On April 23, more than a hundred volunteers<br />
throughout the region came to the<br />
westside to participate in the 20th annual<br />
South Central Hilltop Cleanup. Hosted<br />
in conjunction with national Earth Day<br />
activities, the volunteers spent more<br />
than an hour picking up trash along<br />
Sullivant Avenue and its connector<br />
streets. Organizer Lisa Boggs said she<br />
was thankful for their participation and<br />
their continued support for the event.<br />
“We are all trying to do our part to make<br />
this community and this world a better<br />
place to live,” she said. “It’s hard work,<br />
and it can be dirty work, but I think we<br />
are all worth the effort.”<br />

classified staff<br />

Hundreds of classified employees have<br />
secured a new contract with the South-<br />
Western City Schools District.<br />
On April 25, the board of education<br />
announced at its regular meeting that they<br />
have reached a new collective bargaining<br />
agreement with the Ohio Association of<br />
Public School Employees (OAPSE) Local<br />
211.<br />
According to the district, there are<br />
approximately 950 classified support personnel<br />
who hold membership with OAPSE.<br />
Their positions range from school office<br />
employees to mechanics, from cooks and<br />
interpreters, and from aides to bus drivers.<br />
The board and the union representing<br />
the employees have been negotiating a new<br />
contract for months; several classified<br />
employees said at a rally prior to the last<br />
board of education meeting at least one<br />
offer had been rejected as they did not feel<br />
their value was being accurately represented<br />
within the process.<br />

Drainage issues cause concern for development<br />

The property at 400 Alton Darby Creek Road was<br />
discussed at the April 20 meeting of the Westland Area<br />
Commissioners.<br />
The developers, Redwood Apartment<br />
Neighborhoods, wants to rezone this 42-acre property<br />
so it can build 228 rental units for senior citizens.<br />
The Big Darby Accord met to discuss this proposal<br />
earlier in the month.<br />
“They didn’t want us to approve or disapprove it,<br />
they just wanted our opinion on it of what it would<br />
take for us to approve it,” said Commissioner Ashley<br />
Hoye.<br />
According to Hoye, there is a lot of flooding off of<br />
that property. Officials from Prairie Township attended<br />
the meeting and relayed that they were against the<br />
project unless the developers could get the water off of<br />
the property.<br />
Jeff Brown, a zoning attorney, said they are not yet<br />
done with the studies regarding the flooding. The<br />
potential of running the flood water into the wetland<br />
and then back out is against the Big Darby Master<br />
Plan. The only option would be to run it into the wetland<br />
and turn it into a pond and not a run off.<br />
“Water cannot go into a wetland and then out of the<br />
wetland. It’s not meant to be a run off situation,” said<br />
Hoye. “I don’t see how it’s going to pass the Big Darby<br />
Accord.”<br />
The applicant is planning to go back to the Big<br />
Darby Accord in <strong>May</strong> after taking their comments.<br />
Fresh Market Food Pantry<br />
The Mid-Ohio Foodbank is opening a Fresh Market<br />
Food Pantry at 620 Norton Road in Columbus.<br />
It will be located in the old Kroger building that was<br />
previously on the property.<br />

“Fresh Market will be like shopping in a super market.<br />
You check in like at the normal food pantry but you get<br />
a shopping cart and you can pick out the items that<br />
you want.”<br />
The market will be open for limited hours six days<br />
a week and will also have a private area available to<br />
help sign individuals up for benefits.<br />
The grand opening of the center will be on <strong>May</strong> 9.<br />
This market will replace the current monthly food distribution,<br />
which has previously been held at the<br />
Prairie Township Fire Station, at 123 Inah Ave.<br />
All individuals moving forward will be transferred<br />
over to the Fresh Market Food Pantry.<br />
“I am happy to be replaced by a better program,”<br />
said Day-Achauer.<br />
Recreation Center<br />
The push continues to get a recreation center on the<br />
westside however, commissioners are looking at other<br />
options in the interim to get the families some programming<br />
and activities in the community.<br />
“Kids aren’t frozen in time,” said Melissa Green<br />
with the Department of Neighborhoods. “In 10 years<br />
the kids who are here in Westland are no longer going<br />
to be children they will be adults.”<br />
Getting funding to rent a location to hold community<br />
events, or getting funding to pay staff for after<br />
school programs were both concepts put on the table to<br />
consider as more short term solutions to a long term<br />
goal.<br />
In the meantime, the parks and recreation committee<br />
will continue to look for potential locations, and<br />
connect with the people that they need to make their<br />
recreation center a reality.<br />
Green will be connecting the commissioners to the<br />
Neighborhood Design Center who can create potential<br />
mock-ups of the recreation center to create a visual<br />
that they can use for future presentations for their<br />
advocacy.<br />

With the <strong>May</strong> primary approaching, Franklin<br />
County Auditor Michael Stinziano is reminding voters<br />
that the updated Levy Estimator is available to help<br />
residents understand how levies and bond issues on<br />
the ballot will affect their property taxes.<br />
Levies and bond issues are on the ballot in several<br />
jurisdictions across the county, including Franklin<br />
Township.<br />

board believes the new collective bargaining agreement<br />
is a reflection of their value to the district.<br />
“OAPSE staff members play a vital role in our ability<br />
to transport, feed, maintain facilities, attend to<br />
medical needs, and support students,” she said. “The<br />
competitive agreement adopted on tonight’s agenda<br />
represents the district’s sincere acknowledgement and<br />
deep appreciation for these efforts. With an eye on the<br />
future, we are thankful for the opportunity to continue<br />
to partner together to benefit our community’s most<br />
precious asset in our students for many years to come.”<br />
Under the terms of the contract which will be in<br />
effect through June 30, 2025, the classified employees<br />
will receive a 2.75 percent cost of living increase in the<br />
contract years of <strong>2022</strong>-23 and 2023-2024 and a 3.23<br />
percent cost of living increase in 2024-25.<br />
The contract also stipulates the district will cover<br />
70 percent of the cost of insurance premiums for individuals<br />
choosing the family insurance plan. There will<br />
be no change for individuals choosing a single plan.<br />
The board also approved the non-OAPSE classified<br />
salary schedule and the Central Office Confidential<br />
salary schedule increase. They will be given a 2.75 percent<br />
cost of living increase in the years <strong>2022</strong>-23 and<br />
2023-24 and a 3.25 percent cost of living increase in<br />
2024-25. Employees under these classifications include<br />
school monitors, recreation center staff and officials<br />
within the treasurer’s office and the payroll department.<br />
Treasurer Hugh Garside said while the annual cost<br />
of living increase for the OAPSE and non-OAPSE<br />
employees was higher than projected in the five-year<br />
financial forecast, he continues to see the district being<br />
fiscally solvent throughout the three-year term of the<br />
contract.<br />
“When a school district enters into a contract agreement,<br />
by law they have to show that they can afford to<br />
do so throughout the term of the contract,” he said.

Homes on the Hill plans project in Prairie Township<br />

At a recent special meeting, residents<br />
had several questions for Homes on Hill<br />
related to projects they have planned for<br />
Prairie Township.<br />
Homes on the Hill Executive Director<br />
Stephen Torsell gave a short presentation<br />
to the community and took questions from<br />
the audience. Among the projects discussed<br />
was the Lincoln Green project by Old<br />
Village.<br />
“This project is based on vouchers and<br />
the central Hilltop area provides leasing<br />
options that can be paid over a number of<br />
years then they are owned by the leaser,”<br />
Torsell said. “This could be a market rate<br />
project with no subsidies or requirements,<br />
meaning anyone could rent.”<br />
Torsell added that projects like this provide<br />
new opportunities for single families,<br />
that are not in a place to buy a house or are<br />

According to its website, Homes on the<br />
Hill aims to strengthen neighborhoods by<br />
providing quality affordable housing, advocacy,<br />
education and supportive services to<br />
individuals and families of primarily low to<br />
moderate incomes.<br />
While residents said they support providing<br />
homeownership to those in need,<br />
they argue that Homes on the Hill homes<br />
hurt the community because of how they<br />
are cared for.<br />
“These houses are not well-maintained<br />
properties, depending on the management,”<br />
said Sean Tuttle, township resident.<br />
However, Torsell said has no control<br />
over third parties who manage the properties,<br />
but that for this new project, they will<br />
own and manage it and hope to avoid these<br />
issues.<br />
Residents also expressed concerns about<br />
traffic, overall safety, and a lack of sidewalks<br />
in their plan.<br />
“We will handle these issues as they<br />
come up,” Torsell said. “Sidewalks could be<br />
added and I’m willing to think of any<br />
changes to create more safety. This is a<br />
way to invest in the community and we will<br />

City shuts down<br />
Hilltop house<br />
Columbus City Attorney Zach Klein<br />
announced that the city of Columbus<br />
obtained an emergency court order to shut<br />
down a drug house in the Hilltop, located<br />
on Amherst Avenue. Columbus police executed<br />
an order to board up the property on<br />
April 25. This is the fourth Hilltop-area<br />
drug house the city has shut down since<br />
January.<br />
“Our Zone Team is working alongside<br />
CPD to build strong cases to shut down<br />
drug houses that threaten public health<br />
and safety,” said City Attorney Zach Klein.<br />
“By taking this drug house out of play,<br />
we’re ensuring safety, promoting accountability,<br />
and restoring opportunity for residents,<br />
businesses and the entire Hilltop<br />
community.”<br />
According to court documents, CPD<br />
first received notice of an anonymous tip<br />
regarding narcotics at the premises in<br />
February 2019. In March 2019, CPD<br />
received a report of an accidental overdose<br />
at the property. Later that month, CPD<br />
received an anonymous narcotics complaint<br />
regarding the premises. CPD<br />
INTAC then made multiple controlled purchases<br />
of crack cocaine and later executed<br />
a search warrant of the premises.<br />
On March 18, 2019 property owners<br />
were notified and informed of their duty to<br />
abate any nuisance activity at the premises.<br />
On April 6, 2019, officers were dispatched<br />
to the property on report of a burglary.<br />
CPD again received notice from concerned<br />
neighbors in October 2020 who<br />
reported narcotics activity had begun<br />
again at the property. Officers surveilled<br />
the premises and observed a vehicle associated<br />
with a known drug trafficker and<br />
member of a local street gang.<br />
CPD responded to a number of calls for<br />
service between April and November 2021,<br />
including reports of a fight, drug activity<br />
and multiple disturbances at the property.<br />
In November and December of last<br />
year, CPD INTAC made multiple controlled<br />
purchases of crack cocaine at the<br />
premises. CPD executed a search warrant<br />
of the premises, recovering over 36 grams<br />
of crack cocaine along with money from an<br />
earlier covert narcotics purchase and other<br />
drug paraphernalia.<br />
In March <strong>2022</strong>, CPD INTAC made a<br />
controlled purchase of methamphetamine<br />
from the premises.<br />

Wheatland Avenue and Columbian<br />
Avenue in February <strong>2022</strong> and a property<br />
on Ogden Avenue in March <strong>2022</strong>.<br />

that avid runners have for running.<br />
Millions of individuals across the globe lace<br />
up their sneakers and run for miles on end<br />
each day, and the fitness experts at Fitbit<br />
note that running is the most popular<br />

The global popularity of running suggests<br />
it’s an activity that’s all gravy and no<br />
grief. However, running can take a toll on a<br />
body, and individuals who can’t wait to lace<br />
up their sneakers and hit the road should<br />
consider the pros and cons of running<br />

Pros<br />
•Running and heart health: Running<br />
generally has a positive effect on heart<br />
health. The heart is a muscle, and much<br />
like weight training can help strengthen<br />
muscles like biceps and triceps, running<br />
can strengthen the heart and make it more<br />
efficient. Cardiologists with the<br />
Copenhagen City Heart Study noted that<br />
jogging increases oxygen uptake, which<br />
makes it easier for the heart to pump a<br />
larger amount of blood and do its job more<br />
easily. In addition, various studies have<br />
found that running can reduce individuals’<br />

Hopkins Medicine note that research indicates<br />
very few runners actually experience<br />
runner’s high. Instead, runners may feel<br />
good after running because physical activity<br />
increases levels of endocannabinoids in<br />
the bloodstream. Higher levels of endocannabinoids<br />
may promote short-term<br />
responses like reduced anxiety and a<br />
greater feeling of calm. euphoric.<br />
•Running and brain power: Running<br />
also has been found to benefit brain power.<br />
Researchers at the University of Ulm in<br />
Germany found that individuals who<br />
jogged for 30 minutes per day three times a<br />
week benefitted from a substantial<br />
improvement in concentration and visual<br />
memory.<br />
Cons<br />
•Running and joint health: Though<br />
many medical professionals now dispute<br />
that there’s a link between running and<br />
osteoarthritis, running can lead to wear<br />
and tear on the joints over time. It’s important<br />
to note that such degeneration can<br />
occur even in non-runners, especially those<br />
who live sedentary lifestyles.<br />
•Running and injury risk: All physical<br />
activities involve some measure of injury<br />
risk, but it’s still worth noting that runners<br />
are not immune to such risks. The<br />
Cleveland Clinic notes as many as 60 percent<br />
of runners will experience injuries<br />
that sideline them for several weeks or<br />
months. Plantar fasciitis, runner’s knee,<br />
shin splits, and Achilles tendinitis are<br />
some injuries commonly suffered by runners.<br />
Common running injuries can make<br />
it hard to perform any cardiovascular exercise,<br />
which can have a significant and<br />
adverse effect on runners’ overall health.<br />
Though medical experts generally suggest<br />
the rewards of running outweigh the<br />
risks for healthy individuals, it’s still<br />
important that men and women weigh the<br />
pros and cons before lacing up their running<br />
shoes.<br />

Breakfast at the Lodge<br />
to benefit Special Olympics<br />
The Westgate Masonic Lodge #623 is<br />
preparing breakfasts once a month to benefit<br />
the Special Olympics. The public is<br />
invited to have breakfast the second<br />
Saturday of each month at 2925 West<br />
Broad St. Adults eat for a donation of $6,<br />
children age 3 and above pay $3. Serving is<br />
from 9 a.m. to noon.<br />
Hilltop Commission goes<br />
back to meeting at the library<br />
With the reopening of the Hilltop<br />
Branch of the Columbus Metropolitan<br />
Library, 511 S. Hague Ave., the Greater<br />
Hilltop Area Commission voted to return to<br />
meeting there regularly on the first<br />
Tuesday of the month, starting with the<br />
<strong>May</strong> 3 meeting. The commission also voted<br />
to start meeting at 6:30 p.m. because the<br />
library closes promptly at 9 p.m. The<br />
Hilltop Branch hours are Monday through<br />
Thursday 9 a.m. to 9 p.m., Friday and<br />
Saturday from 9 a.m. to 6 p.m., and<br />
Sunday from 1to 5 p.m.<br />

the Prairie Township Community Center<br />
weekly to provide free foot care and other<br />
wellness services. To schedule an appointment<br />

Rocky is quite the<br />

for being too much of an escape artist.<br />
He is housebroken and is the perfect mix of<br />
fun and laid-back. He loves playing with his<br />
toys and does the cutest little bounce and<br />
spin when he’s feeling frisky. He has done<br />
well with other dogs and should meet any resident<br />
dogs in the home prior to adoption. If<br />
