HISTORICAL
OVERVIEW - 2010
THROUGH THE
FROM 2022
STRATEGIC PLAN)
Since his appointment in 2010, Chancellor Mike
Reeser and his leadership team steered the
College to be Texas’ premier skilled workforce
provider. The story of TSTC’s journey through an
industry stuck in an old paradigm begins with
the reaffirmation of their mission.
They exist to train Texans for Texas industry.
Immediately, Chancellor Reeser rallied the
organization to focus on “Placing More Texans
In Great Paying Jobs!” and he prepared TSTC
to boldly face a higher education industry
vulnerable to disruption. Central to the
disruption was increasing doubts of students
and influencers about the value proposition
of higher education. TSTC’s first bold action
was adoption of a performance-based funding
formula that aligns industry, education and
student interests unlike any other model in the
nation.
This new performance model shifted focus
to the outcomes of the student journey and
the new operating framework resembled a
workforce pipeline. At the end of the pipeline,
programs delivering the highest-tech and
highest-demand workforce were rewarded the
most.
In the first phases of planning, TSTC’s program
offerings were curated to achieve the highest
results. Efforts were launched so that movement
through this workforce development pipeline
would occur through a modern day learning
platform, and curriculum was calibrated
specifically to the needs of Texas industry so
the journey along the pipeline to employment
was right-sized. TSTC leadership simultaneously
positioned the College for growth. TSTC placed
the pipeline where the people are. With high
growth rates in the Texas Triangle, the College
expanded to prime locations in the east Austin,
south Dallas, and west Houston regions.
In phase 2 of becoming the premier workforce
provider, TSTC leadership prioritized
organizational health, making TSTC a Great(er)
Place to Work. The College became laser
focused on its ability to engage employees
towards successfully fulfilling the mission while
upholding their values. In 2019, TSTC celebrated
the success of their plan and re-upped their
commitments only to be met with an intensified
set of challenges in 2020.
In Spring of 2020, the COVID pandemic rattled
the world, including higher education. The
paradigm shift anticipated by TSTC over the last
decade is now a reality. Mindful of the rapidly
growing unemployment population in Texas,
TSTC teams accelerated their new teaching
modalities and modified facilities to deliver
hands-on instruction in a new and sociallydistant
format. These procedures would ensure
the teammates and students were safe and
productive.
TSTC launched into 2022 anticipating what
lies ahead for higher education. With a more
competitive landscape, with students having
more options than ever, and with industry in
need of a capable partner, TSTC would begin
planning with the imperative that the quality of
TSTC’s offerings for industry and students must
be different and greater than all the rest.
Building on the accelerated innovation ushered
in by the pandemic, TSTC would plan and
prepare for the next version of being Texas’
premier skilled workforce provider.
