GotoloBy Lennart Dodoo, ldodoo@frontpageafricaonline.comMONROVIA – FrontPageAfrica has in its possessiona memorandum circulated by the Director of Minesat the Ministry of Mines and Energy announcing theappointment of Mr. Arma Fully as the Acting AssistantMinister of Mines, an appointment that did not comefrom the Executive Mansion.The Memo which was written by the Director ofMines, Mr. Arthur Gotolo reads:“This is to inform all sectional heads of the Ministryof Mines and Energy that Mr. Arma George Fully, Jr.has been appointed as Acting Assistant Minister forMines, Ministry of Mines and Energy.In view of the above, you are asked to please accordhim all necessary cooperation for smooth operation ofthe Ministry.”When contacted for comments, the Public RelationsOfficer at the Ministry said the appointment of Mr.Fully met all the requirements of the Ministry to fill thevoid created by Mr. Emmanuel T. T. Swen who was inthe United Kingdom pursuing a master’s program.When questioned whether the appointment of sucha position was authorized and announced by ExecutiveMansion, he said, not all appointments are announcedby the Office of the President.He, however, said, Mr. Fully has returned to hisprevious position due to the return of Mr. Swen.Also speaking to FrontPageAfrica, Mr. Fully whooriginally serves as the Director for Hydrocarbon atthe Ministry said his appointment was made througha written recommendation from the Minister of Statefor Presidential Affairs to the Minister of Mines andEnergy, Mr. Gesler Murray. He said, based on therecommendation from Min. McGill, the Minister andEnergy Minister served him a letter of appointment tothe position of Acting Assistant Minister for Mines.A copy of the letter from Min. McGill to Min. McGillreads:Mr. Minister:I extend warmest greetings and write to kindlyrequest that you consider Mr. G. Armah Fully to act asAssistant Minister for Mines. When considered, he willact in the stead of Hon. Emmanuel T. T. Swen who hasbeen granted study leave in pursuance of his academicsojourn.As you are aware, Mr. Fully is currently the Directorof Hydrocarbon at your Ministry and has the requisitetechnical and professional skills to administer theBureau of Mines accordingly.Kind regards.Sincerely yours,Nathaniel McGillMinister and Chief of Staff to the PresidentIt can be recalled that President in April suspendedthe Director-General of the National Bureau ofConcession (NBC) for dismissing his deputy, NathanielBracewell.President Weah described the action by the NBC bossto terminate the services of Mr. Bracewell as arbitraryand without due regard to the Office of the President.At the same time, President Weah warned all publicofficials to immediately refrain from exercising anypower, function, and duties assigned to the Presidentof Liberia, and to act within the confines of theirauthorities.U.S. AMBASSADOR TO LIBERIATOURS APM TERMINALS LIBERIAMONROVIAAmbassadorof the UnitedStates ofAmericato Liberia Michael A.McCarthy and a highleveldelegation from theUS Embassy and USAIDvisited APM TerminalsLiberia on June 9, 2022.The visit gave theAmbassador theopportunity to see theworkings of Liberia’slargest seaport, as wellas to receive firsthandupdates on macroeconomicbusinessdevelopment, ongoingimprovement initiatives,and the Port Digitizationpartnership betweenAPM Terminals Liberiaand the Liberia RevenueAuthority. Likewise,the Ambassador learnedabout the critical concernof the port channel anddredging requirement.The delegation thenboarded tugboats andparticipated in thedocking of a large clinkervessel to the berth to seein-person the marineservices provided by APMTerminals Liberia in theFreeport of Monrovia.The challenges associatedto the lack of dredgingwere made visible bythe need for specializedmaneuvering of theMarine Pilots and the TugMasters to bring in vesselssafely and efficiently.Commenting on theoperations of APMTerminals Liberia andits importance to tradefacilitation for the Liberianeconomy, AmbassadorMcCarthy stressed theneed for continuouscollaboration betweenLiberian governmentagencies and privateconcession holders toprovide the most efficientoperations for Liberianbusinesses and ultimatelyconsumers.“The Freeport ofMonrovia is criticalto Liberia's future.The United Statesand Liberia's othertrading partners believeefficient and transparentoperation of the port isvital to Liberia's futuregrowth and prosperity.We support the efforts byAPM Terminals Liberiato fully digitize customsand port processes tohelp achieve that goal.We are pleased with theprogress we have seenwith digitization so far,and we expect to see itcompleted without delay,”Ambassador McCarthysaid.As a multinationalport operator with 75ports globally, andspecifically operationsin the United Statesports of Los Angeles,Newark, Miami andMobile, APM Terminalsglobal has a long-lastingrelationship with theUnited States of Americadating back decades. Thatrelationship includes theuse of a US Guard CoastISPS program active innearly all global seaports,including the Freeport ofMonrovia, which betterfacilitates global trade.The Managing Directorof APM TerminalsLiberia highlightedthe importance ofsuch collaborations,especially regardingthe Port Digitizationimplementation.“The journey we haveembarked on to partnerwith the Liberia Ministryof Finance, LiberiaRevenue Authority,Liberia CustomBrokers Association,Liberia Shipping LineAssociation, and LiberianCommercial Banks toimplement digitizationat the Freeport requiredstrong partnerships witha clear vision of benefitingLiberia consumers. TheUS government hasbeen a strong partnerin this direction andis fully on board insupporting the process.We are very pleased tohave such an importantpartner providing suchgreat support to thisimprovement initiative.And most importantlysupport to an initiativethat will bring such a greatbenefit to the Liberianbusiness communityand to the Liberianpopulation.” Mr. Grahamcommented.During the visit, theAmbassador and his teaminteracted with variousmanagement and staffmembers and receivedhand on instructions onhow tugboats functionand the extreme levelof teamwork neededfor complex marineoperations.APM Terminals Liberiamarine coordinatorSam Jabbah, who ledthe visit on the tugboatoperations, commented“It is great to see theappreciation for the skillsand teamwork of theAPM Terminals Liberiamarine team.
