24 3. POLICE DUTIES AND RESPONSIBILITIESperson concerned who isentrusted with the verificationduty.11. The PRO shall not involvein the disposal ofpetitions received in thePolice Station.12. The PRO shall ensuretimely reply to the applicationsunder theRight to InformationAct and Right to ServiceAct.13. The PRO shall ensurethe proper care and securityof the accusedin custody by ensuringproper feeding ofthe accused by the GDCharge Officer; properbody search of the accusedby the concernedinvestigation officer andproper entry of the objectsfound during personalsearch, if any,in the Prisoner SearchRegister (PSR). In caseof any laxity found, itshall be reported to theStation House Officer.14. The PRO, with the approvalof ISHO, shalltake necessary stepsfor assisting the InvestigatingOfficers forthe collection of variousdocuments such asPost Mortem Certificate,Treatment Certificate,AMVI report etc.from the concerned departmentsby maintainingcordial relationshipwith them.15. The PRO should be wellversed with the projectsimplemented by theKerala Police such asJanamaithri, StudentPolice Cadets etc. andthe respective nodal officers.16. The Senior citizen,women, Children andthe differently abled willbe treated kindly andfriendly during theirvisit to the Police Stationand the PRO shallensure the proper serviceof Women Desk tothe public as mentionedin PHQ Circular No.49/2009.17. The PRO should be wellversed with the day today activities of the PoliceStation.18. The PRO should behavepleasantly and friendlywith the common publicand the staff.19. The PRO should bewell versed with the behaviourpattern of allthe Police Officials inthe Police Station.20. The PRO should be acquaintedwith all theLaws/ section of lawswhich are frequentlyused in Police Station.21. The PRO shall remindthe Police Officials formaintaining the PoliceStation and its premisesneat and clean as perCircular No. 34/2010.22. The PRO shall propagatethe good worksand humanitarian worksdone by the Police Officialsthrough the officialsocial media sites ofKerala Police.3.6 STATIONWRITER1. The Station House Officershall appoint anappropriate Police officialas Station Writerby the order of DistrictPolice Chief [Rule:223(1)PSO]. The StationHouse Officer shallalso appoint an AssistantStation Writerfor assisting the StationWriter and an IT Officerwho is well acquittedwith the computer.2. All the registers andrecords in the PoliceStation should be properlymaintained by theStation Writer [Rule:223(1)PSO].3. All the Governmentproperties of the PoliceStation is entrustedto the Station Writer[Rule: 223(2)PSO] andit shall be maintainedproperly after get it enteredin the GovernmentProperty Register.4. The Station Writer shallprepare all the statementsand periodicalsin time and shall submitbefore the StationHouse Officer [Rule:223(2)PSO].5. All the required statementsand periodicalsshall be signed and submittedto the SuperiorOfficers by the StationWriter in the absenceof Station House Officer[Rule: 223(2)PSO].6. The Station Writer shallproperly maintain theVillage Roaster [Rule:334(1)PSO].
3.6. STATION WRITER 257. The Cash Book shall bewritten by the StationWriter in the absenceof Station House Officerfor more than one day[Rule: 557(8)PSO].8. The personal search ofthe accused to be keptin the ‘Lock Up’ shall beconducted and the objectsfound during personalsearch shall beentered in the PrisonersSearch Registerand it shall be signedby the Station HouseOfficer, Station Writerand the Accused [Rule:334(1)PSO].9. Upon receipt of petitionsseeking reportsfrom the Superior Officers,the Station HouseOfficer shall timely submitthe petition enquiryreport in prescribed proformabefore SHO foronward transmission.10. The Tappals receivedfrom the Superior Officersshall be enteredin the Tappal DistributionRegister. Importantreferences shallalso be entered in theGeneral Current Register(Personal Register),the reply in this regardshall be preparedas per the direction ofthe SHO and submittedin time to the SuperiorOfficers with the signatureof Station HouseOfficer after getting itentered in the DespatchRegister. The dateof despatch shall alsobe entered in the GeneralCurrent Register.Monthly abstracts of allpetition registers shouldbe prepared.11. The Tappals to be distributedto the other officesshall be given tothe ‘Tappal Duty Officials’by entering thesame in the DespatchRegister and Local DeliveryBook after gettingit acknowledged bythe Tappal Duty Official.When the TappalDuty Official returns tothe Police Station afterduty, the Station Writershall ensure that all theTappals were deliveredto the concerned officeson proper acknowledgement.12. The FIRs shall be submittedto the concernedCourts immediatelyafter the registration,through Aid Prosecution/TappalDutyOfficial after gettingit acknowledged bythem,shall enter thesame in the DespatchRegister and Local DeliveryBook. The copyof the FIR shall also besubmitted to the SubDivisional Police Office,DCRB and one copyshall be kept in the CaseDiary file.13. The Tappals submittedto the Courts shall begiven to the Aid ProsecutionDuty Officialafter getting it enteredin the Despatch Register,the concerned LocalDelivery Book/Tappalbook and acknowledgedby him. The StationWriter shall ensure theproper delivery of thesaid Tappals by verifyingthe Local DeliveryBook/Tappal book returnedby the Aid ProsecutionDuty Official.14. The Station Writershall remind the StationHouse Officer forthe comparison of FIRIndex with the concernedCourt registerbefore 5th day of everymonth and shallrectify the irregularities/differences,if any,between the under investigationcases as perPolice Station recordsand Court records.15. Express report shall betimely sent to the RangeOffice, DPC Office, SubDivisional Police office,through IAPS or E-Mail, immediately afterthe report of GraveCrime.16. The list of under investigationcases shall bemaintained properly asper the PHQ CircularNo. 45/2009 (A,B,C,Dlist). (A list – Thecharge sheeted casesawaiting CC/ST/RCnumber from the Court.B list- the Final reportsrejected/returnedfrom the Court. C list-The Under Investigationcases belongs toprevious month. D list-The Under Investigationcases reported duringcurrent month).17. The Final reports rejectedor returned fromthe Courts shall be enteredin the B listof UI cases and shallendorse the same tothe concerned Investi-

14. The PRO, with the approval

Officers for

by maintaining
cordial relationship
with them.
15. The PRO should be well
versed with the projects

Kerala Police such as
Janamaithri, Student
Police Cadets etc. and
the respective nodal officers.

3.6 STATION
WRITER
1. The Station House Officer
shall appoint an
appropriate Police official
as Station Writer
by the order of District
Police Chief [Rule:
223(1)PSO]. The Station
House Officer shall
also appoint an Assistant
Station Writer
for assisting the Station
Writer and an IT Officer
who is well acquitted
with the computer.
2. All the registers and
records in the Police
Station should be properly
maintained by the
Station Writer [Rule:
223(1)PSO].
3. All the Government
properties of the Police
Station is entrusted
to the Station Writer
[Rule: 223(2)PSO] and
it shall be maintained
properly after get it entered
in the Government
Property Register.
4. The Station Writer shall
prepare all the statements
and periodicals
in time and shall submit
before the Station
House Officer [Rule:
223(2)PSO].
5. All the required statements
and periodicals
shall be signed and submitted
to the Superior
Officers by the Station
Writer in the absence
of Station House Officer
[Rule: 223(2)PSO].
6. The Station Writer shall
properly maintain the
Village Roaster [Rule:
334(1)PSO].
