the marred 1995 congressional elections <strong>and</strong> create a permanent<br />

electoral council. Although President Preval seemed committed<br />

to the privatization of state-owned industries, as of early<br />

1996 it remained to be seen whether he would be able to overcome<br />

congressional <strong>and</strong> public opposition. To date, <strong>Haiti</strong> had<br />

not begun the process of economic recovery nor reached a<br />

consensus on how it might be achieved.<br />

Historical works on <strong>Haiti</strong> traditionally have focused on the<br />

leaders of the war of independence, the early heads of state,<br />

Francois Duvalier, <strong>and</strong> voodoo. Recently, however, a number of<br />
