Affiliate andPartner NewsLAMSA Wraps Up Fall Conference in LafayetteBY MARLAINE PEACHEY, LAMSA CONFERENCE COORDINATORThe Louisiana Association of Municipal Secretaries andAssistants (LAMSA) held their 32nd Annual Fall Conferencewith an impressive profile of speakers, and eighteenfirst-timers attending. The members were first welcomedby Doyle Boudreaux, Liaison for Government Relationsfor Lafayette Consolidated Government, and a specialwelcome by Mayor Julius Alsandor, Mayor of the City ofOpelousas. He thanked members for touring Opelousasthe day before, specifically the LeVieux Historical Village,the Orphan’s Train Museum, and the Tony Chachere’smanufacturing plant, all of which were thoroughly enjoyed.Thursday’s sessionsbegan withGreg Thibodeauxwho facilitated thecourse on professionalethicsfor governmentemployees, asubject which ismandatory for allparticipants. Aftera short break, hewas followed byDiane Allison, whogave specific instructions on preparing and planning theperfect audit. Ms. Allison is an Assistant Legislative Auditorand Director of Government Services for the LouisianaLegislative Auditor. Paul Holmes, Procurement Specialistfor LaMATS, gave an informative presentation on publicbid law.Participants then broke for lunch, but not before holdinga short business meeting to adopt new proposed bylaws,and instruction was given on how to apply for certificationas a municipal assistant.Receiving the prestigious designation of Certified MunicipalAssistant were Andrea Livings of Lafayette ConsolidatedGovernment;andMonica Hamiltonand HeatherJones of WhiteCastle. Recertificationswereawarded to SabrinaAdams, LafayetteConsolidatedGovernment;Ronda Laird,Town of Glenmora;ElesenerMcCoy, City ofMonroe; andJoan Methvin,Village of Maurice.PresidentYvonne Lewis then introduced Kristine Scherer as the newLAMSA Conference Coordinator. Marlaine Peachey wasthanked for her seven-year tenure as coordinator withthe Association and given a gift. She will now continue asPast President, retired.At lunch each ofthe sponsors weregiven the floor tooffer services tothe cities represented.LAMSA appreciatedthe supportfrom LaMATS,Cenla EnvironmentalScience, CSASoftware Solutions,Foley & Judell, LLP,Kincade Recreation,LAMP, PrisonEnterprises, ThorntonMusso and Bellemin, and Quick-PD.Jay Dardenne, Commissioner of Administration for theState of Louisiana, opened the afternoon session andspoke on ARPA and IIJA funding, entertaining questionsfrom the audience on current issues as well. Closing outthe day was Karen White, Legal Counsel for the LouisianaMunicipal Association, who spoke on public recordsrequests. She provided the membership with a “Bible onPublic Records,” and gave an all-encompassing powerpoint presentation as well. All members received extensiveinformationfrom every speakerto take hometo their mayorsand supervisors.Friday began withthe Mayor’s Panel,a favorite part ofLAMSA’s agenda.Participants includedMayor LionelJohnson, (St.Gabriel); MayorGlenn Brasseaux,(Carencro); MayorLMR | NOVEMBER 2022 Page 23
