Minutes of the meeting of PMEGP Task Force Committee held on 11.02.2011 at
11.30 A.M. at Collectorate, Dadra and Nagar Haveli, Silvassa.

At the outset of the meeting the committee discussed the scheme with
reference to the recently issued instructions by the KVIC the Nodal Agency at the
Central level. Thereafter the District Level Task Force Committee has taken up all
56 applications received by District Industries Centre as per annexure I for scrutiny
and recommendation to various banks.
1. The committee found that following applications received are for business
activities and was rejected on scrutiny. The Committee advised the applicants to
come forward with viable service or Industrial activities project as business activities
are now in negative list of PMEGP Scheme

2. Following applications for service activities were also rejected by the
committee on scrutiny as they fall in negative list as per para 29 of the guidelines of
PMEGP Scheme. They were also advised to come with viable activities other than
Tourist Vehicle/Transport vehicle and Contract carriers.

The applicant propose to establish a Plastic Tubing Plant with a project cost of
`21.17 lakhs. He is 10 th class pass. He has not arranged suitable premises for the
business.He is already earning `10000 P.M. He will be manufacturing 51 Micron bags.
The committee rejected the case as manufacture of plastic carry bags are generally not
encouraged by the UT Administration.
5.. Shri Ritesh Naginbhai Rupasari, Park city, Olive B-401, Silvassa.
The applicant is 10 th pass. He intends to set up “Wire Healds” manufacturing
unit in an urban area. Total cost of the proposed project is ` 23.39 lakhs. His father
was in the same business. His monthly income upto `60000 P.M.now. He is the second
generation in the business The committee found the applicant’s proposal is for an
existing activity. Therefore rejected..
6. Shri Ketankumar J Gajdhar, Kilvani Road, Near Jalaram Mandir, Silvassa.
The project furnished by the applicant is to set up a Reprocessed Granules
manufacturing unit. He is in plastic Granules Trading business and earning `5000. per
month Representative of KVIC informed that the activity is negative list of PMEGP.
The Committee also felt that the unit is to use Plastic waste as raw material and create
pollution. The Administration is encouraging non polluting units only. Therefore
rejected.

7. Shri Arvindbhai Jagubhai Patel, Bhandari Street, Samarvarni.
The application is for the manufacture of Injection Moulded Plastic articles at
Gala No.A-6, Sayli. The project cost is ` 24.00 Lakhs. Proposed regular employment
of the unit is only for two persons. As per the opinion of the Nodal Officer KVIC the
employment generated in too low compared to the Capital Investment. Further he is
engaged in Screen Printing business and earning `25000. P.M. and having self owned
property. Therefore the Committee rejected the case.
8. Smt. Sunita Jagannath Mahale, Roshan Avenue, Silvassa
The applicant is a woman candidate. She did HSC and beauty Parlour course
and working in a Beauty Parlour for `2500 p.m. She will operate from her home, if
helped with the loan. Proposed project is for a service activity to establish a beauty
parlour in the urban area. Her project is for ` 3.51 lakhs. The committee recommended
for an assistance of ` 2.50 lakhs only to the Bank subject to production of revised
project report providing minimum employment to 2 persons.
9. Shri Hasmukh Panchal, 103, Sanskruti Apartment, Amli.
The Applicant is B.Com and he is doing work on Labour Job. He propose to
set up a Fabrication Service unit at a Commercial area. The Committee felt that the
project is an expansion of existing Job work. The project cost is ` 24.85 lakhs. The UT
Administration is not encouraging industrial units in commercial complex. Therefore
the Committee rejected the case.
10.Shri Vilas Jivu Birari At Post Mandoni.
The applicant is ST candidate from a remote area of Mandoni village. He
wants to set up a work shop for rewinding work of electrical installation. He is a
Diploma in Electrical. His project cost is ` 4.00 lakhs. The Committee recommended
his application for assistance of ` 2.00 lakhs to the Dena Bank, Khanvel. He has to
furnish a revised Project report and to provide regular employment as per KVIC
norms.
11. Shri Sudhir Vasant Lahange, Govt. High School Complex, Khanvel.
A ST Candidate from a remote village. He has passed HSC. He said he is
doing Electrical Diploma now at Karad Polytechnic. His application is to set up
Computer Sales & Service Centre at Khumarpada, Khanvel. The proposed project cost
is `5.18 lakhs. His application is considered only for a Computer Training Centre at
the location. An amount of ` 2.00 lakhs of assistance is recommended to establish a
training centre only. He has to furnish a revised project report accordingly showing
required regular employees and project cost.

12. Shri Sadik Vazir Meghani, Silvassa.
The applicant is 8 th class and belongs to Minority Community. He proposed to
set up a Screen Printing Job work/equipment manufacturing unit in urban area. His
project cost is `9.50 lakhs He proposed regular employment for 6 persons in the
project report. He is having considerable period of experience in the field. The
Committee recommend his application for ` 4.00 lakhs to set up his activity. He has to
revise the project accordingly.
13. Shri Yogesh Devu Birari, Mandoni Suklipada.
The applicant is ST candidate from Mandoni a remote Panchayat. He is SSC
and unemployed. His project was to set up a Stationery & zerox centre. His application
for Xerox centre at a rural area is only recommended to Bank for an assistance up to `
2.00 lakhs. He has to furnish a revised project upto ` 2.00 lakhs with regular
employment of two person as per KVIC norms.
14. Shri Konkni Mohanbhai Jivanbhai, Karad School falia, Post Madhuban.
His proposal was to set up a project to provide civil construction equipments
on hire to civil contractors. He told before the committee he is presently doing
contract work. The committee did not consider the case as he is sufficiently employed
as a civil contractor earning `20000 P.M.
15. Shri Dineshbhai Gulabbhai Patel, At Post Rakholi School Falia.
The applicant furnished an application to set up a Corrugated Boxes
manufacturing unit at Gala No. B-2 & B-3, First Tax Free Indl. Estate, Sayli. He is
earning `60000 P.M. His project cost is ` 24.95 lakhs. He propose to provide regular
employment for 11 persons. The proposed Margin Money component allocation for
2010-11 is only ` 14.00 lakhs. Therefore his application is deferred.
16. Shri Chandravadan B Patel, Behind Indraprasta Arcade Bhandari Street,
Samarvarni.
The project proposal of the applicant is for repairing and manufacture of A.C.
and bottle coolers. He is working in a shop for `6000 P.M. The total project is for
`18.23 lakhs. He is SSC pass. Considering the scope of the business in the area and
looking to the experience of the candidate in servicing of bottle coolers & AC the
committee recommended a loan assistance of ` 4.00 lakhs to the candidate to the bank.
However he has to furnish a revised project report accordingly.
17. Shri Ravindra N Borse, Orchid 306 Garden city, Silvassa.
His project is to manufacture Files & Folders and envelops. He is 12 th pass.
He is serving as a Supply Chain Manager for a salary of ` 25000. per month. He is
staying in the UT for 12 years. His Project cost is ` 16.23 lakhs. He propose a
regular employment for 14 persons. He is having knowledge in the activity. However
the committee deferred the matter to next meeting.

18. Shri Paresh N Shah, Flat No.4, ‘O’Shiv Apartment, Green Park, Tokarkhada.
The applicant propose to set up a Paper plate/Dish/Cup manufacturing unit at a
rural area. He said he is unemployed. The project cost is `1.51 lakhs. He is SSC failed.
He projected employment is for 3 persons. His case is recommended as per project
report to the bank for `1.51 lakhs .
19. Smt. Bina Sajimon, Parth View, Sundarvan Society, Silvassa.
The applicant is a woman candidate. She is 10 th pass. She told she is earning
`1.00 lakh per month from her Printing press M/s Arjun Off Set, Opp. Cottage
Hospital. Her brother will support in the proposed new business. She has to set up an
Injection Moulded product manufacturing unit. The project cost as per report is
`24.61 lakhs and proposes regular employment for 18 persons. The committee is of the
view that the proposed Margin Money allocation from KVIC is for `14.00 lakhs for
10 project only for 2010-11.Therefore this type of project of maximum investment
could not be considered in 2010-11. Therefore deferred.
20. Ms. Dipika Maheswari, E-2, Hamlet Row House, Park City, Silvassa
The applicant is woman candidate and MBA qualified. She has to put a
detergent cake and powder processing unit. The project cost is `21.86 and regular
employment to 22 persons. She is presently gainfully employed. Her husband is
already working for same product asnd at the same place. The committee found that
she is having knowledge of the products. However, the committee deferred the case as
the Margin Money allocation for the year 1010-11 from KVIC is only for `14.00 lakhs
and 10 project.
21. Smt Pooja Kothari, B/5/12 Basera Housing Society, Silvassa.
Applicant is a woman candidate and a house wife. She has contact with RCM
Supply Chain and propose to set up a shoe shine polish manufacturing unit. The cost
of the project is `22.84. She is BA qualified. The project is to provide employment to
23 persons. However No detailed project is furnished. The applicant could not explain
the technical aspect to manufacture the product. The committee deferred the matter.
22. Amkit S Jain B-502, Yogi Hills Amli.
He is a B.Com candidate to set up a Plastic PP Boxes manufacturing unit at
rural area. Proposed location is a rural area plot no.14, Survey No.46/1P Athal. The
project cost is ` 24.90 lakhs. No detailed project report is furnished. The Committee
deferred the case.

23. Tulika Godha, B-2 Basera, Silvassa.
The application is for a project to repacking tooth brush at a rural area, Gala
No.A/ 13, Dadra. The project cost is 23.65 lakhs. The committee deferred the
application.
24. Smt. Deepa Agarwal, P-108 Ambika Park.
The applicant is a woman candidate studied up to BA. Her project cost is
`24.95 lakhs. She proposed to manufacture Ball pen DF. The committee deferred the
matter as the proposed Margin Monaey is only `14.00 lakhs and 10 projects for the
year 2010-11.
25. Smt Vineeta Kothari, C.4/2 Basera Complex, Silvassa.
The applicant has applied for a loan under the scheme for packaging of
coconut oil and Hair oil.She is a house wife. Her knowledge in the product is not found
satisfactory The proposed location is at Survey No.46/1P, Athal which is a rural
area.This woman enterprenuer is BA. Her case for loan is deferred as the Margin
Money for 2010-11 is only `14.00 lakhs and for 10 projects only and the proposed
project cost of the applicant is ` 25.00 lakhs.
26. Gopika Patel, D-1, 205, Saidham, Silvassa.
The applicant has furnished the application for the manufacture of Detergent
cake and washing powder at Plot No.32 Athal. Athal is a rural area. Her husband is
working with M/s Advance Surfactants Factory as Chemist. No quotation was given.
The project cost is `23.00 lakhs and proposed employment is 23. Due to the limited
Margin Money/Subsidy allocation under the scheme by KVIC for 2010-11 the case is
deferred.
27. Ms. Sunanya Modak C.6/2, Basera Housing Complex, Silvassa.
The application for making files/folders at Survey No.46/1, Athal. Applicant is
a hhouse wife and her husband working in a Plastic Industry. The project cost is
24.84 lakhs. Applicant is BA. The project proposed is for employment of 24 persons.
Due to the limited availability of Margin Money allocation for 2010-11 the applicant
case is deferred.
28. Ms. Nameeta Swain, 104 2 nd floor, Pali Enterprise, Dadra.
The applicants project is for assembling of Reverse OSMOSIS water
purification system at plot No.46/1, Athal. The project cost is for `10.00 lakhs. The
proposed location plot No.46/1P Athal a rural area, Project employment is for 10
persons. The committee felt that the applicant is 10 th pass and does not have sufficient
experience for assembling of the products of Hi Tech items. Member from MSME has
raised doubts about maintaining quality standard by the Enterprenuer in assembling of
the items. The committee deferred the case.

29.Shri Yagesh Promod Kapadi, Behind Raman Nana Shop, Kilvani Naka, Silvassa.
The applicant is SSC with Computer course certificate. He is doing job related
to Computer for ` 3000 P.M. He claims to be Physically handicapped person. His
proposed project cost is `10.23 lakhs. The committee considered his case and
recommended for ` 2.00 lakhs to the bank. He has to produce a revised project report
accordingly and PHC certificate issued by the competent authority.
Banks sanctioning the assistance will have to ensure for the required EDP
certificate under the scheme.
