No. 6 (XXVIII) NON-REFOULEMENT ∗ (1977)<br />

(a) Recalling that the fundamental humanitarian principle of non-refoulement has found expression in<br />

various international instruments adopted at the universal and regional levels and is generally accepted by<br />

States;<br />

(b) Expressed deep concern at the information given by the High Commissioner that, while the principle of<br />

non-refoulement is in practice widely observed, this principle has in certain cases been disregarded;<br />

(c) Reaffirms the fundamental importance of the observance of the principle of non-refoulement-both at the<br />

border and within the territory of a State of persons who may be subjected to persecution if returned to their<br />

country of origin irrespective of whether or not they have been formally recognized as refugees.<br />
