Phase-In of a New <strong>Design</strong><br />

When a newly redesigned sample is introduced into the<br />

ongoing CPS rotation scheme, there are a number of reasons<br />

not to discard the old CPS sample one month <strong>and</strong><br />

replace it with a completely redesigned sample the next<br />

month. Since redesigned sample contains different sample<br />

areas, new field representatives must be hired. Modifications<br />

in survey procedures are usually made for a redesigned<br />

sample. These factors can cause discontinuity in<br />

estimates if the transition is made at one time.<br />

Instead, a gradual transition from the old sample design to<br />

the new sample design is undertaken. Beginning in April<br />

2004, the 2000 census-based design was phased in<br />

through a series of changes completed in July 2005 (U.S.<br />

Department of Labor, 2004).<br />
