272 NOTES

the five-volume Senator Gravel edition and the twelve-volume

U.S. Government Printing Office edition, which was

heavily expurgated.

The last four volumes of the Pentagon Papers, the socalled

diplomatic volumes, describing U.S. negotiations to

end the war, were released partially in 1983 and then fully

in 2002 as a result of Freedom of Information Act (FOIA)

requests. While the secret diplomatic volumes of the Pentagon

Papers are now available to the public, the original

forty-three volumes leaked by Ellsberg—which exist only in

partial or expurgated versions—have never been released by

the U.S. government.
