<strong>Minutes</strong> <strong>of</strong> <strong>the</strong> <strong>meeting</strong> <strong>of</strong> <strong>PMEGP</strong> <strong>Task</strong> <strong>Force</strong> Committee held on 11.02.2011 at<br />
11.30 A.M. at Collectorate, <strong>Dadra</strong> <strong>and</strong> <strong>Nagar</strong> Haveli, Silvassa.<br />
<strong>the</strong> <strong>meeting</strong>.<br />

At <strong>the</strong> outset <strong>of</strong> <strong>the</strong> <strong>meeting</strong> <strong>the</strong> committee discussed <strong>the</strong> scheme with<br />
reference to <strong>the</strong> recently issued instructions by <strong>the</strong> KVIC <strong>the</strong> Nodal Agency at <strong>the</strong><br />
Central level. Thereafter <strong>the</strong> District Level <strong>Task</strong> <strong>Force</strong> Committee has taken up all<br />
56 applications received by District Industries Centre as per annexure I for scrutiny<br />
<strong>and</strong> recommendation to various banks.<br />
1. The committee found that following applications received are for business<br />
activities <strong>and</strong> was rejected on scrutiny. The Committee advised <strong>the</strong> applicants to<br />
come forward with viable service or Industrial activities project as business activities<br />
are now in negative list <strong>of</strong> <strong>PMEGP</strong> Scheme<br />

2. Following applications for service activities were also rejected by <strong>the</strong><br />
committee on scrutiny as <strong>the</strong>y fall in negative list as per para 29 <strong>of</strong> <strong>the</strong> guidelines <strong>of</strong><br />
<strong>PMEGP</strong> Scheme. They were also advised to come with viable activities o<strong>the</strong>r than<br />
Tourist Vehicle/Transport vehicle <strong>and</strong> Contract carriers.<br />

The applicant propose to establish a Plastic Tubing Plant with a project cost <strong>of</strong><br />
`21.17 lakhs. He is 10 th class pass. He has not arranged suitable premises for <strong>the</strong><br />
business.He is already earning `10000 P.M. He will be manufacturing 51 Micron bags.<br />
The committee rejected <strong>the</strong> case as manufacture <strong>of</strong> plastic carry bags are generally not<br />
encouraged by <strong>the</strong> UT Administration.<br />
5.. Shri Ritesh Naginbhai Rupasari, Park city, Olive B-401, Silvassa.<br />
The applicant is 10 th pass. He intends to set up “Wire Healds” manufacturing<br />
unit in an urban area. Total cost <strong>of</strong> <strong>the</strong> proposed project is ` 23.39 lakhs. His fa<strong>the</strong>r<br />
was in <strong>the</strong> same business. His monthly income upto `60000 P.M.now. He is <strong>the</strong> second<br />
generation in <strong>the</strong> business The committee found <strong>the</strong> applicant’s proposal is for an<br />
existing activity. Therefore rejected..<br />
6. Shri Ketankumar J Gajdhar, Kilvani Road, Near Jalaram M<strong>and</strong>ir, Silvassa.<br />
The project furnished by <strong>the</strong> applicant is to set up a Reprocessed Granules<br />
manufacturing unit. He is in plastic Granules Trading business <strong>and</strong> earning `5000. per<br />
month Representative <strong>of</strong> KVIC informed that <strong>the</strong> activity is negative list <strong>of</strong> <strong>PMEGP</strong>.<br />
The Committee also felt that <strong>the</strong> unit is to use Plastic waste as raw material <strong>and</strong> create<br />
pollution. The Administration is encouraging non polluting units only. Therefore<br />
rejected.<br />

7. Shri Arvindbhai Jagubhai Patel, Bh<strong>and</strong>ari Street, Samarvarni.<br />
The application is for <strong>the</strong> manufacture <strong>of</strong> Injection Moulded Plastic articles at<br />
Gala No.A-6, Sayli. The project cost is ` 24.00 Lakhs. Proposed regular employment<br />
<strong>of</strong> <strong>the</strong> unit is only for two persons. As per <strong>the</strong> opinion <strong>of</strong> <strong>the</strong> Nodal Officer KVIC <strong>the</strong><br />
employment generated in too low compared to <strong>the</strong> Capital Investment. Fur<strong>the</strong>r he is<br />
engaged in Screen Printing business <strong>and</strong> earning `25000. P.M. <strong>and</strong> having self owned<br />
property. Therefore <strong>the</strong> Committee rejected <strong>the</strong> case.<br />
8. Smt. Sunita Jagannath Mahale, Roshan Avenue, Silvassa<br />
The applicant is a woman c<strong>and</strong>idate. She did HSC <strong>and</strong> beauty Parlour course<br />
<strong>and</strong> working in a Beauty Parlour for `2500 p.m. She will operate from her home, if<br />
helped with <strong>the</strong> loan. Proposed project is for a service activity to establish a beauty<br />
parlour in <strong>the</strong> urban area. Her project is for ` 3.51 lakhs. The committee recommended<br />
for an assistance <strong>of</strong> ` 2.50 lakhs only to <strong>the</strong> Bank subject to production <strong>of</strong> revised<br />
project report providing minimum employment to 2 persons.<br />
9. Shri Hasmukh Panchal, 103, Sanskruti Apartment, Amli.<br />
The Applicant is B.Com <strong>and</strong> he is doing work on Labour Job. He propose to<br />
set up a Fabrication Service unit at a Commercial area. The Committee felt that <strong>the</strong><br />
project is an expansion <strong>of</strong> existing Job work. The project cost is ` 24.85 lakhs. The UT<br />
Administration is not encouraging industrial units in commercial complex. Therefore<br />
<strong>the</strong> Committee rejected <strong>the</strong> case.<br />
10.Shri Vilas Jivu Birari At Post M<strong>and</strong>oni.<br />
The applicant is ST c<strong>and</strong>idate from a remote area <strong>of</strong> M<strong>and</strong>oni village. He<br />
wants to set up a work shop for rewinding work <strong>of</strong> electrical installation. He is a<br />
Diploma in Electrical. His project cost is ` 4.00 lakhs. The Committee recommended<br />
his application for assistance <strong>of</strong> ` 2.00 lakhs to <strong>the</strong> Dena Bank, Khanvel. He has to<br />
furnish a revised Project report <strong>and</strong> to provide regular employment as per KVIC<br />
norms.<br />
11. Shri Sudhir Vasant Lahange, Govt. High School Complex, Khanvel.<br />
A ST C<strong>and</strong>idate from a remote village. He has passed HSC. He said he is<br />
doing Electrical Diploma now at Karad Polytechnic. His application is to set up<br />
Computer Sales & Service Centre at Khumarpada, Khanvel. The proposed project cost<br />
is `5.18 lakhs. His application is considered only for a Computer Training Centre at<br />
<strong>the</strong> location. An amount <strong>of</strong> ` 2.00 lakhs <strong>of</strong> assistance is recommended to establish a<br />
training centre only. He has to furnish a revised project report accordingly showing<br />
required regular employees <strong>and</strong> project cost.<br />

12. Shri Sadik Vazir Meghani, Silvassa.<br />
The applicant is 8 th class <strong>and</strong> belongs to Minority Community. He proposed to<br />
set up a Screen Printing Job work/equipment manufacturing unit in urban area. His<br />
project cost is `9.50 lakhs He proposed regular employment for 6 persons in <strong>the</strong><br />
project report. He is having considerable period <strong>of</strong> experience in <strong>the</strong> field. The<br />
Committee recommend his application for ` 4.00 lakhs to set up his activity. He has to<br />
revise <strong>the</strong> project accordingly.<br />
13. Shri Yogesh Devu Birari, M<strong>and</strong>oni Suklipada.<br />
The applicant is ST c<strong>and</strong>idate from M<strong>and</strong>oni a remote Panchayat. He is SSC<br />
<strong>and</strong> unemployed. His project was to set up a Stationery & zerox centre. His application<br />
for Xerox centre at a rural area is only recommended to Bank for an assistance up to `<br />
2.00 lakhs. He has to furnish a revised project upto ` 2.00 lakhs with regular<br />
employment <strong>of</strong> two person as per KVIC norms.<br />
14. Shri Konkni Mohanbhai Jivanbhai, Karad School falia, Post Madhuban.<br />
His proposal was to set up a project to provide civil construction equipments<br />
on hire to civil contractors. He told before <strong>the</strong> committee he is presently doing<br />
contract work. The committee did not consider <strong>the</strong> case as he is sufficiently employed<br />
as a civil contractor earning `20000 P.M.<br />
15. Shri Dineshbhai Gulabbhai Patel, At Post Rakholi School Falia.<br />
The applicant furnished an application to set up a Corrugated Boxes<br />
manufacturing unit at Gala No. B-2 & B-3, First Tax Free Indl. Estate, Sayli. He is<br />
earning `60000 P.M. His project cost is ` 24.95 lakhs. He propose to provide regular<br />
employment for 11 persons. The proposed Margin Money component allocation for<br />
2010-11 is only ` 14.00 lakhs. Therefore his application is deferred.<br />
16. Shri Ch<strong>and</strong>ravadan B Patel, Behind Indraprasta Arcade Bh<strong>and</strong>ari Street,<br />
Samarvarni.<br />
The project proposal <strong>of</strong> <strong>the</strong> applicant is for repairing <strong>and</strong> manufacture <strong>of</strong> A.C.<br />
<strong>and</strong> bottle coolers. He is working in a shop for `6000 P.M. The total project is for<br />
`18.23 lakhs. He is SSC pass. Considering <strong>the</strong> scope <strong>of</strong> <strong>the</strong> business in <strong>the</strong> area <strong>and</strong><br />
looking to <strong>the</strong> experience <strong>of</strong> <strong>the</strong> c<strong>and</strong>idate in servicing <strong>of</strong> bottle coolers & AC <strong>the</strong><br />
committee recommended a loan assistance <strong>of</strong> ` 4.00 lakhs to <strong>the</strong> c<strong>and</strong>idate to <strong>the</strong> bank.<br />
However he has to furnish a revised project report accordingly.<br />
17. Shri Ravindra N Borse, Orchid 306 Garden city, Silvassa.<br />
His project is to manufacture Files & Folders <strong>and</strong> envelops. He is 12 th pass.<br />
He is serving as a Supply Chain Manager for a salary <strong>of</strong> ` 25000. per month. He is<br />
staying in <strong>the</strong> UT for 12 years. His Project cost is ` 16.23 lakhs. He propose a<br />
regular employment for 14 persons. He is having knowledge in <strong>the</strong> activity. However<br />
<strong>the</strong> committee deferred <strong>the</strong> matter to next <strong>meeting</strong>.
18. Shri Paresh N Shah, Flat No.4, ‘O’Shiv Apartment, Green Park, Tokarkhada.<br />
The applicant propose to set up a Paper plate/Dish/Cup manufacturing unit at a<br />
rural area. He said he is unemployed. The project cost is `1.51 lakhs. He is SSC failed.<br />
He projected employment is for 3 persons. His case is recommended as per project<br />
report to <strong>the</strong> bank for `1.51 lakhs .<br />
19. Smt. Bina Sajimon, Parth View, Sundarvan Society, Silvassa.<br />
The applicant is a woman c<strong>and</strong>idate. She is 10 th pass. She told she is earning<br />
`1.00 lakh per month from her Printing press M/s Arjun Off Set, Opp. Cottage<br />
Hospital. Her bro<strong>the</strong>r will support in <strong>the</strong> proposed new business. She has to set up an<br />
Injection Moulded product manufacturing unit. The project cost as per report is<br />
`24.61 lakhs <strong>and</strong> proposes regular employment for 18 persons. The committee is <strong>of</strong> <strong>the</strong><br />
view that <strong>the</strong> proposed Margin Money allocation from KVIC is for `14.00 lakhs for<br />
10 project only for 2010-11.Therefore this type <strong>of</strong> project <strong>of</strong> maximum investment<br />
could not be considered in 2010-11. Therefore deferred.<br />
20. Ms. Dipika Maheswari, E-2, Hamlet Row House, Park City, Silvassa<br />
The applicant is woman c<strong>and</strong>idate <strong>and</strong> MBA qualified. She has to put a<br />
detergent cake <strong>and</strong> powder processing unit. The project cost is `21.86 <strong>and</strong> regular<br />
employment to 22 persons. She is presently gainfully employed. Her husb<strong>and</strong> is<br />
already working for same product asnd at <strong>the</strong> same place. The committee found that<br />
she is having knowledge <strong>of</strong> <strong>the</strong> products. However, <strong>the</strong> committee deferred <strong>the</strong> case as<br />
<strong>the</strong> Margin Money allocation for <strong>the</strong> year 1010-11 from KVIC is only for `14.00 lakhs<br />
<strong>and</strong> 10 project.<br />
21. Smt Pooja Kothari, B/5/12 Basera Housing Society, Silvassa.<br />
Applicant is a woman c<strong>and</strong>idate <strong>and</strong> a house wife. She has contact with RCM<br />
Supply Chain <strong>and</strong> propose to set up a shoe shine polish manufacturing unit. The cost<br />
<strong>of</strong> <strong>the</strong> project is `22.84. She is BA qualified. The project is to provide employment to<br />
23 persons. However No detailed project is furnished. The applicant could not explain<br />
<strong>the</strong> technical aspect to manufacture <strong>the</strong> product. The committee deferred <strong>the</strong> matter.<br />
22. Amkit S Jain B-502, Yogi Hills Amli.<br />
He is a B.Com c<strong>and</strong>idate to set up a Plastic PP Boxes manufacturing unit at<br />
rural area. Proposed location is a rural area plot no.14, Survey No.46/1P Athal. The<br />
project cost is ` 24.90 lakhs. No detailed project report is furnished. The Committee<br />
deferred <strong>the</strong> case.<br />

23. Tulika Godha, B-2 Basera, Silvassa.<br />
The application is for a project to repacking tooth brush at a rural area, Gala<br />
No.A/ 13, <strong>Dadra</strong>. The project cost is 23.65 lakhs. The committee deferred <strong>the</strong><br />
application.<br />
24. Smt. Deepa Agarwal, P-108 Ambika Park.<br />
The applicant is a woman c<strong>and</strong>idate studied up to BA. Her project cost is<br />
`24.95 lakhs. She proposed to manufacture Ball pen DF. The committee deferred <strong>the</strong><br />
matter as <strong>the</strong> proposed Margin Monaey is only `14.00 lakhs <strong>and</strong> 10 projects for <strong>the</strong><br />
year 2010-11.<br />
25. Smt Vineeta Kothari, C.4/2 Basera Complex, Silvassa.<br />
The applicant has applied for a loan under <strong>the</strong> scheme for packaging <strong>of</strong><br />
coconut oil <strong>and</strong> Hair oil.She is a house wife. Her knowledge in <strong>the</strong> product is not found<br />
satisfactory The proposed location is at Survey No.46/1P, Athal which is a rural<br />
area.This woman enterprenuer is BA. Her case for loan is deferred as <strong>the</strong> Margin<br />
Money for 2010-11 is only `14.00 lakhs <strong>and</strong> for 10 projects only <strong>and</strong> <strong>the</strong> proposed<br />
project cost <strong>of</strong> <strong>the</strong> applicant is ` 25.00 lakhs.<br />
26. Gopika Patel, D-1, 205, Saidham, Silvassa.<br />
The applicant has furnished <strong>the</strong> application for <strong>the</strong> manufacture <strong>of</strong> Detergent<br />
cake <strong>and</strong> washing powder at Plot No.32 Athal. Athal is a rural area. Her husb<strong>and</strong> is<br />
working with M/s Advance Surfactants Factory as Chemist. No quotation was given.<br />
The project cost is `23.00 lakhs <strong>and</strong> proposed employment is 23. Due to <strong>the</strong> limited<br />
Margin Money/Subsidy allocation under <strong>the</strong> scheme by KVIC for 2010-11 <strong>the</strong> case is<br />
deferred.<br />
27. Ms. Sunanya Modak C.6/2, Basera Housing Complex, Silvassa.<br />
The application for making files/folders at Survey No.46/1, Athal. Applicant is<br />
a hhouse wife <strong>and</strong> her husb<strong>and</strong> working in a Plastic Industry. The project cost is<br />
24.84 lakhs. Applicant is BA. The project proposed is for employment <strong>of</strong> 24 persons.<br />
Due to <strong>the</strong> limited availability <strong>of</strong> Margin Money allocation for 2010-11 <strong>the</strong> applicant<br />
case is deferred.<br />
28. Ms. Nameeta Swain, 104 2 nd floor, Pali Enterprise, <strong>Dadra</strong>.<br />
The applicants project is for assembling <strong>of</strong> Reverse OSMOSIS water<br />
purification system at plot No.46/1, Athal. The project cost is for `10.00 lakhs. The<br />
proposed location plot No.46/1P Athal a rural area, Project employment is for 10<br />
persons. The committee felt that <strong>the</strong> applicant is 10 th pass <strong>and</strong> does not have sufficient<br />
experience for assembling <strong>of</strong> <strong>the</strong> products <strong>of</strong> Hi Tech items. Member from MSME has<br />
raised doubts about maintaining quality st<strong>and</strong>ard by <strong>the</strong> Enterprenuer in assembling <strong>of</strong><br />
<strong>the</strong> items. The committee deferred <strong>the</strong> case.<br />

29.Shri Yagesh Promod Kapadi, Behind Raman Nana Shop, Kilvani Naka, Silvassa.<br />
The applicant is SSC with Computer course certificate. He is doing job related<br />
to Computer for ` 3000 P.M. He claims to be Physically h<strong>and</strong>icapped person. His<br />
proposed project cost is `10.23 lakhs. The committee considered his case <strong>and</strong><br />
recommended for ` 2.00 lakhs to <strong>the</strong> bank. He has to produce a revised project report<br />
accordingly <strong>and</strong> PHC certificate issued by <strong>the</strong> competent authority.<br />
Banks sanctioning <strong>the</strong> assistance will have to ensure for <strong>the</strong> required EDP<br />
certificate under <strong>the</strong> scheme.<br />
