Throughcooperative purchasing, we increase our combinedbuying power for essential goods and services and attractthe attention of national brands to our neck of thewoods. By sharing information about surplus propertiesand new bid opportunities in an online marketplace, wereach unprecedented numbers of potential purchasersand high quality providers.And by allowing LaMATS to advise and represent yourcommunities in the efficient collection of revenues—fromCONTINUED FROM PAGE 14: BRIEFSis a matter which lies solely between man and his God,that he owes account to none other for his faith or hisworship, that the legislative powers of government reachactions only, and not opinions…”Jefferson’s dedication to religious freedom preventedhim from endorsing a day of thanksgiving and prayer forfear of running afoul of the First Amendment. He furtherbelieved that proclaiming such days was a responsibilitybelonging to the states, not the federal government. Anannual holiday now marked by food, family, and friendsengaged two core concepts of the Constitution forJefferson: the separation of church and state, and the divisionof power between federal and state governments.Regrettably, Jefferson never adequately explained hisreasons for not declaring a day of thanksgiving andprayer to the public. On the advice of his AttorneyGeneral, Jefferson edited much of his 1802 letter to theDanbury Baptist Association, which fully explained hischoice, resulting in vicious attacks by his political rivalsand years of misunderstanding about his intentions.Nearly two centuries later, the original draft of that letterwas restored using modern technology. The full text revealsthat Jefferson really wasn’t a Thanksgiving grouchafter all, but an ardent constitutionalist.insurance premiums and franchisefees to occupational licenses andmillage management—you improvethe lives of local residents all acrossLouisiana.“We couldn’t accomplish a fractionof what we have without memberparticipation,” said LaMATS ExecutiveDirector, Cliff Palmer. “Our membersmake everything possible. And themore we enroll and serve, the morewe can do.”As part of our longest-running program, more than 86%of Louisiana municipalities (from Abbeville to Zwolle)participate in LaMATS Insurance Premium Tax program(IPT), which collects and distributes tens of millions ofdollars annually through an efficient process appreciatedby cities and industry alike. Through its nominal servicefee, the same process funds dozens of other LaMATSand LMA programs that members receive free of chargeeach year.Rayne City Clerk, Annette Cutrera, has been participatingin the IPT program for each of her eight years at CityHall. Cutrera says the program is invaluable to her city,which might otherwise miss out on an important sourceof revenue. “We wouldn’t know where to begin withoutthis program,” she says. “Working with the LaMATS staffhas been such a pleasant and positive experience. Wenever worry—we know they’re on top of it!”LaMATS is also grateful for member participation in oneof our newest initiatives, the Louisiana Cooperative PurchasingCommission (LACPC). Established just last year,Commissioners from nearly twenty-five participatingLouisiana local governments now cooperatively bid andshare contracts on hundreds of thousands of dollars inmaterials and services.“It’s been truly gratifying to see communities benefitfrom the power of cooperative purchasing,” said theprogram’s chief administrator, LaMATS ProcurementConsultant Paul Holmes. Should its growth continue, thepotential impact of the LACPC will be tremendous: “Ineffect, the LACPC brings all the benefits of a State Contractingsystem, but tailored specifically to the needs oflocal governments,” explained Holmes.Thanksgiving is not the only time of year we appreciatethe support of the LMA membership in our effort tomake the work of local government more effective andefficient.
