Bashaw town council turned down a<br />

local club’s request to repair their<br />

drainage which is apparently affecting<br />

their sidewalk. The club’s letter was<br />

discussed at the March 21 regular<br />

meeting of council.<br />

The cobblestones are lower than the<br />

curb and between that and the depressions,<br />

shovelling snow is hampered<br />

“We are sure you have many difficult<br />

and pressing issues to deal with<br />

but would like you to consider budgeting<br />

in the future for replacing these<br />

troublesome bricks with regular<br />

cement sidewalks,” added the letter.<br />

22 Fuller stated that the town’s Public<br />

Works department did examine the<br />

issue in question and discovered the<br />

thrift store building has no eavestrough<br />

on the roof to channel runoff;<br />

rather than being channelled to the<br />

alley where it causes fewer problems,<br />

the runoff is instead ending up on the<br />

sidewalk.<br />

Fuller stated the town can’t spend<br />

tax dollars to place eavestrough on a<br />

privately-owned building.<br />

Councillors accepted the letter as<br />

30 participants gathered at the<br />

Spondin Community Centre<br />

Thurs. March 24 for a presentation<br />

by equine chiropractors<br />

Murray McGonigle and Danie<br />

Rairdan.<br />

McGonigle has been working<br />

in the industry for 36 years and<br />

Rairdan for six, working on over<br />

12,000 horses in the past year<br />

alone.<br />

Basic horse anatomy and<br />

structural functions were outlined<br />

followed by an explanation<br />

of how structural misalignment<br />

can lead to a wide range of<br />

unsoundnesses and interruptions<br />

in the normal function of a<br />

horse’s body.<br />

Numerous case studies were<br />

shown, documenting their problems,<br />

assessment and diagnosis,<br />

corrective steps taken and<br />

amazing recovery results.<br />

moved to Larry Petersons’<br />

arena to observe as McGonigle<br />

and Rairdan adjusted 25 horses<br />

Kneehill County council agreed to<br />

let a Calgary-based oil and gas company<br />

to pay off its years-long debt and<br />

also waived almost $100,000 in unpaid<br />

property tax penalties for the firm.<br />

The decisions were made at the<br />

March 22 regular meeting of council.<br />

Tax Clerk Caroline Siverson presented<br />

the results of a years-long effort<br />

to get currently operating Long Run<br />

Exploration Ltd. to pay its outstanding<br />

property tax debt.<br />

“We began our discussions with<br />

Long Run after a long time of no<br />

returned calls or emails, and after our<br />

legal firm had forwarded them a<br />

demand letter in late 2021,” stated<br />

Siverson’s memo to council.<br />

“At this time, Long Run has agreed<br />

to pay their outstanding taxes and<br />

depending upon the decision of<br />

council, within this next 12 months.”<br />

Siverson noted during debate that<br />

this was the last large unpaid property<br />

tax file the county had to deal with.<br />

Commission (MPC) granted a<br />

certificate to allow a non-conforming<br />

house to remain<br />

“as-is,” but also intends to host<br />

real estate agents to discuss the<br />

problems such structures cause<br />

taxpayers.<br />

The decisions were made at<br />

the March 22 regular MPC<br />

meeting.<br />

The MPC is chaired by Coun.<br />

James Nibourg with the commission<br />

consisting of Stettler<br />

county council.<br />

The MPC was considering the<br />

variance request of property<br />

owner Roxanne Wooden<br />

regarding her residence located<br />

at Lot 54 Block 2 Plan 052242<br />

which is located near Buffalo<br />

Lake which documents stated<br />

sits on a 0.16 acre parcel.<br />

slope.<br />

The decision was made at<br />

the March 22 MPC meeting.<br />

The MPC is chaired by<br />

Coun. James Nibourg and is<br />

comprised of members of<br />

county council.<br />

an application for a variance<br />

to allow for the construction<br />

of a garage estimated in<br />

value at $50,000 located at 35<br />

MacDonald Dr. in Scenic<br />

Sands, a community located<br />

at Buffalo Lake.<br />

Parcel owners were listed<br />

as Jean Marie and Madalyn<br />

Vachon and the applicant<br />

was listed as Barry Green,<br />

who was present at the<br />

meeting to answer<br />

questions.<br />

Donovan explained in her<br />

report that Green was<br />

applying for a variance that<br />

would allow an 824 square<br />

foot ancillary building, or<br />

garage, to be built on the<br />

parcel in question; the variance<br />

would drop the front<br />

yard setback from 25 feet to<br />

10 feet.<br />

“The proposed location of<br />

the ancillary building is at<br />

the toe of a slope with a<br />

grade which appears to<br />

exceed 15 per cent,” stated<br />

Donovan’s report to board<br />

members.<br />

Nibourg, when examining<br />

maps of the parcel, noted<br />

another ancillary building<br />

present and asked if the<br />

number of structures was<br />

an issue, to which Donovan<br />

answered the county regulates<br />

the number of<br />

structures on a parcel but in<br />

this case it was below the<br />

threshold.<br />

Green stated that the power line will<br />

be altered if the garage is approved: it<br />

will be an overhead line to the garage,<br />

then underground to the residence.<br />

After discussion staff noted the<br />

power line in question is private, so it<br />

doesn’t affect the application.<br />

Board members spent a considerable<br />

amount of time discussing the<br />

proposed garage’s overhang, with<br />

Stevens noting he didn’t have a<br />

problem with the overhang as long as<br />

it’s entirely on the owner’s property.<br />

Nibourg stated the county has had<br />

instances where overhangs were built<br />

too close to a neighbour and that<br />

neighbour then complained, resulting<br />

in the builder being forced to fix the<br />

problem with “substantial” expense.<br />

After discussion councillors noted<br />

Green was proposing a setback along<br />

the side of the garage greater than the<br />

minimum required which addressed<br />

their concerns.<br />

Board members also discussed the<br />

considerable nearby slope.<br />

When asked if stability was an issue.<br />

Donovan responded the grade at the<br />

toe of the slope was 17.5 per cent and<br />

county bylaws require a slope stability<br />

report in such cases; she also added<br />

the slope isn’t on the side facing the<br />

lake.<br />

Green stated he was aware of the<br />

$2,500 report but didn’t get one done<br />

because he wanted to see what the<br />

MPC decided first.<br />

Board members unanimously<br />

approved Green’s application as presented<br />

with the requirement that the<br />

slope stability report must be completed<br />

before the development permit<br />

is issued.<br />

Stevens noted real estate<br />

agents belong to a professional<br />

association and<br />

wondered how such agents<br />

ensure the accuracy of the<br />

properties they’re<br />

marketing.<br />

Stevens suggested inviting<br />

realtors to attend a meeting<br />

to discuss this issue.<br />

Clarke agreed, and made<br />

a motion that staff invite<br />

realtors to a future council<br />

meeting for that purpose.<br />

former paving projects done<br />

within Coronation.<br />

Shepple and crew came to<br />

Coronation four years ago on<br />

various paving jobs within the<br />

town including spaces such as<br />

in front of the public works<br />

shop..<br />

Shepple shared his side of the<br />

story with council and administration<br />

and felt that he wanted<br />

to ensure his work was up to<br />

standard and offer to fix anything<br />

that needed to be redone<br />

as his reputation in this line of<br />

work depends on it.<br />

He noted he has reference letters<br />

from other municipalities<br />

in the east central region such<br />

as Hardisty, Chauvin, Provost<br />

and Czar but not one from<br />

Coronation which he wanted to<br />

change.<br />

Some sections the company<br />

used a type of asphalt that isn’t<br />

aesthetically pleasing but is<br />

strong in its makeup which<br />

could have fed into the problem.<br />

“If I can’t get you to sign off<br />

on a reference letter for me I<br />

wasted my time. Our reputation<br />

is everything,” he said. “I can’t<br />

afford it.”<br />

The contractor offered to<br />

come down and walk with members<br />

of council, administration<br />

and public works this spring on<br />

these projects to see about any<br />

changes that could be made if<br />

needed.<br />

Council agreed they would<br />

set up a time with Shepple to do<br />

so.<br />

Council accepted his presentation<br />

as information.<br />

Funding requests<br />

A number of funding requests<br />

came in from various community<br />

organizations for council to<br />

consider.<br />

The first came from the<br />

Coronation and District Seniors<br />

Housing Society asking for a<br />

temporary loan of approximately<br />

$14,000 in legal fees as<br />

the Guaranteed Investment<br />

Certificates (GIC) provided by<br />

the government do not come in<br />

until July.<br />

The legal fees are attributed<br />

to lawyer’s looking over and<br />

ensuring the society’s bylaws,<br />

goals and policies are in<br />

compliance.<br />

Council agreed to loan them<br />

the funding, expecting it to be<br />

returned within the calendar<br />

year.<br />

The second request came<br />

from Paintearth Economic<br />

Partnership Society (PEPS) as<br />

they asked for permission to<br />

spend $14,000 for Project One<br />

and Project Two of the Regional<br />

Connectivity Strategy as all<br />

member municipalities must<br />

sign off before any money over<br />

$10,000 can be spent as per their<br />

bylaw.<br />

The first project requires<br />

$14,000 on hiring experts to help<br />

establish the best possible solution<br />

to this quite complex and<br />

detailed issue while the second<br />

would allow PEPS to develop a<br />

local investment co-op to help<br />

local and regional businesses to<br />

create perspective local jobs,<br />

invigorating communities and<br />

creating stronger healthier<br />

local economies.<br />

This project is projected to be<br />

approximately $50,000.<br />

Council agreed to support<br />

both projects as long as the<br />

funding comes out of PEPS’<br />

reserves.<br />

Lastly, two local C3s Coyote<br />

hockey teams approached<br />

administration requesting<br />

funding to support them as they<br />

play off at provincials.<br />

Trochu receives<br />

federal support to<br />

revitalize main street<br />

The Town of Trochu is excited to<br />

announce an upcoming project to revitalize<br />

Trochu’s Main Street, made<br />

possible thanks in part to a federal<br />

investment of $372,450 through the<br />

Canada Community Revitalization<br />

Fund.<br />

The project will upgrade foundational<br />

aspects of Main Street,<br />

including new asphalt, as well as new<br />

decorative light standards, benches,<br />

The Canada Community<br />

Revitalization Fund is a two-year, $500<br />

million national infrastructure program<br />

to revitalize communities across<br />

Canada.<br />

The Town of Trochu is fortunate to<br />

have been chosen as one of these communities<br />

and could not be better<br />

prepared to make the most of this<br />

amazing opportunity.<br />

Trochu is poised for growth and continued<br />

vibrancy.<br />

Trochu council and staff are<br />

extremely appreciative of the support<br />

from all levels of government as the<br />

town moves forward with a vision of a<br />

bright future.<br />

Administration noted the<br />

local team doesn’t often reach<br />

this level of play.<br />

Council requested administration<br />

create a policy so these<br />

types of requests don’t need to<br />

go through council approval all<br />

the time but administration recommended<br />

the opposite as a<br />

policy could set precedent for all<br />

sports where an overwhelming<br />

amount of requests could come<br />

in, signalling a change in budgetary<br />

measures.<br />

Council agreed they would<br />

give $300 to the U15 and U18<br />

teams for their provincial success<br />

and discuss the creation of<br />

a policy at another meeting.<br />

Education property tax<br />

update<br />

As an informational item,<br />

council became apprised of the<br />

decision on education property<br />

tax.<br />

An email form the provincial<br />

government came in explaining<br />

the <strong>2022</strong> mill rates and requisitioned<br />

amounts were not yet be<br />

finalized by March 15.<br />

In accordance with Section<br />

162(4) of the Education Act, if a<br />

municipality has not received<br />

the requisition by this date, the<br />

requisition will be based on the<br />

prior year amounts.<br />

As such the March <strong>2022</strong><br />

invoices are based on the 2021<br />

requisitions.<br />

The provincial equalized<br />

assessment base used to determine<br />

education property taxes<br />

this year reflects 2020 property<br />

values.<br />

In <strong>2022</strong>, municipalities will be<br />

billed at a rate of $2.65 per $1,000<br />

of their total residential/farmland<br />

equalized assessment<br />

value.<br />

The nonresidential<br />

rate will be<br />

set at $3.90<br />

per $1,000<br />

of equalized assessment<br />

value. Individual properties<br />

are taxed based on the local<br />

education property tax rate<br />

set by the municipality.<br />

Lawsuit on<br />

conspiracy to rig<br />

online ad auctions<br />

I have been in the industry for 22<br />

years. When I started at the Pass<br />

Herald we were a large paper with<br />

seven employees. We had a<br />

Compugraphic computer and handpasted<br />

photo film type paper onto a<br />

page. Today I create the paper on a<br />

computer, PDF the pages and drop the<br />

finished paper into the Lethbridge<br />

Herald Dropbox for printing.<br />

I can’t help but fondly remember<br />

those days, when the paper was full of<br />

ads, we were all doing our job to sell<br />

ads, lay out the papers, distribute and<br />

do the accounting. We had a lot of<br />

people in the office and boy it was fun.<br />

Today there is just three of us and contract<br />

workers. I can’t afford to hire<br />

anyone else. We work bare bones to<br />

keep this paper alive and often I’m<br />

embarrassed to think of how little I<br />

make as a wage.<br />

Why are things so difficult for traditional<br />

media?<br />

Facebook and Google have changed<br />

the distribution of advertising dollars<br />

in this country, and really the world,<br />

and believe me it’s not in favour of traditional<br />

media like the Pass Herald. I<br />

truly believe there are antitrust issues<br />

at play here. More than 50 per cent of<br />

total ad dollars are spent on digital<br />

advertising, and two companies control<br />

that marketplace.<br />

This lawsuit will shine a light on<br />

that. Perhaps the federal government<br />

should ask the Competition Bureau<br />

Canada to investigate.<br />

As a small community newspaper<br />

owner, I became concerned that not<br />

enough was being done to help the 40+<br />

independent publishers in Alberta,<br />

never mind the 400+ across Canada.<br />

Current efforts by News Media Canada<br />

lobbying the federal government to<br />

compel Google and Facebook to pay<br />

licensing fees to news content providers<br />

seem focused upon the bigger<br />

players. Players such as the Toronto<br />

Star, the Globe and Mail, and<br />

Postmedia.<br />

Should this legislation regarding<br />

licensing fees come true, my guess is<br />

NONE of that money will ever trickle<br />

down to weekly independent papers,<br />

and like always, we will lose out to the<br />

chains, fighting over the profits at the<br />

expense of the little guys. Nobody<br />

seemed to be looking after the interests<br />

of independent newspapers in this<br />

country; papers that actually live in<br />

communities, covering soccer games,<br />

council meetings and keeping the history<br />

of towns. As the plaintiff in the<br />

lawsuit, it is the independent<br />

newspapers that your Pass Herald is<br />

giving a voice to.<br />

I’m interested in sustaining the community<br />

newspaper industry. It’s not<br />

about the money, it’s about keeping<br />

local news in our communities and<br />

giving us independents a voice.<br />

This lawsuit could be a real gamechanger.<br />

It has the potential to stem<br />

the tide of “news deserts” (communities<br />

that have lost their local papers)<br />

and keep local news in small centers<br />

across Alberta. We are seeing hundred<br />

year-old newspapers shutting down all<br />

over the country.<br />

I will fight tooth and nail to protect<br />

independent newspapers. Now it’s time<br />

for the 400 of us in Canada to step up to<br />

the plate and fight for our rights. As<br />

the plaintiff in the class action, the<br />

Pass Herald is the vehicle for this<br />

movement<br />

Our little weekly may have started<br />

the process but it’s up to each and<br />

every newspaper in this country to<br />

create the movement. We have been<br />

used to taking scraps from Google and<br />

Facebook and thinking that’s the best<br />

we can do. I’m here to tell you to<br />

remember what and who you are.<br />

Newspapers are the history of this<br />

great country; we are the written and<br />

photographic diary of our communities.<br />

We are not the industry that takes<br />

scraps from anyone. We are the power<br />

of the press and the check and balance<br />

against tyranny. We are the people<br />

who write the facts and let the reader<br />

come up with their conclusion.<br />

Yet when you are struggling to survive<br />

on handouts can you really do<br />

your job as owners and publishers the<br />

way it’s been throughout history?<br />

I’m doing everything I can to help<br />

them but now our entire industry must<br />

come together to fight for what is right.<br />

Sotos Class Actions of Toronto issued<br />

a statement of claim against Google and<br />

Facebook March 16th on behalf of the<br />

Pass Herald, a community newspaper<br />

that serves the Crowsnest Pass area of<br />

southwest Alberta. The class action<br />

claims damages of one billion dollars<br />

against the two tech companies, alleging<br />

that Google and Facebook entered into<br />

an agreement that allowed them to benefit<br />

financially at the expense of other<br />

digital publishers.<br />

The statement of claim alleges the<br />

two companies engaged in a conspiracy<br />

to rig online ad auctions, allocate markets,<br />

and fix and maintain prices in the<br />

market for display advertising, contrary<br />

to the Competition Act. It further<br />

alleges that publishers and advertisers<br />

suffered significant damages as a result.<br />

Sovereignty is crucial<br />

Dear Editor,<br />

The Federal Government led by<br />

“acting prime minister” Singh and<br />

supported by “co-“Prime Minister<br />

Trudeau recently unveiled Canada’s<br />

emissions targets for 2030.<br />

In my opinion, neither of them are<br />

capable of running anything, but they<br />

have ideologues, Environment<br />

Minister Guilbeault and Natural<br />

Resources Minister Wilkinson who<br />

are fully capable of ruining Canada’s<br />

and particularly Alberta’s economy by<br />

2030 even if there is no hope of meeting<br />

the targets.<br />

All four hate the oil and gas industry<br />

and do not care if shutting it down does<br />

not help lower the world’s emissions, in<br />

fact will raise them. It will do this by<br />

shutting down the most ethical and<br />

environmentally responsible oil and<br />

gas sector on the planet.<br />

This means that nations that need<br />

oil and gas–and they will–will purchase<br />

them from places like Russia,<br />

Venezuela and the Middle East, places<br />

that invade other countries, starve<br />

their own people and sponsor<br />

terrorists.<br />

Both the USA and Canada have governments<br />

that appear determined to<br />

destroy their countries by inflation,<br />

illegal immigration (USA) and the<br />

Green New Deal.<br />

Both export coal to China which<br />

uses it and their own to produce products<br />

including solar panels which are<br />

exported to Canada and the USA<br />

where solar farms are built with the<br />

intention of eliminating oil and gas<br />

production.<br />

The result – China gets richer and<br />

we get poorer because the unreliability<br />

of wind and solar means we<br />

need a backup system of generation<br />

which means that combined with the<br />

carbon tax and living in a vast cold<br />

country, we are pricing ourselves out<br />

of the market.<br />

Our leaders and many of their followers<br />

believe we can subsidize or<br />

grant ourselves out of reality.<br />

Currently in Canada you can get a<br />

$4,000 grant to buy an electric car, the<br />

USA is proposing a $12,500 tax credit.<br />

This for a vehicle that pays no road<br />

tax.<br />

I don’t believe that solar and wind<br />

farms pay royalties, as do oil and gas.<br />

Solar and wind do not have byproducts<br />

like oil and gas which are used in<br />

almost everything including the manufacturing<br />

of electric vehicles.<br />

Those who believe that our present<br />

society can exist without all the products<br />

that are made with oil, gas and<br />

animal byproducts need to educate<br />

themselves. They also need to realize<br />

that it will cost billions to build the<br />

generation capacity and the electrical<br />

grid to support electric vehicles.<br />

The day may come when electric<br />

vehicles make sense in Canada on a<br />

large scale but it is not now and will<br />

not be in 2030.<br />

We, in Canada should be producing<br />

and selling as much oil and gas products<br />

as possible. We would be reducing<br />

others dependence on Russian petroleum<br />

and lowering emissions<br />

worldwide, as well as reducing our<br />

debt. This means building and completing<br />

all the pipelines cancelled and<br />

building more, Churchill being one of<br />

them.<br />

None of this will happen for years<br />

because of the Liberal-NDP alliance,<br />

thus an immediate move towards<br />

Alberta independence or sovereignty<br />

like Quebec is crucial. Alberta producing<br />

more petroleum products<br />

would lead to a cleaner and safer<br />

planet.<br />

Nominate your Volunteer Citizen Of The Year<br />

Margaret D Spady (nee Kirschman)<br />

was born to Johannah and Emil<br />

Kirschman on Oct. 17, 1941, and left us<br />

on March 25, <strong>2022</strong>.<br />

Mom was raised on the family farm<br />

in the Lauderdale District with her<br />

brother, Ken and sister, Helen. She and<br />

Helen went to Lauderdale School<br />

which was right across the road from<br />

their house. In Grade 9 she went to<br />

Castor for the rest of her schooling.<br />

Mom loved to dance and went to the<br />

dances on Saturday nights at the<br />

Castor Hall. There she met a ‘wild’<br />

young man by the name of<br />

Tom Spady. They got married<br />

on July 29, 1960 and<br />

lived on a farm by the Battle<br />

River where they raised<br />

three children and Angus<br />

cattle.<br />

July 23, 1961 Deborah<br />

(Debby) was born, and they<br />

became three. On Nov. 26,<br />

1962 Sherri joined the<br />

family, followed by Craig on<br />

June 29, 1968.<br />

Although Mom was a<br />

Spady<br />

town girl, she adapted to the farm life.<br />

She learned to drive tractor and other<br />

machinery, help with the cattle and<br />

shoot gophers.<br />

Although mom liked animals, she<br />

was not a fan of horseback riding but<br />

Dad did get her on a few.<br />

Besides being a wife and mother,<br />

over the years she also worked at the<br />

Bank of Montreal, the Alliance<br />

Butcher shop and for the Castor FCSS.<br />

Mom loved to be outside in her yard.<br />

Her lawn was always green and<br />

immaculate. She had a huge garden<br />

with all her favourite vegetables which<br />

she harvested and prepared for winter.<br />

She started her seedlings in the basement<br />

until they were ready to be put in<br />

her greenhouse until the frost was<br />

gone and she could then plant them<br />

outside.<br />

She loved her flowers. Some of her<br />

favourites were roses, gladiolas,<br />

Shasta daisies, lilies, begonias and<br />

petunias. You would find these<br />

thoughtfully placed in her yard. Mom<br />

would use her flowers in arrangements<br />

that she gave to family and<br />

friends and took up to the local flower<br />

show. She won many prizes for her<br />

arrangements.<br />

Mom loved to cook and bake. She<br />

would try new recipes out. Some of<br />

our favourites were her chocolate<br />

chiffon cake, puffed wheat squares,<br />

broccoli casserole, apple crisp and her<br />

fresh fruit pies, just to name a few. She<br />

always had the coffee pot on and some<br />

baking for friends, neighbours and<br />

bull buyers who would drop by.<br />

Mom was very creative. She did<br />

many crafts throughout the years such<br />

as macrame, needle point, paper tole<br />

and cake decorating. Her cakes weren’t<br />

only delicious but beautiful with the<br />

flowers she decorated them with.<br />

She painted oil paintings from pictures<br />

of scenery she had taken and<br />

gave them to family and friends.<br />

Over the years mom made many<br />

friends from the different groups she<br />

belonged too including choir, Bible<br />

study, Bridge, Alliance Ladies<br />

Aide, Women’s World Institute,<br />

the church, the Lodge and her<br />

coffee girls.<br />

Mom’s greatest pride and joy<br />

were her grandchildren, Cody,<br />

Kourtney, Kass, Cayden and<br />

Jamie-Lee. Whenever possible<br />

she was there to watch and<br />

support them in their various<br />

activities including 4-H,<br />

hockey, ball, basketball, rodeo<br />

and ski races.<br />

Mom was not afraid to<br />

express her viewpoints and opinions.<br />

She let her children and grandchildren<br />

know what she thought and if any of us<br />

needed to be straightened out she<br />

would have a talk with us. Lots of<br />

times she gave advice whether we<br />

asked for it or not.<br />

Mom loved jokes. Her sense of<br />

humour was always there right to the<br />

end.<br />

Mom and Dad did many road trips.<br />

She loved driving through the mountains.<br />

They also went camping and<br />

fishing with friends throughout the<br />

years. She also loved playing cards<br />

with family and friends.<br />

Mom leaves to mourn her husband,<br />

Tom; children: Debby Hronek, Sherri<br />

(Bill) Innocent, Craig (Jody) Spady;<br />

grandchildren: Cody Innocent,<br />

Kourtney Hronek (Chris Jickling),<br />

Kassidy Hronek, Cayden Spady and<br />

The Government of Canada is<br />

making investments to enhance<br />

Canada’s competitive advantage, diversify<br />

market opportunities, create good<br />

middle-class jobs and achieve our<br />

emissions reduction targets.<br />

Today, the Honourable Jonathan<br />

Wilkinson, Minister of Natural<br />

Resources Canada, announced a combined<br />

investment of over $7.5 million to<br />

four organizations in Alberta that are<br />

advancing emerging clean technologies<br />

to grow our economy and help<br />

Canada meet its environmental<br />

targets.<br />

These projects include:<br />

$3,000,000 to Suncor Energy Inc. in<br />

Fort McMurray, Alta. to demonstrate<br />

the effectiveness of the Permanent<br />

Aquatic Storage Structure to accelerate<br />

the dewatering and removal of<br />

contaminants in fluid tailings and,<br />

combined with watershed design, to<br />

create a self-sustaining boreal pit lake<br />

ecosystem;<br />

$2,000,000 to Cenovus Energy Inc. in<br />

Calgary to demonstrate the effectiveness<br />

of a partial-upgrading process<br />

which is intended to reduce diluent use<br />

and the greenhouse gas emissions<br />

related to crude transportation;<br />

$1,500,000 to MEG Energy Corp. in<br />

Christina Lake, Alta. to prove the commercial<br />

viability of a process to reduce<br />

the viscosity of heavy, bituminous oil<br />

through on-site pilot testing; and,<br />

$1,050,000 to Seal Well Inc. in<br />

Calgary to demonstrate the use of a<br />

bismuth-based metal alloy as a more<br />

effective sealant<br />

prevent the<br />

leakage of gases<br />

Anita Davie of Big Valley, Alta.<br />

passed away on Sun. March 27, <strong>2022</strong> at<br />

Points West Living in Stettler,<br />

Alta.<br />

Anita was born June 17, 1931<br />

in Idaho Falls, Idaho. She<br />

went to school at various<br />

schools in Idaho and then<br />

moved to Dillon, Montana<br />

where she attended Beaver<br />

Head County High School.<br />

Anita was a brilliant student<br />

who graduated at sixteen.<br />

Davie<br />

While she was in school she<br />

held down three jobs. She was<br />

also a marionette and marched with<br />

the high school band. We do not know<br />

how she fit all of these activities in<br />

while attending<br />

high school.<br />

She attended<br />

college in Dillon,<br />

Montana where<br />

she met her first<br />

love Donald<br />

Franklin<br />

Blomquist. They<br />

were married<br />

April 17, 1949 in<br />

Dillon, Montana.<br />

They then lived<br />

on a ranch north<br />

of Dillon.<br />

Donita, Bill,<br />

Patti and Tami<br />

were all born in<br />

Dillon. Anita<br />

worked as a telephone<br />

operator<br />

for Bell telephone<br />

when the children were very young.<br />

Anita and Don moved to Big Valley<br />

in 1961.<br />

Anita loved to play the<br />

piano and sing. In 1973 Don<br />

passed away suddenly of a<br />

heart attack and Anita was<br />

heart broken. After Don’s<br />

passing, Anita helped each<br />

of her children with their<br />

weddings.<br />

Anita married Sandy<br />

Davie in 1981. They travelled<br />

to Scotland and<br />

Arkansas. They also loved<br />

to go to B.C. to visit Sandy’s good<br />

friends, the Smiths.<br />

Bylaw Officer - Seasonal<br />

The County of Stettler has an exciting opportunity for a seasonal employee to<br />

join our team in the position of Bylaw Officer from May-September.<br />

This position will support our Planning Services and our Protective Services<br />

departments and offer the right candidate a variety of duties involved<br />

in ensuring compliance through community visits and the promotion of<br />

community awareness and education.<br />

The Bylaw Officer will perform duties related to Municipal Bylaws and<br />

Provincial Statutes including reviewing enforcement, conducting bylaw<br />

assessments, education and awareness within the County of Stettler. This<br />

position will be responsible for enforcement of violations of County of Stettler<br />

Bylaws, including the Land Use Bylaw, Unsightly Premises Bylaw and other<br />

duties as assigned. Enforcement initiatives range from gaining voluntary<br />

compliance when possible, to site clean-up, and the issuing of tickets when<br />

required.<br />

The Bylaw Officer will be responsible for conducting proactive patrols and site<br />

visits within the County of Stettler as well as documenting and maintaining<br />

records and providing support to Planning Services and Protective Services.<br />

Requirements/Qualifications:<br />

* Grade 12 diploma and seeking education in law-enforcement<br />

* Alberta Class 5 driver’s license with an acceptable drivers abstract<br />

* First Aid and CPR certification desired<br />

* An understanding of GPS and GIS technology and its applications<br />

Passionate about his girls, farming, hunting<br />

Joseph Gary Cousins<br />

Nov. 3, 1938 – March 25, <strong>2022</strong><br />

Joseph Gary Cousins was born Nov.<br />

3, 1938 in Vancouver, B.C. to parents<br />

Gordon and Margaret Cousins. They<br />

lived in Vancouver until 1945 at which<br />

time they moved to the farm at Delia,<br />

Alta.<br />

Gary attended Surprise<br />

School while they lived on<br />

the farm. He rode his horse<br />

Trigger to school and back.<br />

A syrup pail served as his<br />

lunch pail in those days.<br />

In 1952, they moved to<br />

Calgary where Gary’s dad<br />

worked for Beatty Brothers<br />

as District Manager. At this<br />

Cousins<br />

time, Gary received his education<br />

in Calgary;<br />

graduating in 1957 from<br />

Crescent Heights High School.<br />

After graduation, Gary continued<br />

his education taking some training as<br />

an electrician.<br />

In 1962 they returned to the farm at<br />

Delia. There he farmed with his dad as<br />

well as helping with his dad’s business,<br />

Cousins Electric based out of Hanna,<br />

Alta.<br />

Gary married Cherrone Battle in<br />

1963. To this union he had three beautiful<br />

daughters.<br />

Lorene was born Aug. 14, 1964,<br />

Leanne was born May 14, 1966 and<br />

Lorna born Oct.<br />

29, 1969. He was<br />

always very<br />

loving and very<br />

proud of his girls.<br />

He always<br />

attended their<br />

school and<br />

sporting events<br />

and taught the<br />

girls how to<br />

dance. He<br />

coached the girls<br />

curling team in<br />

Delia for many<br />

years.<br />

He was an avid<br />

hunter and made<br />

several trips to<br />

southern Alberta<br />

pheasant hunting<br />

with his dad and<br />

several friends.<br />

He was also out<br />

on many good<br />

duck and goose<br />

shoots and took<br />

down some<br />

trophy bucks<br />

through the years<br />

deer hunting with<br />

many good<br />

friends and<br />

family members.<br />

Gary was passionate<br />

about his<br />

animals on the<br />

farm including<br />

his hunting dogs,<br />

cows and horses.<br />

He enjoyed<br />

seeding his crops<br />

and harvesting<br />

them in the fall.<br />

Making many<br />

trips into Delia to<br />

the elevator in his<br />

3-ton.<br />

On Jan. 3, 1975,<br />

he married<br />

Margaret Lehn of<br />

Drumheller. They<br />

enjoyed travelling<br />

and working<br />

together on the<br />

farm at Delia<br />

until his health<br />

started to<br />

deteriorate.<br />

rented the farmland out. As Gary’s<br />

health declined he moved into Hillview<br />

Continuing Care in Drumheller and<br />

later, he lived in extended care in the<br />

Drumheller hospital.<br />

The last few years Gary resided at<br />

Heritage House in Stettler.<br />

Gary passed away March 25,<br />

<strong>2022</strong> at the age of 83 years with<br />

his family by his side.<br />
