The Mental Health Board of Mendocino County met for their regular meeting
on August 17, 2011 at 10:00 a.m. at the Coastal Community Library, 225 main
St., Point Arena
AGENDA ITEM NO. 1–OPEN SESSION CALL TO ORDER, WELCOME, ROLL CALL, AGENDA
CHANGES AND QUORUM NOTICE. (10:05 A.M.)
Chair Grenny called the meeting to order, sited the Mission Statement and
welcomed the attendees to the meeting.
Tari Rogers took Roll Call.
Mental Health Board members present: Chair Presiding - Guy Grenny, Elizabeth
Crawford, Valerie Williamson, and Ken Scofield
Absent: Jane Berry (excused), Perry Two Feathers Tripp (excused), Vonna Kindred
Myers (excused), Joe Mortz (leave of absence), John McCowen (excused)
Chair Grenny noted that a quorum was not present.

AGENDA ITEM NO. 2–APPROVAL OF MINUTES – DISCUSSION & ACTION

AGENDA ITEM NO.4 – MENTAL HEALTH INTERIM DIRECTOR’S REPORT – ZOY KAZAN – MH
DEPUTY DIRECTOR
� Mental Health Branch Move –
� The Ukiah branch completed their move on August 10 th .
� The Fort Bragg Department of Social Services is moving into the
Avila Center, Building 1, by October 1 st .
� SSI/SDI Outreach Access and Recovery (SOAR) – Handout
� Mendocino County was selected to receive SOAR technical
assistance designed to enhance access to SSA disability programs
for people who are homeless.
� A conference call is scheduled for August to kick off the SOAR TA
program.
� Admissions and Discharges –Handout
� Hospitalization and PHF Utilization Analysis – Handout
� Downward trends in hospital admissions and inpatient days.

� Significant increase in Medicare utilization and corresponding decrease in Medi-cal
utilization.
� Significant decrease in indigent utilization.
� AB109 – Handout
� Defines local custody for non-violent, non-serious, non-sex offenders.
� Takes into consideration all community roles and how it will affect each one.
� Probation will receive funding to provide treatment.
� When a person is incarcerated they are not eligible to receive Medi-Cal
AGENDA ITEM NO. 5 – MENTAL SERVICES ACT REPORT – ZOY KAZAN – MH DEPUTY DIRECTOR
� Cultural Competency Training – Handout
� Consolidated Tribal Health, in collaboration with Mendocino County HHSA Mental Health
Branch, hosted a Cultural Competency Training on August 11 th . Nearly 70 County staff
and community partners attended the training.
� This will assist in the further development of the Three Year Training Program.
� Fiscal Year 2011/2012 Component Allocations – Handout
� In accordance with AB100, the State Controller’s office will release 50% of the fiscal year
2011/12 component allocations. The remaining balance will be distributed on a monthly
basis beginning in February of 2012.
AGENDA ITEM NO. 6– PUBLIC COMMENT –15 MINUTES OR AT THE CHAIR’S DISCRETION
Wanda Windsor – people who are in need of services are not receiving them.
Mimi Dallas – we would like to know where to refer people.
The board recommended the community contact Laytonville Healthy Start to inquire about how
they have realized success for their community. It was also recommended the community contact
the Action Network Family Resource Center and Sonia Nesch with NAMI to explore the possibility
of holding a community training.
AGENDA ITEM NO. 7 – GUY GRENNY, MHB CHAIR – DISCUSSION AND ACTION – 10 MINUTES
� Submission of MHB Annual Report to the Board of Supervisors – Guy reported all went well. The
BOS talked about the fact that the State cuts have created a $3,000,000. deficient for Mental
Health.
AGENDA ITEM NO. 8 MHB BUSINESS – DISCUSSION & ACTION – 15 MINUTES
� MHB Retreat/Workshop – this item has been tabled for the September meeting.

AGENDA ITEM NO. 9 – COMMITTEE REPORTS- DISCUSSION AND ACTION-2 MINUTES EACH
Standing Committees:
1. Adult Services Committee- Vacant, Chair:
2. Business Services Committee- Valerie Williamson, Chair: Interim Mental Health Director, Tom
Pinizzotto, sent member Williamson a Roster containing Mendocino County contracts. Member
Williamson shared her frustrations of attaining prescription medications under the Partnership
Health Plan of California (PHCP). Clients are waiting two weeks for needed medications causing
them to become destabilized. She has spoken to pharmacists to get their input. The pharmacists
are having difficulties receiving TARS. The board will invite PHPC to attend their September
meeting.
3. Children’s Services Committee- Jane Berry, Chair: Nothing this month.
4. Jail First Responder Committee – Perry Tripp, Chair: Patricia Guntly will be investigating the
funding under AB109.
5. MHSA Committee- Joe Mortz, Chair: Member Mortz resigned as Chair. The board will bring
replacement recommendations to the September meeting.
Ad Hoc Committees:
1. Crisis Residential Program- Jane Berry: Retiring this program committee. Jane will make an appt
to speak with Tom about the ideas that have developed within this committee and report back in
September.
