EXECUTIVE SUMMARY

The Canmore 2021 World Para Nordic Skiing World Cup was a resounding success. 247 athletes

and support staff from 14 nations attended the event, in what was heralded as a new standard

for Para Nordic World Cups. As the first World Cup of the Winter Paralympic Games (WPG)

season, the exceptional early season race conditions provided an unparalleled training

opportunity for teams around the world. The involvement of the community was remarkable in

spite of the COVID-19 landscape, with local schools, businesses, and volunteers rallying around

the event. Striving to improve community awareness and inclusivity, the event captured an

untapped audience through a groundbreaking livestream and digital coverage. The event was a

valuable step in the return to sport for competitors and volunteers alike. Safely re-introducing

international Nordic competitions in Canada furthered the development of our dedicated

volunteer base and the Canadian National Para Nordic Ski Team.

Hosting an event during the

COVID-19

pandemic

necessitated effective two-way

communication with all

stakeholders. Working with the

local, provincial, and federal

health authority, the event

obtained a National Interest

Exemption from Canadian travel

restrictions from the

Department of Canadian Heritage. This made it possible to welcome teams from around Asia,

North America and Europe. As the first major Nordic competition held in Canada since the onset

of the pandemic, the event created a template that has already been replicated successfully by

other competitions.

In order to successfully host this World Cup, the support of public and private partners was

paramount. The Government of Alberta and Government of Canada were key contributors to the

event, along with the support of the event partner: Tourism Canmore Kananaskis (TCK). The

event generated more than $1.1 million in net economic activity in Canada, with nearly $1 million

coming directly in the province of Alberta, and over $700,000 in the town of Canmore. With

tremendous racing conditions, community engagement, knowledge production, and economic

impact, the event continued the strong hosting legacy of the Alberta World Cup Society (AWCS).

TEAMS

Projections of participation were extremely uncertain given the COVID-19 landscape. Despite

changing border restrictions, additional COVID-19 costs to teams, and general uncertainty, 127

athletes and 120 additional team support staff from 14 nations arrived in Canmore. Feedback

from the teams was extremely positive, with all participants indicating they would recommend

Canmore as a winter destination.

As the first competition of the season, athlete classification occurred before the event to organize

athletes based on their level of disability. This process is invaluable for para sport and

contributed to the strong attendance at the Canmore event. With the support of a local

optometry clinic and the Canmore Nordic Centre Provincial Park (CNCPP), six professional

classifiers from around the world completed classification for more than 30 athletes. The event

also served as a training opportunity for two new Canadian classifiers undergoing certification,

improving hosting capabilities for para sport competitions across Canada in the future.

“I think having a world cup is especially good for development. For development skiers we can’t

often take them to every world cup so to have that opportunity to see what the level truly is, to

have that at home is the only way we can do that” said Brian McKeever, Canadian Para Nordic

Ski Team member and Canada’s most decorated winter Paralympian.

The impact of the home World Cup on the Canadian Paralympic Nordic team is furthered because

of the upcoming 2022 Winter Paralympic Games. This marks the third quadrennial that the

Canadian team has used the AWCS hosted world cup event as a springboard heading into the

WPG. Seventeen medals were brought home at this world cup event by the Canadian contingent

in Canmore, with Brittany Hudak making a team-high five trips to the winner’s circle during the

event. Six different Canadians found the podium during the event and will look to maintain that

momentum at the 2022 WPG.

“Having a home world cup in a games year is especially important just because it boosts my

confidence racing on courses I know, against competitors that I haven’t raced against in two

years” said Natalie Wilkie, Canadian Para Nordic Ski Team member.

As the first event of the season,

preparation is critical for athletes.

Unrivaled early season conditions

brought half the 14 nations’

teams to Canmore more than a

week before the first race to train

and acclimatize. With such a large

contingent of Para Nordic

athletes on hand before the

event, a Para Nordic division was

inserted into the local biathlon Calforex races prior to the World Cup.

The average length of stay amongst competing teams in Canmore was 21 days, this during the

tourism shoulder season of November to early December, when many hotels and restaurants

would otherwise be operating below capacity. The world-class facilities, early season conditions,

and welcoming community contributed to more than 60% of participants saying there is nothing

that could improve the competition experience in Canmore.

VOLUNTEERS

The volunteer base is instrumental in

shaping Nordic competitions in Canmore.

Led by a team of 20 volunteer department

managers, 208 volunteers came together

to make this event possible.

With duties ranging from course

preparation, to the construction of ramps

to improve venue accessibility, the event

benefitted from the wide-ranging expertise of volunteers from across Alberta. The volunteers

were primarily sourced from the Alberta World Cup Society and Alberta Event Hosting Society of

Biathlon, which have a combined hosting experience of ten World Cups, including two Para

Nordic World Cup events. These events are critical in continuing the development of volunteers

and officials capacity. The expertise of our volunteer group is high and invaluable in maintaining

a standard of excellence across events and provides a meaningful legacy to the sport in Alberta.

Volunteer recognition included a custom event toque and locally sourced chocolate bar.

Additionally, a thank-you video was created and we distributed more than $6,000 worth of

volunteer draw prizes donated by

local businesses. In order to document

the monetary value of volunteer

contributions we applied Government

of Alberta standards for unskilled and

skilled working hourly rates. The table

below captures the estimated

monetary value of volunteer hoursworked

ORGANIZING COMMITTEE

The Alberta World Cup Society (AWCS) is a volunteer led not-for-profit organization founded in

2004 and registered under the Alberta Societies Act. The mission of AWCS is to develop and grow

cross-country skiing through hosting World Cup events, and by providing resources for officials’

development, athlete development and coach development. In addition to six FIS events, the

AWCS also hosted 2013 and 2017 Para Nordic World Cups. The Organizing Chair and Director of

Marketing, Communications and Business Development served as the two paid staff members

during the event. Together with the Event Chair and the Director of Competition, this group led

the execution of the event. The technical aspects of the event were guided by the Director of

Competition and the Competition Committee. Comprised of 20 volunteer managers, Competition

Committee members were selected seven to nine months before the event. The experience of

this management team was instrumental in executing the technical requirements of the event

and leading our volunteer workforce.

Leading up to the event, a training session delivered by the coaches from the Canadian National

Para Nordic Ski Team was held to communicate para specific considerations that volunteers

should be aware of. Alongside WPNS educational tools, communication with team leaders

throughout the event, and residual knowledge from the 2017 Para Nordic World Cup, the

volunteer group was well equipped for Para Nordic races, which vary significantly in their

technical requirements compared to an able-bodied event. A Para Nordic World Cup also differs

in that it’s comprised of three biathlon and three cross-country skiing races, making the event

longer and requiring a broader set of technical capabilities. Based on the feedback of volunteer

managers from the 2017 Para Nordic World Cup, the Organizing Committee focused on reducing

volunteer burnout, while improving collaboration between cross-country skiing and biathlon

subgroups. Five co-manager positions were created to address these issues, with a cross-country

skiing representative and a biathlon representative working together in a single functional role.

Through their collaboration the event succeeded in reducing fatigue amongst volunteers. See

Support from the Government of Alberta Department of Culture – Community Grants and the

Government of Canada, Sport Canada, was critical in order to host this event. As a result of their

contributions the following sponsorship properties were developed and executed:

Para Nordic events often lack the

financial resources and audience to

deliver world-class competitions

through typical sponsorship

initiatives. Consequently, support

through Value-in-Kind supplies and

services is imperative, which

captures the cost of goods or

services donated by the

community that would have

otherwise had to be purchased. At the Canmore 2021 World Para Nordic Skiing World Cup, over

$55,000 of Value-in-Kind services and products were donated. Sponsorship recognition was

available for these partners in our marketing and delivery of the event.

Official Partners included: the Alberta Event Hosting Society of Biathlon, Canmore Nordic Centre

Provincial Park, the Town of Canmore, and WinSport. The support of our community partners:

Chateau Canmore, Orpyx, Save-On-Foods, Rocky Mountain Outlook, and WillScott. Airline

support from Air Canada helped defray Organizing Committee travel expenses in bringing

technical experts from across North America and Europe to Canmore, while the supporting

partners of Alpine Insurance & Financial and Trail Sports supported our volunteer centre and race

day sponsorship. Lastly,

advisory and logistical support

was provided from our

federation partners: Nordiq

Canada and World Para Nordic

Skiing. Without the support of

these partners, the Canmore

2021 World Para Nordic Skiing

World Cup would not have been

possible.

COMMUNITY IMPACT

Building upon the legacies of past events, the Canmore 2021 World Para Nordic Skiing World Cup

worked diligently with local partners to create a lasting impact in the community. A Para Nordic

World Cup differs in its mandate to not only further the sport of cross-country skiing in Canmore

and Alberta, but to also improve community awareness and introduce meaningful change for the

societal challenges facing people with impairments. Working with the Para Nordic community

and local charities, four key programs were created to promote community impact.

Adopt-a-Nation – Pairing 16 classrooms across Bow Valley schools with local businesses

and competing nations, the Adopt-a-Nation program is

fundamental in improving awareness of the event and

welcoming the athletes to Canmore. Each class is assigned

a nation and tasked with creating messages of support for

the team, which are displayed at local businesses and

onsite at the Canmore Nordic Centre Provincial Park. The

impact of the program on competing athletes is profound,

with teams smiling and energized upon arrival in their

team rooms.

Spirit North Session – Collaborating with the local not-for-profit Spirit North as well as

Nordiq Alberta, the event created a Para Nordic

themed session for indigenous youth. During the

World Cup, Spirit North participants visited the

Canmore Nordic Centre Provincial Park to gain

first-hand experience with Para Nordic skiing.

This included using a visually impaired (VI)

biathlon rifle that students could fire while

listening to the auditory cues that VI athletes use

in competition. Furthermore, Nordiq Alberta supported the session by arranging for students to

sit-ski on the competition course. By creating this session, the AWCS is helping further Spirit

North’s mission while introducing local and international participants to a valuable component

of Canada’s Truth and Reconciliation efforts.

Opening Ceremonies – On the eve

of the event, members of the community

gathered at the Canmore Civic Centre to

kick off the World Cup. The opening

ceremonies featured a performance by

the Morley Pow Wow Academy Dancers

and Eya-Hey Nakoda drum group.

Opening remarks were delivered in

French and English, with Stoney Nakoda

Elder Virgle Stephens blessing the event. All three levels of government conveyed their support

with Mayor Sean Krausert, MLA Miranda Rosin, and Senator Karen Sorensen all speaking to

welcome the teams. To cap the festivities, the Canadian National Para Nordic Ski Team was

introduced to the community and was given a raucous ovation, it was a sign of things to come

throughout the event.

Community Accessibility – Hosting a Para Nordic event provides the unique opportunity

to shed light on the challenges that people with impairment face in everyday life, and improve

accessibility in the community. Listening to the needs of the community of people with

impairments, AWCS worked with the Town of Canmore and local charities to identify

opportunities for improvement in accessibility. Issues with accessibility at the venue were

addressed through the tireless efforts of our team compound volunteer group. They created a

comprehensive ramp system for athletes and ensured snow was clear and paths level throughout

the event. Following the conclusion of the event, the ramps were donated to Rocky Mountain

Adaptive, a local charity that “provides individuals with disabilities the opportunity to participate,

learn and excel at mountain sport and recreation.” These ramps will continue to make mountain

sport and recreation more accessible to everyone moving forward.

Virtual School Visit Program – The virtual school visit program provided an exceptional

opportunity to leverage the tools COVID-19 has produced. In 2017, two former para athletes

delivered a presentation to the local schools titled ‘Inspiring Hope’. The presentations were

incredibly impactful and were revitalized in 2021, but through a virtual setting due to COVID-19.

Josh Dueck, Chef de Mission at the 2022 Paralympics and Mike Shaw, a fellow coach and athlete

developed a one-hour video for local students. The presentation underscored their responses to

traumatic spinal injuries and their journeys with sports and physical impairments. Addressing the

obstacles that people with impairments face in everyday life, and motivating more than 250 local

students in how to respond in the face of adversity, the video was an absolute hit. Following the

video presentation, a virtual Q&A simulcast allowed students from across the Bow Valley to ask

Mike, Josh, and Nordiq Canada Para Nordic Director of High Performance, Kate Boyd, about their

experiences to improve our understanding of para athletics. Following the conclusion of the

event, the video asset was modified and can now be re-deployed as a legacy item for Mike and

Josh to engage with a more wide-reaching audience. The program was informative, motivating,

and impactful for speakers and students alike.

ECONOMIC IMPACT

During the event, an economic impact assessment was conducted by the Organizing Committee

with the support of Sport Tourism Canada. The program surveyed out of town spectators,

participants, and volunteers to capture the event’s impact on the local community and Canada

at large. Surveys were completed on four of six race days, with 13 nations reporting their team

expenditures. The combined spending of out-of-town participants, staff, spectators, and others

who visited Canmore for the Para Nordic World Cup, in combination with the expenditures made

by the Organizing Committee totaled just under $1.14 Million, supporting just under $1.7 Million

in overall economic activity in Alberta, including over $1.4 Million of economic activity in

Canmore. These expenditures supported $531,938 in wages and salaries in the province through

the support of 7.5 jobs, of which $425,415 in wages and salaries were supported locally.

The total net economic activity (GDP) generated by the event was:

- $1,159,668 for Canada

- $940,319 for the province of Alberta

- $718,135 for the town of Canmore

MEDIA COVERAGE

The multifaceted coverage of the event focused on local engagement and the worldwide

audience. Local engagement was captured through marketing efforts with the Rocky Mountain

Outlook newspaper (digital and print campaign), Mountain FM radio, and coverage from third

party outlets. These efforts were combined with a social media campaign that reached 134,624

during the event and improved community awareness and spectator numbers onsite. Our

advertising campaign directed traffic to the albertaworldcup.com website, where information on

the event was readily available and our sponsors/partners were featured for spectators,

participants and international “fans”. 73.1% of the traffic on our website were new visitors and

as expected, the most visited page during the event was the Daily Schedule webpage.See

Appendix for examples of Social Media Posts.

For the first time in North America, a Para Nordic World Cup livestream was created to showcase

four race days globally, see Appendix E for Recorded Livestream Link. The livestream was

available in Canada in English on CBC, and in French on Radio-Canada. The stream was available

worldwide on World Para Snow Sports YouTube and Facebook. This unprecedented coverage

drew 15,400 viewers, capturing the races of 108 medal winners. The coverage expanded the

sponsorship reach for our partners and elevated the status of the event. As a first-of-its-kind

endeavour for the AWCS and the production company tasked with delivering the livestream, a

tremendous amount of knowledge and technical capabilities were generated and will be

invaluable moving forward. Additional coverage figures can be found below.

VENUE

Year after year, the Canmore Nordic Centre Provincial Park (CNCPP) continues to be among the

best Nordic sport venues in the world. One of the legacy sites from the 1988 Calgary Olympics

drew rave reviews from the competitors, receiving an average rating of 8.5/10 (10 being the best

in the world).

“Canmore is great, this is actually one of my favourite venues” said Kendall Gretsch, USA Para

Nordic Ski Team member.

The network of 65km of groomed

trails features two stadiums –

allowing the public and racers to

use the facilities simultaneously.

Proactive communication with

CNCPP reduced congestion on

trails and informed the public of

parking and trail closures during

the event. As the event takes

place during the first two weeks of December and with numerous teams onsite by mid-

November, the snowmaking capabilities of CNCPP were vital to the execution of the World Cup.

Discussions of the snowmaking plan commenced nearly a year in advance of the event, with a

snowmaking plan crafted six months before the event. Having learned from previous early season

events, including the 2017 World Para Nordic Skiing World Cup, the Competition Committee and

CNCPP staff designed a course plan that maximized snowmaking resources. Trails used for the

competition were selected based on: priority for public use outside of the competition,

availability to have public skiers and racers on the trails each day, proximity to snowmaking

equipment, and course composition requirements. This optimized the amount of snowmaking

required and leveraged the existing snow available from the Frozen Thunder snow farm program.

Even with these advancements, a late November rain event contributed to the sections of course

with very little snow in the days leading up to the event. Competition Committee volunteers and

CNCPP staff were once again up to the task, shifting snow from different locations to fill the

course until temperatures dropped allowing for more snow to be made. As the event progressed,

conditions improved to world class standards thanks to the attention to detail by the Managers

of Course and CNCPP groomers.

An additional venue complication brought on by COVID-19 was the requirement for separate

indoor spaces for each national team, in order for teams to maintain their cohort bubble while

eating, staying warm, and waxing. With value-in-kind support from CNCPP, WinSport, and

WillScott office trailers the event deployed indoor spaces for each team to safely maintain

physical distancing.

Venue infrastructure, accessibility upgrade requirements, and continued close calls with

snowmaking underscore the importance of continued facility upgrades to CNCPP to continue

hosting world-class events moving forward.

COVID-19

The impact of COVID-19 was extensive on all aspects of the World Cup. At the onset of the event,

a risk mitigation timeline was created to understand key decision points and the influencing

factors. A stakeholder analysis and evaluation of the local, provincial, and federal health situation

informed the decision to tentatively proceed with the event in late August.

In order to welcome attendees from around the world, the event obtained a National Interest

Exemption from Canadian border restrictions from the Canadian Department of Heritage.

Working with the local, provincial, and federal health authorities, the event created a

comprehensive COVID-19 Risk Mitigation Plan to manage the arrival process, COVID-19 testing,

and event safety protocols. An AWCS COVID-19 volunteer coordinator with extensive public

health experience helped lead the Health & Safety Committee and oversee the execution of the

Risk Mitigation Plan, with the

support of dedicated health

and safety volunteers. Prior to

the event AWCS also

collaborated with the Lake

Louise FIS World Cup, the Shaw

Charity Classic, and 2021 IIHF

Ice Hockey Women’s World

Championships to leverage

their experiences and lessons

learned to safely host the

World Cup.

Throughout the event, participants, volunteers, and suppliers were required to follow the COVID-

19 Risk Mitigation Plan safety protocols. This included, but was not limited to, completing a daily

health assessment, completing a COVID-19 testing schedule, wearing a mask, maintaining team

cohort bubbling, and following key personal preventative practices.

During team departure testing at the Canmore 2021 World Para Nordic Skiing World Cup one

attendee tested positive for COVID-19. As per our COVID-19 Risk Mitigation plan the attendee

immediately went into isolation. Through our accreditation system, bubbling protocols, and close

contact interviews, we determined the attendee had no contact with other team cohort groups

or the general public. All close contacts of the attendee tested negative for COVID-19. The

attendee was in good health and completed their isolation as outlined by the Public Health

Authority of Canada before returning home.

It is a testament to the commitment of athletes, support staff, and volunteers, that the event

prevented the spread of COVID-19. Through their efforts and the Risk Mitigation Plan the event

was successful in preventing a COVID-19 outbreak and safely hosting attendees from around the

world. Spectators and athletes were asked how safe they felt during the event from a COVID-19

perspective, the mean response was 9.4/10 with 10 being felt completely safe.

The template developed at the Canmore 2021 World Para Nordic Skiing World Cup has already

been used at numerous Nordic races across Alberta, and formed the basis of the COVID-19 Risk

Mitigation Plan for the Cross Country Skiing Masters World Cup 2022.

CONCLUSION

The success of the Canmore 2021 World Para Nordic Skiing World Cup was predicated on the

hosting legacy of the Alberta World Cup Society, the expertise of its incredible volunteer base,

and the adaptability of its partners and participants. This report outlines the athletic, economic,

community, and hosting capacity legacies generated from this event.

Monetary legacy funds produced by this event will be included in the AWCS board-approved

multi-year Legacy Fund investment plan. Per the MoU between the parties, legacy funds will also

be provided to the Alberta Event Hosting Society of Biathlon. Through consultation with our sport

partners (Nordiq Canada, Nordiq Alberta, Foothills Nordic Ski Club, Canmore Nordic Ski Club,

Canmore Nordic Centre Provincial Park, and WinSport) the AWCS Board will determine potential

projects that will enhance Nordic skiing, and specifically Para Nordic skiing, in Alberta and

Canada. We will also seek additional funding partners for legacy projects in order to leverage the

funds generated by this event.

In spite of rain prior to the event, remarkable race conditions delivered by CNCPP’s snowmaking

and grooming team provided valuable training opportunities for 127 athletes from 14 nations to

compete early in the season. This advantage was felt strongly by the Canadian Para Nordic team

who earned 17 medals during the event in preparation for the 2022 PWG. Of similar importance

was the continued development and return to racing for our dedicated volunteer base. Sport is

an important step in the return to the new normal, with volunteers able to safely work alongside

one another once again. Our sponsors and the community banded together in support of the

event, contributing to a net economic impact of $718,000 in Canmore. Showcasing Canmore as

a winter tourism destination was furthered through the release of an event livestream and all

marketing activities. These tools delivered an extraordinary level of coverage to the event, its

stakeholders, and the community of Canmore. The Canmore 2021 World Para Nordic Skiing

World Cup captured the legacy of AWCS, while setting the foundation for events to come.
