The Mental Health Board <strong>of</strong> <strong>Mendocino</strong> <strong>County</strong> met for their regular meeting<br />

on August 17, 2011 at 10:00 a.m. at the Coastal Community Library, 225 main<br />

St., Point Arena<br />

AGENDA ITEM NO. 1–OPEN SESSION CALL TO ORDER, WELCOME, ROLL CALL, AGENDA<br />

CHANGES AND QUORUM NOTICE. (10:05 A.M.)<br />

Chair Grenny called the meeting to order, sited the Mission Statement and<br />

welcomed the attendees to the meeting.<br />

Tari Rogers took Roll Call.<br />

Mental Health Board members present: Chair Presiding - Guy Grenny, Elizabeth<br />

Crawford, Valerie Williamson, and Ken Sc<strong>of</strong>ield<br />

Absent: Jane Berry (excused), Perry Two Feathers Tripp (excused), Vonna Kindred<br />

Myers (excused), Joe Mortz (leave <strong>of</strong> absence), John McCowen (excused)<br />

Chair Grenny noted that a quorum was not present.<br />

AGENDA ITEM NO. 2–APPROVAL OF MINUTES – DISCUSSION & ACTION<br />

AGENDA ITEM NO. 3–TREASURER REPORT – HANDOUT & SECRETARY REPORT<br />

AGENDA ITEM NO.4 – MENTAL HEALTH INTERIM DIRECTOR’S REPORT – ZOY KAZAN – MH<br />

DEPUTY DIRECTOR<br />

� Mental Health Branch Move –<br />

� The Ukiah branch completed their move on August 10 th .<br />

� The Fort Bragg Department <strong>of</strong> Social Services is moving into the<br />

Avila Center, Building 1, by October 1 st .<br />

� SSI/SDI Outreach Access and Recovery (SOAR) – Handout<br />

� <strong>Mendocino</strong> <strong>County</strong> was selected to receive SOAR technical<br />

assistance designed to enhance access to SSA disability programs<br />

for people who are homeless.<br />

� A conference call is scheduled for August to kick <strong>of</strong>f the SOAR TA<br />

program.<br />

� Admissions and Discharges –Handout<br />

� Hospitalization and PHF Utilization Analysis – Handout<br />

� Downward trends in hospital admissions and inpatient days.


� Significant increase in Medicare utilization and corresponding decrease in Medi-cal<br />

utilization.<br />

� Significant decrease in indigent utilization.<br />

� AB109 – Handout<br />

� Defines local custody for non-violent, non-serious, non-sex <strong>of</strong>fenders.<br />

� Takes into consideration all community roles and how it will affect each one.<br />

� Probation will receive funding to provide treatment.<br />

� When a person is incarcerated they are not eligible to receive Medi-Cal<br />

AGENDA ITEM NO. 5 – MENTAL SERVICES ACT REPORT – ZOY KAZAN – MH DEPUTY DIRECTOR<br />

� Cultural Competency Training – Handout<br />

� Consolidated Tribal Health, in collaboration with <strong>Mendocino</strong> <strong>County</strong> HHSA Mental Health<br />

Branch, hosted a Cultural Competency Training on August 11 th . Nearly 70 <strong>County</strong> staff<br />

and community partners attended the training.<br />

� This will assist in the further development <strong>of</strong> the Three Year Training Program.<br />

� Fiscal Year 2011/2012 Component Allocations – Handout<br />

� In accordance with AB100, the State Controller’s <strong>of</strong>fice will release 50% <strong>of</strong> the fiscal year<br />

2011/12 component allocations. The remaining balance will be distributed on a monthly<br />

basis beginning in February <strong>of</strong> 2012.<br />

AGENDA ITEM NO. 6– PUBLIC COMMENT –15 MINUTES OR AT THE CHAIR’S DISCRETION<br />

Wanda Windsor – people who are in need <strong>of</strong> services are not receiving them.<br />

Mimi Dallas – we would like to know where to refer people.<br />

The <strong>board</strong> recommended the community contact Laytonville Healthy Start to inquire about how<br />

they have realized success for their community. It was also recommended the community contact<br />

the Action Network Family Resource Center and Sonia Nesch with NAMI to explore the possibility<br />

<strong>of</strong> holding a community training.<br />

AGENDA ITEM NO. 7 – GUY GRENNY, MHB CHAIR – DISCUSSION AND ACTION – 10 MINUTES<br />

� Submission <strong>of</strong> MHB Annual Report to the Board <strong>of</strong> Supervisors – Guy reported all went well. The<br />

BOS talked about the fact that the State cuts have created a $3,000,000. deficient for Mental<br />

Health.<br />

AGENDA ITEM NO. 8 MHB BUSINESS – DISCUSSION & ACTION – 15 MINUTES<br />

� MHB Retreat/Workshop – this item has been tabled for the September meeting.<br />

� Membership<br />

o Ken Sc<strong>of</strong>ield submitted his Reappointment Application<br />

AGENDA ITEM NO. 9 – COMMITTEE REPORTS- DISCUSSION AND ACTION-2 MINUTES EACH<br />

Standing Committees:<br />

1. Adult Services Committee- Vacant, Chair:<br />

2. Business Services Committee- Valerie Williamson, Chair: Interim Mental Health Director, Tom<br />

Pinizzotto, sent member Williamson a Roster containing <strong>Mendocino</strong> <strong>County</strong> contracts. Member<br />

Williamson shared her frustrations <strong>of</strong> attaining prescription medications under the Partnership<br />

Health Plan <strong>of</strong> California (PHCP). Clients are waiting two weeks for needed medications causing<br />

them to become destabilized. She has spoken to pharmacists to get their input. The pharmacists<br />

are having difficulties receiving TARS. The <strong>board</strong> will invite PHPC to attend their September<br />

meeting.<br />

3. Children’s Services Committee- Jane Berry, Chair: Nothing this month.<br />

4. Jail First Responder Committee – Perry Tripp, Chair: Patricia Guntly will be investigating the<br />

funding under AB109.<br />

5. MHSA Committee- Joe Mortz, Chair: Member Mortz resigned as Chair. The <strong>board</strong> will bring<br />

replacement recommendations to the September meeting.<br />

Ad Hoc Committees:<br />

1. Crisis Residential Program- Jane Berry: Retiring this program committee. Jane will make an appt<br />

to speak with Tom about the ideas that have developed within this committee and report back in<br />

September.<br />

2. Quality Assessment /Data Committee- Vacant
