300K new citizens by March 2023

Edmonton(ATB):

Operations, Planning

and Performance division

of Immigration, Refugees

and Citizenship

Canada (IRCC)

recommends that IRCC

process a total of

285,000 decisions and

300,000 new citizens by

March 31, 2023. A

decision is a review of an

application which is then

approved, denied, or

marked as incomplete.

The citizenship target

means that 300,000

approved applicants

must take the oath of

citizenship, either in

person or virtually.

This is a significant

increase over the 2021-

2022 fiscal year and even

exceeds the prepandemic

targets of

2019-2020, when

253,000 citizenship

applications were

processed.

In 2021-2022, IRCC

succeeded in welcoming

217,000 new citizens.

So far in the 2022-2023

fiscal year, Canada has

welcomed 116,000 new

citizens and is well on

track to hit target. By

comparison, over the

same period in 2021,

Canada had only sworn

in 35,000 people.

The communication also

outlines the current

challenges involved in

processing applications

as well as ensuring all

positive decisions can

take the oath of a

citizenship within a

reasonable timeframe.

In March 2020, IRCC

became unable to

process most

applications due to the

onset of the COVID-19

pandemic. This was

because the department

was only able to process

paper applications that

were mailed to a central

location. As all in-person

events were also

cancelled, this meant

that IRCC was unable to

conduct interviews with

candidates and there

could not be any oath

swearing at citizenship

ceremonies.

These constraints led a

shift towards making the

citizenship application

process entirely digital,

for some applicants,

beginning in November

2020. This has

expanded to all those

who apply who are over

the age of 18. However,

while this may

streamline the process

for new applicants, a

large backlog of paper

applications remains.

The advisory note

recommends that IRCC

continue with its current

system of first-in-first-out

for all applications,

meaning maintaining

focus on older, paper

applications while also

making room to prioritize

a small number of digital

applications to prevent

backlog growth.

In 2021, IRCC had a goal

of 5,000 digital

applications for the fiscal

year out of a targeted

245,000 decisions. As a

larger number of

applications are now

digital, the report says

that for the 2022-2023

fiscal year, there will need

to be an increase in the

number of digital

applications processed.

Processing times in a

subsequent report

published in May stood

at 27 months. The

memo says this is to be

expected due to

increased online

applications in addition

to the backlog of paper

applications. As of last

June, there were

413,000 applications in

the grant inventory. IRCC

says it has taken steps

towards clearing the

backlog, and processing

80% of all new

applications within

service standards. To do

this, over 1,000 new staff

have been hired and

there are plans to expand

access to the citizenship

application status tracker

to representatives.

Additionally, minors

under the age of 18 will

be eligible to apply for

citizenship online by the

end of the year.

Congress calls it indelible

stain; as per law: BJP

New Delhi, (ATB) - A

day after the Gujarat

Government told the

Supreme Court that it

had obtained the

Centre’s concurrence

before granting remission

to 11 life convicts in

the March 2002 Bilkis

Bano case which the

CBI had investigated,

the Congress equated

the move to a stain on

the ruling dispensation

that “will never wash off”.

The government defended

the decision as

Union Minister Pralhad

Joshi, speaking to a TV

channel on Tuesday,

said everything was

done as per the law. The

minister’s reference was

to a lenient July 9, 1992,

remission policy that

makes no exception for

heinous crimes as

against a 2014 policy

that does.

I don’t find anything

wrong in it because it’s

done as per the process

of law. There is a provision

for release of all

convicts who have spent

due time in prison.

Pralhad Joshi, union

minister

Haven’t come across a

counter-affidavit where a

series of judgments are

quoted. Where is the

factual statement, where

is the application of

mind? Supreme Court

Reprehensible that an

elected government

chose to release convicts

in such a cavalier

manner. It’s a stain on

this government’s

legacy that will never

wash off. Abhishek

Singhvi, Congress

Talk of respect for

women from the ramparts

of the Red Fort but

in reality support for

‘rapists’...The difference

between the PM's promises

and intentions is

clear. Rahul Gandhi,

Congress The Supreme

Court had in May this

Yash Sharma

Editor-in-Chief

year, while hearing the

remission pleas of the

convicts, ordered that

the remissions would be

considered under the

1992 policy. The SC had

also said the Gujarat

Government was the appropriate

government to

consider the remission

applications even

though the trial had happened

in Maharashtra.

Less poor but hungrier

India was ranked 102 among 117

countries on the Global Hunger Index

2019, but it has slipped five positions, to

107 out of 121 countries, in the latest report,

released last week. This was followed

by good tidings offered by the

United Nations Development

Programme (UNDP), which revealed

that since its last report of 2019, 14.4

crore Indians had been lifted out of poverty.

But the numbers don’t quite square

up — how could India fall five rungs on

the hunger index if 14.4 crore of its people

were lifted out of poverty in the same time

frame? The hunger index methodology

was criticised by India but the UNDP

Multidimensional Poverty Index (MPI) report

— which shows that overall, India

lifted 41.5 crore people out of poverty

between 2005-06 and 2019-21 — comes

as welcome news.

An examination of the reports

provides clues to understanding the contradictions.

UNDP’s MPI report does not

consider the effects of the Covid pandemic

on poverty in India — this is so

because 71% of the data from the National

Family Health Survey-5 (2019-21)

used in MPI was collected before the

pandemic. The World Bank’s Poverty and

Shared Prosperity report, released earlier

this month, estimated that out of

seven crore people who fell into extreme

poverty across the world in 2020, Indians

accounted for 5.6 crore. The government

has not published data on poverty

since 2011-12, and the World Bank

used survey reports of an independent

research group. Also, UNDP’s methodology

goes beyond mere finances and

includes factors such as health, nutrition,

access to clean water, electricity and

education, and quality of work to provide

a bigger picture of the state of poverty;

significantly, India had done relatively well

in health and access to clean water and

electricity before the pandemic struck,

leading to a better MPI score.

Though the government has tried

to pick holes in the methodology, the fact

is that it has had to provide additional

foodgrains — flour or rice, and whole

chana — to 80 crore people since March

2020 to help them deal with the economic

devastation caused by the pandemic.

Also, as experts point out, good

nutrition depends not on quantity but on

quality. While there may be reasons to

quibble over terms such as ‘hunger’ or

‘nutrition’, the upshot of the reports is that

India still has the world’s largest number

of poor and the highest number of malnourished

children.
