38 Selwyn Times Wednesday July 6 2022 SELWYN RURAL LIFE Every dollar counts in Heritage Protection Beauty can be costly when it comes to treasured buildings. To help maintain Gunyah Country Lodge at Windwhistle, Simonetta Ferrari, uses the district council’s heritage fund. “It’s 110 years old, I don’t see why it shouldn’t last another 100. There’s not a great deal of buildings like this left in this area,” she says. Sitting amongst trees and fields in Windwhistle, with a backdrop of the Malvern Hills and scenic views of Mount Hutt, it’s no wonder the son of New Zealand’s former Prime Minister, Sir John Hall chose this location to build a home for himself. Built by hand, hammer, nails and quality workmanship in 1912, Gunyah Country Lodge still stands with all of its original coloured Edwardian hand-painted wallpaper, light fittings and restored leadlight windows. Simonetta has owned Gunyah for the past 20 years. Previous owners installed a 1960s ceiling in the kitchen and a 1960s window on the eastern side. Simonetta used the fund to help reinstall the original window and knock out the lowered kitchen ceiling to uncover the original dark rimu ceiling. “I put it back to what it was, and the whole feel of the place changed dramatically.” Other repairs financed by the fund include fixing walls knocked down by north-west winds, repairing an earthquake damaged roof, fixing the hangar and replacing aged and rotting wood. Most recently, some windows are being remade and builders are on-site fixing the south side of the homestead. Simonetta says she was very grateful to receive the latest funds in 2020 and 2021. “The job we are doing now is pretty major, and really expensive, so any contribution is most welcome. I would be a lot slower at doing the jobs that need doing around here, if there wasn’t that extra contribution.” These repairs benefit the whole community, she says. “It’s not just me that benefits, it’s the wider public in general and anyone that has an interest in history, heritage, architecture, and colonial times. Anyone who appreciates beautiful things from the past.” Applications for 2022 Selwyn Heritage Fund are open. Applications close 5pm Tuesday 15 July. SELWYN RURAL LIFE Wednesday July 6 2022 Selwyn Times 39 Go Hororātā takes another step Council commitments in Selwyn District’s latest 12-month plan include a total of just over $60m for water supply, wastewater and transport, but there’s also support for smaller community projects. One of the approved projects is a proposal by Go Hororātā to establish a community hub at the current Hororātā Community Hall. To support this project, Selwyn District Council (SDC) would allow for $1 million of funding as agreed in the Long-Term Plan. This would have no impact on rates and be subject to a satisfactory feasibility study, as well as preparation of a Memorandum of Understanding between the parties, outlining the transfer of ownership and future relationship. Further afield, SDC has confirmed the closure of parts of the Upper Ellesmere Water Race over a five year period, with changes to the timing of when some sections will be closed, based on submissions. The council also approved water race rating across the district and a $20 Ecological Enhancement targeted rate and harmonisation of Land Drainage rates for investing in biodiversity. The projects agreed to in the 12-month plan deliver on the community’s expectations, Mayor Sam Broughton said. “Last year we agreed a strong plan with the community to meet the challenges we face and ensure that we strengthen the aspects that make us the most popular place to live in the country. We’ve checked in with our community and confirmed that we’re on the right track with the projects that matter most to them.” SDC says its 12-month plan commits to a $112.5m capital plan “to deliver on the needs for growth and the plans agreed with the community in the past year”. The plan includes $20.2m for water supply; $21.6m for wastewater projects and $20.4m for transportation. The average rates increase across the district is 6%. Council says rate changes will vary for individual households depending on the mix of targeted rates households pay, and services provided. An SDC statement says this 6% average increase is slightly higher than the 4.9% average forecast in the LTP last year – but is in line with the current levels of national inflation, “reflecting the increased costs the council is facing in delivering what the community has asked for”. The 12-month plan was agreed following consultation and public hearings. A total of 140 submission were received, with 28 submitters heard in public hearings.
