Preamble<br />

ne of my proudest moments - is when<br />

Owe commissioned the 65 km Moniya-<br />

Iseyin road in 2021, and His<br />

Excellency brought his colleague, The<br />

Governor of Benue State Samuel Ortom to<br />

come and commission the project for us, I was<br />

happy because I was part of the history that<br />

completed the project.<br />

What I like about working with Governor Seyi<br />

Makinde is - He is a believer in Data, and so<br />

for me being a statistician, who has been<br />

working with data my entire life, over 36 years<br />

to be precise. This is a great thing.<br />

Governor Seyi Makinde is somebody who<br />

believes you must work with data to have<br />

what I call evidence based decision<br />

making. You cannot miss the mark because<br />

with reliable data, the error margin reduces to<br />

between 0-5%.<br />

So I like his style and really enjoy working with<br />

him, because he believes science must speak<br />

from the data, and data must inform the<br />

logic to drive implementation.<br />

His Excellency Engr. Seyi Makinde, FNSE DSc. is<br />

an astute professional Engineer who realizes that<br />

without data you cannot do anything tangibly or<br />

sustainably.<br />

AND TRANSPORT<br />

Our Visionary Governor, Engr. Seyi Makinde, FNSE, DSc.<br />

resumed ofce May 29 , 2019, with the vision and Roadmap<br />

to Accelerated Development of Oyo state 2019 -2023, that<br />

had been envisioned and eruditely communicated while on the<br />

campaign trail, exacerbated by the glaring decay<br />

and prevailing physical infrastructure deficit statewide. Some<br />

parts of the state, Farmlands, Markets and Schools were not easily<br />

accessible, and many round-trips or return journeys within the<br />

state could not be undertaken in one day.<br />

A study of project delivery between 2011 - 2018 revealed; that over<br />

38% of the projects undertaken were either incomplete, inconclusive,<br />

ongoing, or not sighted, while another 23% already showed<br />

visible signs of defect. Pointing to over N 75 billion in unrealized<br />

value (As shown in Figure 1).<br />

Infrastructure Project Delivery performance within Public<br />

Service had historically been marred by; escalating costs,<br />

delayed funding, cash ow constraints, high interest rates,<br />

deterioration of professionalism & discipline quality. By inception<br />

of the administration in 2019, it became abundantly clear and<br />

certain that there is no longer room for Public Service<br />

business-as-usual in Oyo State.<br />

The rst 44 months of exceptional visionary leadership of His<br />

Excellency, Engr (Dr). Seyi Makinde, FNSE as governor of Oyo<br />

the Pacesetter State, has been characterized by the following:<br />

I. Exemplary performance along the Roadmap to<br />

Accelerated Development of Oyo state (2019 -2023) to<br />

address the glaring infrastructure & development decit<br />

state wide, His Excellency hit the ground running with the<br />

mission to transform Oyo State from a sleepy ineffective<br />

state to a prosperous and economically vibrant state<br />

through deliberate and articulate focus on key areas of<br />

the roadmap such as; Education, Health & Welfare,<br />

Agriculture & Food Security and Security, which in turn<br />

spurs on Youth Empowerment & Ease of Doing Business<br />

benefits , all underpinned by deliberate<br />

Infrastructure Development to drive the Economic<br />

Expansion vision and subsequently Domestic Resource<br />

Growth for economic vibrancy across the entire state.<br />

II. Success growing - Internally Generated Revenue (IGR),<br />

without increasing taxes, improved access to<br />

developmental funds through International<br />

Partnership and Grants, and by implementing<br />

breakthrough ideas addressing historic perennial project<br />

delivery challenges with improved sources of project<br />

funding like APFA – Alternative Project Funding<br />

Approach and changes in contractor mobilization<br />

to hedge noitaniand cost escalation pressures,<br />

allowing the Government to Do More with Less and<br />

within a good time to make meaningful improvements<br />

to the livelihood of the citizens and dwellers of the<br />

state.<br />

III. Success inculcating infrastructure maintenance into the<br />

project delivery contracts, with extended warranty such as<br />

the 65 km Moniya - Iseyin Road delivered in 2021 with<br />

twenty (20)-year maintenance included as model for<br />

other projects.<br />

The Public Works Capital Budget performance to date in Oyo State shows a total spend of about N 125.51 billion January 2019 - December<br />

2022 and another N 45 billion appropriated for 2023 capital projects impacting infrastructure development domiciled in the Ministry<br />

of Public works & Transport across the state surpassing and doubling the total comparative spend of N 61.96 billion by the previous<br />

administration in 8 years (2011 – 2018), as illustrated in Table A following, also illustrated in figure 2<br />

Total Capital Project spend across the South-West sub region of Nigeria ranges from 40% to 66% of State budget appropriations in 2022, Oyo State total Capital<br />

Expenditure appropriation is N156 billion, the third 3rd (3 ) largest corresponding to about 53% of total budget.<br />

All this put together and happening all across the entire state at this juncture in time, Oyo State is witnessing a Nexus of infrastructure<br />

revolution with re-awakened emphasis on more effective project delivery, within cost and in time to meet the yearnings of the citizenry, and at<br />

intended quality with sustainability embeded.<br />

We have also inculcated the capability and capacity to do - more - with - less as can be seen in Figure 4 below, which shows a graphical<br />

comparison between terminated contracts of stalled projects and the replacement contracts.<br />

We are also integrating Projects better, like Lite-up Oyo with road projects to bring meaningful development not just to the urban city capital of<br />

Ibadan, but also to the rural hometowns, further supporting the economy expansion by providing access to goods, services, free passage for<br />

people to stimulate the fundamentals for Night Economy.

Oyo State projects can also be seen to<br />

benchmark within the prevailing class of<br />

projects across the south - west sub-region<br />

under the general prevailing security and<br />

market conditions in the nation. Figure 5<br />

below, shows Oyo State overall projects in<br />

a benchmark comprising of projects from<br />

other adjoining states and relevant Federal<br />

Government projects.<br />

To deliver on His Excellency's promises and rmly imbibe the new thinking for<br />

the state.<br />

The Ministry is continuously tasked to rise above the prevalent challenges of poor<br />

historic performance trends in Infrastructure Project Delivery, escalating costs, delayed<br />

funding, cash ow constraints, high interest rates, deterioration of professionalism &<br />

discipline quality by demonstrably improving in the following areas;<br />

a. Deepening Professionalism: New skills like benchmarking, New tools, training<br />

workshops, better reporting, appropriate tasking and placement<br />

b. Quality control / Assurance: Improved use of expertise and collaboration with<br />

outside experts like IEAG – Independent Expert Advisory Group, Multi-<br />

Disciplinary industry committees comprising of professional bodies and industry<br />

leaders.<br />

c. Value Engineering: Cost Reduction, Concept/Design challenges, alternative<br />

designs, Integration with other MDAs & projects including FGN projects.<br />

d. Innovative ways of improving overall infrastructure Availability, Reliability<br />

& Function<br />

e. Improved Response, Visibility, Presence & Timely Feedback: The creation of<br />

an Infrastructure Reporting tool, which gives pinpoint accuracy to identify<br />

defective infrastructure or hazard, create remediation tasks that can be assigned<br />

to responsible parties for execution, while providing status update and<br />

feedback to the reporter.<br />

In summary, the state is gradually experiencing an<br />

infrastructure revolution correcting the glaring deficit,<br />

improving access, and laying the foundation for accelerated<br />

development across the entire state.<br />

With the current portfolio of about 500 kms of highways<br />

in 31 Infrastructure Development Projects either completed<br />

or underway focused at linking the 5 geopolitical zones and<br />

food basket of the state and another 163.75 – 273.75 kms<br />

in about 25 - 35 projects planned from 2023 targeting key<br />

areas contributing to the desired expanded economy.<br />

The Ministry of Public Works & Transport will continue to<br />

further deepen professionalism, competence and capability<br />

to ensure quality control and assurance while working<br />

together in concert with all Internal & External stakeholders<br />

to judiciously use existing and new resources, meet<br />

expectation of increased spending, improved budget<br />

performance and effective overall project delivery to ensure<br />

delivery on the promises and the vision of Your Excellency<br />

Governor of the Pacesetter state Engr. Oluseyi Makinde<br />

unfolding Infrastructure revolution, touching livelihoods of the<br />

citizens, professionals commuters and dwellers of Oyo state as<br />

well as travelers passing through.<br />

But when it is time to do what is right for the progress of our<br />

people, we should be able to come together and get it done.<br />

We welcome you to Oyo State. We know you are one of us. We<br />

can rightly call you an Ibadan boy since you were born here and<br />

grew up here. So, welcome home.<br />

When we came into government, we promised you, the good<br />

people of Oyo State that every road project we embark on<br />

would target our economy.<br />

Our slogan has always been<br />

‘where road goes,<br />

development follows’.<br />

Let me start by appreciating my brother,<br />

the Executive Governor of Ekiti State, His<br />

Excellency, Dr Kayode Fayemi, for joining<br />

us today as we commission the 65m General<br />

Gas Flyover and the dualisation of the 7.2 Km<br />

Idi Ape-Basorun-Akobo-Odogbo Barracks<br />

Road.<br />

Your presence here communicates a message<br />

to those who think that politics is a do-or-die<br />

affair and who think that collaboration across<br />

party lines for development is not possible.<br />

Yes, our great party, the Peoples Democratic<br />

Party and the All Progressives Congress, have<br />

different philosophies.<br />

The construction of the 65m<br />

General Gas Flyover and the<br />

dualisation of the 7.2 km Idi Ape-<br />

Basorun-Akobo-Odogbo Barracks<br />

Road, has brought a new level of<br />

development to, Ibadan North,<br />

Ibadan North East and Lagelu<br />

Local Government Areas.<br />

If you have any doubts that<br />

road construction directly<br />

contributes to economic<br />

development, then you can use<br />

the Idi Ape-Basorun Akobo-<br />

Odogbo Barracks Road as a<br />

case study.<br />

People who have lived here for<br />

four years and above will tell you<br />

the level of economic activity that<br />

has been extended to this zone in<br />

the past year. They will be able<br />

to do a comparative analysis, or<br />

as we say in local parlance, a<br />

“before and after”.<br />

So, I can say with all condence: Another promise kept!<br />

Some people will say there are other roads that need<br />

repairs; that some roads in Ibadan need rehabilitation.<br />

Yes, we are aware of the state of roads, not just in<br />

Ibadan but the whole of Oyo State. And as we have<br />

promised, governance will continue to the last day<br />

of the life of this administration. So, we are already<br />

doing something about inner city roads.<br />

Earlier in the week, we gave the Oyo State Road<br />

Maintenance Agency (OYSROMA) 750 Million Naira<br />

for the rehabilitation of roads. The plan is to ensure<br />

that all LGAs get some of their roads xed.<br />

And let me quickly address again an issue that<br />

keeps coming up in conversation. There is this idea<br />

that the State Government has hijacked Local<br />

Government functions. Let me repeat that we have<br />

not in any way hijacked the functions of any local<br />

government. We are only putting in the work needed<br />

to assist them in their functions. We all know the<br />

economic realities in our country right now. This has<br />

often led to people having to make tough decisions.<br />

Sometimes, looking at the money in your pocket, you<br />

may decide, “meat is not my problem this night. Let<br />

me buy bread.” It is this same decision that<br />

government at all levels need to make.<br />

For example, should we pay salaries or use the<br />

money to build roads? Because the money is simply<br />

not enough to do both.<br />

And so, here in Oyo State, we decided to make that<br />

decision easier for the LGAs. We tell them, go ahead<br />

and pay salaries – which stimulate the economy – we<br />

will assist you in doing other things that you should be<br />

doing.<br />

Let me once again thank my brother, Governor Kayode<br />

Fayemi, for doing us the honour of being with us for the<br />

commissioning of the General Gas Flyover and the Idi<br />

Ape-Basorun-Akobo Odogbo Barracks Road.<br />

IDIAPE - BASORUN -<br />

AKOBO ROAD OF OLD<br />

Passing through the 7.25km Idi-Ape/<br />

Basorun/Akobo Road in the past was often<br />

characterized by pains and agony, due to<br />

the bad state of the road.<br />

Residents and motorists along the route<br />

often had hectic reaching their destinations<br />

result of its deplorable condition. The<br />

situation got to a level where residents of<br />

the area abandoned their private cars for<br />

commercial vehicles and motorcycles, while<br />

others relocated outside the area due to<br />

the hardship on the road.<br />

Heavy-duty vehicles plying the road were<br />

often stuck in different spots, thereby<br />

making passage of other vehicles difcult,<br />

thus creates hold-ups on the route.<br />

The road is one major road within the<br />

Ibadan metropolis that serves as a link to<br />

three local government councils in the<br />

State. It is a major link that connects<br />

Ibadan Northeast Local Government in<br />

Basorun to Lagelu and Akinyele Local<br />

Government via Akobo and Olorunda<br />

Axis.<br />

Residents in the area described their<br />

experiences on the road as terrible and<br />

lamented the damage caused by the road on<br />

their vehicles.<br />

Some commercial drivers decried that the<br />

situation had seriously affected their income,<br />

and noted that daily trips along the route had<br />

drastically reduced.<br />

The contract for the rehabilitation of the road<br />

which was awarded in May 2017 and was<br />

supposed to be completed within 18months.<br />

However, the rehabilitation of the road was<br />

taking longer than necessary, which resulted in<br />

the termination of the contract by Governor<br />

Seyi Makinde.<br />

Residents called on Governor Seyi Makinde to<br />

prevail in the situation and re-award on the<br />

road contract to ease the hardships being<br />

experienced on the road. Between the city<br />

nad ‘less’ city.<br />

The road was re-awarded by Governor Seyi<br />

Makinde through the Alternative Project<br />

Funding Approach (APFA), which allows the<br />

State to pay over time after the contractor<br />

must have nanced the project.<br />

This again is one, among many others of the<br />

GSM infrastructure revolution in Ibadan and<br />

Oyo State at large.<br />

THE DUALIZATION OF (7.25km)<br />

IDI-APE - BASORUN - AKOBO -<br />

ODOGBO BARRACKS<br />

JUNCTION PROJECT<br />

IDI APE – BASORUN – AKOBO – ODOGBO BARRACK<br />

JUNCTION ROAD is a 7.25 km comprising of a yover<br />

over-pass across Lagos - Ibadan – Oyo Expressway<br />

linking the city with less city. It was originally awarded<br />

to ENL on 19th May 2017 but stalled at 35.76%<br />

progress till it was terminated for non performance by<br />

May 2020. For expediency, the project was split into 2<br />

work-scopes, and re-awarded separately.<br />

THE ROAD<br />

The contract for the dualization of Basorun –Akobo –<br />

Odogbo Barracks Junction was awarded on 12<br />

November, 2020. The road is within Ibadan metropolis,<br />

precisely within Lagelu Local Government Area. It serves<br />

as a link to many major roads such as Ibadan – Lagos<br />

Expressway, Agodi/Bus top – Idi Ape –<br />

Iwo Road Interchange, Iwo Road, Olorunda Community<br />

and 2nd mechanized division of Nigerian<br />

Army, Odogbo barrack, Ibadan.<br />

The entire project area is fully developed with no vegetation on both sides of the road. Important<br />

features along the corridor of the road are petrol lling stations, schools, BCOS, shopping complexes,<br />

residential, buildings, Mosques, Churches, event centres, eateries, police station etc. The trafc volume<br />

on the road before its dualization was huge and always led to trafc log jams at the junctions on the<br />

road way.<br />

The road commences at Idi Ape, passes through Basorun, Akobo Ojurin and terminates at Odogbo<br />

Barrack Junction. The length of the road is 7.252km.<br />

There is a 1.2m wide median. Thus, the total width of the road way from drain to drain is 23.7m.<br />

The general scope of the works are:<br />

i. Clearing of site on either side of the carriageway of the carriageway of all shrubs, trees, wall,<br />

fences e.t.c,<br />

ii. Scarication of existing asphaltic concrete surfacing<br />

iii. Relocation of existing services including NITEL, PHCN and Water Corporation of Oyo State.<br />

iv. Making up of the design formation level using approved lateritic materials.<br />

v. Construction of pavement structure with the following<br />

FEATURES:<br />

a) 200mm thick lateritic sub base,<br />

b) 200mm thick crushed stone base,<br />

c) 50mm thick binder course of asphaltic concrete,<br />

d) 40mm thick wearing course of asphaltic concrete,<br />

e) Placing of 100mm thick concrete on medians and walkways,<br />

f) Construction of Trapezoidal Reinforced concrete lined drain,<br />

g) Construction of reinforced concrete retaining wall,<br />

h) Construction of box culverts or various sizes,<br />

i) Laying of kerbs to walkways and medians,<br />

j) Pavement markings and provision of road signs,<br />

k) Removal and carting away of suitable materials from roadway,<br />

l) Provision of 4 no-250mm diameter service ducts at junctions<br />

All the people that have come to speak, all spoke English,<br />

even your LGA chairman spoke in English, the<br />

Commissioner spoke English, SA infrastructure also spoke in<br />

English. Is that the way it should be? Good!<br />

Eka abo so ri eto wa yii oo.…<br />

Well, let me greet the chairman of Peculiar Ultimate Concern, I<br />

greet you oo. What we came to do here today Is to ag-off the<br />

y-over bridge that will connect Idi ape, Akobo Oju irin all the<br />

way to Odogbo barracks. I don't know why they have not invited<br />

the Lagelu people, because, Oh, Lagalu is here. Akinyele Is also<br />

here, which means you arranged the gathering by federal<br />

constituencies.<br />

Well, this bridge is important to our economy - because if you<br />

come to this place in the morning, those who are going to work,<br />

those going to gate, those going to Idi-ape, you did see that the<br />

queue is much. As I said earlier before, I said most of the<br />

infrastructural projects that we will do, that government wants<br />

to do, will be project that will improve the economy of Oyo<br />

State, when we nish this bridge. Those who want to go to Agodi<br />

Gate to buy things, or those that want to go to Dugbe, will it be<br />

easier for them or not? (Crowd responded).<br />

I know the struggles of those people living on the other side of this<br />

bridge go through. When we came in, as a matter of fact, at this<br />

time in 2019, the contractor noticeably started to work in earnest<br />

including overnight, the contractor that had been given the work<br />

since last year, started to lay asphalt, you had elected me then, as<br />

Governor elect. So around 2:00 AM one day, I stopped by to ask,<br />

-so this work you are all of a sudden doing so seriously, is it so<br />

important that you are doing it overnight, or you want to nish<br />

before we enter government?<br />

What they were trying to do was show work done to reduce the<br />

money they have embezzled. When we looked at their records<br />

and I am saying this with all sense of responsibility. Ministry of<br />

Works brought a milestone certicate, for work done, to enable<br />

payment to contractor. I questioned that is this the road works that<br />

I usually pass by every night without noticing any work being<br />

done, that you have brought certicates for? So I asked how much<br />

we are owing them. They said around 700 million, I then told them<br />

that they should get all the documents from inception to date<br />

detailing all the monies that we (the Government) have paid to<br />

date, since we have only just gotten to ofce, to tally all the money<br />

that the government has paid, with the corresponding percentage<br />

of work they have done. I told them to go and bring it. By the<br />

second day, they said, that it is the contractor that was owing us<br />

400 million. we are still going to collect the 400 million from them,<br />

we've not collected it but we will collect it. (crowd cheered)<br />

So, the original contract was awarded in 2017, from Idi Ape to<br />

Akobo Oju irin not reaching Odogbo Barracks Junction, where<br />

they are meant to do the road to. The contractor was just playing<br />

with the project. But let us even forget the road we said they should<br />

do for a brief moment. The contract cost of the bridge component<br />

of the work, was 1.464 billion (one billion four hundred and sixtyfour<br />

million) Naira, of which 368 million naira had been paid to


contractor before we stopped the work. what we have seen for the<br />

worth 368 million are these reinforcements and concrete over there.<br />

Well they did some piling, because we saw they had a piling rig in this<br />

place that was dying and waking up, once you may see it working and<br />

then for the next two weeks no work, all you will see is mechanics will be<br />

losing and xing it. Well, now that 1. 64 billion is Money Of the Day<br />

2017.<br />

Have things not gone up in price or not since then?<br />

It has gone up (crowd responded). Good.<br />

We in 2021, have awarded the contract again, take a listen, we<br />

awarded it for One billion and Fifty-Eight million only, million. Following<br />

the award, the government will not pay a dime until they have done up to<br />

20% milestone, we will now start to pay every month for a year before<br />

we pay it up.<br />

From the money of the day 2017 we saved 40 million naira for Oyo<br />

state Government, since 2017, now four years – all they have done is<br />

what you are seeing here. But on my honor, as I stand in front of you<br />

today that with reduce amount of 2021 that we awarded, we will go<br />

across this bridge in the next six months.<br />

They have wondered that are we using charms or local magic. You<br />

remember the song we were singing during our campaign - The God<br />

who has the burden – will help us carry it. (Crowd carries on with the<br />

song).<br />

What we have been doing is that we are sitting down to analyze what<br />

we need to do for the people of Oyo State who have tasked us with<br />

governance that their livelihoods can be improved. So we want to beg<br />

you not to be afraid, - Are you afraid? (Crowd responded no!)<br />

Yes, we give them credit for starting the project, but it is not only who<br />

started, but who nishes.<br />

We are all children of salvation.<br />

So this project will be completed in six months and all of us are the<br />

supervisors on the project, should you be passing-by and notice<br />

anything that you think requires attention, let us know so that we can<br />

instruct the contractor accordingly.<br />

It is not only the yover bridge that we will be here, but we will also<br />

put Street lights. We have started the lights from Idi Ape. Also Mr<br />

contractor awarded this yover bridge, If you look at the original<br />

bridge that is behind us you will see that they wrote S on it, Do you<br />

know what the S stands for? Strabag, it stands for STRABAG.<br />

When I was growing up, my paternal father whenever we returned<br />

from school, and we had been asked to buy books, buy pencil, and<br />

submitted bill. My father's response was ok. I will give you the money<br />

when I return from work, He will then leave clothes for us to wash and<br />

iron before he returns. We would have gone out to play and<br />

forgotten about the chores, when our father returns and we to<br />

remind him of the money for books, money for books!! He will say –<br />

oh so you have seen STRABAG that will be working for you to come<br />

and demand for money for book from Abi!!,.... money for book<br />

indeed.<br />

Peculiar you also put P so that's when you are working in Oyo state…<br />

so that some fathers can later be telling their children, have you<br />

seen Peculiar abi! .....(crowd laughing).<br />

So on these note, I am happy to gaoff the yover bridge<br />

(crowd clapping.<br />

his junction improvement we have done here in<br />

TChallenge and Felele is just one of the several ways<br />

that our administration is keeping its promise to the<br />

people of Oyo State. Before now, we have had people<br />

endure trafc at this junction for 20- 30 minutes and even<br />

more because the road was narrower and then we had<br />

transporters taking up a whole lane.<br />

When we say time is money, we can then quantify what 30<br />

minutes of lateness to a project everyday can cost in real<br />

terms. So, with this improvement, we did not just have<br />

trafc lights installed to ease the trafc ow, but we have<br />

built a park for vehicles and motorbikes to transit and ease<br />

movement along this junction. Transporters and visitors can<br />

park their vehicles without hindering trafc. The road has<br />

been expanded creating even more space for vehicular<br />

movement. We also have three modern bus stops<br />

constructed for commuters.<br />

For some people living in some other parts of the<br />

country, they may think 30 minutes trafc is not so<br />

much, but here in Oyo State, our slogan is that we<br />

will only make things better, and what we cannot<br />

make better we will not make worse.<br />

And since our administration came into ofce, we have<br />

been doing our best to improve the lives of the people of<br />

Oyo State. The results are there for all to see. Data from<br />

the National Bureau of Statistics keeps showing that we are<br />

doing the right things here.<br />

So, while some people get angry when the<br />

National Bureau of Statistics release their<br />

gures and begin to look for ways to<br />

discredit them, here in Oyo State, we look<br />

forward to the release of data because it<br />

helps us know how well we are doing<br />

compared to other states around us and also<br />

reveals what we need to tweak for even<br />

better results.<br />

So far, we are happy with the results we are<br />

getting, and as I said in my State Broadcast<br />

earlier today, we can proudly say that we<br />

have made the lives of the people of Oyo<br />

State better than we met it 2 years ago. And<br />

come next year, we are sure that it will be<br />

even better than it was this year.<br />

So, on this note, I hereby declare the<br />

Junction Improvements at Challenge and<br />

Felele commissioned to the glory of God<br />

and for the benet of the good people of<br />

We are here today to commission one of<br />

the projects which will play a major role<br />

in our engineering a modern Oyo State<br />

– an Oyo State where the prosperity of the people<br />

through economic integration serves as the fulcrum<br />

of our decisions.<br />

But rst, let me once more, appreciate my brother<br />

Governor, Samuel Ortom of Benue State for<br />

travelling down to be with us on this happy<br />

occasion. I want to use this opportunity to convey<br />

the deepest sympathies of myself, my family and the<br />

good people of Oyo State to you over the death of<br />

your Senior Special Assistant on Security,<br />

Christopher Dega. May God grant you and his<br />

friends and family the strength to bear the loss.<br />

I am sure I speak for myself, the people of Iseyin in particular<br />

and the good people of Oyo State when I say, we are<br />

delighted that you could be here today at the commissioning<br />

of the 65km Moniya-Ijaiye-Iseyin Road.<br />

This road remained in a deplorable state for several years. I<br />

remember that immediately after I became governor, I began<br />

to receive SOS messages regarding this road. I remember<br />

this particular request on social media from someone who<br />

said some parents have had to withdraw their children from<br />

school because of their inability to navigate this road to get<br />

to school.<br />

The state of this road also kept people away from going from<br />

Moniya to Iseyin. On a good day, they would spend three<br />

hours out here. You can then imagine what it would be like<br />

on a bad day when perhaps, a truck has broken down at one<br />

of the terrible spots.<br />

Although a contract for rehabilitation of this road was<br />

awarded by the previous administration, our initial inspection<br />

visits in 2019 revealed that the contractors had not even<br />

done 5% of the work here before abandoning it. We<br />

therefore had to revoke and re-award the contract.<br />

I always say that whatever decisions we make at any<br />

point in this administration will be based on science,<br />

data and logic. So, we factored in that we wanted this<br />

road to be top grade and last at least 10 years before<br />

any rehabilitations. For this reason, we decided to<br />

increase the stubbing course from about 150mm to about<br />

200mm, and we also changed the asphaltic wearing course<br />

from 40mm to 50mm.<br />

Looking at the initial design, we also realised that there was inadequate<br />

provision for drainage. So, we had to remedy that too.<br />

More importantly, the original contract was for what they called, “limited<br />

rehabilitation.” This is just a fancy way of saying they would patch the road.<br />

They would look at those areas that they felt were bad and do some<br />

rehabilitation works. For us, this was awed logic. We knew this would only<br />

amount to kicking the ball forward. In a year or so, we would be back to doing<br />

major rehabilitations.<br />

So, with all the available data, we decided that the more logical thing to do<br />

would be to increase the contract sum by about 2.9 billion Naira and deliver<br />

the quality of road that our people deserved.<br />

What we have done here is the total reconstruction of this 65km road<br />

at 9.9 billion Naira and this translates to 152 billion Naira per<br />

kiliometre.<br />

So again, based on science, data and logic we made the best<br />

decision overall.<br />

Of course, we understood the economic signicance of this road not<br />

only to individual residents but also to the growth of commerce and<br />

industry.<br />

The Moniya-Ijaiye-Iseyin Road is the link<br />

between Ibadan and Oke-Ogun, Oyo State's<br />

food basket. This road also hosts the once<br />

moribund Pacesetter Quarry and Asphalt Plant;<br />

not only have we resuscitated the plant, but it is<br />

already producing asphalt that we use in the<br />

construction of our roads here in Oyo State.<br />

As we drive down this road, I am sure you will<br />

see the economic impact it has had with the<br />

springing up of farm estates on both sides of the<br />

road.<br />

So, as we commission this road, let me again<br />

remind our people that we promised you<br />

economic development and prosperity through<br />

our Roadmap to Accelerated Development in<br />

Oyo State, 2019-2023.<br />

This is just another way that we are delivering on<br />

good governance. This is another promise kept.<br />
