Because of you, Charing Cross Hospital<br />

has been there for all of us throughout<br />

the pandemic.<br />

This <strong>Christmas</strong> I want to once again thank our NHS,<br />

care staff and volunteers.<br />

The last 21 months have been challenging for all of us.<br />

Throughout this period, our NHS and our care workers<br />

have, quite simply, been heroic.<br />

During those difficult months of lockdown H&F’s 13,000<br />

NHS hospital workers, our 2,200 care workers and the<br />

dedicated staff in 30 NHS GP practices stepped forward<br />

to care for our loved ones round the clock, sometimes<br />

juggling childcare or having to isolate themselves away<br />

from their families. And every day that they’ve gone into<br />

work to look after other people they’ve known that they<br />

themselves risked serious illness, or worse.<br />

Local NHS workers like Prof Mohamed Sami Mahmood<br />

Shousha, a consultant at Charing Cross Hospital, who<br />

tragically was one of the estimated 883 healthcare workers<br />

to have lost their lives since March last year.<br />

NHS care means more than looking after the sick – it can<br />

also mean dedicated research that puts us ahead of the<br />

virus, as illustrated by the amazing work of Dr Tom Peacock,<br />

a virologist at Imperial College. Back in November, he was<br />

the first to alert the world to a new, more infectious, Covid<br />

“super variant” emerging in southern Africa within days of<br />

its mutation. His research will certainly have saved lives.<br />

With your support, I set up an Independent Healthcare<br />

Commission, led by Michael Mansfield QC, to review the<br />

planned demolition of Charing Cross Hospital, together with<br />

local residents and the Save Our Hospitals (SOS) campaign,<br />

we could not have anticipated the crucial role that the<br />

hospital would soon go on to play in a global pandemic.<br />

That hospital alone has treated more than 1,150 Covid<br />

patients since the pandemic began, and many more have<br />

been treated at Hammersmith Hospital in White City as<br />

well as local GPs and health centres across H&F.<br />

And since the end of March 2019, when the<br />

Government and health chiefs finally gave up on<br />

their 7-year plan to demolish Charing Cross Hospital,<br />

1,166,000 patients have been cared for by its<br />

healthcare staff. Knowing what we do now, it doesn’t<br />

bear dwelling on how different things could have been if<br />

the demolition programme had not been stopped.<br />

For our part, throughout this period we did all we could<br />

to keep residents safe and ease the pressure on the NHS.<br />

To reduce the spread of infection, we used the council’s<br />

powers to stop our local, privately-owned care homes<br />

from admitting or readmitting any new patients from<br />

hospitals – then the only council in the country to do that –<br />

and we launched a pioneering testing regime for residents<br />

and care staff. We spent £3m on essential personal<br />

protective equipment (PPE), including facilitating the<br />

delivery of 12,000 face shields for staff at Charing Cross.<br />

H&F’s Community Action Network (CAN) volunteers<br />

supported our local foodbank in delivering 1,000 food<br />

parcels a week at the height of the pandemic; another<br />

heroic effort that I have no doubt saved lives.<br />

Thank you to everyone, every NHS staff member; porters,<br />

cleaners, nurses, clinicians, researchers, scientists, every care<br />

worker and volunteer who played a part in keeping us safe.<br />

London, we’ve created a new, first-ofits-kind<br />

modern Industrial Strategy to<br />

transform H&F into a global economic<br />

hotspot for the careers of the future<br />

in media, science, technology,<br />

engineering and maths (STEM).<br />

At the heart of our strategy is the<br />

regeneration of White City, now a<br />

world leading innovation district able<br />

to compete with the best in the 21st<br />

century. In the last five years, White<br />

City Incubator companies have raised<br />

over £100million and what began as<br />

start-ups are now thriving businesses,<br />

generating jobs and wealth.<br />

H&F’s Industrial Strategy is harnessing the<br />

power of STEM companies in White City<br />

Our strategy aligns life-long<br />

education, infrastructure planning<br />

and the needs of business, to create<br />

a clear ladder of opportunity, from<br />

school into work. It is already bringing<br />

our residents some of the best jobs<br />

and start-up opportunities anywhere<br />

in the world.<br />

Since 2017, more than 4,000<br />

jobs have been created in<br />

our borough with global<br />

multinationals such as<br />

Novartis, moving in alongside<br />

bio-tech pioneers like Synthace<br />

and Autolus.<br />

In addition, over 60 life science<br />

businesses have been created, grown<br />

or moved into our borough in just<br />

four years alongside high growth<br />

anchor businesses and science and<br />

tech unicorns – making H&F the UK’s<br />

sixth most competitive economy in<br />

the country. To accommodate this<br />

rapid expansion, we are delivering<br />

over 1.5 million square feet of hightech<br />

workspace and more than 2,000<br />

new homes to help local workers live<br />

locally as part of major regeneration<br />

totalling over £10bn.<br />

To make sure our young people can<br />

seize these opportunities, we’re<br />

adapting the curricula taught in local<br />

schools. Through our Founders for<br />

School collaboration, 25 business<br />

leaders have volunteered over 270<br />

hours of time with local schoolaged<br />

children to coach them about<br />

the needs and opportunities of our<br />

growing STEM industries.<br />

To offer residents a pipeline to future<br />

employment, we’re working with tech<br />

employers to develop apprenticeships<br />

in digital industries resulting in over<br />

500 new apprenticeships for H&F<br />

residents each year.<br />

Our H&F Academy is working with<br />

some of the borough’s largest<br />

employers, like L’Oréal, Net-A-Porter,<br />

Imperial College London, Westfield<br />

and the BBC to offer ‘earn while you<br />

learn’ opportunities to get our young<br />

people on that crucial first rung of<br />

their career ladder.<br />

Meanwhile, our online Workzone<br />

service connects H&F residents with<br />

employers offering apprenticeships,<br />

jobs and training and we’re offering<br />

apprenticeship opportunities at the<br />

council itself, from civil engineering<br />

and analytics, to environmental<br />

health and transport planning.<br />

Fighting crime<br />

in H&F<br />

We’re investing record<br />

amounts to make H&F a<br />

no-go area for criminals.<br />

Although funding policing is the<br />

responsibility of national and<br />

regional government, Hammersmith<br />

& Fulham <strong>Council</strong> has just deployed<br />

72 new Law Enforcement Officers<br />

– the first such team in the country.<br />

This investment is part of a<br />

comprehensive multimillion pound<br />

council programme which includes<br />

adding to our extensive CCTV<br />

network, a new specialist Gangs<br />

<strong>Council</strong> Leader Stephen Cowan<br />

with LET officers<br />

Unit dedicated to safeguarding<br />

children and young people, and new<br />

measures to better protect women<br />

and girls.<br />

Cllr Sue Fennimore, the Borough’s<br />

Deputy Leader responsible for<br />

tackling crime, described how<br />

“Our number one priority is to<br />

do everything possible to keep<br />

our residents safe. It is not usually<br />

down to a council to fund such<br />

crime fighting initiatives, but we<br />

simply won’t tolerate crime and the<br />

devastation it brings to victims’ lives.<br />

“With violent crime rising and<br />

police numbers down, our crime<br />

fighting teams, working alongside<br />

the Metropolitan Police, are<br />

already delivering huge results,<br />

from smashing criminal County<br />

Lines drugs gangs to patrolling our<br />

streets and estates.<br />

“In London the awful murders of<br />

Sarah Everard, Sabina Nessa, Bibaa<br />

Henry and Nicole Smallman brought<br />

into sharp focus the urgent duty<br />

we all have to ensure the safety of<br />

women and girls in both public places<br />

and at home. That has always been<br />

a priority for me which is why H&F<br />

<strong>Council</strong> is investing record amounts<br />

on a variety of actions such as<br />

funding the Angelou Partnership.”<br />

to victims of harassment and<br />

stalking, domestic violence, faithbased<br />

violence and sexual assault.<br />

H&F <strong>Council</strong> is also asking all licensed<br />

premises in the borough to sign up<br />

to #AskforAngela which means that,<br />

if you feel vulnerable in a bar, club or<br />

restaurant due to unwanted attention<br />

or unsafe on a date you can discreetly<br />

ask for the help of any staff member<br />

by “asking for Angela”.<br />

These major investments in new<br />

crime-fighting services are only<br />

possible because of the ‘ruthless<br />

financial efficiency’ we take, cutting<br />

layers of unnecessary management,<br />

re-negotiating contracts, stripping<br />

out a record £118m of wasteful<br />

council spending.<br />

There is now a dedicated 24/7<br />

<strong>Council</strong> Law Enforcement Team (LET)<br />

in every H&F ward. So far, since our<br />

scheme launched in the spring, they<br />

have responded to 4,036 calls and<br />

played a critical role, along with the<br />

police, in catching and deterring<br />

How we’re<br />

providing<br />

extra support<br />

With over 20,000 people in H&F hit by the £20 cut<br />

in Universal Credit, and with energy and food bills<br />

rocketing, we’re doing all we can to support residents<br />

who may be having a tough time.<br />

No-one should face hunger in this<br />

day and age in one of the wealthiest<br />

cities in the world.<br />

This year, we’ve fed local pupils<br />

during the school holidays with<br />

more than 30,000 free school<br />

meal vouchers. We’ll provide over<br />

6,000 more vouchers during the<br />

<strong>Christmas</strong> holidays.<br />

We’ve given 300,000 free<br />

breakfasts to children at primary<br />

schools and nurseries in the last two<br />

years, and are running a pioneering<br />

free school lunch scheme in two<br />

secondary schools for all pupils.<br />

we’re delivering a Big <strong>Christmas</strong><br />

Lunch to older residents who live<br />

alone, working with fantastic local<br />

Electrical appliances are mostly<br />

made of plastic and metal, with<br />

small amounts of many other<br />

substances, some of which may<br />

harm the environment. Reusing<br />

and recycling is the best way to<br />

reduce the environmental impact<br />

If your electrical appliance is still in<br />

working order, pass it on to someone<br />

else who could use it. Try advertising<br />

your appliance on the H&F group<br />

of Freecycle or give it away to a<br />

neighbour using Street Bank.<br />

Adapting to climate change<br />

One of the greatest risks of<br />

climate change in H&F comes<br />

from surface water flooding, with<br />

sewers becoming full.<br />

Reducing paving in your garden<br />

and providing more space for plants<br />

has a triple benefit. It helps drain<br />

floodwater, increases groundwater<br />

supplies, and provides cooler spaces<br />

for hotter summers.<br />
