5.3.1.3 <strong>Propane</strong> Industry Training Program<br />

PERC <strong>and</strong> the NPGA developed its comprehensive training curriculum for propane industry employees,<br />

CETP, in 1988. Although CETP is voluntary in most states, many employers in the propane industry use<br />

it to train <strong>and</strong> certify employees. PERC offers the task-based modular curriculum both in instructor-led<br />

settings <strong>and</strong> as a computerized self-teaching program, <strong>and</strong> sells course materials to employers for in-<br />

house training <strong>and</strong> preparation for CETP certification tests.<br />

CETP consists of eight modules. Applicable training modules include<br />

• <strong>Propane</strong> “basics,” including properties of propane, industry st<strong>and</strong>ards <strong>and</strong> organizations, bulk<br />

plant <strong>and</strong> delivery vehicle identification, safe work practices, <strong>and</strong> reacting to interruptions of<br />

customer gas service;<br />

• <strong>Propane</strong> delivery, including equipment <strong>and</strong> operating procedures, loading <strong>and</strong> unloading,<br />

inspecting delivery trucks <strong>and</strong> installed propane systems, responding to customer calls, <strong>and</strong><br />

evacuating propane tanks; <strong>and</strong><br />

• <strong>Propane</strong> vapor distribution system installation, including transporting tanks <strong>and</strong> cylinders,<br />

installing aboveground <strong>and</strong> underground tanks, installing regulators <strong>and</strong> piping, performing leak<br />

checks, documenting installations, <strong>and</strong> communicating safety information to customers.<br />

Employers may select topics as appropriate to address job tasks for individual employees, who may then<br />

take certification exams in those areas for which they have completed training. For example, customer<br />

service representatives often complete the propane basics module, <strong>and</strong> delivery drivers complete the<br />
