him to learn about his career journey<br />

and experiences in the automotive<br />

The past two years have been turbulent in a way that the<br />

automotive industry has never experienced before, and<br />

so it is welcome to see most restrictions placed upon<br />

businesses wound back and the emergency declaration<br />

revoked after 793 days. However, the challenges before<br />

industry are ongoing whether it’s skill shortages and<br />

evolving technology, or disruptions to supply chains and<br />

a rising cost of doing business.<br />

At a macro level, global forces of interest rates, inflation<br />

and international conflict are influencing market<br />

expectations. Despite this volatility, it pays to keep updated<br />

on major industry trends and so our continued sharing of<br />

information with members remains a primary focus.<br />

While many businesses ponder what the ‘new normal’<br />

looks like, you can rest assured that the <strong>MTA</strong> will keep you<br />

supported, informed and represented.<br />

Anthony Albanese has been elected as Australia’s 31st<br />

Prime Minister, meaning that industrial relations, emissions<br />

targets and skills policy will be front and centre for the <strong>MTA</strong><br />

to engage with.<br />

Here in South Australia, Peter Malinauskas has been<br />

elected as Premier. It will be important that the new Labor<br />

government continue to engage with our industry as well as<br />

honour their election commitment for no new taxes.<br />

Pleasingly, the new Premier has started off on the right foot<br />

by listening to the <strong>MTA</strong>’s calls to allow asymptomatic close<br />

contacts to safely return to work and it is my hope that<br />

their consultative approach will continue over the next four<br />

years.<br />

We will certainly continue to grow our relationships with<br />

the new ministers at a State and Federal level as they<br />

settle into office. This means ensuring that the automotive<br />

industry is recognised for the more than $2 billion we<br />

contribute to the South Australian economy through 5,000<br />

businesses who employ 27,000 people.<br />

I would like to thank Richard Dudley, CEO of the<br />

Motor Trades Association of Australia (<strong>MTA</strong>A) for his<br />

presentation at last month’s Industry Advisory Council (IAC)<br />

meeting to update members on the substantial initiatives<br />

and policies delivered at a national level, such as the right<br />

to repair scheme, franchising reform and funding for an<br />

end of life vehicle scheme.<br />

Finally, I wish to extend a heartfelt congratulations to all<br />

of this year’s graduating apprentices.<br />

To this year’s award winners I say – your hard work and<br />

outstanding dedication has paid off. You have a bright<br />

future in a thriving industry ahead of you.<br />

Looking around the room on the night, I saw the excited<br />

and passionate faces of our industry’s future, giving me<br />

assurance that tomorrow’s automotive space is in safe<br />

hands.<br />

So while borders have reopened to skilled migration, which<br />

is important, the single biggest thing that we can do as<br />

an industry to fight skill shortages in the long term is to<br />

continue to take on apprentices and grow the pipeline of<br />

skilled technicians available.<br />

The pace of change in running a business in the automotive<br />

industry can at times be hard to keep up with, but the one<br />

consistent message I get when visiting <strong>MTA</strong> members is<br />

that skill shortages remains the number one challenge for<br />

our industry.<br />

The <strong>MTA</strong> has been listening closely to what members are<br />

telling us at zone, divisional and Industry Advisory Council<br />

(IAC) meetings and this feedback has been an important<br />

part in shaping our response.<br />

Our new School Pathways Coordinator, Andrew Parkes<br />

has made substantial inroads with schools across South<br />

Australia and his role at the <strong>MTA</strong> was in direct response to<br />

the May 2021 IAC meeting which discussed skill shortages.<br />

In terms of results, this has meant over 102 activities<br />

completed in schools, 98 work experience requests from<br />

industry and 55 students placed during the eight months<br />

the program has been running.<br />

If you have not yet met Andy and would consider taking<br />

on a work experience student or school-based apprentice,<br />

then I encourage you to get in touch with us as soon as<br />

you can – we are learning that the sooner you can engage,<br />

the more likely a young person is to take on an automotive<br />

trade career.<br />

We have also seen great success collaborating with other<br />

major employers in the automotive industry at career<br />

expos, engaging local car clubs, as well as running our<br />

annual open day, to increase exposure to the exciting range<br />

of opportunities in automotive.<br />

Together with the largest ever graduating class of <strong>MTA</strong><br />

apprentices at this year’s <strong>MTA</strong> Automotive Graduation and<br />

Awards event, we are doing everything we can to grow the<br />

pipeline of skilled technicians. You can read more about<br />

the night on page 7 .<br />

We also know that retaining people in our industry is just<br />

as critical and so I’m very excited to see Premier<br />

Malinauskas make good on his promise to fund an <strong>MTA</strong><br />

automotive apprentice mentoring program. As we work<br />

through the implementation with the government, I look<br />

forward to sharing more about how apprentices employed<br />

by the industry or directly with the <strong>MTA</strong> will benefit from<br />

this exciting program.<br />

The <strong>MTA</strong> has also established itself as a leader in hybrid<br />

and battery electric vehicle training, which is seeing<br />

growing demand from industry across the country. As<br />

your business begins to see more of these vehicles enter<br />

your workshop, it is critical that you get the right training<br />

to ensure the safety of your staff and I encourage you to<br />

register your interest for our courses on our website or<br />

contact us directly to find out more.<br />

1 July <strong>2022</strong> will be a significant milestone for the industry<br />

with the motor vehicle service and repair information<br />

sharing (Right to Repair) scheme scheduled to launch,<br />

meaning that all businesses with qualified technicians<br />

will be able to access service and repair information at a<br />

fair market price.<br />

I have spent much of my time over the last couple of<br />

months meeting or reacquainting myself with Ministers<br />

in the South Australian government, to let them know what<br />

automotive needs and how we can work together for the<br />

benefit of industry.<br />

One thing is for sure; the <strong>MTA</strong>’s voice is, and will remain,<br />

heard at the highest levels of government. We are, after<br />

all, stronger together.<br />

James Sparrow is set for a future<br />

filled with opportunity, named as<br />

Apprentice of the Year at the recent<br />

<strong>MTA</strong> Automotive Awards and<br />

Graduation Ceremony.<br />

Having also graduated from his<br />

Certificate III in Light Vehicle<br />

Mechanical Technology at the event,<br />

James was awarded the top honour<br />

for his outstanding performance<br />

during his four years at Rowell &<br />

Searle Auto Transmissions in the<br />

Adelaide CBD.<br />

Held on Friday 27 May at Adelaide<br />

Oval, the annual event celebrated the<br />

achievements of all 218 graduates<br />

from the class of 2021. Showcasing<br />

the depth of automotive opportunities<br />

across the State, the finishing<br />

trades included light vehicle, heavy<br />

commercial vehicle, heavy commercial<br />

trailer, automotive refinishing,<br />

automotive body repair, automotive<br />

electrical, agricultural mechanical,<br />

automotive sales and mobile plant.<br />

This was a record number of<br />

graduating students, up from 197<br />

last year. The <strong>MTA</strong>’s Chief Executive<br />

Officer, Paul Unerkov paid tribute to<br />

the graduates and eight award winners<br />

on the night, while emphasising the<br />

value of a trade in the ever-evolving<br />

automotive industry.<br />

“These graduating apprentices are<br />

entering the automotive industry<br />

at a turning point for technology<br />

advancements,” he said.<br />

“Their apprenticeship has occurred<br />

at a time of the biggest change in the<br />

automotive industry and with the skills<br />

shortage facing the industry in South<br />

Australia, their career opportunities<br />

are endless.”<br />

Paul also noted the significant role<br />

the <strong>MTA</strong> plays in ensuring a pipeline<br />

of apprentices to help grow local<br />

automotive businesses.<br />

“An apprenticeship is a rewarding and<br />

challenging experience and I thank<br />

the apprentices’ families, our training<br />

and employment staff, the hosts,<br />

employers and <strong>MTA</strong> members, who all<br />

play a critical role in supporting each<br />

graduate,” he said.<br />

The awards are assessed against<br />

several criteria, including workshop<br />

and training performance, customer<br />

service and the apprentice’s role in the<br />

community.<br />

James, who also won the Most<br />

Outstanding Third Year Apprentice at<br />

the 2020 awards, was nominated for<br />

his ability to go above and beyond in<br />

the workplace.<br />

“He is always striving to improve<br />

upon his mechanical knowledge<br />

and become the best he can within<br />

the automotive industry,” said Peter<br />

Stewart, of Rowell & Searle Auto<br />

Transmissions.<br />

James has now set his sights<br />

on becoming dual-traded in auto<br />

electrical with Rowell & Searle Auto<br />

Transmissions and the <strong>MTA</strong>, setting<br />

the foundations for a long-term future<br />

in the industry.<br />

Other major award winners were<br />

Ian Wedding (trainers award), Holly<br />

Burn (most outstanding first year<br />

apprentice), Josh Abbot (second<br />

year), Samuel White (third year)<br />

and Joshua Will (regional). Peter<br />

Trevorrow, of Riverland Collision<br />

Centre was presented with the<br />

Bob Goldsworthy Award for his<br />

outstanding performance in a paint or<br />

panel apprenticeship. In its inaugural<br />

year, the <strong>MTA</strong> trainer of the year, which<br />

is based on student feedback, was<br />

awarded to Jason Cavanagh.<br />

PRIORITIES<br />

The <strong>MTA</strong> is actively pushing the<br />

industry’s priorities with the new State<br />

Government. Meetings have been<br />

held with the Premier and Ministers<br />

during May and will continue into<br />

<strong>June</strong>. In attendance were <strong>MTA</strong> Chair<br />

Frank Agostino, CEO Paul Unerkov and<br />

Industry and Government Engagement<br />

Manager, Kaes Cillessen.<br />

“We will meet with all the relevant<br />

ministers across the new Cabinet,”<br />

said Kaes.<br />

“And we’re also going to be working<br />

with the Opposition and the<br />

crossbench as well. We represent<br />

our industry, we don’t represent a<br />

certain side of politics. We’re about<br />

delivering outcomes and making<br />

sure the priorities of our industry are<br />

progressed and are acknowledged by<br />

government.”<br />

The following is a summary of<br />

discussions with each Minister.<br />

Andrea Michaels, the Minister of<br />

Small Business and Consumer Affairs.<br />

• Reiterated that vast majority of our<br />

members are small, medium and<br />

family run businesses. Thanked her<br />

for the government’s decision to<br />

make the changes to close contact<br />

rules, which has been a major issue<br />

for our industry, which is already<br />

facing skill shortages.<br />

• <strong>MTA</strong> is keen to see progress in<br />

the reform of the Second Hand<br />

Vehicle Dealers Act (the Act). It<br />

has been in the pipeline for three<br />

years and many members have had<br />

significant input in terms of cutting<br />

red tape, streamlining processes<br />

and update forms, and modernising<br />

the Act to reflect modern business<br />

practice.<br />

• “We were pleased that Labor<br />

promised that they would push<br />

through with the update of the Act.<br />

We don’t want to see that body of<br />

work, go to waste,” said Kaes.<br />

• Body repair legislation. Minister<br />

worked on this in Opposition<br />

and understands the issues.<br />

<strong>MTA</strong> stressed the point that as<br />

the legislation has been passed,<br />

there should be more urgency<br />

finalising the implementing the new<br />

regulations, including:<br />

o the ability to issue penalties<br />

for breaches against the code,<br />

as well as the disclosure of<br />

choice of repair and insurer<br />

relationships with repairers.<br />

o a stronger role for the Small<br />

Business Commissioner<br />

in terms of mediating and<br />

resolving disputes between<br />

insurers and repairers.<br />

Stephen Mulligan, Treasurer<br />

• The importance of the automotive<br />

industry in terms of its contribution<br />

of more than two billion to the<br />

South Australian economy through<br />

the approx. 5000 businesses<br />

that employ more than 27,000<br />

employees.<br />

• A key topic was making sure South<br />

Australia remains a competitive<br />

place nationally to do business.<br />

• Labor’s election promise for no<br />

new taxes and what that actually<br />

means in detail. We’re pleased to<br />

hear that they’re committed to it,<br />

and that we’ll be watching it closely<br />

in terms of that commitment,” said<br />

Kaes.<br />

• Land tax: general message from the<br />

Minister was ‘no changes planned’.<br />

Blair Boyer, Minister for Education,<br />

Training and Skills<br />

• A key portfolio, given industry skill<br />

shortages and the fact that the<br />

<strong>MTA</strong> trains 900 apprentices and<br />

employs 475.<br />

• Stressed the importance of<br />

promoting trade pathways for<br />

young people<br />

• Minister reiterated election<br />

commitment to deliver an<br />

automotive apprentice mentoring<br />

implementation of that program<br />

with the department.<br />

• Promoting opportunities for<br />

apprentices aged 21 years<br />

and older. A ‘mature’ first year<br />

apprentice can cost almost double.<br />

o “We think that there’s a lot of<br />

value in people who have maybe<br />

missed their window early on,<br />

particularly young males who<br />

may have not really worked out<br />

what they wanted to do, but<br />

then realised they want a career<br />

in automotive.<br />

o “There needs to be a way for<br />

industry to consider those<br />

people, whether it’s through<br />

a subsidy or other means, to<br />

make them more viable as an<br />

option for a business.”<br />

• School Pathways. Emphasised the<br />

work the <strong>MTA</strong> is doing and ways<br />

we can work with government to<br />

increase the number of people<br />

coming into automotive and then<br />

retaining them.<br />

Tom Koutsantonis, Minister for<br />

Transport and Infrastructure<br />

• Confirmed Labor’s election<br />

commitment to return the trade<br />

counter to Infrastructure and<br />

Transport offices, as well as<br />

service <strong>SA</strong> locations, in addition to<br />

other measures aimed at making<br />

it easier for businesses in the<br />

automotive industry to trade.<br />

• Members report lining up at 5am<br />

but being turned away due to<br />

capacity restrictions and told to<br />

come back at 4am the next day<br />

was simply not good enough.<br />

• Proposed alternative ways<br />

to alleviate some of those<br />

bottlenecks, including partnering<br />

with industry to be able to deliver<br />

inspections under an authorised<br />

regime. Licensed secondhand<br />

vehicle dealers who are Regency<br />

Park delegates can do vehicle<br />

identities inspections for vehicles<br />

under the age of 10 years.<br />

Proposed extension to 15 years.<br />

This would mean fewer vehicles<br />

going to Regency and other<br />

department inspection sites, and<br />

reduce delays.<br />

• Urged the move to an online<br />

booking system for Regency Park.<br />

• “It’s so unproductive for a business<br />

to send their staff just to wait in<br />

a line where they could just have<br />

a booking in place. We’re pleased<br />

that the Minister raised the issue<br />

and that he’s willing to consider the<br />

solutions that we’re proposing.”<br />

• Continued to lobby for the<br />

compulsory vehicle inspections in<br />

South Australia, which is critical<br />

to improving road safety and<br />

consumer protection.<br />

• Updated the Minister on the<br />

National Heavy Vehicle Regulator’s<br />

discussion paper on what it sees<br />

as a national, risk-based inspection<br />

scheme for heavy vehicles.<br />

Clare Scriven, Minister for Regional<br />

Development<br />

• 51.3% of businesses in South<br />

Australia are suffering from a<br />

labor shortage, according to the<br />

Directions in Australia’s Automotive<br />

Industry And Industry Report 2021.<br />

However, when you break that<br />

down, it’s 42.1% in metropolitan<br />

areas but 55.6% in regional areas.<br />

• The <strong>MTA</strong> has a commitment to<br />

growing the pipeline of skilled<br />

apprentices but especially for<br />

regional areas, skilled migration<br />

is key in solving skills shortages.<br />

That is especially the case for<br />

people who are highly skilled and<br />

often brand-specific experts and<br />

technicians.<br />

• Discussed training and the <strong>MTA</strong>’s<br />

regional training centers in Cleve,<br />

Bordertown, and Strathalbyn.<br />

The <strong>MTA</strong> should be supported<br />

in the regions. For example, the<br />

agriculture and heavy vehicle focus<br />

is critical to local industries.<br />

WITH DAVID MOORE<br />

Can you tell us the history of your<br />

business?<br />

Bob Moore started his own business<br />

in 1994 as a sole trader fixing bus air<br />

conditioning systems, after having<br />

worked for 15 years helping with the<br />

design and development of the earlier<br />

bus air conditioning systems for other<br />

companies. The company grew to<br />

eight technicians within the first seven<br />

years.<br />

The business was first based at Bob<br />

Moore’s family home in Brooklyn<br />

Park, with workshop space kindly<br />

provided by a customer in their Mile<br />

End workshop.<br />

Within five years, Bob was able to<br />

hire premises of his own and expand<br />

to include truck air conditioning and<br />

refrigeration. They re-located to their<br />

current premises in Camden Park in<br />

2008, and are the only company to<br />

offer bus and truck air conditioning<br />

services outside the northern or<br />

southern industrial zones. MooreAir<br />

is now managed by David Moore,<br />

with Bob still providing technical and<br />

training advice to the business.<br />

How has your business changed<br />

over the years?<br />

Over the years MooreAir has<br />

diversified its services to include<br />

design and manufacture of air<br />

conditioning units for the local trams,<br />

and refrigeration units for small<br />

trucks. MooreAir has expanded into<br />

rail, shipping and airport support<br />

equipment, servicing and repairing<br />

air conditioning and refrigeration<br />

equipment for those industries.<br />

What services/products do you offer?<br />

MooreAir offers air conditioning and<br />

refrigeration service and repairs for<br />

heavy transport vehicles, including<br />

buses, trucks, trains, earthmoving<br />

and airport ground support equipment.<br />

MooreAir will custom design and<br />

engineer equipment where required.<br />

As well as the workshop at Camden<br />

Park, it has a fully mobile fleet of<br />

technicians to service customers at<br />

their depot when required. MooreAir<br />

also supply air conditioning spare<br />

parts to the bus industry.<br />

How many employees do you<br />

currently have and what areas<br />

do they work in?<br />

MooreAir currently has seven staff,<br />

consisting of a service manager,<br />

four full-time technicians and<br />

administration staff.<br />

Why did you become a member of<br />

the <strong>MTA</strong>?<br />

MooreAir felt it important to be<br />

aligned with an industry association<br />

which could support and advice where<br />

needed.<br />

How has the <strong>MTA</strong> assisted you over<br />

your 25-year membership?<br />

The <strong>MTA</strong> have been extremely helpful<br />

in providing information and advice<br />

with changing industrial and work<br />

health related requirements. They<br />

have provided much needed advice<br />

regarding employment awards and<br />

processes, and legal advice whenever<br />

needed. The <strong>MTA</strong> has been extremely<br />

helpful in assisting with the set-up of<br />

workplace procedures and policies,<br />

and have guided MooreAir through any<br />

government incentive packages that<br />

could relate, including during the last<br />

two years of the pandemic.<br />

What have been the greatest<br />

challenges in 2020-<strong>2022</strong> and how<br />

have you responded?<br />

During the Covid pandemic MooreAir<br />

initially lost just over 80% of its work.<br />

They chose to retain all their staff, but<br />

work hours had to be heavily reduced.<br />

Some staff were on temporary<br />

standby, and the rest were rostered<br />

to work as required. Gradually all the<br />

staff’s work hours were increased<br />

as work began to flow again.<br />

The government incentives were<br />

paramount in helping the company<br />

stay afloat at that time.<br />

Gradually MooreAir managed to<br />

recover, but are still down somewhat<br />

from their previous workload.<br />

What are the factors - including<br />

personal traits and business factors -<br />

that have contributed to your success?<br />

MooreAir was originally built around<br />

the personality of Bob Moore. His<br />

attitude has always been if it’s worth<br />

doing, it’s worth doing properly. This<br />

attitude has continuously meant<br />

the products the company installs<br />

and services are reliable for their<br />

customers. It is also important to<br />

MooreAir that its employees are<br />

respected and appreciated; all staff<br />

are extremely important in making<br />

the business strong and effective.<br />

MooreAir also instills in its workers<br />

the importance of looking after<br />

their customers. Every customer is<br />

important and the company takes care<br />

to look after their needs well.<br />

Does your business help the local<br />

community in any way?<br />

MooreAir priorities the use of small<br />

business local suppliers where<br />

possible. The company also give<br />

financial support to local groups, such<br />

as Coastlands Community Care and to<br />

Genesis Pregnancy Support Inc.<br />

What do you enjoy most about<br />

working in the retail automotive<br />

industry (and do you have a favourite<br />

memory?)<br />

Our staff enjoy the challenge<br />

of designing improvements so<br />

our customer’s air conditioning/<br />

refrigeration systems can work at<br />

their optimum performance. Our staff<br />

enjoy the day-to-day interaction with<br />

customers and helping them so they<br />

can in-turn do their job effectively and<br />

efficiently.<br />

For example, one Christmas Eve we<br />

received a phone call from a customer<br />

who was stuck in Port Augusta<br />

with a bus load of passengers on a<br />

Christmas tour. The clutch on the<br />

bus air conditioning compressor<br />

had broken, which meant no air<br />

conditioning for his passengers<br />

whom he was taking to Coober Pedy<br />

on Christmas Day. One of MooreAir’s<br />

technicians agreed to help out<br />

overnight, so the bus driver drove the<br />

bus to Adelaide while his passengers<br />

slept in the local accommodation.<br />

Our technician finished the repairs<br />

by 5am Christmas morning, the<br />

driver arrived back to Port Augusta<br />

on time to pick up his passengers,<br />

and the passengers got to enjoy their<br />

Christmas in Cooper Pedy. A couple of<br />

weeks later MooreAir received a gift<br />

package, which Bob Moore gave to the<br />

family who was put out by their father<br />

going out on Christmas eve to fix the<br />

bus!<br />

Any hobbies or pursuits outside of<br />

work?<br />

Our technicians are all into 4-wheel<br />

driving and camping, so there have<br />

been a few fun group camping and<br />

fishing weekends together. David<br />

Moore is an amateur triathlete and<br />

competes in Ironman events. Bob<br />

Moore is part of his local tennis club<br />

and is enjoying his semi-retirement as<br />

a grandfather of 10.<br />

Health and safety is paramount for<br />

all businesses, but the automotive<br />

industry in particular offers up<br />

specific risks that need to be<br />

considered. We’ve broken down<br />

the rules surrounding the conduct<br />

expected of you, a business owner,<br />

and included some examples of<br />

how best to manage those.<br />

All Persons Conducting or Undertaking<br />

Business (PCBU) have a primary duty<br />

of care under section 19 of the Work<br />

Health and Safety Act 2012 (“the Act”)<br />

to ensure, so far as is reasonably<br />

practicable, that the health and safety<br />

of their workers is not put at risk<br />

from the conduct of the business or<br />

undertaking.<br />

It is important for a PCBU to remember<br />

that this duty of care also applies to<br />

others in the workplace, for example:<br />

clients, visitors, customers and<br />

volunteers. Further, in accordance with<br />

section 14-17 of the Act:<br />

• a duty cannot be transferred to<br />

another person<br />

• a person can have more than one<br />

duty (eg duties as a manufacturer<br />

as well as duties as a PCBU to<br />

workers and others)<br />

• duties of care may be shared, such<br />

that more than one person can have<br />

the same duty at the same time<br />

Your responsibilities<br />

To ensure compliance with the duties<br />

of care as a PCBU under the Act, you<br />

must ensure you have:<br />

• a safe work environment<br />

• policies and procedures and safe<br />

work practices in place<br />

• a work environment and work<br />

culture free of discrimination,<br />

harassment and bullying<br />

• adequate facilities and training to<br />

support the welfare of workers<br />

• safe plant and structures<br />

You must also provide all workers with:<br />

• an induction into the business<br />

• sufficient information, instruction,<br />

training and supervision to ensure<br />

that they are competent to work<br />

safely i.e. do not give workers tasks<br />

unless they have the necessary skills<br />

• any necessary personal protective<br />

equipment<br />

• current health and safety policies<br />

and procedures<br />

If you have a new worker, you should:<br />

• give them your time in providing a<br />

thorough induction<br />

• encourage them to ask questions<br />

and report hazards<br />

• make sure they are competent prior<br />

to using any plant and equipment<br />

• take them through your procedures<br />

to convey safety standards and<br />

expectations<br />

It is important for a business to<br />

take their health and safety duties<br />

seriously, as a breach of these duties<br />

may result in prosecution resulting in<br />

significant penalties.<br />

The following prosecution was<br />

successfully pursued recently by<br />

SafeWork<strong>SA</strong> through the South<br />

Australian Employment Tribunal (<strong>SA</strong>ET):<br />

CASE STUDY<br />

V F LAUCKE PTY LTD<br />

In October 2020 a worker suffered<br />

fatal injuries when they were crushed<br />

and asphyxiated in a pneumatic<br />

slide-gate.<br />

Workers were periodically required to<br />

access the inside of the surge bin of a<br />

pellet press to clean and maintain it.<br />

It was possible for a worker to access<br />

the interior of the surge bin through an<br />

access hole at the top of the bin. This<br />

access hole was covered by a hatch<br />

that was not interlocked and could be<br />

opened without tools. Materials were<br />

fed into the surge bin from two other<br />

bins located above the surge bin. The<br />

flow of materials between the bins<br />

was controlled by a pneumatic slidegate.<br />

When the pneumatic slide-gate<br />

was open, it would move to cover the<br />

access hole.<br />

It was possible for a worker to<br />

remotely operate parts of the pellet<br />

press, including the pneumatic slidegate,<br />

from a control room.<br />

It was also possible for a worker to<br />

access the interior of the surge bin<br />

while the pneumatic slide-gate was<br />

operational. There was a risk that<br />

a worker’s head, neck and/or body<br />

may be struck and/or crushed by the<br />

pneumatic slide-gate whilst accessing<br />

the interior of the surge bin.<br />

On the day of his death, the worker<br />

attempted to clean the build-up of<br />

mash at the bottom on the surge<br />

bin. As per instructions, the workers<br />

asked the press operator to close<br />

off the airline to the hydraulic gate.<br />

Unfortunately, closing off the air<br />

supply had failed to isolate the slide<br />

gate and prevent it from activating.<br />

F Laucke Pty Ltd exposed workers to a<br />

risk of serious injury or death by failing<br />

to ensure, so far as was reasonably<br />

practicable:<br />

• a safe work environment (as it<br />

was possible for a worker to<br />

access the inside of the surge<br />

bin while the pneumatic slide-gate<br />

was operational)<br />

• a safe system of work for the<br />

task (as they did not perform an<br />

adequate hazard identification and<br />

risk assessment process which<br />

properly identified and assessed<br />

the above mentioned risk)<br />

F Laucke Pty Ltd pleaded guilty in<br />

<strong>SA</strong>ET for breaches of section 32 of<br />

the Work Health and Safety Act 2012<br />

(<strong>SA</strong>) resulting in a conviction, a fine of<br />

$650,000 (reduced to $390,000 after<br />

discount for early guilty plea) plus<br />

legal fees.<br />

Hazard identification and risk<br />

assessment and control is an ongoing<br />

process. Therefore, reviews of the<br />

hazard assessment and control<br />

measures should take place at least<br />

once every three (3) years.<br />

Members should ensure that:<br />

• a hazard and risk assessment is<br />

carried out when there is a change<br />

to the workplace, including when<br />

work systems, tools, machinery or<br />

equipment change<br />

• additional supervision is provided<br />

when new employees with reduced<br />

skill levels or knowledge start in<br />

the workplace<br />

• control measures are regularly<br />

reviewed in consultation with the<br />

workers. A review may also be<br />

warranted if the control measure<br />

no longer controls the risk it was<br />

implemented to control, or a new<br />

hazard or risk is identified<br />

The <strong>MTA</strong> played a pivotal role in persuading the new State<br />

Government to bring Covid close contacts regulations into<br />

line with the rest of Australia.<br />

“Early this year we wrote to former Premier Steven<br />

Marshall, and then Opposition Leader, Peter Malinauskas<br />

about the effects of close contacts on the automotive<br />

industry. We continued to push our position at every<br />

opportunity”, said Government Engagement Manager, Kaes<br />

Cillessen.<br />

“We were quite frustrated that South Australia was setting<br />

its own rules with regards to COVID, which were not<br />

nationally consistent.<br />

“Nationally it was a four-hour exposure but South Australia<br />

took its own definition of 15 minutes.<br />

“We also lobbied the Government and Opposition about<br />

essential industries and occupations where you could get<br />

exemptions from close contact requirements if you were<br />

meeting certain requirements.”<br />

“We were talking at the highest levels in the Premier’s office<br />

about this issue, on a regular basis, to make sure they<br />

recognised that the automotive industry was an essential<br />

service during lock downs, and had demonstrated they<br />

were able to operate safely”<br />

“We were pleased to see Peter Malinauskas was more<br />

inclined to adopt a national consistency approach after he<br />

was elected Premier in March.” said Kaes.<br />

“Ultimately we have reached a point where industry can get<br />

on with business, and that the impacts from close contacts<br />

are far reduced as a result of our advocacy.”<br />

Can you tell us the history of your<br />

business?<br />

I started Driven Motorsport in 2005 as<br />

a car club. I was in my apprenticeship,<br />

it was just a group of mates that I<br />

caught up, went for drives and entered<br />

car shows with.<br />

It grew pretty quickly. I started doing<br />

after-hours work and my name and<br />

reputation started to grow, especially<br />

within the performance Mitsubishi<br />

community. I continued working after<br />

hours whilst in other full-time work<br />

with other workshops, pit crewing and<br />

lecturing Automotive for TAFE <strong>SA</strong>.<br />

In 2012 I made the choice to leave<br />

the secure teaching role and took<br />

the business full-time as an owner<br />

operator. Looking back now, I had<br />

absolutely no idea what I was doing<br />

in terms of running a business, I made<br />

a lot of mistakes. I've slowly grown<br />

the business, ensuring that each<br />

step was a calculated risk and never<br />

'running before I could walk', making<br />

sure I stayed at low to no debt in the<br />

business.<br />

Many late nights, endless stress, tears<br />

and much uncertainty, along with lots<br />

of small wins, eventually brings us to<br />

<strong>2022</strong>, which marks a decade of Driven<br />

Motorsport! We now operate on a<br />

four-week lead time for service and<br />

maintenance work and approximately<br />

10 months for larger scale<br />

performance builds and projects.<br />

We have a strong reputation with<br />

Mitsubishi Evo, STi and the Subaru<br />

range, Nissan S and R chassis, Mazda<br />

MPS, Hyundai i30N and the Toyota GR<br />

range. It's a really cool feeling to reflect<br />

on where I've come from to what we<br />

have now - an in-demand, respected,<br />

sustainable, profitable business<br />

keeping five employees happy, well<br />

paid and growing their skill set.<br />

We've come a very long way and have<br />

only just found our legs, we've got our<br />

best years ahead of us.<br />

We specialise in maintaining,<br />

How many employees do you<br />

currently have and what areas<br />

We have five full-time staff: a general<br />

manager (myself), one office manager<br />

and three techs.<br />

Why did you become a<br />

member of the <strong>MTA</strong>?<br />

I became a member of the <strong>MTA</strong><br />

because I felt we needed support and<br />

information in regard to our rights<br />

and entitlements within the industry<br />

and dealings with our customers.<br />

Thankfully we haven't had to lean on<br />

<strong>MTA</strong> much, but I know that when we<br />

do, they're there. Knowing that there<br />

is professional advice geared toward<br />

industry is great peace of mind.<br />

What have been the greatest<br />

challenges in 2020-<strong>2022</strong> and how<br />

have you responded?<br />

2020-current has been incredibly<br />

difficult. A lot of the performance<br />

parts we use are sourced from 'small'<br />

production companies in Australia,<br />

U<strong>SA</strong>, Japan and New Zealand. Parts<br />

supply has been a large issue causing<br />

significant delays.<br />

We're experiencing large delays in<br />

machining and heavy fabrication also,<br />

but do our best to schedule around<br />

that. Thankfully we have patient and<br />

understanding customers and have<br />

been able to remain open, with only a<br />

few closures from personal choice.<br />

The close contact and COVID isolation<br />

rules have made scheduling very<br />

difficult. We implemented our own<br />

management plan early on which<br />

has worked quite well. I really have<br />

adopted the 'it is what it is' mentality<br />

since COVID kicked off.<br />

How do you market your business?<br />

We utilise social media, netting solid<br />

customer engagement. As we work<br />

mostly with enthusiasts we find<br />

that social media is the best way to<br />

target existing and new clients. We<br />

are a small outfit and already booked<br />

out, we don't need to advertise as<br />

we already can't keep up. We are at<br />

an interesting stage as demand is<br />

trying to force the business to grow<br />

but in order to grow we need a larger<br />

workshop to fit more staff. However,<br />

I'm not sure I want that. I love the<br />

recipe we have at the moment, I<br />

can engage meaningfully with my<br />

customers and each staff member.<br />

What are the factors – including<br />

personal traits and business<br />

factors - that have contributed<br />

to your success?<br />

I believe I owe Driven's success to<br />

my drive, ethics, accountability and<br />

desire to always do the best I can,<br />

for Driven and my customers. I believe<br />

consistency and communication is<br />

paramount. In terms of business,<br />

I have a good relationship with my<br />

accountant and planner and often seek<br />

advice from mentors. I have ensured<br />

we diversify, with strong knowledge in<br />

popular marques to not have all our<br />

eggs in one basket but not diversify<br />

so far that we are spread too thin.<br />

Does your business help the local<br />

community in any way?<br />

We regularly sponsor local racing<br />

events, individual drivers and car shows.<br />

How did you get into the motor trade?<br />

I started my trade due to my interest in<br />

cars when I was 18 after finishing high<br />

school. I was employed by <strong>MTA</strong>-GTS<br />

and hosted to Portside Mitsubishi<br />

under David Court. He was a good<br />

boss, I guess he saw something<br />

in me and gave me some good<br />

opportunities.<br />

What do you enjoy most about<br />

working in the retail automotive<br />

industry (and do you have a<br />

favourite memory)?<br />

This job is incredibly difficult but<br />

having a great team around me and<br />

having my dogs at work definitely<br />

makes the days easier. We've got a<br />

great workshop environment. Some<br />

of my best memories, as cliche as it<br />

sounds, is reaching the customer’s<br />

goals and having them happily crying<br />

on handover.<br />

One of my best memories is a pretty<br />

recent one, when a new customer<br />

came in after having a horrific<br />

experience with another workshop<br />

on his Skyline. We were able to turn a<br />

traumatic experience around for him<br />

and literally have him lost for words,<br />

smiling from ear<br />

to ear and being<br />

so thankful when<br />

he picked up his<br />

dream car. I'm very<br />

proud of what we<br />

do here at Driven.<br />

I thoroughly enjoy<br />

planning and<br />

executing a build<br />

to the exact spec<br />

and result that the<br />

client is after...<br />

getting paid for it<br />

is pretty good too!<br />

Any hobbies or pursuits outside of<br />

work?<br />

Driven is always so full on and, as I<br />

get older, I have realised you need to<br />

step away and clear the head. I love<br />

4wding, touring and camping with my<br />

partner and the dogs. Just peace and<br />

quiet whilst exploring, there's nothing<br />

more relaxing. I also love what we<br />

do, so I enjoy building my own cars.<br />

I own a few Evo's and an STi that I'm<br />

always planning and working on in the<br />

background. I enjoy circuit racing and<br />

Time Attack, currently building an Evo<br />

6 which should be pretty quick and<br />

showcase the results that can be had<br />

on a modest budget.<br />

Any other comments?<br />

Working with enthusiasts can be<br />

incredibly difficult but also immensely<br />

rewarding. They aren't like 'non-car'<br />

people who only care about the cost<br />

and that the car works. Enthusiasts<br />

notice everything, they're informed<br />

(sometimes ill-informed thanks<br />

to mates and the internet), they're<br />

particular, anxious and can be very full<br />

on. They add a lot of stress to the job.<br />

The other side of that coin is that<br />

they see and appreciate the work we<br />

do and they're happy to pay well for<br />

quality work. To be trusted to work<br />

with enthusiasts and their most prized<br />

possessions brings a good level of<br />

job satisfaction and pushes us to do<br />

our best with each job and allows us<br />

to constantly expand our skill set and<br />

work with new technologies.<br />

TO CODE REVIEW<br />

<strong>MTA</strong> Government and Engagement Manager, Kaes<br />

Cillessen joined representatives from the insurance and<br />

motor vehicle repair industry have agreed the first steps<br />

towards the review of the Motor Vehicle Insurance and<br />

Repair Industry Code of Conduct.<br />

In early May, the Motor Vehicle Insurance and Repair<br />

Industry Code of Conduct Administration Committee met<br />

for its first in person meeting of <strong>2022</strong>.<br />

Kaes put forward to members the impact of continuing skill<br />

shortages and committee members discussed the impact<br />

of continuing skill shortages and the role of technology<br />

within the industry, as well as the importance of continued<br />

industry dialogue and education for both repairers and<br />

insurers.<br />

The Code Administration Committee remains committed<br />

to continuing its work to ensure the Code assists both<br />

repairers and insurers in achieving a balance of fairness in<br />

their dealings with each other.<br />

<strong>MTA</strong>A CALLS ON INSURERS FOR PARTNERSHIP APPROACH<br />

Australia’s collision repair industry must be treated as<br />

a partner rather than a pariah by insurance companies<br />

ignoring mounting skills shortages, high labour, and<br />

crippling supplier costs.<br />

The Motor Trades Association of Australia (<strong>MTA</strong>A) says<br />

increasing costs because of supply chain delays and<br />

increases caused by the pandemic are compounding<br />

already unsustainable cost containment business practices<br />

by insurance companies.<br />

<strong>MTA</strong>A CEO Richard Dudley says otherwise successful<br />

sustainable collision repair businesses are being brought to<br />

the brink of collapse because insurance companies fail to<br />

compensate collision repairers fairly and reasonably.<br />

‘For decades, insurance companies have deployed<br />

deliberate cost containment strategies by denying to<br />

adequately pay for some legitimate costs incurred and<br />

refusing to consider meaningful adjustments for rising<br />

labour, parts and materials and business operation costs,’<br />

he said.<br />

‘Collision repairers have exhausted productivity<br />

improvements, and cost absorption strategies across all<br />

expense areas of their business and enough is enough.<br />

Repairers have reported one insurance company has not<br />

adjusted the price it compensates repairers for automotive<br />

paint and coatings for an unbelievable 14 years. Now, and<br />

despite three increases in price by one paint company in<br />

the past 14 months, they still refuse even to sit down and<br />

discuss the matter,’ he added.<br />

Mr Dudley said the <strong>MTA</strong>A, on behalf of State and Territory<br />

Associations and the Australian Motor Body Repairers<br />

Association has written to the Insurance Council of<br />

Australia seeking an urgent summit to discuss resolving<br />

the issue before further businesses close good.<br />

‘Collision repair small businesses are already dealing with<br />

historic skills shortages and ballooning labour, parts and<br />

materials costs, and adapting to changing technology and<br />

materials in new cars,’ he said.<br />

‘The containers that bring parts, panels, components,<br />

wheels, accessories to our shores have increased by 453%<br />

since before Covid.”<br />

He added that these costs are being passed directly to<br />

small businesses without any ability to have these cost<br />

increases reflected in compensation.<br />

Anthony Kittel, Managing Director and<br />

owner of REDARC Electronics, was<br />

recently inducted into the Australian<br />

Automotive Aftermarket Awards<br />

(AAAA) Hall of Fame. Anthony is an<br />

engineer by trade, and entered into<br />

ownership of REDARC in 1997.<br />

REDARC have been a valued <strong>MTA</strong><br />

member since 2017 and just recently<br />

sponsored the <strong>MTA</strong> Automotive<br />

Graduation and Awards, showing<br />

their dedication to support the next<br />

generation of skilled technicians.<br />

REDARC was founded in 1979 by<br />

an electronics engineer named Bob<br />

Mackie. Bob initially ran the business<br />

from the back room of his house, and<br />

designed an ignition system for a<br />

Porsche 911. The first prototype built<br />

had a red arc, and the company name<br />

was born.<br />

Over the next eighteen years, Bob<br />

developed the business, building<br />

a range of voltage converters for<br />

both the trucking and automotive<br />

industries. After Bob passed away,<br />

his wife ran the company under<br />

management for two years, before<br />

Anthony came along.<br />

“When my wife Michele and I bought<br />

the business, we had eight people,”<br />

said Anthony. “Today, we have 350.”<br />

Anthony, who began his career as<br />

an engineer at BHP, had worked in<br />

automotive product manufacturing<br />

for ROH for a number of years before<br />

taking the helm at REDARC. Since<br />

taking over the company, he has<br />

diversified REDARC’s product offering.<br />

The company now services not just<br />

trucks and cars but caravans and<br />

camping vehicles, the mining industry,<br />

and more recently, the defence and<br />

space sectors.<br />

“We invest heavily in innovation and<br />

product design,” he said.<br />

The AAAA Hall of Fame induction<br />

came as a complete shock for him.<br />

“It’s a great honour to win the award,”<br />

he said. “[I’m] very passionate about<br />

manufacturing in Australia … it’s a nice<br />

reinforcement that our efforts to keep<br />

making product in Australia have been<br />

recognised, and also to know that a<br />

small company with eight people… we<br />

can grow to the size of the company<br />

we have.”<br />

Of REDARC’s trajectory, Anthony<br />

said the focus is on continuous<br />

improvement. There is more<br />

automation, and artificial intelligence<br />

and augmented reality have been<br />

introduced as tools for the engineers.<br />

Fittingly, REDARC was also honoured<br />

at the biannual AAAA. The company<br />

was awarded the Excellence in<br />

Manufacturing award for the fourth<br />

time in a row.<br />

“[It was a] nice reward for our team<br />

that work so hard to be globally<br />

competitive with the products that<br />

we make,” he said.<br />

While REDARC services a wide range<br />

of customers, the core business is<br />

to supply products in the automotive<br />

industry and to the trade customers.<br />

Anthony named the Motor Trade<br />

Association (<strong>MTA</strong>) members as<br />

vital to helping REDARC provide to<br />

its trade customers.<br />

“We see the <strong>MTA</strong> has a really key<br />

role in training and upskilling within<br />

the industry… that’s important for us<br />

and that’s why we continue being a<br />

member of the <strong>MTA</strong> … to make sure<br />

we’re supporting the industry that<br />

supports us.”<br />

As for the future of REDARC, Anthony<br />

said the goal is to increase export<br />

sales, particularly in North America,<br />

as well as investing and growing in<br />

the defence sector. The space sector<br />

also holds a future for REDARC, with<br />

the business building sensors and<br />

electronics that need to withstand<br />

extreme conditions.<br />

“It’s all about remaining relevant and<br />

looking after your customers,” said<br />

Anthony.<br />

REDARC also focusses on giving<br />

back to the community, and supports<br />

a number of organisations, including<br />

Catherine House, the Hutt St Centre<br />

and Youth Opportunities.<br />

When someone goes out of their way to praise the efforts<br />

of their apprentice, you know they’re worth celebrating.<br />

WSB Karoonda Branch Manager Luke Hocking has an<br />

outstanding apprentice in Bailey Boughen, and had to<br />

share with us just how good Bailey is.<br />

“His attention to detail, he’s reliable, always on time,<br />

not afraid to ask questions, respectful to clients and<br />

presents well,” says Luke<br />

“He’s by far the best apprentice I’ve ever had.”<br />

Born and bred in Karoonda, in the middle of the Murray<br />

Mallee region, Bailey has just begun his second year of<br />

his Agricultural apprenticeship, which has seen him<br />

work on all kinds of broadacre farm machinery, including<br />

tractors, headers, seeders and sprayers to name a few.<br />

He’s always been keen to work around agriculture, and<br />

started off as a School-Based apprentice, only recently<br />

coming on board full time at WSB Karoonda.<br />

What’s unique about this however, is the out-of-work<br />

relationship between Bailey and the business.<br />

Bailey regularly competes in Dinghy boat racing in the<br />

Riverland – a popular river sport whereby participants<br />

race around a 5-6km flatwater course in a 16ft dingy<br />

with a motor at up to 90kmph.<br />

“His attention to detail,<br />

questions, respectful<br />

to clients and presents<br />

well. He’s by far the best<br />

apprentice I’ve ever had.”<br />

Touted ‘the Wildest Boat Race on the River’, racers compete<br />

in pairs with a steerer and a driver.<br />

As Luke is such a valued member of the WSB Karoonda<br />

team, the business sponsors the value of his boat and<br />

allow him to use the workshop after-hours to prepare his<br />

boat for racing.<br />

“He travels approx. 120kms from Karoonda to Berri every<br />

weekend to compete,” says Luke.<br />

WSB Karoonda then receive their branding on the boat, but<br />

it’s more about supporting a well-respected member of<br />

their team.<br />

“He’s the youngest member of the team, but doing jobs<br />

beyond his years – he’s fully respected by his peers.<br />

“He’s a loyal friend, a popular kid among his age group,<br />

but mixes with all ages of the community; he’s got a mature<br />

head on him and is an all-round likeable lad with a good<br />

work ethic.”<br />

The <strong>MTA</strong> has congratulated the new Prime Minister,<br />

Anthony Albanese, on winning the election.<br />

“We look forward to working very closely with the<br />

government on the priorities and issues that are facing<br />

the automotive industry,” said Industry and Government<br />

Engagement Manager, Kaes Cillessen.<br />

“There are many issues of concern but three in particular<br />

are critical at this point in time for South Australia, the<br />

Northern Territory and Australia-wide.”<br />

SKILL SHORTAGES<br />

The severe skills shortage has been covered by this<br />

magazine on a regular basis. See the latest story on<br />

page 23 – outlining our visits with key <strong>SA</strong> Ministers - for<br />

summary information regarding the skills shortage crisis.<br />

CHANGING TECHNOLOGY<br />

The Federal Government’s focus needs to extend beyond<br />

increasing the number of electric vehicles on our roads, to<br />

equipping the automotive supply chain to be able to sell,<br />

service and repair these vehicles.<br />

The <strong>MTA</strong>’s role as a training organisation is very important<br />

as it is the body that must train future generations and<br />

upskill existing technicians.<br />

“We urge all MPs looking at policy to insist on real industry<br />

input in terms of the vehicles that are being sold through<br />

our network of dealerships throughout South Australia,<br />

Northern Territory and Australia,” said Kaes.<br />

Questions that need to be addressed include:<br />

• How are EVs going to be serviced when they come out<br />

of warranty and enter the independent repair market?<br />

• What do service stations look like moving forward?<br />

• What are the risks and hazards that towing operators<br />

are facing?<br />

The <strong>MTA</strong> is also urging governments to “remain agnostic”<br />

and look beyond EVs and include, for example, hybrids and<br />

hydrogen, in future planning for low emission vehicles.<br />

“The <strong>MTA</strong> is very attuned to what the industry needs, what<br />

the skills are that are needed today, but also where they're<br />

going tomorrow, whether it be training in hybrid and battery<br />

electric vehicles in South Australia, in Northern Territory or<br />

elsewhere,” said Kaes.<br />

INFLATION<br />

Cost pressures are increasing in many areas and and with<br />

the election of a new government, wage increases will<br />

be watched closely by the <strong>MTA</strong> in terms of the impact on<br />

employers and their ability to employ more staff.<br />

During the election, Labor stated that they want to see the<br />

minimum wage up by 5.1% in line with inflation.<br />

Most vehicle dealers pay special<br />

attention when it comes to filling out<br />

the correct details in a sales contract,<br />

and they usually remember to renew<br />

their licence on time, but there are<br />

some other legal requirements that<br />

might not always be front of mind<br />

for dealers. This article is a reminder<br />

about some of the other important<br />

details that dealers shouldn’t overlook.<br />

INFORMATION ON FORMS<br />

Certain pieces of information are<br />

required to be disclosed to potential<br />

buyers, and while it’s essential that<br />

the information is correct, it’s also<br />

important how the information is<br />

presented. The Second-hand Vehicle<br />

Dealers Regulations 2010 outline<br />

requirements for the notice that must<br />

be displayed on vehicles for sale. This<br />

includes specific requirements relating<br />

to font type, minimum font size and<br />

also that the notice does not include<br />

any printing or handwriting (other<br />

than a signature) that is not clear and<br />

legible. It is generally best if all the<br />

information on the form is typed<br />

and printed to ensure compliance<br />

with this requirement and to avoid<br />

potential confusion over any<br />

handwritten information.<br />

ADDRESS DETAILS<br />

Dealers generally have an excellent<br />

track record in having their licensing<br />

records updated to reflect any change<br />

to their trading address, but if there’s<br />

a change in the dealer’s residential<br />

address they sometimes fail to notify<br />

Consumer and Business Services<br />

(CBS) of this change.<br />

Licensed dealers are reminded that<br />

they must notify CBS within 14 days<br />

if there is a change in:<br />

• their residential address<br />

• the name in which the dealer<br />

carries on business<br />

• the registered corporate office<br />

(where the dealer is a company)<br />

• the address for service of notices<br />

and important information.<br />

Otherwise the dealer could be fined.<br />

The maximum penalty is $5,000 or<br />

an expiation fee of $315.<br />

QUALITY <strong>SA</strong>LESPEOPLE<br />

Achieving sales and positive reviews<br />

from customers is the goal of every<br />

dealership, but enthusiasm and a<br />

strong sales record are not the only<br />

aspects that dealers should assess<br />

when hiring new sales staff. Under the<br />

Second-hand Vehicle Dealers Act 1995<br />

a dealer cannot employ a salesperson<br />

who has been:<br />

• convicted of an indictable offence<br />

of dishonesty<br />

• convicted of a summary offence<br />

of dishonesty in the last 10 years<br />

• suspended or disqualified from<br />

an occupation, trade or business<br />

in Australia.<br />

Otherwise, a dealer could face a<br />

maximum penalty of $100,000.<br />

The salesperson also risks the<br />

same penalty.<br />

As part of the recruitment process<br />

you can ask applicants to provide<br />

a National Police Certificate (NPC)<br />

which shows a summary of any<br />

offender history in Australia.<br />

UNDERSTANDING ALL<br />

REQUIREMENTS<br />

While some legal requirements may<br />

seem more important than others,<br />

all the requirements exist for a<br />

particular purpose. Whether that be<br />

to protect consumers, to help protect<br />

the reputation of the industry, or to<br />

enable CBS to effectively administer<br />

the legislation and be able to contact<br />

dealers promptly if any issues arise.<br />

Over the past couple of decades, the<br />

conversation about mental health in<br />

the workplace has shifted from being<br />

a taboo topic to one of importance,<br />

with discussions actively encouraged.<br />

Australian workplaces now recognise<br />

the importance of good mental health<br />

amongst their staff, as evidenced by<br />

the universal success of the Are You<br />

OK? Day campaign.<br />

One automotive industry with an<br />

abnormally high percentage of its<br />

workforce suffering from mental<br />

health conditions is the freight and<br />

logistics industry.<br />

With a growing number of logistics<br />

companies becoming <strong>MTA</strong> members,<br />

and most other members relying on<br />

the services of logistics in some form<br />

or another, it is important to bring the<br />

issue to the attention of all members.<br />

According to recent data, a staggering<br />

44.8% of all truck drivers, distribution<br />

centre and warehouse staff, and<br />

other related road transport workers<br />

experience a mental health condition<br />

at some point during their career.<br />

38.2% of these workers stated that<br />

their workplace caused the condition<br />

or made it worse.<br />

Drivers with depression are seven<br />

times more likely to be involved in<br />

a crash than those without.<br />

These statistics are frightening, but<br />

there is hope.<br />

The Healthy Heads in Trucks &<br />

Sheds Foundation was established<br />

to directly combat these statistics.<br />

The relatively new not-for-profit<br />

organisation, founded in 2020, was<br />

designed with the sole purpose of<br />

combatting these statistics, and<br />

changing the narrative of mental<br />

health amongst industry workers<br />

across Australia.<br />

The initiative is a membership service,<br />

whereby businesses and individuals<br />

who choose to join are given access to<br />

tools and guidelines to address issues<br />

in their workplace, as well as webinars,<br />

valuable information, and more.<br />

Membership to this organisation<br />

is free, allowing all in the logistics<br />

industry access to this important<br />

service.<br />

Perhaps the most important aspect of<br />

the membership is its ability to act as<br />

a conversation starter in workplaces<br />

across Australia, igniting action after<br />

long overdue conversations about<br />

the mental health and wellbeing of<br />

industry workers.<br />

of these conversations is unique<br />

to each workplace.<br />

MACDONALD<br />

Former vehicle painter and trainer, Matt Macdonald has recently moved into the role of<br />

Student Success Officer for the <strong>MTA</strong>. To understand how he got to where he is today, he<br />

reflects on his careers journey and shares his experiences in the automotive industry.<br />

As a young fella, I was always on the go – I never sat still.<br />

I loved being out the back with my Dad, helping with yard<br />

work, building, and washing the family cars. Dad may say<br />

different – I more than likely made more work for him!<br />

School back in the 80’s was still very “old school” even for<br />

that era, the support may have been available, but not like it<br />

is today. Or maybe it was, and I was too ashamed to ask for<br />

HELP! Throughout my schooling, I found ways to distract<br />

other students and teachers to hide my learning difficulties,<br />

like being the class clown. I had lots of friends, but couldn’t<br />

read or write.<br />

I must say, school for me was more social; it filled the<br />

time between the weekends, rather than being a learning<br />

environment. At the beginning of Year 12, I’d had enough<br />

and wanted to leave school. Mum and Dad told me, “the<br />

only way I was leaving, is if I had an apprenticeship”. Sure<br />

enough, I was determined to leave, so that’s what I did.<br />

Before leaving school I had myself an apprenticeship as an<br />

Automotive Refinisher (Painter) at Dunn’s Panel and Paint.<br />

I started my apprenticeship in January 1996 and did a full<br />

12 months on job before starting trade school. The best<br />

part of trade school was that, because it was something<br />

that I had an interest in, I found learning fun. I met some<br />

great people, and we had some great banter between us,<br />

which made the time there enjoyable and memorable.<br />

Looking back to when I completed my training, there<br />

wasn’t anything in place to identify language, literacy and<br />

numeracy (LLN) issues or any support if a student had<br />

a problem. I strongly believe that we at the <strong>MTA</strong> do an<br />

outstanding job to identify these issues, and have the right<br />

support in place to assist our students to achieve their full<br />

potential.<br />

I qualified in 2000 and moved on from Dunn’s to<br />

Champion Crash Repairs as I wanted to focus on light<br />

vehicle crash repairs rather than heavy/industrial repairs.<br />

The two years following my apprenticeship set me up to<br />

be the tradesperson I am today. My blocking, application<br />

and attention to detail was as good as anyone I was<br />

working with.<br />

I left Champion Crash to chase money at another crash<br />

shop, which didn’t last long, but as they say “as one door<br />

closes, another opens”. Being that I had a paint background,<br />

I was lucky enough to land a job on the mines in Moomba,<br />

blasting and coating gas and oil pipe lines. If I didn’t have<br />

the skills and knowledge on preparing substrates and paint<br />

application, I wouldn’t have landed the job.<br />

At the beginning of 2003, two mates and I headed overseas<br />

for a 12-month working holiday, starting out in Glasgow,<br />

Scotland for 3 months. Once again, having a paint<br />

background, played a part in getting work.<br />

was that, because it was<br />

something that I had an<br />

interest in, I found learning fun.<br />

I met some great people...”<br />

I returned home to Adelaide and headed back into the<br />

crash shop and started painting again for a further 3-4<br />

years. It was at this stage of my life that I wanted to get<br />

off the tools and I applied for a job as a Motor Vehicle<br />

Assessor. In this role I had to deal with the customs/<br />

insured and the crash repairer, there were definitely some<br />

challenges, but ones that gave me valuable skills around<br />

conflict resolution and negotiation.<br />

In 2005, 2007 and 2013 my children Jackson, Mitchell<br />

and Ava were born. Hands down, the birth of them all is<br />

my biggest achievement in life – they have brought much<br />

joy, love and responsibility. Being a father has taught me<br />

gratitude, empathy and a whole lot of patience! I think<br />

these emotions or skills also cross over to your working life<br />

and have helped me with my training.<br />

In January 2013 I started here at the <strong>MTA</strong> as a Trainer and<br />

Assessor, hands down my dream job. Training and working<br />

with apprentices I found easy and rewarding, I always had<br />

a connection with the apprentice on the floor and I was<br />

willing to help them with any given task, which allowed<br />

them to learn and grow with confidence.<br />

Like I mentioned before, “one door closes, and another<br />

opens” and that’s what happened. A new role was created,<br />

Student Success Officer/Paint and Panel Promotions. Two<br />

areas that I am very passionate about and keen to grow.<br />

I’m super excited for what the future brings and look<br />

forward to supporting apprentices through their<br />

apprenticeship journey and promoting these great trades<br />

in the school environment.<br />

GETTING AHEAD OF<br />

THE POWER CURVE<br />

Located in a small township on Phillip Island, 140km<br />

southeast of Melbourne, Trackside Garage owner Tom<br />

Christensen can see the future of electric vehicles (EVs)<br />

will be here sooner than we know it.<br />

“I believe it’s coming faster than most people expect it<br />

will,” said Tom.<br />

That’s why, despite considering other courses in<br />

Queensland and Victoria, Tom made the trip to South<br />

Australia to undertake the nationally accredited Hybrid and<br />

Battery Electric (HEV/BEV) five-day course earlier this year.<br />

“I wanted to ensure any training I did would hold up when<br />

the new Australian standard is completed,” he explained.<br />

“The current industry standards are being re-written with<br />

the rise of new technology – it’s an ever-expanding field.<br />

“The subject matter was thorough, and trainer Steve<br />

Richardson was very patient and concise with his<br />

instructions. There was a good mix of practical activity<br />

in the workshop and theory.”<br />

Tom has been toying with cars as soon as he could pick<br />

up a spanner, but was formally trained in the military<br />

before making the move into automotive as a mature-aged<br />

apprentice. He’d always seen EVs as the future of the industry,<br />

and an important way to help address climate change.<br />

“We’re now reaching a pivot point on price where it is more<br />

cost effective to move to an EV, which will become more<br />

apparent in the next six to 12 months,” he said.<br />

“At the moment, we’re currently only servicing electric<br />

passenger cars, but there are more commercially-focused<br />

vehicles arriving in the next few years. Notably, electric dual<br />

cab utes are expected to reach Australia in the last quarter<br />

of 2023.”<br />

But the industry needs to keep up with the skills required to<br />

service and repair these vehicles safely.<br />

“Most people wouldn’t realise the scope of energy in these<br />

vehicles – currently an EV can have a power supply of up<br />

to 700 volts varying from direct current as well as a portion<br />

of the system using alternating current. That is significantly<br />

more than a domestic power point and a licensed<br />

accreditation is required to carry out that work,” Tom said.<br />

“It’s important that people aren’t complacent – specialist<br />

training is very much required to work on these vehicles.<br />

“Many new and more affordable EV options for Australian<br />

consumers are on their way and I am keen to be ready to<br />

meet that need.<br />

“It’s only a matter of time.”<br />
