Dear Members, Stakeholders and Attendees:<br />

Welcome to the Annual Meeting, Awards Luncheon & Conference hosted by the<br />

<strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong> (<strong>GWRCCC</strong>), a public-private<br />

partnership that promotes the use of clean and alternative American transportation<br />

fuels for homeland security and improved air quality. We also work to promote<br />

diversity, inclusion, and equity in both the alternative fuels industry and movements<br />

that champion reducing pollution and increasing environmental justice.<br />

We have some exciting and powerful speakers at the luncheon and conference such as<br />

Congresswoman Eleanor Holmes-Norton. Today we will honor dynamic awardees and<br />

champions of clean energy and transportation and environmental protection and<br />

justice like County Executive Angela Alsobrooks and Mayor Muriel Bowser. It is our<br />

hope that this luncheon and conference helps you grow both professionally and<br />

personally.<br />

Again, thank you for attending the conference. I would like to thank Jill Hamilton, Chair<br />

of the Board of Directors of <strong>GWRCCC</strong>, for your leadership and dedication to this great<br />

institution. I would also like to thank the <strong>GWRCCC</strong> Office Team members Kimberly<br />

Welcome <strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong> members!<br />

It is an honor to be the Chair of this vital <strong>Coalition</strong> that is changing the landscape of<br />

transportation energy use, not only in our region, but across the United States. I hope you<br />

have watched our <strong>Coalition</strong> accelerate its reach and product offerings over the past year. I<br />

am exciting excited to highlight our successes with you today. With a new executive<br />

director Antoine Thompson at the helm, this past year has been a period of renewal and an<br />

opportunity to reflect on our goals. As an organization, <strong>GWRCCC</strong> has completed its fiveyear<br />

Department of Energy redesignation process, updated our bylaws, hired a new<br />

accounting firm, and established new corporate best practices. <strong>The</strong>se were no small<br />

undertakings.<br />

Under Antoine Thompson’s direction, the <strong>Coalition</strong> has elevated its political engagement at<br />

the highest levels with meetings with Vice President Harris and participation in the White<br />

House National Economic Council. Similarly, I am proud of our burgeoning relationship with<br />

both DC Mayor Bowser’s office and Honorable Eleanor Holmes Norton, who is with us<br />

today. Both are lending their support to the issues important to our <strong>Coalition</strong>.<br />

Our members are making meaningful change in their clean, green energy use. Many will be<br />

recognized today. But many other have busy been been busy sharing their successes at<br />

many national conferences, demonstrating our leadership at a national level. Also, the<br />

<strong>Coalition</strong> has secured funding and been recognized for our leadership in Environmental<br />

Justice. We are pursuing Work Force Development and Technical Training programs that<br />

will be useful tools for our membership. Expect more from these areas over the next year.<br />

This renewal has positioned the <strong>Coalition</strong> to make huge strides in the coming months. As<br />

always, we are here to support your efforts. Let us know how we can better serve you.<br />

ABOUT <strong>GWRCCC</strong><br />

<strong>The</strong> <strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong><br />

(<strong>GWRCCC</strong>) is public-private partnership that promotes the use<br />

of clean, and alternative American transportation fuels for<br />

homeland security and improved air quality. This coalition is one<br />

of nearly 100 coalitions around the country. DOE created <strong>Clean</strong><br />

MAJOR<br />

<strong>Cities</strong> in 1993 to provide informational, technical, and financial<br />

resources to EPAct-regulated fleets and voluntary adopters of<br />

alternative fuels and vehicles. Since its inception in 1993, <strong>Clean</strong><br />

<strong>Cities</strong> and its stakeholders have displaced more than 2 billion<br />

gallons of petroleum.<br />

At the local level, <strong>GWRCCC</strong> leverages these resources to<br />

create networks of local stakeholders and provide technical<br />

assistance to fleets implementing alternative and renewable<br />

fuels, idle-reduction measures, fuel economy improvements,<br />

and emerging transportation technologies. We also work to<br />

promote diversity, inclusion and equity in the alternative fuels<br />

industry and movements for reducing pollution and<br />

environmental justice.<br />

<strong>GWRCCC</strong> is supported by stakeholders that include area<br />

government jurisdictions, the Council of Governments and<br />

regional planning authorities, trade associations, private<br />

companies and concerned citizens. All have a common interest<br />

to encourage the expanded use of new automotive technology<br />

to replace gasoline and diesel fuel for a cleaner transportation<br />

ABOUT <strong>Clean</strong> <strong>Cities</strong><br />

As part of the U.S. Department of Energy's (DOE) Vehicle<br />

Technologies Office (VTO), <strong>Clean</strong> <strong>Cities</strong> coalitions foster the<br />

nation's economic, environmental, and energy security by<br />

working locally to advance affordable, domestic transportation<br />

fuels, energy efficient mobility systems, and other fuel-saving<br />

MAJOR<br />

technologies and practices. Since beginning in 1993, <strong>Clean</strong><br />

<strong>Cities</strong> coalitions have achieved a cumulative impact in energy<br />

use equal to nearly 12 billion gasoline gallon equivalents<br />

through the implementation of diverse transportation projects.<br />

More than 75 active coalitions serve as the foundation of <strong>Clean</strong><br />

<strong>Cities</strong> by working in communities across the country to<br />

implement alternative fuels, fuel-saving technologies and<br />

comprised of businesses, fuel providers, vehicle fleets, state<br />

and local government agencies, and community organizations.<br />

Each coalition is led by an on-the-ground <strong>Clean</strong> <strong>Cities</strong> coalition<br />

director who tailors projects and activities to capitalize on the<br />

unique opportunities within their communities. Nationwide,<br />

more than 20,000 stakeholders participate in <strong>Clean</strong> <strong>Cities</strong><br />

Eleanor Holmes-Norton<br />

Congresswoman (DC)<br />

Congresswoman Eleanor Holmes Norton, now in her fifteenth<br />

term as the Congresswoman for the District of Columbia, has<br />

been named one of the 100 most important American women in<br />

one survey and one of the most powerful women in <strong>Washington</strong><br />

in another. <strong>The</strong> Congresswoman's work for full congressional<br />

voting representation and for full democracy for the people of<br />

the District of Columbia continues her lifelong struggle for<br />

universal human and civil rights.<br />

Congresswoman Norton's accomplishments in breaking barriers<br />

for her disempowered district are matched by her success in<br />

bringing home unique economic benefits to her constituents.<br />

During her tenure, Norton has held senatorial courtesy to<br />

recommend federal judges, the U.S. Attorney, and other<br />

significant federal law enforcement positions for the District;<br />

secures funding for the District of Columbia Tuition Assistance<br />

Grant Program, DCTAG, which helps pay for D.C. students to<br />

attend any U.S. public college or university; and a unique<br />

$5,000 D.C. homebuyer tax credit, which sharply increased<br />

home ownership in the District during its enactment.<br />

Deni Taveras<br />

Prince George's County Council Member<br />

& Maryland State Delegate-Elect<br />

Deni Taveras was recently elected as State Delegate for District 47B, the only Latino<br />

majority district in the state of Maryland, and has served two four-year terms on the<br />

Prince George's County Council. In 2020, she was elected as Vice-Chair, making<br />

history as the first Latina elected to her seat and to a leadership role on the Council.<br />

She has attracted more than $10 billion worth of investments and has nine new schools<br />

and two new libraries in construction within her district. She also made history as being<br />

chosen by her peers to be the first person of Latino descent to ever negotiate the<br />

County's FY22 $4.1 billion budget with the County Executive.<br />

Council Member Taveras is a strong regional environmental leader. She has been lead<br />

sponsor and co-proposer of several key environmental legislation in the county<br />

including the establishment of two climate action plan (Climate Action Plan for the<br />

County) and the other for (PGCPS Climate Action Plan), and the banning of Styrofoam,<br />

coal tar, fly ash landfills and plastic straws in the County. Council Member Taveras has<br />

previously served as the Chair of the Metropolitan <strong>Washington</strong> Council of<br />

Government's Climate, Energy and Environment Policy Committee (CEEPC), and has<br />

served on its legislative subcommittee for several years. She has also served as a<br />

member of the Transportation Planning Board and was a member of the Metropolitan<br />

<strong>Washington</strong> Air Quality Committee (MWAQC).<br />

Prior to coming to the council, she worked at the World Bank on solid waste<br />

management issues in urban areas in South Asia, in FEMA responding to catastrophic<br />

disasters such as Katrina, and at the EPA regulating the Toxic Release Inventory<br />

program and assessing the cleanup at Superfund sites.<br />

Taveras holds a dual Masters degree in public affairs and urban regional planning<br />

from Princeton University’s School of International and Public Affairs, a Master’s<br />

degree from the University of Utah, and a Bachelor’s degree from Barnard<br />

College; the latter two in chemistry.<br />

Gabe Klein, Executive Director<br />

<strong>The</strong> Joint Office of Energy and<br />

Transportation<br />

Gabe Klein is the executive director of the Joint Office of Energy and Transportation.<br />

Previously, he served as the Department of Transportation commissioner in Chicago<br />

and director in <strong>Washington</strong>, D.C., where he revamped technology platforms and<br />

government processes while focusing on putting people (versus cars) first on city<br />

streets. This included launching two of the first and largest solar-powered bikeshare<br />

systems in the country and building protected bike lanes and better pedestrian<br />

infrastructure for vulnerable citizens citywide, as well as facilitating private services<br />

like carshares and rideshares to support city mobility goals.<br />

He honed his creativity and leadership skills working in business, as vice president at<br />

Zipcar and national director of stores at Bikes USA. He also co-founded CityFi, a<br />

consulting firm to help city leaders, chief executive officers, and others understand<br />

the complexities of 21st century challenges, facilitate people-centric solutions, and<br />

use new models and technology-based tools to deliver optimized results. Clients<br />

ranged from foreign governments to cities, states, start-ups, and publicly traded<br />

companies.<br />

In 2015, he published Start-Up City: Inspiring Private and Public Entrepreneurship,<br />

Getting Projects Done, and Having Fun. <strong>The</strong> book focuses on revamping how we<br />

innovate in cities and rethinking public-private partnerships as technology shapes a<br />

dramatically different future. He received a bachelor’s degree in marketing<br />

management from Virginia Tech’s Pamplin College of Business and an executive<br />

certificate in transportation/mobility management from <strong>The</strong> Wharton School. He also<br />

served on the 2020 Biden-Harris Agency Review Team for the U.S. Department of<br />

Transportation with a focus on innovation, including transportation electrification,<br />

and program delivery.<br />

Implementing <strong>Clean</strong> School Bus Programs<br />

Associate, Market Development<br />

Claire Alford is the Mid-Atlantic <strong>Region</strong>al Associate on the Market Development team<br />

at Highland Electric Fleets. At Highland, Claire leads outreach and community<br />

engagement efforts in the Mid-Atlantic region. Previously, Claire was at Advanced<br />

Energy Economy where she worked as a Policy Associate focused on regulatory and<br />

legislative transportation electrification efforts across the country. Claire graduated from<br />

Trinity University in San Antonio with a Bachelor of Art in Communication. Claire currently lives in <strong>Washington</strong>,<br />

D.C. but is originally from Houston, Texas.<br />

Sonja Bauer,<br />

First Student<br />

Director, Business Development<br />

Sonja is the Director of Business Development for First Student, the leading pupil<br />

transportation solutions provider for school districts in North America. First Student<br />

provides the best start and finish to every school day. First Students' teams complete<br />

five million student journeys each day, moving more students than all U.S. airlines<br />

combined, operating more than 44,000 buses in 39 U.S. states and 7 Canadian<br />

provinces/territories. Sonja has a bachelor's degree from Princeton and master's from University of Phoenix.<br />

Sue Gander, Director, Electric School Bus Initiative<br />

World Resources Institute (WRI)<br />

Sue Gander leads a cross-organizational team in advancing the goal of electrifying<br />

the US fleet of 480,000 school buses by 2030 with a focus on equity and inclusion.<br />

Prior to WRI, Sue was Managing Director of Policy for the Electrification <strong>Coalition</strong>,<br />

where she lead policy and advocacy efforts to electrify transportation at scale. Sue was<br />

previously the Director of the Energy, Infrastructure and Environment Division at the National Governors<br />

Association for more than a decade and spearheaded work on transportation electrification, power sector<br />

modernization and resiliency. She also lead initiatives on clean energy, climate change and air quality<br />

initiatives at the U.S. Environmental Protection Agency & the Center for <strong>Clean</strong> Air Policy. She has authored<br />

many reports and papers and is a frequent presenter.<br />

Sue holds an MA in Public Affairs from the University of Wisconsin, with a certificate in Energy Analysis &<br />

Policy. She earned a BA with Honors in Public Policy from Brown University. Sue lives with her<br />

family in Kensington, MD, where she enjoys riding her e-bike and walking their dog Zoey.<br />

Implementing <strong>Clean</strong> School Bus Programs<br />

Kelsey Mattola,<br />

Grants Management Specialist<br />

U.S. EPA Mid-Atlantic <strong>Region</strong>al Office<br />

Kelsey Mattola is a Grants Management Specialist in the Partnership Programs &<br />

Grants Branch at the U.S. EPA Mid-Atlantic <strong>Region</strong>al Office. She works on the <strong>Clean</strong><br />

School Bus (CSB) and Diesel Emission Reduction Act (DERA) Programs where she manages grants and<br />

rebates and conducts external outreach to stakeholders discussing the benefits of transitioning to cleaner<br />

vehicles.<br />

Prior to EPA, Kelsey worked for the Federal Emergency Management Agency (FEMA) <strong>Region</strong> 4 in Atlanta as<br />

a Grants Management Specialist where she monitored program compliance with federal grant policies to<br />

close-out Hazard Mitigation Assistance (HMA) grants.<br />

CEO Sheryl Ellison Ponds, “YOUR Electric Vehicle Adoption Expert” has<br />

extensive project management, negotiations, and transactional experience in<br />

various industries including corporate ranking, manufacturing and commercial<br />

real estate. She has a Bachelor of Science in Mechanical Engineering from the<br />

University of Tennessee, an MBA from Northwestern’s Kellogg School of Management, & she is<br />

Sheryl launched DaiTechCorp inspired by her personal desire to own an EV and working through<br />

her experience to overcome Range Anxiety. Stymied by the physical limitations to energize her<br />

markets, who require more accessibility to EVCE’s - in places where they live, work and play.<br />

Concluding there were no frictionless market solutions available, Sheryl began creating her own<br />

and courageously catapulted into the new era of electrified transportation.<br />

Floyd serves as the Director of State Governmental Affairs for <strong>Clean</strong> Fuels<br />

Alliance America (formerly the National Biodiesel Board). In this capacity,<br />

he manages the West Coast office in Sacramento, CA, and supervises a<br />

team of professionals responsible for government affairs in all 50 states. Before<br />

joining <strong>Clean</strong> Fuels, he served in leadership roles at the California Air Resources Board. With<br />

over three decades of experience at CARB, his expertise includes the Low Carbon Fuels<br />

Standard, climate change and air quality programs, renewable and conventional fuels,<br />

environmental justice, and other environmental issues. Floyd is a licensed Professional<br />

Bill Washburn is a retired urban planner with 44 years of professional<br />

experience in community planning focusing on transportation planning<br />

and transit-oriented development (TOD) as well as teaching in community<br />

planning programs at Howard University (1972-1975) and the University of the<br />

District of Columbia (1980-1991). He coordinated interagency reviews of large-scale planned<br />

developments, assisted in revising the District Elements of the Comprehensive Plan for the<br />

National Capital, and served as Ward 8 neighborhood planner while at the District of<br />

Columbia Office of Planning (1986-1995). During his tenure at the Prince George=s County<br />

Department of Planning (2003-2016), Bill managed or co-managed the preparation of TOD<br />

plans for five Metrorail stations: West Hyattsville, Capitol Heights, Prince George's Plaza,<br />

New Carrollton, and Largo Town Center. He also coordinated land use studies for the Purple<br />

Line light rail corridor and Annapolis Road (MD 450) between the Baltimore-<strong>Washington</strong><br />

Parkway and the Capital Beltway (I-95/I-495).<br />

Bill is a member of the NAACP-DC Chapter Environmental and Climate Committee. He is also<br />

a Lifetime Member of the American Planning Association (APA) and the American Institute of<br />

Paul Vitrano is a senior vice president (SVP) and the chief legal and policy officer for<br />

was integral in the purchase of GEM and Taylor-Dunn from Polaris. As SVP and chief<br />

business partnerships.<br />

Most recently, Paul served as chief counsel to five of Polaris’ global business units, also serving as a<br />

member of the business units’ executive teams. Prior to this, Paul served more than four years as the<br />

company’s first VP of Global Government Relations. In addition, he was tapped to conceive, develop and<br />

bring to market Polaris’ first business unit based on the delivery of non-ownership experiences through a<br />

Dr. Elgowainy has contributed to the development of the environmental life cycle analysis models (GREET®)<br />

since 2001, and has led the development of the hydrogen infrastructure technoeconomic suite of models<br />

(HDSAM). <strong>The</strong>se models are recognized by thousands of users globally. Dr. Elgowainy authored and<br />

coauthored more than 200 technical publications and received numerous government and industry awards.<br />

Willem Polak was the owner operator of the Potomac Riverboat Company that he<br />

Consulting business for water transportation on the Potomac and Anacostia Rivers. He is<br />

active member and advisor to the M-495 Stakeholders Group that have continued to study<br />

commuter ferry. Willem is a licensed United States Coast Guard Captain.<br />

Willem is an active member in the community as the past chairman of Fort Dupont Ice Arena and the<br />

Alexandria Police Foundation. He served as the Mayor of the Town of Glen Echo from 2017-2021. He<br />

remains as a director with the Fort Dupont Ice Arena and the Glen Echo Park Partnership. In 2004, Willem<br />

was named the <strong>Washington</strong>ian of the Year. Willem attended both Beauvoir and St. Albans schools. At the<br />

University of North Carolina, he played both football and soccer until the schedules conflicted. He chose<br />

soccer for the remainder of his college career. He was a professional soccer player with the Atlanta Chiefs,<br />

NASL and later the British Lions, where they won the national championship that year over perennial favorite<br />

Kutis FC from St, Louis. Willem is married to Cathie, raised three children & enjoys time with his four<br />

Congressional, federal, state and local levels in cutting-edge technology, clean<br />

transportation/energy, conservation and the environment. He served as a Professional Staff Member of the<br />

United States Senate Energy & Natural Resources Committee and as the international program manager of a<br />

USDOE/USAID-funded clean transportation program in India where he traveled frequently. He has also held<br />

positions as a national trade association executive and as a <strong>Washington</strong> representative for a variety of<br />

companies and institutions. Throughout his career, he was worked on numerous alternative fuel<br />

transportation projects including the vehicular use of battery electric and hydrogen fuel cells, natural gas,<br />

propane, biodiesel and ethanol.<br />

Mr. Dorfman is a graduate of Kenyon College, Gambier, Ohio and attended graduate school in public<br />

administration at Rutgers University. He serves as a member of the Metropolitan <strong>Washington</strong> Council of<br />

Governments’ Climate, Energy & Environment Policy Committee and is Past Chairman of the Society of<br />

Carla Longshore, Associate Director of Transit Delivery<br />

Carla has worked in the transportation industry in <strong>Washington</strong>, DC for more than 30<br />

years. having begun her career in transportation at Landmark Services Tourmobile, Inc., a<br />

former locally owned and operated sightseeing company; she started as a revenue cashier and progressed to<br />

become president of the organization. During her tenure with Tourmobile, she served in many capacities<br />

within the operation to include dispatch, marketing, and maintenance oversight. Having to close the<br />

business after the passing of the owner, she managed per capita tours and commuter routes for a local<br />

division of a motor coach company. In 2015, she accepted the position of Associate Administrator for Fleet<br />

Operations at the DC Department of Public Works.<br />

Her experience and passion for bus operations led her to DDOT, where she continues to advocate for<br />

transportation. She leads a team providing guidance and oversight for the DC Circulator, DC Streetcar, and<br />

<strong>Washington</strong> Metropolitan Area Transit Authority (WMATA) Coordination programs. Carla focuses on<br />

operations, budget, and contract management improvement. Born and raised in <strong>Washington</strong>, DC, she has a<br />

strong connection to transit operations in the region, which gives her great pride in managing transit<br />

operation programs and two administrative transit programs: School Transit Subsidy and coordination with<br />

WMATA to improve transit operations. She actively supports the District’s priority to increase transit<br />

ridership, reduce single occupancy vehicles, and improve safety for all transportation modes in the city.<br />

Carla attended Howard University and earned both a Bachelor of Science in Business Administration<br />

and an Master of Business Administration from Strayer University. She is also an alumna of the<br />

Luis D. MacDonald is President of AutoFlex Fleet, Inc. a GSA Schedule Federal Fleet<br />

contract holder for 25+ years. AutoFlex Fleet was incorporated in 1987, and is a<br />

Maryland DOT certified Minority and service-disabled Veteran owned small business.<br />

Mr. MacDonald is a charter member of the Federal <strong>Clean</strong> <strong>Cities</strong> Program and a charter<br />

member of the <strong>GWRCCC</strong> Board of Directors. Mr. MacDonald served as Chair of D.C. NAFA's<br />

first fleet-industry seminars on implementing Alternative Fueled Vehicle Legislation during early 1990’s. Mr.<br />

MacDonald served as a Military Policeman at the end of the Vietnam-era and studied football and business<br />

administration at Colorado State University under the G.I. Bill.<br />

Antoine Maurice Thompson is a native of Buffalo, New York. He graduated from Buffalo<br />

Public Schools #61, #60, and Bennett High School. A graduate of SUNY Brockport with a dual<br />

bachelors’ degree in History and African and Afro-American Studies, Thompson also studied at the University<br />

of Ghana in Ghana, West Africa. Antoine is the recipient of an Honorary Doctorate of Laws Degree from<br />

Medaille College. He is a graduate of the 2001 Class of Leadership Buffalo.<br />

Antoine M. Thompson is a nationally recognized leader for environmental justice, green business, housing,<br />

diversity and urban policy. Antoine is the Executive Director of the <strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong><br />

<strong>Coalition</strong> (<strong>GWRCCC</strong>), a public-private partnership that promotes the use of clean, American transportation<br />

fuels for homeland security, improved air quality, environment justice, diversity and inclusion.<br />

He is the former Executive Director of the National Association of Real Estate Brokers (NAREB) the oldest<br />

organization of African-American real estate professionals in the United States. Antoine led efforts to<br />

increase advocacy on Capitol Hill on closing the racial wealth gap through increasing the rate of Black<br />

homeownership.<br />

He had a significant public service career in his hometown of Buffalo, New York. His positions have included<br />

election to Buffalo Common Council where he authored the Buffalo’s Fair Housing Law, the Minority and<br />

Women Business Enterprise Inclusion Law and secured over $75 million for community development<br />

projects. He was elected to the New York State Senate in 2006 and 2008 and served as the Senate Deputy<br />

Majority Whip and the first African-American to Chair the Senate Standing Committee on Environmental<br />

Conservation and Co-Chair of the Senate Minority and Woman Business Enterprise Task Force. He authored<br />

the NYS MWBE Mentor/Protégé Law. He was key architect of the Green Jobs/Green New York law.<br />

Antoine is a partner in Creative PMO Solutions. He is also a licensed real estate agent in New York State.<br />

Antoine is married to Tracey Thompson, and the father of Deja L. Thompson and Joseph A. Thompson. He is a<br />

member of First Baptist Church of Glenarden in Upper Marlboro, Maryland. Antoine is a Silver Life Member of<br />

the NAACP, and a longtime member of Alpha Phi Alpha Fraternity, Inc.<br />

Pedro is the General Manager of Parts Authority LLC. He began his career in the<br />

automotive parts distribution business while in high school and worked his way through<br />

college. He had the good fortune of starting at the bottom as a stock clerk and ascending to where he is<br />

today. He is extremely dedicated to his teams and to the company's customer base. He learns and grows<br />

from them every day.<br />

Over the last ten years, he and his team have helped Parts Authority become the leading independent<br />

automotive parts distributor in the <strong>Washington</strong> DC., Maryland and Virginia region. <strong>The</strong>y have national<br />

programs, massive inventories, excellent service and teams of trained dedicated professionals. <strong>The</strong>y provide<br />

branded and many OE parts for automotive, light, medium and heavy-duty trucks.<br />

His company is dedicated to making cars last longer, run cleaner and safer. <strong>The</strong>y support all alternative fuel<br />

vehicles, including hybrid’s and electric. <strong>The</strong>y carry environmentally friendly Biosynthetic motor oils, soy-<br />

based cleaners, hydraulic oils, hand cleaners and more. <strong>The</strong>y also work closely with fleets to give them<br />

healthy/better choices.<br />

Pedro serves on the <strong>GWRCCC</strong> board so that he can learn about cutting edge technology, support education<br />

and find opportunities to support the environment.<br />

In November 2018, Angela, a proud, lifelong Prince Georgian, was elected as the 8th<br />

County Executive for Prince George’s County and the first woman to hold the position. Her<br />

Administration is committed to providing a world-class education system, safe communities and a robust<br />

economy that creates jobs and opportunities for all and increases the commercial tax base to ensure<br />

residents are provided with the services they deserve.<br />

In 2010, Angela was elected to serve as the County’s State’s Attorney, becoming the youngest and first<br />

woman to be elected to the office in Prince George’s County. As the County’s top law enforcement official,<br />

Angela played a key role in public safety and strived to carry out her responsibilities in a firm, fair and<br />

consistent manner. She fought for additional resources to ensure the office could appropriately support the<br />

needs of the community.<br />

Angela received her B.A. in Public Policy from Duke University and her J.D. from the University of<br />

Maryland School of Law. She is a member of the First Baptist Church of Glenarden and Delta<br />

Sigma <strong>The</strong>ta Sorority, Inc.

Muriel Bowser is committed to making sure every <strong>Washington</strong>ian gets a fair shot in a growing and prosperous<br />

<strong>Washington</strong>, DC. Her administration is focused on making DC's prosperity more inclusive, advancing DC<br />

values, and building safer, stronger, and healthier neighborhoods across DC’s eight wards.<br />

<strong>Washington</strong>, DC is unique in the American political system – the mayor, DC’s chief executive, functions as a<br />

governor, county executive, & mayor. Like governors, Mayor Bowser runs Medicaid, issues driver’s licenses,<br />

and has tax authority. Like county executives, Mayor Bowser runs the local jail, and, unlike most mayors, also<br />

oversees the public school system. In 2020, <strong>Washington</strong>, DC was home to 705k people across 68 sq miles,<br />

has a AAA bond rating, & an annual budget of $15 billion plus.<br />

On November 6, 2018, Muriel Bowser became the first woman ever re-elected as the Mayor of <strong>Washington</strong>,<br />

DC and the first mayor to earn a second term in 16 years. Since taking office, the Mayor has taken bold steps<br />

to reset DC’s global and national competitiveness, speed up affordable housing production, diversify the DC<br />

economy, increase satisfaction in city services, & invest in programs & policies that allow more families to<br />

live & thrive in DC.<br />

Prior to becoming Mayor in 2015, Bowser served as the Ward 4 Councilmember on the Council of the District<br />

of Columbia – first elected in a special election in 2007 and re-elected in 2008 and 2012. As a<br />

Councilmember, she served as the Chairwoman of the Committee on Economic Development which created<br />

more than 5,000 units of affordable housing, passed legislation to build the new soccer stadium, and<br />

secured from the federal government the best portion of the Walter Reed campus for DC. She also led her<br />

colleagues to pass comprehensive ethics reform and increased transparency in government contracting.<br />

Mayor Bowser earned a Bachelor of Arts degree in History from Chatham University and a Master’s degree in<br />

Public Policy from American University, and received honorary doctorates from Chatham University and<br />

Trinity University. With more than 20 years of experience in local government, she first entered elected office<br />

as an Advisory Neighborhood Commissioner in the Riggs Park neighborhood<br />

Prince William County<br />

Veteran of the United States Army, served in Desert Shield and Storm as a technician for<br />

heavy construction equipment. earned a Bachelor of Science in Automotive Technology<br />

from Southern Illinois University at Carbondale.<br />

After graduating from college, Mr. Reynolds worked for General Motors in Pontiac, Michigan, for Technical<br />

Assistance and Customer Service. Transferred to the Electromotive Division of GM where he worked as inside<br />

sales for the Amtrak customer. He was hired by General Electric Transportation Division as a Field Engineer<br />

working on the P32, P40, and P42 locomotives for Amtrak.<br />

In 2001 he started his municipal service with the City of Chicago as a Senior Automotive Equipment Analyst<br />

and was later promoted to Assistant Commissioner in charge of the vehicle repair maintenance tracking<br />

database (VMART).<br />

Darrel now proudly works for Prince William County's Facilities and Fleet Management in the Commonwealth<br />

of Virginia. He has the privilege of leading a diverse highly motivated team of 40 members who are committed<br />

to safety, training, future planning and meeting the objectives of the Board.<br />

Prince George’s County Department of Public Works and Transportation (DPW&T) is<br />

Prince George’s Proud to be the recipient of <strong>Greater</strong> <strong>Washington</strong> <strong>Region</strong> <strong>Clean</strong> <strong>Cities</strong><br />

<strong>Coalition</strong> (<strong>GWRCCC</strong>’s) “Transit Fleet of the Year Award”. <strong>The</strong> Department of Public Works and<br />

Transportation takes pride in being innovative leaders of change and forging forward with Zero Emission<br />

Transition planning. DPW&T is excited to launch its “Proud to Charge” initiative bringing emerging<br />

technology, advanced workforce development, and improved air quality for our residents.<br />

Prince George’s County Transit System operates more than 70 bus routes in the County, <strong>The</strong>Bus, Call-A-Bus,<br />

Paratransit services, the Purple line light rail spanning 16 miles, 15 metrorail stations, and RideSmart solutions<br />

that provides alternative transportation options. <strong>The</strong> advancements and the accomplishments that we are<br />

making continue to connect our communities with diversity, equity, and inclusive transit programming.<br />

Management (DPW)<br />

Jason Nordt is a 13-year employee with the DC Department of Public Works Fleet Management<br />

Administration who started with this agency in 2009 after graduating from Bowie State University. Since<br />

then, he has been afforded multiple opportunities to advance his career. He is currently serving as the Fuel<br />

Management Officer. He has a background in fuel infrastructure, stormwater compliance, data analysis,<br />

realtime reporting, vehicle technology, vendor relations, contract management, and customer service.<br />

DPW's mission is to follow federal and local initiatives to advance alternative fuel usage, electrification, and<br />

modernization. Jason has actively participated in increasing alternative fuel usage and electrification by<br />

managing the B100 Pilot Project and the District of Columbia Fleet Electric Vehicle Charging Station<br />

Program. He also oversees the 12 District-owned fuel stations and mobile tankers that support over 6,000<br />

municipal assets in the District of Columbia. <strong>The</strong>se assets include refuse trucks, generators, frontend<br />

loaders, 6-wheel dumps, wrecker trucks, mobile command units, and sedans. DPW FMA strives to lead the<br />

way for a cleaner environment and reduce greenhouse gas emissions to improve living conditions for citizens<br />

here in the District of Columbia.<br />

In addition to the responsibilities that he fulfills as Fuel Management Officer, he is also an active member of<br />

the NAFA Fleet Management Association and the American Public Works Association.<br />

News4 Anchor & Transportation Reporter<br />

Adam Tuss is News4’s Transportation reporter and anchors the Sunday edition of News4<br />

Today. Tuss joined NBC4 in 2012 after spending eight years reporting for WTOP Radio. During most of his<br />

time there, he reported the station’s Sprawl and Crawl franchise which covers transportation around the<br />

<strong>Washington</strong> area. In addition to his radio reporting, he also wrote a column about transportation for <strong>The</strong><br />

<strong>Washington</strong> Examiner.<br />

Tuss is an Emmy Award and Edward R Murrow Award winning journalist, and his reporting has been<br />

recognized by the Associated Press and the Society of Professional <strong>Journal</strong>ists. He has been asked to share<br />

his expertise in front of numerous organizations and government agencies.<br />

A native of the Philadelphia area, Tuss graduated from Fordham University in New York and got his<br />

broadcasting start there, reporting for WFUV as a sports anchor. He moved to WCBS Radio in 2001<br />

then to WILM Newsradio in Wilmington, Delaware a few years later. When he’s not covering<br />

news, Tuss tries hopelessly to will Philadelphia’s sports teams to victories. Tuss lives in Falls<br />

Church with his wife, two daughters and son.<br />

Jamie Darvish, COO of the DARCARS Automotive Group, has been committed to the<br />

automotive industry his entire life. Upon graduating Northwood University in 1993, Jamie put<br />

what he learned right to work making DARCARS one of the most successful automotive groups in the country.<br />

With over 30 dealerships and over 2,000 employees, Jamie takes pride in teaching, mentoring, and<br />

developing future leaders of the industry.<br />

Throughout the years Jamie has sat on various boards for a number of different manufacturers such as Toyota,<br />

Chrysler, Nissan and Volvo. He is very active on the <strong>Washington</strong> Area New Automobile Dealers Association<br />

(WANADA) and is involved with multiple Chambers of Commerce. Jamie is politically active in legislation<br />

pertaining to the automotive industry, both on the state and federal levels.<br />

In addition to his role as COO, Jamie is also heavily involved in the community, dedicating his time working<br />

with organizations such as <strong>The</strong> Parkinson’s Foundation, Defeat DIPG and other events around the community.<br />

Daillard Paris serves as the Director of Petroleum Supply & Trading at Sheetz, Inc. He leads the renewable<br />

fuels trading arm and the Supply Chain Logistics Team of the Fuel Management Department, responsible<br />

for over 600 Sheetz fuel locations. One of his main priorities is to expand the gas offering into new or more<br />

dynamic renewable fuel options that give customers cheaper and cleaner-burning options.<br />

In his current role as Director of Supply & Trading, Daillard and his team deliver strategic growth plans to<br />

the organization and then devise and execute tactical plans that are aligned with the strategy. He also co-<br />

leads the Inclusion, Diversity, Equity, and Accessibility (I.D.E.A.) Initiative at Sheetz. In his role within<br />

I.D.E.A., he plays a key role in creating the strategy, execution, evaluation, change management, and<br />

corporate culture.<br />

Daillard is a board member of Special Olympics of PA, Big Brothers Big Sisters, and the NAACP of Blair<br />

County. He has a four-year-old son named Jacmel. He is a “former” Marine and has a Bachelor of Science<br />

in Accounting from Hofstra University.<br />

Tim Fitzgerald,<br />

Fleet Management Administrator<br />

Department of Public Works - DC Water<br />

Tim Fitzgerald is the Fleet Management Administrator for the Department of Public Works - District of<br />

Columbia Water and Sewer Authority (DC Water). In this post, Mr. Fitzgerald oversees procurement,<br />

maintenance and repair for all DC Water vehicles and related equipment. He manages fleet functions and the<br />

distribution of vehicular equipment to support all DC Water operations.<br />

Mr. Fitzgerald is currently responsible for 575 vehicles and trucks in addition to more than 1,300 pieces of<br />

utility equipment at DC Water. He has a deep appreciation for an environmentally friendly fleet as well as the<br />

use and integration of alternative fuels, vehicles and advanced technologies into the fleet.<br />

Mr. Fitzgerald was previously the Manager of Fleet Operations for DC Water, a role in which he developed<br />

standards and vehicle operating policies, prepared annual budgets and periodic reports on operating costs,<br />

purchased or leased vehicles and equipment, and managed maintenance, repair, replacement, and disposal<br />

of vehicles. He managed 26 staff members and directed fleet-related risk management training, such as<br />

safety and accident prevention programs.<br />

Prior to coming to DC Water, Mr. Fitzgerald was President of Future-LLC, as Chief of Operations, managing<br />

the quad model of Facilities, Fleet/Utilities, Transportation and Construction for commercial and government<br />

offerings. He has 20 years of experience in IT and management ,and nearly as many years in fleet service. In<br />

2014 and 2021, he received the Most Visionary Professional (MVP) award from the <strong>Clean</strong> <strong>Cities</strong> <strong>Coalition</strong>, in<br />

2018 the Intelligent Utility Vehicle award from STEM – NASA.<br />

Mr. Fitzgerald is studying Computer Science at Prince George's Community College. Tim is a native<br />

<strong>Washington</strong>ian, born and raised in <strong>Washington</strong>, DC.<br />
