general <strong>and</strong> inspector general of police. Pierre Denize, a civilian<br />

lawyer with a reputation for being tough on crime <strong>and</strong> corruption,<br />

was appointed director general of police in 1996. The<br />

director general is chosen by the president from police directors<br />

or divisional comm<strong>and</strong>ers for a renewable three-year term.<br />

His appointment is subject to Senate approval.<br />

Recruitment to other comm<strong>and</strong> positions has been opened<br />

to both military officers <strong>and</strong> civilian university graduates. Both<br />

groups are required to go through the same examination process<br />

<strong>and</strong> training. No more than one-third of PNH officers are<br />

former military, <strong>and</strong> the highest posts at PNH headquarters<br />

<strong>and</strong> departmental directorates are all held by civilians.<br />

Neither military nor civilian officers have proven to be well<br />

qualified, with wide differences in capacities of individual officers.<br />

Deployed after the first agents were already in place, the<br />

officers have had difficulty gaining the respect of their subordinates.<br />

Many officers meeting the academic criteria have shown<br />

poor leadership skills. In addition, many have failed to enforce<br />

discipline against the agents under their comm<strong>and</strong> <strong>and</strong> have<br />

failed to implement regulations <strong>and</strong> codes of discipline.<br />

The PNH is divided into two main units, the Administrative<br />

Police with responsibility for day-to-day public security <strong>and</strong><br />
