INFRASTRUCTURE DELIVERY PROJECT<br />

The Engr. Lere Adigun Government<br />

Residential Area (G ) i _ <br />

a medium-density<br />

GRA project that was m1t1ated and executed<br />

by the administration of His Excellency, Governor<br />

Seyi Makinde under a new Government-Private<br />

sector partnership program - The innovative<br />

"LandSwap & Infrastructure Partnership Model".<br />

This model is a collaborative approach that<br />

maximizes value for The Oyo State Government on a<br />

fastrack completion basis for the purpose of<br />

precipitating IGR growth, activating dead capital<br />

assets in Oyo State, increasing housing availability<br />

for various classes of the population and<br />

catalyzing economic expansion. This is in tandem<br />

with the OMI-TUNTUN 1.0 accelerated development<br />

goals of this administration.<br />

The Engr. Lere Adigun GRA was executed by the Oyo<br />

State Government and a Private Sector-Led Infrastructure<br />

Partner. The Ministry of Lands, Housing &<br />

Urban Planning (as The Project Owner) represented<br />

the Oyo State Government while Allianz-WA<br />

Offshore Nigeria Limited (as The Infrastructure<br />

Partner) represented the Private Sector. The Project<br />

Owner contributed the Land Parcel (20.5 Hectares in<br />

this case) and facilitates all required governmental<br />

and regulatory deliverables (Oversight, Allocation<br />

Letters, Certificate of Occupancies, etc) while The<br />

Infrastructure Partner provides 100% funding and<br />

execution of the full infrastructure emplacement and<br />

longterm facilities management of the GRA. The final<br />

product (fully serviced plots) is now split according to<br />

the valued contribution of each partner so as to<br />

recoupcapital investments via sales to members of<br />

the public.<br />

The Engr. Lere Adigun GRA is the Pilot Program for<br />

testing the LandSwap Model using existing<br />

governmental structures & processes. The Model will<br />

be continuously improved to ensure ever-increasing<br />

and maximum benefits for the people of Oyo State.<br />

ROAD NETWORK<br />

High strength 80mm Pavers<br />

were used for the road<br />

network for longevity and<br />

ease of maintenance. Thirteen<br />

interconnecting roads were created to service<br />

the GRA. The road network is serviced by open<br />

reinforced drainage systems that can be repeatedly<br />

cleaned to ensure the best HSE standards are<br />

maintained in a topographically unique city like<br />

Ibadan. Also effective drainage for greater than 100%><br />

of maximum rainfall has been incorporated into the<br />

design and tested during the last 12 months of the<br />

project. The roads are designed for both the<br />

construction phase when heavy duty traffic is at<br />

maximum and post-construction phases .<br />

Adequate walkways are provided to ensure highstanda<br />

rd communal living and safe humanautomobile<br />

interaction. A 1-meter walkway is<br />

mandatory for all homeowners to ensure uniformity<br />

and high aesthetic value of the GRA.<br />

ELECTRIFICATION<br />

designed for 100% GRA Residential Occupation,<br />

from inception, is installed and operational in the<br />

GRA. Three (3) 500kva and One (1) 350kva 11kv

Distribution Transformer Substations are provided for<br />

final distribution of 400v power to service all houses<br />

within the GRA. Also, twenty-three (23) numbers of<br />

Feeder Pillars were provided for efficient, effective,<br />

and safe power distribution and metering. A standard<br />

150mm 2 All-Aluminum Conductor (AAC), with<br />

adequate redundancy and safety factor, was utilized<br />

for full overhead reticulation across the GRA in<br />

compliance with IBEDC requirements and for<br />

Electrical Power Stability & Longevity. Also the entire<br />

thirteen (13) roads and utility corridors within the<br />

Estate were illuminated with High Quality LED<br />

Streetlights of greater than 100% Security Coverage.<br />

WATER SYSTEM<br />

PUBLIC &RECREATIONAL FACILITIES (ESTATE<br />

MANAGEMENT PHASE)<br />

As part of the Infrastructure Partnership, the following<br />

recreational and public facilities will be provided in<br />

future and the Infrastructure Partner will recoup<br />

money through rentals and fees. This arrangement<br />

ensures the government is totally decoupled from<br />

running GRA systems and the Private Sector is<br />

tasked with longterm care of the GRA. The facilities to<br />

be provided in the GRA include<br />

• Hospitals<br />

• Shopping-Mall<br />

• Event-Center<br />

• Recreational facility center furnished with<br />

convenient Children playing-ground, 5-aside<br />

Soccer court, Swimming-Pool, comfortable<br />

Basketball/ Soccer Courts and Gym House.<br />

DEEDS OF RESTRICTIONS (DOR)<br />

To ensure uniformity in compliance, aesthetic value<br />

retainment and sustained future property values, the<br />

new GSM LandSwap Model stabilizes the GRA<br />

system with the provision ofan Harmonized Deeds of<br />

Restrictions (DOR) that is managed for success on<br />

behalf of residents. A 25-year Infrastructure<br />

Partnership deal was sealed between the State<br />

government and Allianz-West in October 2021 to<br />

ensure an effective and long-term maintenance<br />

culture of the GRA. This absolves The Oyo State<br />

Government from recurring expenditure in servicing<br />

GRA infrastructure and places full responsibility of<br />

funding and care with the Private Sector. The long<br />

timeline also allows the Infrastructure Partner the<br />

commercial confidence to build additional<br />

recreational facilities, improve quality, manage the<br />

GRA, and successfully recoup new investments. This<br />

win-win approach allows the State to focus on<br />

creating more GRAs and awakening all dead capital<br />

assets within its territorial boarders.<br />

The Senator Rashidi Adewolu Ladoja GRA Project<br />

Oyo State, home to about 10 million people and Ibadan being the 3rd largest city in West<br />

Africa, has been experiencing immense growth and expansion in recent times. The city<br />

is historically the seat of government dating back to the Western Region with several<br />

other peculiar factors making her interesting and a great prospect for real estate<br />

investments.<br />

The Senator Rashidi Adewolu Ladoja GRA is a proposed residential development<br />

situated along the Lagos-Ibadan expressway, on the outskirts of the city of Ibadan, Oyo<br />

State. The GRA is designed to accomodate 584 serviced plots within a gated community<br />

with green areas, roads, adequate security, and provision of the water treatment plant,<br />

power, street lighting, roads and drainage infrastructure.<br />

Senator Rashidi Ladoja GRA is a regeneration development project aimed at facilitating<br />

rapid urbanization of the expanse of land adjoining the Lagos - Ibadan expressway and<br />

providing citizens of the State with affordable housing fitted with the necessary<br />

infrastructure and amenities to serve the new community.<br />

The development objective is to contribute to the vision of the Oyo State Government for<br />

the provision of affordable and durable, eco-friendly and urban residential developments<br />

for citizens residents of Oyo State.<br />

The project is a Public-Private Partnership (PPP) collaboration between the Oyo State<br />

Government and First Investment Development Company essentially for the provision<br />

of site and services for infrastructure development. The comprehensive vision for<br />

Senator Rashidi Adewolu Ladoja GRA is "to design, develop and deliver quality and<br />

durable infrastructure that accelerate urbanization, optimization, optimize land<br />

use and maximize the market value of land with increasing returns".<br />

The GRA will become a benchmark for sustainable housing and infrastructure development in<br />

Oyo State and a unique reference point for future real estate developments in the State and will<br />

provide for adequate and modern security infrastructure, perimeter fence and access<br />

management control to prevent access by uninvited people into this community which<br />

comprises schools, worship centres, green areas, civic centres, clinic, street light infrastructure<br />

etc.<br />

Senator Rashidi Adewolu Ladoja GRA is located along the busy Lagos-Ibadan Expressway and<br />

traverses a total land area measuring approximately 99 Hectares with the following developments<br />

in close vicinity:<br />

• British American Tobacco<br />

• Oriental Foods Industry Limited<br />

• Eminent Quarry Limited and<br />

• First Technical University<br />

The development is situated within an easily accessible landscape making it possible to connect<br />

to existing public infrastructure to serve future expansion needs and population growth of the<br />

development.<br />

The scope of work for the project includes the provision of site and services infrastructure for the<br />

entire development, including power, roads, water reticulation, gatehouse and boundary fence<br />

construction.<br />

Road infrastructure­<br />

Construction of Primary Roads<br />

The scope of works, as it relates to road networks, includes providing, laying, and compacting<br />

asphaltic concrete wearing course to a thickness of 40mm carriageway for primary roads. It also<br />

includes the construction of drains to cater for run-off and stormwater within the development.<br />

The primary roads will provide access to specific plots.<br />

Construction Of Secondary Roads<br />

The infrastructure partner is expected to<br />

provide, lay and compact asphaltic<br />

wearing course with 44mm carriage way<br />

for all secondary roads within the<br />

development. The secondary roads will<br />

provide access from the main<br />

expressway to the development.<br />

Water Reticulation<br />

The infrastructure partner is expected to<br />

construct and provide all systems and<br />

accessories required for water<br />

reticulation considering specific uses<br />

around the development. It I expected<br />

that the development will generate and<br />

distribute water for use by all residents,<br />

without reliance on external supply.<br />

Provision Of Drainage<br />

FIDC is expected to construct full concrete<br />

lined drains as detailed in the project design<br />

drawings. These drains are to be constructed<br />

in consonance with primary and secondary<br />

roads for the development.<br />

Pr ovi sion Of Pow er Supply<br />

(Electrification)<br />

The power system for the development is<br />

to be provided to ensure a stable power<br />

supply for the development. Specific<br />

deliverables include injection station,<br />

power station, step-down transformer,<br />

HT panel cables, connections to<br />

individual plots, street lighting, etc.<br />

Construction of perimeter wall and gate<br />

house<br />

The community will be gated with access<br />

management and CCTV cameras<br />

installed. Block walls will also be<br />

constructed around the development to<br />

ensure the safety of all residents and<br />

visitors.<br />

Facility management<br />

FIDC will be providing facility<br />

management services to support<br />

development upon completion.<br />

This will ensure that the GRA maintains<br />

prime value and residents can be rest<br />

assured that continuous support will be<br />

provided for the functionality, safety and<br />

sustainability of all buildings, grounds,<br />

infrastructure and entire community.<br />

Being the infrastructure partner on the<br />

project, FIDC has the expertise and capacity<br />

to deliver infrastructure works for the<br />

Rashidi Adewolu Ladoja GRA project<br />

leveraging on previous experiences<br />

demonstrated on other projects. FIDC is<br />

committed to delivering the project in line<br />

with the expectations of the government,<br />

the potential residents of the GRA and for<br />

the good people of Oyo state.<br />

When we came into government, we were determined to rebuild the Oyo State economy. We chose to use our areas of comparative and<br />

competitive advantage to drive the growth of our economy. This was what dictated our choice of agribusiness as one of the drivers.<br />

Our decision was based on available data and logic. Oyo State has the arable land size and the climatic conditions to support all types of agribusiness<br />

endeavours. We knew that if we signaled to the investing community through our policies and policy implementation that we are open for business, they<br />

And so, we set up and gave life to a new agency – the Oyo State Agribusiness Development Agency (OYSADA) and got a seasoned agribusiness<br />

professional, Dr Debo Akande, to run that agency.<br />

This flag-off of the construction of the Fasola Agribusiness Industrial Hub that we are performing today, is a testament to the fact that we made the right<br />

decisions. It is proof that when we say “Oyo State is ready for business,” we are not just mouthing meaningless words. Our doors are wide open, come in<br />

and talk to us, share your ideas with us. If they are great ideas, we are willing to collaborate with you. So, I am indeed excited to be here.<br />

For this project, we are working with Brains & Hammers, a Nigerian real estate company with proven capacity to execute projects at this scale.<br />

Let me mention at this point that Fasola is just one of the nine farm settlements we have in Oyo State which have been left moribund for years. So, this<br />

ceremony we are performing today speaks to another promise that we made to the people of Oyo State. That we will ensure that we recover and extract<br />

value from all moribund government assets or abandoned projects.<br />

We really do not care who started the project, we do not care who abandoned the project, we will resuscitate it and give our people value for it. We are<br />

determined to put an end to the plague of abandoned and moribund projects littering our investment landscape in Oyo State.<br />

So, here at Fasola Agribusiness Industrial Hub, if you have had the opportunity to go round this land, you will find that it is such an ideal location for an<br />

agribusiness and agro tourism hub.<br />

In one year, when we come back to commission this project, this 1,000-acre land would have been transformed into a thriving agribusiness industrial hub<br />

with ranching and grazing fields, crop production and processing facilities, and a leisure and entertainment hub including a nine-hole golf course. This<br />

place will be self-sufficient, so it will also include a fire station, mini-clinic, innovation hub, and residential real estate.<br />

Like I said before, this is just one of nine. We have already contracted out the Eruwa and Akufo Agribusiness Industrial Hubs. We had major administrative<br />

and bureaucratic bottlenecks that delayed work out there but those have finally been cleared and I am sure we will start getting visuals of the work going on<br />

there soon. There are six others which we intend to also convert into agribusiness industrial hubs. Also, we have several other tourism sites that can be<br />

converted into tourism centres. So, this is another call to remind you that Oyo State is still open for business.<br />

On this note, I declare the construction of Fasola Agribusiness Industrial Hub officially commenced to the glory of God and for the benefit of the good<br />

people of Oyo State.<br />

Omituntun.Yes, we promised Omituntun, and we are delivering Omituntun.<br />

Back in 2019, when we came into office, four years seemed like such a long time to many people. But we knew how short four years would be because of<br />

how much work we had to do. Our infrastructure deficit was huge. At the same time, resources were dwindling.<br />

Yet, we kept in clear focus the task of ensuring that Oyo State lived up to its moniker, "Pacesetter State". We knew that to engineer a modern Oyo State, we<br />

must engage the private sector and development agencies.<br />

And now, look how far we have come!<br />

We have run very inclusive governance. Whether in Ibadan, Ogbomoso, Oke-Ogun, Oyo or even lbarapa, you can point to state government projects in your<br />

zone. In fact, I have made it a point that when I meet people who say they are from Oyo State, I ask them where in Oyo. Once they name it, we can match<br />

their zone with a project.<br />

Not to worry, we will soon officially flag off our campaign, and then we will talk about all we have done to change the economic landscape in Oyo State.<br />

Today, we are here to add another milestone to our achievements as we flag off the Construction of the Oyo State Government (OYSG) and Shell Nigeria<br />

Gas Ltd (SNG) Gas Project. This project is for constructing a Pressure Reduction & Metering Station (PRMS).<br />

Through this project, we will create a new gas distribution infrastructure network in Oyo State. This infrastructure will deliver gas to industrial,<br />

manufacturing and commercial companies. It will also serve new emerging industrial corridors and industrial parks/zones, Independent Power Projects,<br />

and provide stable power generation for industrial and residential use within the state.<br />

People might ask, how much is Oyo State spending on this? Well, the project will be funded by SNG on a Build, Own, Operate, and Transfer (BOOT) basis.<br />

SNG will transfer the infrastructure to Oyo State after 15 years.<br />

One thing we have always done is to ensure that all our projects are interconnected. For example, when we said we would drive our economy through<br />

agriculture, some people thought we would start buying fertiliser and other inputs and distributing them to phantom farmers.<br />

But that was the old way of doing things. We chose instead to take the infrastructure approach. Instead of handing money to people, we built the roads they<br />

needed to link our farming communities to markets. We also attracted big businesses willing to work with our farmers as off-takers. While at the same time<br />

subscribing to donor-assisted agricultural programmes. And so, we linked agriculture to road construction and rural development.<br />

With the flagging off of the construction of gas infrastructure, working with Shell Nigeria Gas Ltd today, we are taking the same approach. Attracting big<br />

businesses means jobs. Oyo State can now boast of hosting another international business. So, if they tell you that no business has come into Oyo State<br />

since Seyi Makinde became governor, you can point to this one.<br />

Beyond that, this infrastructure is linked to our 'Light up Oyo' project.<br />

Of course, people keep asking, why not solar-powered street lights? They think that because sunlight is free, the infrastructure to run solar-powered lights is<br />

also free or cheap. But when you ask them what happened to the solar-powered lights of past administrations, they have nothing to say.<br />

And so, for the 'Light up Oyo' project, we are using a more efficient tribrid power system. Right now, we are installing gas generators, and the gas<br />

infrastructure is already being installed. And like we Christians say, "all things work out for good".<br />

I want to thank the management of Shell Nigeria Gas for choosing Oyo State. When we signed the Memorandum of Understanding (MoU) for this project in<br />

2020, some people may have thought it was just one of those "audio" MoUs. But now we are seeing the physical manifestation of the project. We have<br />

already developed a Gas Masterplan for the entire state that will make gas available in all zones. We have been told that first gas will be delivered within 15<br />

months from the PMRS being constructed here.<br />

By God's grace, we will come back here to commission the project. Because we are confident that the people of Oyo State will give us four more years as<br />

we upgrade to Omituntun 2.0.<br />

And now, we will proceed to officially flag off the construction of the gas project to the glory of God and for the benefit of the good people of Oyo State.<br />
