furniture manufacturers<br />
are vigoro<strong>us</strong>ly searching<br />
for an ecofriendly alternative<br />
to wood. The National<br />
Institute for Interdisciplinary<br />
Science and<br />
Technology (NIIST) at<br />
Thiruvananthapuram, a<br />
constituent laboratory of<br />
CSIR has developed the<br />
technology to make wood<br />
substitute from natural fibre<br />
polymer composites.<br />
It has been a pioneer in the<br />
research of natural fibre -<br />
composites for more than<br />
two decades.<br />
The natural fibre<br />
polymer composite christened<br />
as ‘Polycoir’ developed<br />
by NIIST has been<br />
found suitable substitute<br />
for wood. The composite<br />
material utilizes coir fibre<br />
all other natural fibres<br />
such as coir, jute and sisal.<br />

The composite will<br />
be metamorphed by<br />
KFCPL into unique design<br />
formats of furniture<br />

of KFCPL, the consortium<br />
has plans to bring<br />
out a range of knock down<br />
furniture series <strong>us</strong>ing this<br />
material during this financial<br />

professional agencies<br />

carried out.<br />
Heavy duty<br />

etc. are deployed for<br />
the purpose.<br />
Presently a total of 115depots<br />
have been identified<br />

Setting up of mechanized<br />
laundries for washing<br />
linen: 54 locations have<br />
been identified to set up<br />
Mechanized laundries for<br />
improving the quality of<br />
washing of bed rolls.<br />
While 29 Nos shall be<br />
managed departmentally,<br />
21 Nos are being<br />
outsourced. Mechanized<br />
laundries have already<br />
been set up at 16 locations.<br />
Contracts for setting up<br />
laundries at 7 locations are<br />
in advanced stage and tender<br />
are under process at 12<br />
locations.<br />
Pest and rodent control<br />
in trains: The contract for<br />
pest and rodent control in<br />
coaches is already in place<br />
in 125 coaching depots out<br />
of 127 identified coaching<br />
depots on IR. To improve<br />
effectiveness of the pest<br />
and rodent control, measures<br />
are being regularly<br />

Cleanliness at Stations<br />
In view of the high<br />
density of passenger traffic,<br />
maintenance of cleanliness<br />
at stations is a major<br />
challenge for Indian<br />
Railways. However, Indian<br />
Railways accord<br />
very high priority for ensuring<br />
proper standards<br />
of cleanliness<br />
at stations.<br />
The steps taken to<br />
improve cleanliness at<br />
railway stations are as under:<br />
· More and more mechanical<br />
cleaning gadgets<br />
are being introduced and<br />
better types of cleaning<br />
agents are being <strong>us</strong>ed to<br />
achieve improved standard<br />
of cleanliness. Contracts<br />
are given for supply<br />
of machines like<br />
scrubbers, high pressure<br />
jet cleaners, mops, etc.<br />
Railways are also providing<br />

less track) on platform<br />
lines at railway stations<br />
with jet cleaning ar-<br />

� Periodic contracts for<br />

� More and more toilets<br />
are brought under the<br />
purview of ‘Pay & Use’<br />
toilets, including deluxe<br />
toilets. At present, more<br />
than 850 stations are provided<br />
with normal ‘Pay<br />
& Use’ toilets and more<br />
than 30 stations are provided<br />
with Deluxe ‘Pay &<br />
Use’ toilets on Indian<br />
Railways.<br />
� Cleanliness awarenesscam-<br />
paigns<br />
are also launched for<br />
education of the rail <strong>us</strong>ers<br />
to ensure a satisfactory<br />
level of cleanliness at railway<br />
stations.<br />
� Powers have been delegated<br />
to Divisional Railway<br />
Managers (DRMs)<br />
for purchasing of tools and<br />
plants required for carrying<br />
out vario<strong>us</strong> sanitation<br />
related activities, awarding<br />
of pest control contracts,<br />
specialized contracts for<br />
mechanized cleaning and<br />
one time cleaning.<br />
� The Station Superintendents/Station<br />
Managers<br />
are provided with adequate<br />
cash imprest excl<strong>us</strong>ively<br />
for cleaning of approach to<br />
station.<br />
� A monitoring and reporting<br />
system has been<br />
developed and the action<br />
taken by Zonal Railways<br />
for improvement in cleanliness<br />
is reported on<br />
weekly and monthly basis<br />
for Board’s appraisal.<br />
� Inspections are conducted<br />
at vario<strong>us</strong><br />
levels viz.<br />
General<br />
Managers, DRMs, Service<br />
Improvement Groups and<br />
at other Officers level to<br />
check the standard of<br />
cleanliness at vario<strong>us</strong> stations.<br />
During these inspections,<br />
deficiencies are noticed<br />
in vario<strong>us</strong> areas such<br />
as drainage, availability of<br />
d<strong>us</strong>tbin, sewerage, water<br />
supply, washable apron<br />
and garbage disposal.<br />
Steps are taken to wipe out<br />
the deficiencies so noticed.<br />
Medical Department has<br />
been entr<strong>us</strong>ted with the job<br />
of sanitation at some stations<br />
in some of the Zonal<br />
Railways. To improve the<br />
cleanliness standards, the<br />
following steps/measures<br />

Ind<strong>us</strong>try took its first steps<br />
with stalwart Dadasaheb<br />
Phalke’s first film ‘Raja<br />
Harishchandra’ in 1913,<br />
and saw its emergence<br />
through movies like ‘The<br />
Flower of Persia’ by<br />
Hiralal Sen, ‘Alam Ara’<br />
produced by Ardeshir<br />
Irani, along with other<br />
earlier movies like<br />
‘Bhakta Prahlada’ and<br />
‘Kalidas’ produced and<br />
directed by HM Reddy,<br />
which took the magic of<br />
cinema nationwide and<br />
created a demand for<br />
wholesome entertainment<br />
through movies.<br />
Indian film ind<strong>us</strong>try<br />
took shape, the baton of<br />
creating cinematic masterpieces<br />
moved on to filmmakers<br />
like V Shantaram,<br />
Bimal Roy, Raj Kapoor,<br />
Guru Dutt, Satyajit Ray,<br />
Ritwik Ghatak, K Asif,<br />
KV Reddy, L V Prasad,<br />
Ramu Kariat and<br />

Rs 1,000 revenue<br />

years, the Indian<br />
cinema ind<strong>us</strong>try<br />
has grown<br />
onto becoming<br />
a Rs 93billionind<strong>us</strong>try<br />
by<br />
2011—a<br />
testament to<br />
the phenomenal<br />
growth that<br />
the ind<strong>us</strong>try<br />
has achieved<br />
over the past<br />
hundred years.<br />
Overall,<br />
it is inspiring that<br />
India’s rapidly<br />
evolving<br />
me-<br />
dia and entertainment ind<strong>us</strong>try<br />
has grown by 12%<br />
to reach Rs 728 billion. A<br />
recent research report by<br />
KPMG has predicted that<br />
the ind<strong>us</strong>try will register a<br />
CAGR of 15% to reach<br />
Rs 1,457 billion by 2016.<br />

of the festival features<br />

countries selected by the<br />
jury after watching 300<br />
films. The Cinema of the<br />
World section will screen<br />
52 films, while the segment<br />
titled A Cut Above<br />
will screen films that are<br />
not in competition but<br />
have been included beca<strong>us</strong>e<br />
of their quality. The<br />
Indian Panorama has 20<br />
feature films and 19 documentaries.<br />

Reviving the Dying<br />
Kashmir Silk Ind<strong>us</strong>try<br />

ilk has been<br />
one of the<br />
cherished<br />
heritages of<br />
Jammu and Kashmir with<br />
sericulture activity in the<br />
valley finding mention in<br />
ancient Sanskrit scriptures<br />
including<br />
Rajtarangni. The queen of<br />
the fabrics, Kashmir Silk<br />
has ever cherished the<br />
passion of consumers for<br />
its l<strong>us</strong>tre, purity and fineness.<br />
During the medieval<br />
times silk<br />
production in Kashmir<br />
received a big<br />
boost with Sultan<br />
Zain-ul Abideen also<br />
known as ‘’Budshah’’<br />
(the Great King) giving<br />
special attention to this<br />
sector and introducing<br />
new improved techniques<br />
to make it a booming ind<strong>us</strong>try.<br />
However, during<br />
the Afghan rule in Kashmir,<br />
the fledging ind<strong>us</strong>try<br />
terribly suffered, but the<br />
Dogra rulers in early 19th century once more revived<br />
the sericulture sector to<br />
emerge it as the flagship<br />
of Kashmir’s economy.<br />
By the first half of 20th S<br />
century, Kashmir had a<br />
dynamic silk trade with its<br />
precio<strong>us</strong> silk yarn exported<br />
not only to the entire British<br />
Empire but also to<br />
whole of Europe.<br />
Sericulture is a<br />
labour intensive cottage<br />
ind<strong>us</strong>try combining both<br />
agriculture and ind<strong>us</strong>try. It<br />
is the only one cash crop<br />
in agriculture sector that<br />
gives returns within 30<br />
days. “Kashmir had its indigeno<strong>us</strong><br />
races of silkworm<br />
and produced best<br />
quality cocoons<br />
i n<br />
t h e<br />
world”, said an official<br />
associated with the<br />
sericulture sector. Silk<br />
rearing, the main stays of<br />
the state’s economy till<br />
over two decades ago, is<br />
unfortunately in shambles<br />
today. According to the<br />
available statistics the cocoon<br />
production in Kashmir<br />
dropped to 60,000 kgs<br />
in late 90s after having<br />
touched more than 15 lakh<br />
kilograms during 1980s.<br />
The reasons for<br />
Kashmir silk ind<strong>us</strong>try falling<br />
on bad days are varied.<br />
It is widely contended<br />
that de-monopolization of<br />
the ind<strong>us</strong>try and bifurcation<br />
of Kashmir Filatures<br />
from the Sericulture Department<br />
led to the decline<br />
in the <strong>us</strong>e of cocoons locally.<br />
The outside<br />
traders<br />
took advantage<br />
of the<br />
situation<br />
due to<br />
the<br />
nonin-<br />
crease<br />
of cocoon<br />
prices. These traders lured<br />
cocoon rearers with quite<br />
high prices to sell their produce<br />
to them leaving very<br />
little raw material for the<br />
Kashmir filatures. “Per kilogram<br />
cost of cocoon was<br />
not increased for almost<br />
two decades. A kilogram of<br />
A-Grade cocoon was purchased<br />
from the farmers<br />
for Rs 180 till 2009. Now<br />
the rates are Rs 210 per kg,<br />
far below what can attract<br />
a grower towards the sector.<br />
In open market the<br />
rates even touch Rs 600<br />
per kg,” sources said.<br />
Kashmir Filatures, which<br />
had its origin in 1897 with<br />
Italian reeling basins, was<br />
transferred to JK Ind<strong>us</strong>tries<br />
Ltd in 1963. It had<br />
an installed capacity of<br />
584 reeling basins, employing<br />
over 2000 workers.<br />
These were the days<br />
of “dynamic silk trade” in<br />
Kashmir. Alas, the spinning<br />
wheels at Kashmir<br />
Filatures stand virtually<br />
silenced. The de-monopolization<br />
of Kashmir Filatures<br />
starved it of the raw<br />
material (cocoons), as a<br />
result, the Filatures<br />
shrank from hundreds of<br />
reeling basins to mere 31<br />
in 2008-09. Consequently,<br />
the raw silk production<br />
fell alarmingly and even in<br />
the recent years the trend<br />
has not been enth<strong>us</strong>ing<br />
with production of 8.2<br />
metric tonnes (MT) in<br />
2004-05 going upto 21.2<br />
MT in 2007-08 but again<br />
falling to 17.1 MT in<br />
2008-09. ``Jammu and<br />
Kashmir is the only state<br />
which produces the best<br />
quality Bivoltine silk. But<br />
the irony is that less than<br />
30 percent of cocoons<br />
produced indigeno<strong>us</strong>ly are<br />

locally and the remaining<br />
produce is picked up by<br />
the outside traders,`` officials<br />
said. Private<br />
rearers of the<br />
state consume<br />

cocoons and<br />
this has kept<br />
the silk<br />
ind<strong>us</strong>try<br />
going in the state.<br />
The local carpet<br />
weaving units prefer<br />
low qual- ity Chinese<br />
silk yarn to indigeno<strong>us</strong><br />
silk being cost effective.<br />
This has also hit<br />
the indigeno<strong>us</strong> silk ind<strong>us</strong>try.<br />
Moreover, mulberry<br />
cultivation, which is the<br />
source of mulberry leaves<br />
on which the silk worms<br />
thrive, also suffered and<br />
got confined to 173 departmental<br />
mulberry<br />
nurseries spread over a<br />
meagre area of 963 acres.<br />
All these factors and low<br />
market prices of cocoons<br />
weaned away the farmers<br />
from this sector. According<br />
to reports, the number<br />
of cocoon rearers has declined<br />
from 60,000 in<br />
1947 to 2,500 in 2011.<br />
These have adversely affected<br />
the forward and<br />
backward linkages in the<br />
ind<strong>us</strong>try.<br />
Nevertheless,<br />
‘’not<br />
all is lost’’<br />
says Agriculture<br />
and<br />
Sericulture<br />
Minister<br />
Ghulam<br />
Hassan Mir, who,<br />
sounding optimistic,<br />
adds that the sun may<br />
again shine on the silk ind<strong>us</strong>try<br />
of Kashmir. Basing<br />
his optimism on an upward<br />
trend for past few years He<br />
said that Kashmir produced<br />
738 metric ton (MT)<br />
cocoons in 2008-09, 810<br />
MT in 2009-10 and in the<br />
last fiscal 970 MT worth<br />
eleven crore rupees``.<br />
Sericulture Minister<br />
Mir is of the view that the<br />
sector holds great promise<br />
for employment generation<br />
and as such, the govern-<br />
ment has embarked on a<br />
number of measures for<br />
reviving the sector. These<br />
include large scale propagation<br />
of mulberry trees. In<br />
this connection the government<br />
has embarked on an<br />
innovating scheme of allotting<br />
idle pieces of land to<br />
vario<strong>us</strong> groups comprising<br />
unemployed youth in villages<br />
for planting mulberry<br />
trees.<br />
The Sericulture Department<br />
has already<br />
started this scheme on<br />
the 24 km road to<br />
Tangmarg, the<br />
base camp<br />
of the<br />
tourist<br />
resort<br />
Gulmarg. Riaz<br />
Ahmad, a science<br />
graduate, who is one of the<br />
30- member group planting<br />
mulberry saplings,<br />
said, “I am happy to be a<br />
part of this scheme.<br />
Though we will be earning<br />
less in the beginning, it is<br />
better than sitting idle at<br />
home and becoming a burden<br />
on old parents.”<br />
The Department is<br />
also distributing seeds and<br />
mulberry plants free of<br />
cost to farmers and<br />
supplements them with<br />
seven rupees per plant.<br />
“We also provide financial<br />
support of Rs 50,000<br />
to each family associated<br />
with the sector for developing<br />
infrastructure for<br />
cocoon production besides<br />
insurance cover to<br />
the family,” the Minister<br />
said. He said that the<br />
farmers are being assisted<br />
with the latest drying techniques<br />
which help in<br />
maintaining the quality of<br />
the product.<br />

phenomenal rise in the<br />
population of the elderly.<br />
According to a UN estimate,<br />
the population of<br />
the people aged 60 years<br />
and above is expected to<br />
grow to 1.2 billion by<br />
2025 and to 2 billion by<br />
2050. Today, about two<br />
thirds of all the older<br />
people are living in the developing<br />
world. As per the<br />
Cens<strong>us</strong> 2001, in India,<br />
there were 77 million persons<br />
above 60 years constituting<br />
7.5% of the total<br />
population of the country.<br />
This number is projected<br />
to go up to 12.4% of the<br />
population in 2026. Such<br />
an increase obvio<strong>us</strong>ly will<br />
throw up numero<strong>us</strong> challenges<br />
in designing old<br />
age specific programmes<br />
and schemes and addressing<br />
their issues in a comprehensive<br />
manner.<br />
The Ministry of Social<br />
J<strong>us</strong>tice & Empowerment<br />
announced a National<br />
Policy for Older<br />
Persons in January, 1999.<br />
This policy reaffirmed the<br />
commitment of the Government<br />
to ensure the<br />
well-being of the<br />
older persons in<br />
a holistic manner.<br />
The National Policy<br />
for Older Persons essentially<br />
envisages support<br />
from the State to the older<br />
persons to ensure their financial<br />
and food security,<br />
health care, the need for<br />
shelter as well as other<br />
needs of the older persons,<br />
providing them an equitable<br />
share in development,<br />
giving them protection<br />
against ab<strong>us</strong>e and exploitation,<br />
and ensuring the<br />
availability of services to<br />
improve the quality of lives<br />
of the older persons.<br />
Thirteen years have<br />

Act in December<br />
2007, a<br />
landmark development.<br />
This Act<br />
has made the<br />
maintenance of<br />
parents and senior<br />
citizens by children,<br />
and where<br />
there are no children,<br />
then by the<br />
relatives,<br />
obligatory<br />
and j<strong>us</strong>ticiable<br />
through Tribunals.<br />
The Act has to be brought<br />
into force by the individual<br />
State Governments.<br />
It is not applicable<br />
to the State of Jammu &
Kashmir, while Himachal<br />
Pradesh has its own Act,<br />
with the concerted efforts<br />
made by the Ministry, all<br />
the States and UTs have<br />
been persuaded to bring<br />
the Act into force in the<br />
respective States. For the<br />
effective implementation<br />
of the vario<strong>us</strong> provision of<br />
the Act, the States and<br />
UTs are required to take<br />
further steps, such as<br />
framing Rules, appointing<br />
Maintenance Officers,<br />
and constituting the Maintenance<br />
and Appellate Tribunals.<br />

care centres,<br />
mobile medicare units, day<br />

patients, physiotherapy<br />
clinics for older<br />
persons, sensitization<br />
programmes for children,<br />
particularly in schools and<br />
colleges, Regional Resource<br />
and Training Centres,<br />
etc. About 350 NGOs<br />
are being supported every<br />
year for running and maintaining<br />
around 550<br />
projects.<br />
In order to address<br />
the increasing demand for<br />
care givers, the National<br />
Institute of Social Defense<br />
(NISD), an autonomo<strong>us</strong><br />
body under the Ministry of<br />
Social J<strong>us</strong>tice and Empowerment,<br />

One-Year, Six-Month<br />
and One-Month Courses<br />
on Geriatric Care. Besides,<br />
the Institute also collaborates<br />

France, England and even<br />
Switzerland. He says that<br />
many tourists want to stay<br />
with villagers in their<br />
homes to get first hand<br />
flavour of local life, cuisine<br />
and culture. Under one<br />
such packages the tourists<br />
are charged 1200 rupees<br />
per day for one day and<br />
night of which 850 rupees<br />
are paid to the farmers<br />
family. For the tourists it<br />
is not expensive and the<br />
farmer too is able to earn<br />
extra money. In Punjab it<br />
is farm tourism that has<br />
become the favourite. One<br />
can walk along the golden<br />
m<strong>us</strong>tard fields, take a ride<br />
on the tractor, take the<br />
cattle for grazing or feed<br />
them, get to drink fresh<br />
buttermilk in the green<br />
fields with Makki ki Roti<br />
and Saag, enjoy the folk<br />
dance Bhangra and get to<br />
see the making of the local<br />
craft phulkari and also<br />
meet the village community<br />
and the Panchayat.<br />
The tourists also get to<br />
participate or simply<br />
watch local games like<br />
wrestling, Gilidanda , kite<br />
flying. Children too can<br />
experience the joy of jumping<br />
on the hay and taking<br />
bath in the tube wells.<br />
Many other states<br />
too are now giving encouragement<br />
to rural tourism.<br />
12 th Plan Strategy to<br />
Boost Rural Tourism<br />
The working group on<br />
tourism for the 12 th plan<br />
observed that due to several<br />
reasons, the rural tourism<br />
projects have achieved<br />
only limited success. It has<br />
suggested a strategy that<br />
can exploit the full potential<br />
of rural tourism. The<br />
strategy for developing<br />
rural tourism is foc<strong>us</strong>sed<br />
on phased development of<br />
cl<strong>us</strong>ter of villages for<br />
tourism instead of individual<br />
villages.<br />
It says that the concentration<br />
of tourism facilities<br />
or opportunities in<br />
a cl<strong>us</strong>ter of villages in a<br />
geographically compact<br />
area, rather than in a number<br />
of individual villages<br />
spread across vast areas,<br />
is likely to provide better<br />
tourism attraction.<br />
Another advantage<br />
is that marketing of local<br />
products can be facilitated<br />
by holding Craft Bazars<br />
or Haats, a concept which<br />
has been in vogue<br />
throughout the country for<br />
a long time. Also it is more<br />
practical and cost effective<br />
for tour operators to<br />
take a b<strong>us</strong>load or a group<br />
of large number of tourists<br />
to a rural tourism<br />
cl<strong>us</strong>ter, which offers more<br />
variety and opportunities<br />
of shopping, and exposure<br />
to c<strong>us</strong>toms, lifestyles, local<br />
