ABOUT CASCAIS<br />

Cascais is a municipality in the Lisbon<br />

District of <strong>Portugal</strong>, located on what is<br />

known as the Portuguese Riviera. The<br />

population in 2011 was circa 65.000, in<br />

an area of 97.40 km 2 . Cascais is an<br />

ABOUT SINTRA<br />

Sintra is a <strong>to</strong>wn and municipality in the Greater<br />

Lisbon region of <strong>Portugal</strong>, located on the Portuguese<br />

Riviera. The population of the municipality in 2011<br />

was 377,835, in an area of 319.23 square kilometres<br />

the Portuguese Consulate serving his/<br />

her current region of legal residence,<br />

even if the applicant's nationality entitles<br />

clearance letter);<br />

accommodation in <strong>Portugal</strong> (property<br />

title deed, rental agreement or property<br />

finances available <strong>to</strong> the applicant in<br />

<strong>Portugal</strong> (e.g. a <strong>Portugal</strong> bank statement<br />

showing a reasonable balance);<br />

<strong>•</strong> Documentary evidence of having a<br />

reasonable net regular passive income.<br />

Step 3: Residence Permit Program<br />

Application In <strong>Portugal</strong>.<br />

The special visa allows for a maximum of<br />

two entries and a stay in the country of<br />

up <strong>to</strong> 4 months. Once in <strong>Portugal</strong>, <strong>you</strong><br />

will need <strong>to</strong> submit the following<br />

documents in order <strong>to</strong> apply for the<br />

residence permit (known in some areas<br />

<strong>•</strong> Passport having the special visa issued by the<br />

Portuguese Consulate;<br />

<strong>Portugal</strong>, as submitted <strong>to</strong> the Portuguese Consulate;<br />

<strong>•</strong> Health insurance policy in case <strong>you</strong> bought it in<br />

<strong>Portugal</strong>;<br />

<strong>•</strong> Various Portuguese documents that <strong>you</strong>r lawyer<br />

can obtain on <strong>you</strong>r behalf;<br />

<strong>•</strong> As part of the <strong>Portugal</strong> residence permit program,<br />

the <strong>Portugal</strong> passive income visa must be renewed at<br />

the end of the first year and then every two years<br />

after. Subject <strong>to</strong> passing a language test of basic<br />

Portuguese, the holder of a passive income permit<br />

may apply for permanent residency or citizenship at<br />

the end of 5 years;<br />

<strong>•</strong> The holder of a temporary residence permit (such<br />

as the <strong>Portugal</strong> passive income D7 visa and not<br />

including the Golden Visa), is expected <strong>to</strong> be, at<br />

least, 16 months in the country during the first 2 years<br />

period, and 28 months in each 3 years subsequent<br />

period provided no absence exceeds 6 consecutive<br />

months. For the holder of a permanent residence<br />

permit, this is increased <strong>to</strong> a minimum of 30 months<br />

during each 5 years period, provided no absence<br />

exceeds 24 consecutive months;<br />

<strong>•</strong> How Much Does it Cost <strong>to</strong> Obtain a Portuguese<br />

Passive Income Permit?<br />

<strong>•</strong> The Government fees for this type of temporary<br />

residence visa permit are not significant (between<br />

€45.90 and €276.80 per applicant). The primary<br />

costs the applicant will incur are relocation expenses<br />

NON HABITUAL<br />

RESIDENT STATUS<br />

<strong>Portugal</strong> offers a special regime for new<br />

residents with attractive tax<br />

opportunities for foreign pensioners.<br />

Individuals covered by the NHR regime<br />

can benefit from a special personal<br />

income tax (PIT) regime for a ten year<br />

period. Generically speaking, this regime<br />

allows other types of foreign source of<br />

income <strong>to</strong> be tax exempt in <strong>Portugal</strong> if:<br />

<strong>•</strong> It may be taxed in the country of source<br />

in accordance with the applicable Tax<br />

Treaty;<br />

<strong>•</strong> The income is not sourced from a tax<br />

haven.<br />

To qualify as a NHR, an individual must<br />

meet the following requirements:<br />

<strong>•</strong> Become tax resident under Portuguese<br />

domestic legislation;<br />

<strong>•</strong> Not having been taxed as a Portuguese<br />

resident in the five years prior <strong>to</strong> taking<br />

up residence in <strong>Portugal</strong>.<br />

The NHR status has <strong>to</strong> be requested until<br />

March 31 of the year after taking<br />

up residency in <strong>Portugal</strong>.<br />

Tax will also be levied at a rate between<br />

0.7% and 1.5% on properties with<br />

registered tax value equal or higher than<br />

€600,000. Note: rates may be higher<br />

depending on several fac<strong>to</strong>rs (type of<br />

property, type of owner, etc);<br />

<strong>•</strong> Inheritance tax - Stamp Duty is levied<br />

at a 10% rate on Portuguese assets only<br />

except for spouses, descendants and<br />

located in <strong>Portugal</strong> at a 10% rate except<br />

FINANCING A HOME<br />

IN PORTUGAL<br />

For international clients, The Bank of <strong>Portugal</strong><br />

defines as a maximum financing limit 60 / 70%<br />

acquisition value.<br />

However, as all banks go, any approval will be<br />

conditioned <strong>to</strong> client´s profile and investment<br />

motive. So depending on the bank and the client<br />

profile, these numbers can vary.<br />
