECTS
ALONG THE ROADMAP FOR ACCELERATED
DEVELOPMENT OF OYO STATE.
2019-2023
VOL. 1 - DOMICILED WITH THE
MINISTRY OF PUBLIC WORKS
AND TRANSPORT
Our Visionary Governor, Engr. Seyi Makinde, FNSE, DSc.
th
resumed ofce May 29 , 2019, with the vision and Roadmap
to Accelerated Development of Oyo state 2019 -2023, that
had been envisioned and eruditely communicated while on the
campaign trail, exacerbated by the glaring decay
and prevailing physical infrastructure deficit statewide. Some
parts of the state, Farmlands, Markets and Schools were not easily
accessible, and many round-trips or return journeys within the
state could not be undertaken in one day.
A study of project delivery between 2011 - 2018 revealed; that over
38% of the projects undertaken were either incomplete, inconclusive,
ongoing, or not sighted, while another 23% already showed
visible signs of defect. Pointing to over N 75 billion in unrealized
value (As shown in Figure 1).
13

FIGURE 1: PROJECT DELIVERY COST
PERFORMANCE JUNE 2011 – MAY 2019
Infrastructure Project Delivery performance within Public
Service had historically been marred by; escalating costs,
delayed funding, cash ow constraints, high interest rates,
deterioration of professionalism & discipline quality. By inception
of the administration in 2019, it became abundantly clear and
certain that there is no longer room for Public Service
business-as-usual in Oyo State.
The rst 44 months of exceptional visionary leadership of His
Excellency, Engr (Dr). Seyi Makinde, FNSE as governor of Oyo
the Pacesetter State, has been characterized by the following:
I. Exemplary performance along the Roadmap to
Accelerated Development of Oyo state (2019 -2023) to
address the glaring infrastructure & development decit
state wide, His Excellency hit the ground running with the
mission to transform Oyo State from a sleepy ineffective
state to a prosperous and economically vibrant state
through deliberate and articulate focus on key areas of
the roadmap such as; Education, Health & Welfare,
Agriculture & Food Security and Security, which in turn
spurs on Youth Empowerment & Ease of Doing Business
benefits , all underpinned by deliberate
Infrastructure Development to drive the Economic
Expansion vision and subsequently Domestic Resource
Growth for economic vibrancy across the entire state.
II. Success growing - Internally Generated Revenue (IGR),
without increasing taxes, improved access to
developmental funds through International
Partnership and Grants, and by implementing
breakthrough ideas addressing historic perennial project
delivery challenges with improved sources of project
funding like APFA – Alternative Project Funding
Approach and changes in contractor mobilization
to hedge noitaniand cost escalation pressures,
allowing the Government to Do More with Less and
within a good time to make meaningful improvements
to the livelihood of the citizens and dwellers of the
state.
III. Success inculcating infrastructure maintenance into the
project delivery contracts, with extended warranty such as
the 65 km Moniya - Iseyin Road delivered in 2021 with
twenty (20)-year maintenance included as model for
other projects.
14

The Public Works Capital Budget performance to date in Oyo State shows a total spend of about N 125.51 billion January 2019 - December
2022 and another N 45 billion appropriated for 2023 capital projects impacting infrastructure development domiciled in the Ministry
of Public works & Transport across the state surpassing and doubling the total comparative spend of N 61.96 billion by the previous
administration in 8 years (2011 – 2018), as illustrated in Table A following, also illustrated in figure 2
Table A: 12 - YEAR PUBLIC WORKS CAPITAL
BUDGET PERFORMANCE (2011 – 2022)
FIGURE 2: COST PERFORMANCE BUDGET VS ACTUAL
(NGN bln)
Total Capital Project spend across the South-West sub region of Nigeria ranges from 40% to 66% of State budget appropriations in 2022, Oyo State total Capital
Expenditure appropriation is N156 billion, the third 3rd (3 ) largest corresponding to about 53% of total budget.
15

All this put together and happening all across the entire state at this juncture in time, Oyo State is witnessing a Nexus of infrastructure
revolution with re-awakened emphasis on more effective project delivery, within cost and in time to meet the yearnings of the citizenry, and at
intended quality with sustainability embeded.
We have also inculcated the capability and capacity to do - more - with - less as can be seen in Figure 4 below, which shows a graphical
comparison between terminated contracts of stalled projects and the replacement contracts.
Figure 4: OVERVIEW OF TERMINATED & RE-AWADED CONTRACTS (2019 – 2022)
16
We are also integrating Projects better, like Lite-up Oyo with road projects to bring meaningful development not just to the urban city capital of
Ibadan, but also to the rural hometowns, further supporting the economy expansion by providing access to goods, services, free passage for
people to stimulate the fundamentals for Night Economy.

Oyo State projects can also be seen to
benchmark within the prevailing class of
projects across the south - west sub-region
under the general prevailing security and
market conditions in the nation. Figure 5
other adjoining states and relevant Federal
Government projects.
To deliver on His Excellency's promises and rmly imbibe the new thinking for
the state.
The Ministry is continuously tasked to rise above the prevalent challenges of poor
historic performance trends in Infrastructure Project Delivery, escalating costs, delayed
funding, cash ow constraints, high interest rates, deterioration of professionalism &
discipline quality by demonstrably improving in the following areas;
a. Deepening Professionalism: New skills like benchmarking, New tools, training
workshops, better reporting, appropriate tasking and placement
b. Quality control / Assurance: Improved use of expertise and collaboration with
outside experts like IEAG – Independent Expert Advisory Group, Multi-
Disciplinary industry committees comprising of professional bodies and industry
leaders.
c. Value Engineering: Cost Reduction, Concept/Design challenges, alternative
designs, Integration with other MDAs & projects including FGN projects.
d. Innovative ways of improving overall infrastructure Availability, Reliability
& Function
e. Improved Response, Visibility, Presence & Timely Feedback: The creation of
an Infrastructure Reporting tool, which gives pinpoint accuracy to identify
defective infrastructure or hazard, create remediation tasks that can be assigned
to responsible parties for execution, while providing status update and
feedback to the reporter.
21

In summary, the state is gradually experiencing an
infrastructure revolution correcting the glaring deficit,
improving access, and laying the foundation for accelerated
development across the entire state.
With the current portfolio of about 500 kms of highways
in 31 Infrastructure Development Projects either completed
or underway focused at linking the 5 geopolitical zones and
food basket of the state and another 163.75 – 273.75 kms
in about 25 - 35 projects planned from 2023 targeting key
areas contributing to the desired expanded economy.
The Ministry of Public Works & Transport will continue to
further deepen professionalism, competence and capability
to ensure quality control and assurance while working
together in concert with all Internal & External stakeholders
to judiciously use existing and new resources, meet
expectation of increased spending, improved budget
performance and effective overall project delivery to ensure
delivery on the promises and the vision of Your Excellency
Governor of the Pacesetter state Engr. Oluseyi Makinde
FNSE, DSc.
THE UNPRECEDENTED
INFRASTRUCTURAL
REVOLUTION
’m delighted to introduce to you a
Icompendium of the undeniable
footprints of His Excellency Engr. Oluseyi
Abiodun Makinde’ D.Sc., FNSE along the
roadmap for the accelerated Development
Of Oyo State 2019 - 2023 which he had
articulated in the face of glaring
infrastructure decit on the campaign trail
..You will recall that when His Excellency
took over the mantle of leadership in Oyo
state may 2019, not many people believed
that he could deliver on his campaign
promises because he was not a known
political big-wig neither did they understand
his track record nor passion for delivery
from his antecedents, track record and
dynamic competencies.
Four years down the line, His ably and
eruditely led administration has exceeded
expectations re-engineering a modern Oyo
with sterling performance in all areas and
facets of governance in our dear Pacesetter
state.
23

By “Doing What We Say”, “Doing More With Less” and
“Showing What We Have Done” for the dividends of democracy
to reach all and sundry - We are all living witnesses to the
unfolding Infrastructure revolution, touching livelihoods of the
citizens, professionals commuters and dwellers of Oyo state as
His Excellency Engr. OluSeyi
Abiodun Makinde D.Sc, FNSE
the Executive Governor of Oyo State
at the Commissioning of the Construction
of the 65m General Gas Flyover and the
Dualisation of the 7.2 Km
Idi Ape-Basorun-Akobo-Odogbo
Barracks Road, Ibadan
on Thursday, September 15, 2022.
But when it is time to do what is right for the progress of our
people, we should be able to come together and get it done.
We welcome you to Oyo State. We know you are one of us. We
can rightly call you an Ibadan boy since you were born here and
grew up here. So, welcome home.
When we came into government, we promised you, the good
people of Oyo State that every road project we embark on
would target our economy.
Our slogan has always been
‘where road goes,
development follows’.
Let me start by appreciating my brother,
the Executive Governor of Ekiti State, His
Excellency, Dr Kayode Fayemi, for joining
us today as we commission the 65m General
Gas Flyover and the dualisation of the 7.2 Km
Idi Ape-Basorun-Akobo-Odogbo Barracks
Road.
Your presence here communicates a message
to those who think that politics is a do-or-die
affair and who think that collaboration across
party lines for development is not possible.
Yes, our great party, the Peoples Democratic
Party and the All Progressives Congress, have
different philosophies.
46

The construction of the 65m
General Gas Flyover and the
dualisation of the 7.2 km Idi Ape-
Basorun-Akobo-Odogbo Barracks
Road, has brought a new level of
development to, Ibadan North,
Ibadan North East and Lagelu
Local Government Areas.
If you have any doubts that
road construction directly
contributes to economic
development, then you can use
the Idi Ape-Basorun Akobo-
Odogbo Barracks Road as a
case study.
People who have lived here for
four years and above will tell you
the level of economic activity that
has been extended to this zone in
the past year. They will be able
to do a comparative analysis, or
as we say in local parlance, a
“before and after”.
47

So, I can say with all condence: Another promise kept!
Some people will say there are other roads that need
repairs; that some roads in Ibadan need rehabilitation.
Yes, we are aware of the state of roads, not just in
Ibadan but the whole of Oyo State. And as we have
promised, governance will continue to the last day
of the life of this administration. So, we are already
doing something about inner city roads.
Earlier in the week, we gave the Oyo State Road
Maintenance Agency (OYSROMA) 750 Million Naira
for the rehabilitation of roads. The plan is to ensure
that all LGAs get some of their roads xed.
And let me quickly address again an issue that
keeps coming up in conversation. There is this idea
that the State Government has hijacked Local
Government functions. Let me repeat that we have
not in any way hijacked the functions of any local
government. We are only putting in the work needed
to assist them in their functions. We all know the
economic realities in our country right now. This has
often led to people having to make tough decisions.
Sometimes, looking at the money in your pocket, you
may decide, “meat is not my problem this night. Let
me buy bread.” It is this same decision that
government at all levels need to make.
For example, should we pay salaries or use the
money to build roads? Because the money is simply
not enough to do both.
And so, here in Oyo State, we decided to make that
decision easier for the LGAs. We tell them, go ahead
and pay salaries – which stimulate the economy – we
will assist you in doing other things that you should be
doing.
Let me once again thank my brother, Governor Kayode
Fayemi, for doing us the honour of being with us for the
commissioning of the General Gas Flyover and the Idi
Ape-Basorun-Akobo Odogbo Barracks Road.
We appreciate you. I will now yield the podium to him,
after which we shall proceed to commission the General
Gas Flyover and the Idi Ape-Basorun-Akobo-Odogbo
Barracks Road to the glory of God and for the benet
of the good people of Oyo State.
Thank you, and God bless you.
IDIAPE - BASORUN -
AKOBO ROAD OF OLD
Passing through the 7.25km Idi-Ape/
Basorun/Akobo Road in the past was often
characterized by pains and agony, due to
the bad state of the road.
Residents and motorists along the route
often had hectic reaching their destinations
result of its deplorable condition. The
situation got to a level where residents of
the area abandoned their private cars for
commercial vehicles and motorcycles, while
others relocated outside the area due to
the hardship on the road.
Heavy-duty vehicles plying the road were
often stuck in different spots, thereby
making passage of other vehicles difcult,
thus creates hold-ups on the route.
The road is one major road within the
Ibadan metropolis that serves as a link to
three local government councils in the
State. It is a major link that connects
Residents in the area described their
experiences on the road as terrible and
lamented the damage caused by the road on
their vehicles.
Some commercial drivers decried that the
situation had seriously affected their income,
and noted that daily trips along the route had
drastically reduced.
The contract for the rehabilitation of the road
which was awarded in May 2017 and was
supposed to be completed within 18months.
However, the rehabilitation of the road was
taking longer than necessary, which resulted in
the termination of the contract by Governor
Seyi Makinde.
Residents called on Governor Seyi Makinde to
prevail in the situation and re-award on the
road contract to ease the hardships being
experienced on the road. Between the city
nad ‘less’ city.
The road was re-awarded by Governor Seyi
Makinde through the Alternative Project
Funding Approach (APFA), which allows the
State to pay over time after the contractor
must have nanced the project.
This again is one, among many others of the
GSM infrastructure revolution in Ibadan and
Oyo State at large.
BRIEF TECHNICAL DETAILS OF
THE DUALIZATION OF (7.25km)
IDI-APE - BASORUN - AKOBO -
ODOGBO BARRACKS
JUNCTION PROJECT
IDI APE – BASORUN – AKOBO – ODOGBO BARRACK
JUNCTION ROAD is a 7.25 km comprising of a yover
over-pass across Lagos - Ibadan – Oyo Expressway
linking the city with less city. It was originally awarded
to ENL on 19th May 2017 but stalled at 35.76%
progress till it was terminated for non performance by
May 2020. For expediency, the project was split into 2
work-scopes, and re-awarded separately.
THE ROAD
The contract for the dualization of Basorun –Akobo –
Odogbo Barracks Junction was awarded on 12
November, 2020. The road is within Ibadan metropolis,
precisely within Lagelu Local Government Area. It serves
as a link to many major roads such as Ibadan – Lagos
Expressway, Agodi/Bus top – Idi Ape –
Iwo Road Interchange, Iwo Road, Olorunda Community
and 2nd mechanized division of Nigerian
Army, Odogbo barrack, Ibadan.
51

The entire project area is fully developed with no vegetation on both sides of the road. Important
features along the corridor of the road are petrol lling stations, schools, BCOS, shopping complexes,
residential, buildings, Mosques, Churches, event centres, eateries, police station etc. The trafc volume
on the road before its dualization was huge and always led to trafc log jams at the junctions on the
road way.
The road commences at Idi Ape, passes through Basorun, Akobo Ojurin and terminates at Odogbo
Barrack Junction. The length of the road is 7.252km.
There is a 1.2m wide median. Thus, the total width of the road way from drain to drain is 23.7m.
The general scope of the works are:
i. Clearing of site on either side of the carriageway of the carriageway of all shrubs, trees, wall,
fences e.t.c,
ii. Scarication of existing asphaltic concrete surfacing
iii. Relocation of existing services including NITEL, PHCN and Water Corporation of Oyo State.
iv. Making up of the design formation level using approved lateritic materials.
v. Construction of pavement structure with the following
FEATURES:
a) 200mm thick lateritic sub base,
b) 200mm thick crushed stone base,
c) 50mm thick binder course of asphaltic concrete,
d) 40mm thick wearing course of asphaltic concrete,
e) Placing of 100mm thick concrete on medians and walkways,
f) Construction of Trapezoidal Reinforced concrete lined drain,
g) Construction of reinforced concrete retaining wall,
h) Construction of box culverts or various sizes,
i) Laying of kerbs to walkways and medians,
j) Pavement markings and provision of road signs,
k) Removal and carting away of suitable materials from roadway,
l) Provision of 4 no-250mm diameter service ducts at junctions
and designated points.
FLYOVER AT GENERAL GAS
Flag Off, Speech of His Excellency
Governor Seyi Makinde
All the people that have come to speak, all spoke English,
even your LGA chairman spoke in English, the
Commissioner spoke English, SA infrastructure also spoke in
English. Is that the way it should be? Good!
Eka abo so ri eto wa yii oo.…
Well, let me greet the chairman of Peculiar Ultimate Concern, I
greet you oo. What we came to do here today Is to ag-off the
y-over bridge that will connect Idi ape, Akobo Oju irin all the
way to Odogbo barracks. I don't know why they have not invited
the Lagelu people, because, Oh, Lagalu is here. Akinyele Is also
here, which means you arranged the gathering by federal
constituencies.
Well, this bridge is important to our economy - because if you
come to this place in the morning, those who are going to work,
those going to gate, those going to Idi-ape, you did see that the
queue is much. As I said earlier before, I said most of the
infrastructural projects that we will do, that government wants
to do, will be project that will improve the economy of Oyo
State, when we nish this bridge. Those who want to go to Agodi
Gate to buy things, or those that want to go to Dugbe, will it be
easier for them or not? (Crowd responded).
I know the struggles of those people living on the other side of this
bridge go through. When we came in, as a matter of fact, at this
time in 2019, the contractor noticeably started to work in earnest
including overnight, the contractor that had been given the work
since last year, started to lay asphalt, you had elected me then, as
Governor elect. So around 2:00 AM one day, I stopped by to ask,
-so this work you are all of a sudden doing so seriously, is it so
important that you are doing it overnight, or you want to nish
before we enter government?
What they were trying to do was show work done to reduce the
money they have embezzled. When we looked at their records
and I am saying this with all sense of responsibility. Ministry of
Works brought a milestone certicate, for work done, to enable
payment to contractor. I questioned that is this the road works that
I usually pass by every night without noticing any work being
done, that you have brought certicates for? So I asked how much
we are owing them. They said around 700 million, I then told them
that they should get all the documents from inception to date
detailing all the monies that we (the Government) have paid to
date, since we have only just gotten to ofce, to tally all the money
that the government has paid, with the corresponding percentage
of work they have done. I told them to go and bring it. By the
second day, they said, that it is the contractor that was owing us
400 million. we are still going to collect the 400 million from them,
we've not collected it but we will collect it. (crowd cheered)
So, the original contract was awarded in 2017, from Idi Ape to
Akobo Oju irin not reaching Odogbo Barracks Junction, where
they are meant to do the road to. The contractor was just playing
with the project. But let us even forget the road we said they should
do for a brief moment. The contract cost of the bridge component
of the work, was 1.464 billion (one billion four hundred and sixtyfour
million) Naira, of which 368 million naira had been paid to

contractor before we stopped the work. what we have seen for the
worth 368 million are these reinforcements and concrete over there.
Well they did some piling, because we saw they had a piling rig in this
place that was dying and waking up, once you may see it working and
then for the next two weeks no work, all you will see is mechanics will be
losing and xing it. Well, now that 1. 64 billion is Money Of the Day
2017.
Have things not gone up in price or not since then?
It has gone up (crowd responded). Good.
We in 2021, have awarded the contract again, take a listen, we
awarded it for One billion and Fifty-Eight million only, million. Following
the award, the government will not pay a dime until they have done up to
20% milestone, we will now start to pay every month for a year before
we pay it up.
From the money of the day 2017 we saved 40 million naira for Oyo
state Government, since 2017, now four years – all they have done is
what you are seeing here. But on my honor, as I stand in front of you
today that with reduce amount of 2021 that we awarded, we will go
across this bridge in the next six months.
They have wondered that are we using charms or local magic. You
remember the song we were singing during our campaign - The God
who has the burden – will help us carry it. (Crowd carries on with the
song).
What we have been doing is that we are sitting down to analyze what
we need to do for the people of Oyo State who have tasked us with
governance that their livelihoods can be improved. So we want to beg
you not to be afraid, - Are you afraid? (Crowd responded no!)
Yes, we give them credit for starting the project, but it is not only who
started, but who nishes.
We are all children of salvation.
So this project will be completed in six months and all of us are the
supervisors on the project, should you be passing-by and notice
anything that you think requires attention, let us know so that we can
instruct the contractor accordingly.
It is not only the yover bridge that we will be here, but we will also
put Street lights. We have started the lights from Idi Ape. Also Mr
contractor awarded this yover bridge, If you look at the original
bridge that is behind us you will see that they wrote S on it, Do you
know what the S stands for? Strabag, it stands for STRABAG.
When I was growing up, my paternal father whenever we returned
from school, and we had been asked to buy books, buy pencil, and
submitted bill. My father's response was ok. I will give you the money
when I return from work, He will then leave clothes for us to wash and
iron before he returns. We would have gone out to play and
forgotten about the chores, when our father returns and we to
remind him of the money for books, money for books!! He will say –
oh so you have seen STRABAG that will be working for you to come
and demand for money for book from Abi!!,.... money for book
indeed.
Peculiar you also put P so that's when you are working in Oyo state…
so that some fathers can later be telling their children, have you
seen Peculiar abi! .....(crowd laughing).
So on these note, I am happy to gaoff the yover bridge
(crowd clapping.
Thank you and God bless you.
OYO STATE
THE PACESETTER
79

His Excellecy, OluSeyi Makinde
at the Commissioning of
JUNCTION IMPROVEMENTS
AT CHALLENGE AND FELELE,
IBADAN
his junction improvement we have done here in
TChallenge and Felele is just one of the several ways
that our administration is keeping its promise to the
people of Oyo State. Before now, we have had people
endure trafc at this junction for 20- 30 minutes and even
more because the road was narrower and then we had
transporters taking up a whole lane.
80

When we say time is money, we can then quantify what 30
minutes of lateness to a project everyday can cost in real
terms. So, with this improvement, we did not just have
trafc lights installed to ease the trafc ow, but we have
built a park for vehicles and motorbikes to transit and ease
movement along this junction. Transporters and visitors can
park their vehicles without hindering trafc. The road has
been expanded creating even more space for vehicular
movement. We also have three modern bus stops
constructed for commuters.
For some people living in some other parts of the
country, they may think 30 minutes trafc is not so
much, but here in Oyo State, our slogan is that we
will only make things better, and what we cannot
make better we will not make worse.
And since our administration came into ofce, we have
been doing our best to improve the lives of the people of
Oyo State. The results are there for all to see. Data from
the National Bureau of Statistics keeps showing that we are
doing the right things here.
81

So, while some people get angry when the
National Bureau of Statistics release their
gures and begin to look for ways to
discredit them, here in Oyo State, we look
forward to the release of data because it
helps us know how well we are doing
compared to other states around us and also
reveals what we need to tweak for even
better results.
So far, we are happy with the results we are
getting, and as I said in my State Broadcast
earlier today, we can proudly say that we
have made the lives of the people of Oyo
State better than we met it 2 years ago. And
come next year, we are sure that it will be
even better than it was this year.
So, on this note, I hereby declare the
His Excellency Engr. OluSeyi
Abiodun Makinde D.Sc, FNSE
the Executive Governor of Oyo State
at the Commissioning of the 65km
Moniya-Ijaiye-Iseyin Road
on Thursday, June 3, 2021.
We are here today to commission one of
the projects which will play a major role
in our engineering a modern Oyo State
– an Oyo State where the prosperity of the people
through economic integration serves as the fulcrum
of our decisions.
But rst, let me once more, appreciate my brother
Governor, Samuel Ortom of Benue State for
travelling down to be with us on this happy
occasion. I want to use this opportunity to convey
the deepest sympathies of myself, my family and the
good people of Oyo State to you over the death of
your Senior Special Assistant on Security,
Christopher Dega. May God grant you and his
friends and family the strength to bear the loss.
96

I am sure I speak for myself, the people of Iseyin in particular
and the good people of Oyo State when I say, we are
delighted that you could be here today at the commissioning
of the 65km Moniya-Ijaiye-Iseyin Road.
This road remained in a deplorable state for several years. I
remember that immediately after I became governor, I began
to receive SOS messages regarding this road. I remember
this particular request on social media from someone who
said some parents have had to withdraw their children from
school because of their inability to navigate this road to get
to school.
The state of this road also kept people away from going from
Moniya to Iseyin. On a good day, they would spend three
hours out here. You can then imagine what it would be like
on a bad day when perhaps, a truck has broken down at one
of the terrible spots.
Although a contract for rehabilitation of this road was
awarded by the previous administration, our initial inspection
visits in 2019 revealed that the contractors had not even
done 5% of the work here before abandoning it. We
therefore had to revoke and re-award the contract.
I always say that whatever decisions we make at any
point in this administration will be based on science,
data and logic. So, we factored in that we wanted this
road to be top grade and last at least 10 years before
any rehabilitations. For this reason, we decided to
increase the stubbing course from about 150mm to about
200mm, and we also changed the asphaltic wearing course
from 40mm to 50mm.
97

Looking at the initial design, we also realised that there was inadequate
provision for drainage. So, we had to remedy that too.
More importantly, the original contract was for what they called, “limited
rehabilitation.” This is just a fancy way of saying they would patch the road.
They would look at those areas that they felt were bad and do some
rehabilitation works. For us, this was awed logic. We knew this would only
amount to kicking the ball forward. In a year or so, we would be back to doing
major rehabilitations.
So, with all the available data, we decided that the more logical thing to do
would be to increase the contract sum by about 2.9 billion Naira and deliver
the quality of road that our people deserved.
98

What we have done here is the total reconstruction of this 65km road
at 9.9 billion Naira and this translates to 152 billion Naira per
kiliometre.
So again, based on science, data and logic we made the best
decision overall.
Of course, we understood the economic signicance of this road not
only to individual residents but also to the growth of commerce and
industry.
99

The Moniya-Ijaiye-Iseyin Road is the link
between Ibadan and Oke-Ogun, Oyo State's
food basket. This road also hosts the once
moribund Pacesetter Quarry and Asphalt Plant;
not only have we resuscitated the plant, but it is
already producing asphalt that we use in the
construction of our roads here in Oyo State.
As we drive down this road, I am sure you will
see the economic impact it has had with the
springing up of farm estates on both sides of the
road.
So, as we commission this road, let me again
remind our people that we promised you
economic development and prosperity through
our Roadmap to Accelerated Development in
Oyo State, 2019-2023.
This is just another way that we are delivering on
good governance. This is another promise kept.
Thank you and God bless you.
His Excellency Engr. OluSeyi
Abiodun Makinde D.Sc, FNSE
the Executive Governor of Oyo State
at the Commissioning of the 9.7km
Saki Township Road Dualisation Project
on Thursday, January 27, 2022
et me start by thanking my dear brother,
LHisExcellency, Governor Ahmadu Umaru
Fintiri of Adamawa State, for honouring us
with hispresence here today as we commission
this very strategic road to the people of Saki, Oke-
Ogun zone – the Saki Township Road. It has been
delightful watching all the displays of culture here
and the warm welcome you all have given us.
When people see us celebrating a road
construction, they sometimes say it’s a third
world concept. They ask: What are they
celebrating? Why are they celebrating? But,
looking at the faces of everyone here today we
can answer, we are celebrating accelerated
development. Because everywhere a strategic
road goes, development follows immediately.
This principle did not start with us. History has
it that the rst road for motorised vehicles in
Nigeria was built here in Oyo State in 1906.
That road linked Ibadan to Oyo Town. And the
main purpose of that road was to move people and
agricultural products from Oyo to Ibadan and then
to the ports for export.
This is why I am excited about the road
linkages we are creating here in the Oke-Ogun
zone. Oke-Ogun is our breadbasket and
agricultural capital. So. linking Oke-Ogun up
with the rest of the zones means that we can
easily move our produce on for export, either
by air through our Airport-Ajia Road being
reconstructed or through the proposed inland
dry port which is just off the Moniya-Iseyin
Road, which we have also completed.
We know from history that all of this work we
have put in will bring about the needed
development to our dear state. As we always
say, for our state to take that leading role that we
all dream of, we must take development beyond
Ibadan.
We cannot afford to continue in the trajectory
where one part of the state is generating the
revenue that all the other parts of the state benet
from. This will only create another Nigerian
situation in Oyo State. We all already know how
some parts of the country feel about other parts
because they believe it is their revenue that everyone
is sharing.
110

It is time to diversify. And a proper road linkage is the rst step in
this diversication. When we say we are engineering a
modern Oyo State, this is what we mean. We mean we are
designing and building a modern Oyo State.
The foundation of that design is a proper road network.
This is why we will not ignore any viable road projects
started by our predecessors.
We know that it is possible to decide to play politics with
development as some people did in the past. All of us here are
witnesses to how some people came and said “eh, I will not nish
the others started.” “Eh, I have to start and nish my own
project”.
This is why they are confused by our style of governance.
Like I have said in the past, we will nish all uncompleted
projects which are strategic to the development of our
dear state. And when we nish them, we will commission them
just as we are doing now. Because, when you are running a race,
the question people usually ask is not, “How many people
started the race?” No, it is “How many people nished the
race?” It is among those who nished the race that we will
choose winners.
Therefore, we will nish uncompleted and abandoned projects
for the benet of the good people of Oyo State.
So, when they come to you and say, “Eh, the Saki Township
Road was it not the former people that started it?” Tell
them, “Yes, it doesn’t matter who started it, what matters
is that someone nished it because this is how we engineer a
modern Oyo State.”
For the records, let me remind us all that the contract for this road
was initially awarded in 2016, and for over three years, the contractor
remained here, holding the people of Saki to ransom. In fact, as of
when the contract was revoked in September 2020, the contractor
had only done less than 15% of the job. But here we are today, just
about 15 months after we revoked that contract celebrating another
promise delivered. And we are delivering this 9.7km Saki Township
Road at a relatively lower cost than when it was rst awarded in 2016.
We made roughly One Billion Naira in savings.
And this is what we will continue to do. We will continue to deliver
good governance to the people of Oyo State with zero
wastage.
We will continue to make Oyo State the proof that good
governance is possible in Nigeria. We are kickstarting an
infrastructural revolution that will make people say once again
with all pride, “We have roots in the Pacesetter State.” “We
are proudly Oyo.”
And with this, we will proceed with my brother, His Excellency,
Governor Ahmadu Fintiri to commission the 9.7km Saki Township
Road to the glory of God and the for benet of the good people of
Oyo State.
Thank you and God bless you.
COMMISSIONING OF 5.25KM
GEDU - OROKISABO - ASHIPA ROAD
WEDNESDAY 16TH MARCH, 2022

Governor Seyi Makinde's Remarks at the
Gedu-Oroki-Sabo-Asipa Road Commissioning
117

His Excellency Engr. OluSeyi
Abiodun Makinde D.Sc, FNSE
the Executive Governor of Oyo State
at the Commissioning of the
Gedu-Oroki-Sabo-Asipa-Road,
Oyo State, on Thursday, March 17, 2022
et me once again, thank His
LExcellency, Governor Bala
Abdulkadir Mohammed of Bauchi
State, for being here with us today. We
appreciate your honouring us with your
presence as we return to Oyo Town
again, this time, to commission the
Gedu-Oroki-Sabo-Asipa Road.
Just about three months ago, we were
here to ofcially ag off the 34.85km
Oyo-Iseyin Road.
I am sure everyone can see the work is
going on well.
When people hear that this road is ve
point two kilometres, they might say, oh,
it's a small road. But when you look at the people who came out today to celebrate this small
road, you will realise how important it is to them. This Gedu-Oroki-Sabo-Asipa Road links Oyo
West and Atiba Local Government Areas in the Oyo-Ile area of our state. It also links the
North-South Federal (A1) Highway route 2, connecting the 35km Oyo-Iseyin and the 77km
Ogbomoso–Iseyin Roads.
So, it might be small to some, but to our people here in Oyo Ile, is it small?
Yes, we will continue to full our mandate to our people, in small ways and big ways.
Part of that mandate is to stem rural-urban migration by ensuring good road network
and interconnectivity outside Ibadan Zone.
118

Very soon, in fact, in the next two months, we will be counting three
years in ofce. And we will be presenting our scorecard. The
good thing is that our scorecard is not hidden. In road
construction alone, we have over 550 kilometres of roads, both
completed and ongoing.
We have successfully laid the proper foundation for
engineering a modern Oyo State.
As we have said repeatedly, we believe that anywhere that roads go,
development follows. And so, when we promised that we would
move the good people of Oyo State from poverty to prosperity, we
knew that a lot of our plans would be hinged on creating a viable
road network through rehabilitations, reconstructions and
constructions.
So far, we have done a lot of work around the Oke-Ogun-Oyo-
Ibadan axis. And we are seeing how much development this has
brought in less than three years. Development means that more
businesses are seeing Oyo State open up, and they are coming
to site their companies here.
When these companies come here, they pay taxes. And so, we
have been able to raise our Internally Generated Revenue (IGR) by a
record N15 billion in 2 years.
And when these monies come into our purse, we plough it
back into development. So when they ask, “Nibo ni Seyi
n'rowo?” You can tell them: “owo development ni o”. Because
we are reinvesting these monies into the economy.
More recently, we are expanding the road network and linking Oke-
Ogun to Ogbomoso through the Iseyin-Fapote-Ogbomoso Road.
119

This seventy-six point seven-kilometre road will serve the
same purpose as the Moniya-Ijaiye-Iseyin Road – providing a
vital link between two zones.
Now that we have successfully linked these four
zones, people will ask: what about the fth zone?
What about the people of Ibarapaland?
We have a message for our people in Ibarapa Zone. We are
coming for you!
Yes, we did not forget you.
The Englishman says the patient dog eats the fattest bone,
but our people say it is the person who gets the bottom of
the pot that eats the sweetest part of the food.
In our bid to engineer a modern Oyo State, the
people of Ibarapa will not be left out. We have reawarded
the reconstruction of the 58km Omi Adio-Ido-
Eruwa Road. Also, we have approved the limited
rehabilitation of the Igboora-Igangan-Iganna Road while the
reconstruction of the Isaba-Ogundoyin Road, Eruwa is
currently ongoing.
We did not come into government without a plan. We
knew what we wanted to accomplish, and I am happy that
you are all seeing a modern Oyo State develop before your
very eyes.
An Oyo State where no zone is left behind in our
development plan.
An Oyo State we can all be proud of.
So today, we are here to rejoice with the people of Oyo
Zone as we commission this 5.2km Gedu-Oroki-Sabo-Asipa
Road.
And on that note, I invite my brother, His Excellency,
Senator Bala Abdulkadir Mohammed, the Executive
Governor of Bauchi State, to perform the commissioning to
the glory of God and for the benet of the good people of
Oyo State.
Thank you, and God bless you.
Governor Seyi Makinde at the Official
Flag-Off of the Construction of the
Saki-Ogbooro-Igboho Road
123

His Excellency Engr. OluSeyi
Abiodun Makinde D.Sc, FNSE
the Executive Governor of Oyo State
at the Official Flag-Off of the
Construction of the Saki-Ogbooro
-Igboho Road
on Monday, May 31, 2021.
et me welcome you all to the ofcial ag-off
Lof the 45.3km Saki-Ogbooro-Igboho Road.
The road was awarded for N8.7billion and
the contractors are Messrs China Civil Engineering
Construction Corporation (CCECC). They have
been on site for the past three months and we can
see how far they've gone. We are expecting that this
project will be completed in May 2022. And the
contractors have assured me that it will be ready.
The road is of great economic signicance to the
people of Saki, Ogbooro and Igboho. It will serve as
a link between these communities and we all know
what happens when communities are linked –
economic boom. We have seen this happen in
other areas where we have opened up through
roads. People who moved out of Apete are now
returning because their road is better. And even
closer to you here, with the reconstruction of the
124

Moniya-Iseyin Road, we see farm estates springing up
on both sides of the road.
When you think of it, you will see that a good road
network serves as the foundation for development in
other sectors. For example, we cannot have a
thriving tourism industry when the roads are
bad. When people think of how much they have to
suffer to get to some destinations, they will rather
just stay away.
So, when people ask us why we have not started
doing something visible about our tourism sites, I
usually tell them, one thing at a time. First, we
create the needed infrastructure and then we
build on it. As I always say, our plan is to lift the
people out of Oyo State from poverty to prosperity.
To accomplish this, we have to take decisions
based on science, data and logic.
So, you can clearly see the logic behind why we are
now turning attention to tourism at this time. We
needed to build the base infrastructure. And we are
not resting on our oars. We will continue to deliver
good roads and quality infrastructure to our people.
On this note, I hereby ofcially ag off the
reconstruction Saki-Ogbooro-Igboho Road, to the
glory of God and the for benet of the good people
of Oyo State.
GOVERNOR SEYI MAKINDE'S
REMARKS AT THE FLAG-OFF OF
THE 38.45KM OYO-ISEYIN ROAD
134

As you drive in from the Oyo end of this road, you will
see the amount of work that Messrs Kopek
Construction Ltd have already done on this road. I'm
sure the good people of Oyo are already seeing the benets
of this road construction. And when it is completed, it will
become a vital link between the farming communities of
Oke-Ogun and Oyo, providing the much-needed market
linkage between these zones.
Well, this is the ofcial ag-off of the construction, but the
contractors have been on-site for ve months. You can now
do the maths to see if they are on course to complete their
work within the scheduled one year. They have assured us
that this will happen.
Permit me at this point to once again welcome my brother,
His Excellency Douye Diri, the Executive Governor of
Bayelsa State and thank him for honouring us with his
presence to ag off this road construction ofcially.
As I mentioned, Messrs Kopek Construction is handling this
contract. The total contract sum which was originally eight
point four billion Naira (N8.4 billion) was increased to nine
point nine billion Naira (N9.9 billion) last month.
As you may be aware, this is a federal road being reconstructed by the
Oyo State Government. So, after consultation with the Federal
Government, we were given specications to comply with.
135

For example, we had to increase the width of the road from
10.75m to 12.75m to meet the federal government
specications. We are executing the project using the
Alternative Project Funding Approach (APFA).
Let me take a few minutes to talk about our approach to
executing projects in Oyo State.
Some people are still confused as to how we are still
agging off projects when some states are nding it
difcult to pay salaries. They do not understand how we are
raising Oyo State's Internally Generated Revenue (IGR),
building our economy and engineering a modern Oyo State.
With APFA, the contractor funds the project, and we pay back
over an agreed period of time. And let me make this clear: you
have my word that not one Naira will be left unpaid to any
contractor under APFA at the end of our current tenure.
For example, for this project, which was awarded in June this
year, the repayment period is seventeen (17) months. This
means that the project will be completed before all the
repayments are made. However, the last repayment will be
made by December 2022.
And so, what do they do?
They go to town with stories.
Seyi Makinde is taking on hidden debts. He is going to turn our
children into slaves. The debt he is leaving, we don't know
how many years it will take us to pay it.
All lies, fake news and disinformation.
Our secret to carrying on these projects is the
Alternative Project Funding Approach (APFA). And I can
say it's an open secret. Because from when we started using it,
we have always been open and transparent about it.
136

So, do not allow anyone to confuse you—road construction is
a big part of our engineering a modern Oyo State.
The building of roads forms the foundation of the
development of all other sectors of the four pillars of our
governance as clearly outlined in our Roadmap to
Accelerated Development in Oyo State, 2019-2023
.
You need good roads to drive to healthcare centres. Without
good roads, our children cannot go to school. How will our
farmers get to the markets if the roads are bad? And no
matter how many vehicles we give to security agencies,
how will they be able to get to people in trouble when the
roads are bad?
So, we will continue to build a viable road network for our dear
state. This is the path to sustainable development.
We look forward to coming back here in seven months to
commission this 34.85km Oyo-Iseyin Road to the glory of God
and for the benet of the good people of Oyo State.
His Excellency Engr. OluSeyi
Abiodun Makinde D.Sc, FNSE
the Executive Governor
of Oyo State
at the Flag Off of the 76.67km
Ogbomoso-Fapote-Iseyin Road
on Wednesday, May 18, 2022.
We are here today to ag-off of the
76.67km Ogbomoso-Fapote-Iseyin Road
construction here in Ogbomoso.
But before I go on with my remarks, let me stop and
say a big thank you to my brother, the Executive
Governor of Kwara State, His Excellency AbdulRasaq
AbdulRahman. We are very happy that you could join
us here today, especially as you are our next-door
neighbour.
Many people may not know, but Oyo State
shares a border with Kwara State here at
Ogbomoso and so, this road is of vital economic
importance to both states. When it comes to the
facilitation of trade between the two states and the
movement of agricultural produce, our farmers and
other investors will be able to go from Iseyin all the way to Kwara through this
route. Also, the road will facilitate easy commutes between the Ladoke Akintola
University of Technology (LAUTECH) campuses in Ogbomoso and Iseyin.
As we always say, every project we embark on here in Oyo State, will
have data and logic behind it. So, for those asking, this is the logic behind this
road construction. We are facilitating both intracity and interstate movements.
151

It bears repeating that where roads go,
development follows. And so, in our quest to
continue in the work of engineering a modern
Oyo State, we will continue executing road
projects.
Some people have come out to say we
should focus on one section of the state and
ensure it is developed. But this is not the
path to sustainable development. As I have
said in the past, we do not want to recreate
the problem with Nigeria in Oyo State.
Today, we are talking about restructuring as the
way forward for Nigeria because people in one
section of the country believe that they are the
ones creating all the wealth that people from the
other sections are benetting from.
So here in Oyo State, we have chosen that we
will develop all the zones in the state and the
best way to do this is by creating an effective
road network.
In this way, we are leveraging our comparative
advantage in agriculture.
152

Because of what good is it that our farmers are producing but
they cannot move their produce to the market? Or that they have
access to just local markets where only people from the same vicinity
can buy, whereas they can get paid more when they are able to easily
travel to larger markets not just within the state but also outside it.
Of course, this our view of expanding the economy through efcient
road network may not be understood by many, especially those who
do not have the interests of the people at heart. Or how else will
you explain it that someone questioning the importance of the
Airport-Ajia-New Ife Road with a spur to Amuloko and the
Iseyin-Ogbomoso Road projects, saying they have little or no
economic value to the state.
People of Ogbomoso, is this road of value?
What about our brothers in Iseyin, do you think this road is important?
So, we will continue to fulll our mandate given to us by the people.
We will not relent in all our efforts to move Oyo State to prosperity
as we focus on protecting the interests of the good people of our
dear state.
And on that note, I will give my brother, His Excellency, Governor
AbdulRasaq AbdulRahman, the opportunity to speak to us and then we
will proceed to ag off the 76.67Km Ogbomoso-Fapote-Iseyin Road
project to the glory of God and for the benet of the good people of
Oyo State.
Thank you and God bless you.
Flag Off
The Reconstruction/rehabilitation
of Ibadan-Iwo-Osogbo Road (91km)
185

Governor Seyi Makinde’s
Remarks at the Official Flag-Off
of the Asphaltic
Reconstruction/Rehabilitation/
Expansion of the Ibadan-Iwo-
Osogbo Road
Today, I want to talk to you about the word
“revolution”. I know, when people hear the
word revolution, they often think of bloody
wars that lead to change in a political order. Well,
don't be alarmed, I am not here to preach violence.
Rather, I am here to talk about a different kind of
revolution that is happening in the south west of
Nigeria but ably led by my brother, Governor Oyetola
and myself.
You know, revolutions always bring to birth a new
order, a new way of doing things. And so, the
revolution in the south west has led to us changing the
former ways of doing things. In the past, every state
used to mind their own business and operate in their
own little corners. But with this new way of doing
things, we are pursuing collaborations with our sister
states.
When we just came in, we started on this path with
one of the biggest collaborations in the history of
south west states. We all came together and decided
on creating the Western Nigeria Security Network
code named Amotekun. And in 2020, we
operationalised the Oyo-Amotekun. As I have said on
many occasions, our people cannot imagine life
without Amotekun.
186

187

lso, just about two years ago, we celebrated
Aanother win that resulted from this revolution. My
brother, our host for this ag-off, His Excellency
Gboyega Oyetola, the Executive Governor of Osun
State, was a big part of that history. He benevolently
acceded to granting us sole ownership of the Ladoke
Akintola University of Technology (LAUTECH), which
made it possible for me to fulll a campaign promise to
the good people of Oyo State.
Let me once again use this opportunity to say
thank you, egbon.
Additionally, earlier this year, just over six months ago, we
had a handshake with my brother from Ogun State, His
Excellency Dapo Abiodun. You will recall that we held a
joint security meeting over rising security threats at that
time. Together, we worked on securing the lives and
properties of our people at border communities of our
states. Since that collaboration, reports of kidnappings in
that axis have drastically reduced.
Today, I am joining His Excellency Gboyega Oyetola,
and together we are again, making history. This time,
as jointly agreed, we will be linking our dear states
with a road project. And so, another milestone of
collaboration is reached with this agging off of the
asphaltic reconstruction, rehabilitation and expansion of
the Osogbo-Iwo-Ibadan Road. Well, coming from Oyo
State, you would say Ibadan-Iwo-Osogbo Road. Don't be
confused, it's the same road. It's just a matter of direction.
I need to acknowledge also that we have both
demonstrated that politics should be left to those few
months when INEC says we should begin campaigning
either for elections or re-election.
Even then, just as my egbon has demonstrated, we
must practice politics of justice and fairness without
bitterness and rancour. The revolution we are leading
is a revolution of thought, it is a revolution of ideas. And
we are saying, governance must always trump politics.
When we make decisions, we must always put the
interests of our people rst.
Of course, you already know that my brother, the
Governor of Osun State is from an opposing party, the
All Progressives Congress (APC), while I belong to the
Peoples Democratic Party (PDP). Despite this
difference, we have accomplished things that people
from the same party were unable to do.
This is the revolution we are talking about.
This latest collaboration also comes with dividends of good
governance. When this road is completed, our people will
be able to travel with ease between the states thereby
enhancing trade and commerce.
188

And as we always say in Oyo
State, where roads go,
development follows. So, in
the next year or
thereabouts, we will begin
to see the development in
real terms.
I know we are not here to
campaign, but there is a
prophetic word from my
brother and I know that Oyo
State people are ready for
Omituntun 2.0. So, we will
allow God's will to be done.
And on this note we will -ga ot
deecorpoff the entire stretch of
Osogbo-Iwo-Ibadan Road to
the glory of the Almighty God
and for the fo teneb
the good people of Osun and
Oyo States.
Thank you and God bless you.
