Medical Technicians (EMTs) are on duty at the fire station 24 hours a day, seven days a week. 9 All<br />
Ghent area emergency 911 calls are routed to the Raleigh County EOC where operators dispatch the<br />
appropriate fire or emergency medical service.<br />
1.5.5 West Virginia E911 Council<br />
West Virginia established the E911 Council in 1986 to organize <strong>and</strong> implement the universal 911<br />
emergency telephone number system. The council promotes, researches, plans, educates, develops<br />
funding streams, <strong>and</strong> proposes state legislation to ensure reliable 911 call service operations.<br />
Representatives from West Virginia’s 55 counties serve on the council, which meets monthly.<br />
The council works closely with emergency response industry organizations including the National<br />
Emergency Number Association (NENA) <strong>and</strong> the Association of Public-<strong>Safety</strong> Communicators Officials<br />
(APCO). In addition, the council is involved in activities to promote <strong>and</strong> fund 911 systems statewide.<br />
1.5.6 West Virginia Office of Emergency Medical Services<br />
The West Virginia Office of Emergency Medical Services (EMS) is a division of the West Virginia State<br />
Trauma <strong>and</strong> Emergency Care System, administered by the West Virginia Department of Health <strong>and</strong><br />
Human Resources. The Office of EMS was legislatively m<strong>and</strong>ated in 1975 <strong>and</strong> tasked with operating a<br />
comprehensive statewide EMS program. It oversees licensing for EMS agencies <strong>and</strong> training <strong>and</strong><br />
certification for responders.<br />
9 The Ghent fire department comprises trained volunteer firefighters <strong>and</strong> paid emergency medical technicians.<br />
Many of the emergency medical technicians, including those who responded to the <strong>Little</strong> <strong>General</strong> propane release,<br />
also serve as volunteer firefighters.<br />
