<strong>Haiti</strong>: Government <strong>and</strong> Politics<br />

provides a detailed description <strong>and</strong> analysis of political developments<br />

between 1986 <strong>and</strong> the late 1994 intervention <strong>and</strong> restoration<br />

of the Aristide government, with a parallel analysis of<br />

economic policies promoted <strong>and</strong> applied in <strong>Haiti</strong> during the<br />

post-Duvalier era. Libete: A <strong>Haiti</strong>an Anthology, edited by Charles<br />

Arthur <strong>and</strong> Michael Dash, provides an insightful array of short<br />

essays on <strong>Haiti</strong> <strong>and</strong> its political culture. Finally, the writings of<br />

Jean-Bertr<strong>and</strong> Aristide offer many useful insights into <strong>Haiti</strong>'s<br />

political culture <strong>and</strong> its best-known contemporary political<br />

leader. In the Parish of the Poor offers essays from the pre-presidential<br />

era, whereas Dignity includes assessments from the<br />

period of de facto rule <strong>and</strong> the author's restoration to the post<br />

of president.<br />

Several works focus more exclusively on the period of 1990-<br />

94, covering Jean-Bertr<strong>and</strong> Aristide's government prior to the<br />

military coup <strong>and</strong> the subsequent three years of de facto military<br />

rule. The <strong>Haiti</strong> Files: Decoding the Crisis, edited by James<br />

Ridgeway, compiles essays on the principal political players<br />

both in <strong>Haiti</strong> <strong>and</strong> internationally, including the <strong>Haiti</strong>an<br />

diaspora. A number of its essays relate politics <strong>and</strong> government<br />

to drugs, migration, <strong>and</strong> international assistance. <strong>Haiti</strong>an Frustrations:<br />

Dilemmas for US Policy, edited by Georges Fauriol, also<br />

focuses on key political sectors, placing its emphasis on international<br />

actors <strong>and</strong> their involvement in <strong>Haiti</strong>'s political crisis,<br />

<strong>and</strong> includes the texts of key political documents. <strong>Haiti</strong>an<br />

Democracy Restored: 1991-1995, by Rol<strong>and</strong> I. Perusse, provides a<br />

succinct description of developments during these crisis years.<br />

<strong>Haiti</strong> Held Hostage: International Responses to the Quest for Nationhood,<br />

1986-1996, by a team of researchers led by Robert Maguire,<br />

places the 1991 military coup d'etat <strong>and</strong> period of de facto<br />

rule in a broader perspective, examining both developments<br />

leading up to it, <strong>and</strong> the role of international actors in the<br />

period following the military intervention. It offers a concluding<br />

chapter on lessons learned for future crises <strong>and</strong> interventions.<br />

Although material on the evolution of <strong>Haiti</strong>'s politics <strong>and</strong><br />

governance since 1994 exists principally in the form of individual<br />

reports <strong>and</strong> articles, one published volume, <strong>Haiti</strong> Renewed:<br />

Political <strong>and</strong> Economic Prospects, edited by Robert Rotberg, provides<br />

analyses by leading scholars <strong>and</strong> several political activists<br />

on an array of political <strong>and</strong> economic challenges confronting<br />

<strong>Haiti</strong> <strong>and</strong> offers policy recommendations. The World Bank's<br />
