ABSTRACT
On June 2003, Tagbino National High School -Guba Hi9gh School was established
It is a 28.8-kilometer ride from the center of the municipality and 15-kilometer ride from
Canlaon-Vallehermoso-La Carlota, negros Oriental route. The school started with one
classroom and three teachers led by the Teacher-In-Charge and now the Principal of the
school, Dr. Rolando S. Roa. It started with 24 students from which the first batch
graduated in year 2008. Later on, Tagbino National High School-Guba Annex became
independent and now known as Guba National High School.
Over the years, Guba NHS grew not only as an institution of Junior and Senior
High School Students but a home to the entire Gubanian – the people of Barangay Guba.
From scratch, muddy, and light materials, classrooms and school premises later on
developed and become conducive in learning. As time goes by additional teachers were
also installed in the school. Guba NHS aspire to strengthen the vision, mission and core
values of the Department of Education. “Makakalikasan” (Environmental) spirit, as one
of the components of DepEd core values, is embedded and strengthened in every
individual of the school. Hence the institution aspires to cater the needs of learners to be
equipped with knowledge and skills to become globally competent individuals.
Though the effort of the teachers, learners, parents, and all stakeholders, Guba
NHS became one of the recognized schools not just in the local but also in the region and
the national. On School Year 2017-2018, the school was recognized as the Negros Island
Region and Region VII Best Implementing School for Brigada sa Eskwela -Secondary
School- Medium Category. On the same year the school was also recognized as 4 th
Placer for the Provincial RRDCSC -Gulayan sa Paaralan Competition. On S.Y 2018-
2020, the school was recognized as National Best Implementing School for Brigada sa
Eskwela -Secondary School- Medium Category. It was also on the S.Y. 2018-2019 where
the school got the Regional Department of Environment and Natural Resources (DENR)
“Sibol Award” and recognized as the Most Promising Eco-Friendly and Sustainable
School. School’s Nestlè Wellness Campus was also recognized as Best Implementing
School in the Division level. Provincial RRDCSC “Gulayan sa Paaralan” was again
recognized as 4 th placer for 2019 and on 2020, accelerate on the second spot. Gulayan
sa Paaralan Program, Brigada sa Eskwela, and Eco-Friendly and Sustainable School
again joined the search for S.Y. 2020-2021 and the first two programs got to be part of
the short-listed nominee. Joining such competitions will continue until inheritance of habits
will become everyone’s lifestyle.
Enhancement of the Landscapes and Public Spaces
Dr. Rolando S. Roa began his vision in transforming an ordinary school into an Eco-Friendly
and Sustainable school of the Hinterland. Landscaping in the school was so visible since the site was
located in the mountain and layered into four partitions. The school site was then surrounded with
varied sizes of rocks and to utilize the space, the rocks were piled and used to support the
landscaping. Fifteen steps of stairs would be passed through. Beside those stairs were variety of
plants decorated which gave every visitor a vibrant aura. This way, soil erosion would also be avoided.
“Gulayan sa Paaralan (School’s Vegetable Garden)” replicators’ names were engraved and placed
besides the hut located at the fifteenth stair. Boy Scouts of the Philippines and Girl Scouts of the
Philippines Park was filled with plants that are decorated with plastic bottles filled with junk food
wrappers. Gravels were also spread in the area to add more attraction. In front of the BSP/GSP are
the two Grade 9 Classrooms. On the other corner, in front of the Grade 8 and 10 Classrooms, the
“Edukasyon sa Pagpapakatao” (Values Education) Park was located. It was a cliff and prone to soil
erosion. Plants and stones were used to landscape the area to make the space even more
presentable while keeping safety precautions.

Moving on to the second portion of the
school, other stairs will be passed through. On
the second phase an eco-arc would welcome
a visitor. The eco-arc was made of bamboo
poles, net, and designed plastic bottles filled
with ornamental plants. Distinguished on the
right side of the phase was a huge eco-wall
made of iron net and inserted with
approximately 5,000 pieces of soft drink plastic
bottles filled with trimmed junk food wrappers.
Located on the space were recycled plant
boxes, Material Recover Facility (MRF),
Disaster and Risk Reduction Management
(DRRM) corner, a platform decorated with
bamboo poles and a replica of ducks, and an
indigenous kiosk from the Senior High
School’s “Turo Negosyo” (Entrepreneurship).

In between the second and third partition of the campus was a pile of stones. Due to
danger and risk, the school’s administration together with its stakeholders planed on
securing the area that soon became a well cemented riprap. Senior High School Building,
Computer laboratory, and three comfort rooms were built. Kitchen and handwashing
laboratories were also constructed. Located at the at the top phase of the school was the
“Gulayan sa Paaralan” (School’s Vegetable Garden) area. Though the effort of teachers,
learners, parents, and other stakeholders, landscaping of the area became one of the most
attractive area in the school. The area was decorated with variety of recycled materials.
Seedling nursery, vermicasts, and a lot of kinds of organic vegetables gave good vibes to
those who unwind on the kiosks displayed at the top portion of the hill and those in
Caregiving Demonstration laboratory.
Guba NHS was indeed a masterpiece of landscaping. Rapid change of technology
may occur but its vision to preserve the nature would always be its priority to be nurtured.
Arts, Culture, and Heritage Management
Like other educational institution in the country, Guba NHS take its pride in
celebrating its abundant cultural traditions that have been passed on from generation to
generation. Guba NHS is known to be one of the most participative schools in the Division
of Guihulngan City. During the Arts Month Culmination, the school showcased its talent
through displaying arts and crafts produced by the learners. Local indigenous materials
were integrated in Turo Negosyo of the Senior High School Department. The school was
literally a piece of art since majority of its decorations and facilities such as projects of
different programs, kiosks, and landscape designs were made artistically and skillfully.
Since the school is located on the hinterland, the traditional cultures were adapted and
became one of the assets of the school to be proud of – the Gubanian way.
Adapted cultures were preserving the use of
“pugon”, a traditional oven made from stone,
patronage of native delicacies such as bibingka,
budbud kamoteng kahoy, salbaro, pinisi, puto,
cassava balls, and others. Weaving mat, hat, and
basket for poultry and crops that represents the spirit
of Filipinos’ “bayanihan” and “pagkakaisa” (support to
each other and unity). Guba NHS together with the
community of Guba also participated in various
festival competitions such as “Kanglambat Festival”
of the Vallehermoso. The Festival portrayed the
Vallehermosoanon way of living where fishing was
the main source of income. As years passed by,
“Kanglambat” Festival was replaced with “Carabao
de Colores” Festival which portrays more on the
farmers of Vallehermoso since majority of
Vallehermosoanon were farmers.

Environmental Protection and Green Economy
Through the efforts of the principal, teachers, students, parents, Local and National
Officials, and Private Individuals, Guba NHS became one of the schools in the Division
of Guihulngan City to foster programs which aim to promote quality education while
embracing eco-friendly and sustainable practices. It has been the school’s custom to
include this aspect in every program implementation.

Gawin, Ating Masining na Obra ay Tangkilikin
(PANGAMOT) Program, a banner program of
Guba NHS for Eco-Friendly and Sustainable
School allows every individual connected to the
school to be able to be aware, understand, and
become creative and innovative in utilizing
recyclable materials present in the school
campus and in the community. The main goal of
the program is to embrace environmental
awareness, respond based on what is needed to
be done, and initiate ways and actions to address
issues related to the environment through
reusing, reducing, recovering, and recycling.
Activities initiated with the program were
campaign and orientation, riverside clean-up
drives, tree planting, waste segregation and
recycling, and the like.
The Gulayan sa Paaralan (Vegetable
Gardens at School) is a program which
helps the school to have holistically
healthy students through eating organic
vegetables. These vegetables are
purely organic from pesticides to the
vermicasts used. Gulayan sa
Paaralan’s vision extend up to the
neighborhood areas which serve as
replicators of the organic vegetable
gardens located at their respective
backyards. The area used both in
school and in the community were also
filled and decorated with various
recyclable materials such as plastic
bottles, tires, flour and rice sacks, used
woods, paint container caps, and
others. Bountiful organic harvest was
tasted by the students as well as the
buyers that make reservations even
before harvest season. The ILAKAD
Program, the banner program of Guba
NHS Nestlè Wellness Campus
contributed ways to attain sustainability
by strengthening the utilization of the
usage of water tumblers instead of
disposable or plastic glasses. The
ILAKAD and PANGAMOT Program,
Student Supreme Government
Officers, and the Boy Scout and Girl
Scout of the Philippines worked
simultaneously to strengthen school’s
advocacy in promoting sustainability
through clean-up drives and tree
planting activities. The Brigada
Eskwela, a national campaign to
promote strengthening of quality
education provided a huge contribution
to the implementation of sustainability
since majority of its projects were
aligned to the other programs of the
school.
It has been a lifestyle of Guba NHS to
integrate eco-friendly and
sustainability in different learning
areas. One of the best examples was
the Senior High school Department
“Turo Negosyo Goes Zero Waste”
where learners were taught how to
become competent entrepreneurs
while targeting for zero waste through
utilization of indigenous materials as
packaging and recycling plastic
bottles to become plant boxes.
Another example was the Sci-Math
(Science and Math) Month
Culmination where representatives in
each grade level showcased their
masterpiece of dresses made from
recycled materials and a competition
of making any product out from
school waste. During Christmas
Season, “parol“(lantern)makin g,
“belen” (shack) making, and
Christmas tree making utilization of
indigenous and recycled materials
were also one of the mechanics.

Representatives in each Grade level showcased their talents and skills in innovating waste materials to become a fashionably
appealing costume.
Practical ways were also observed by every individual in the school campus. To
conserve energy, a friendly reminder of do’s and don’ts were posted in every classroom
to assure that lights or appliances were turned off when not in use and before leaving.
Rain water collector and barrels were also accustomed since there was water deficit in
the area. Since paper consumption was visible in every classroom especially nowadays
that COVID’19 Pandemic is existing and massive use of papers were proficient, teachers
found ways to utilize one side clean papers and well used papers by harnessing it to
become classroom decorations. This way, Guba NHS can impart its vision to promote
Eco-Friendly and Sustainable ways while keeping the school become a conducive space
for learning.
Community Participation and Empowerment

Dr. Rolando S. Roa believes that
nothing will become a success without
hand and hand effort and in order for a
school to progress, community
participation should play vital roles and
importance in achieving Eco-Friendly and
Sustainable School Programs. The Local
Government Unit (LGU) of the Municipality
of Vallehermoso headed by the Mayor,
Honorable Marianne S. Gustilo outstretch
its help to sustain the school’s needs
especially knowing that the school is
located in the far-flung area. The LGU
provided huge support for the school from
the transportation of materials used in its
facilities and infrastructures and exceeds
its support financially and morally
The Department of Agriculture,
through the Provincial and Municipal
Agriculture’s Office, gave its support in the
implementation of the “Gulayan Sa
Paaralan Program” of the Department of
Education which was not limited to the
school premises but also to the
neighborhood residents that served as
“replicators” of the program.The Rural
Health Unit (RHU), together with the
Bureau of Fire and Protection (BFP)
provided different health and safety
activities not just for the benefit of the
school but also for the community through
orientation, proper hygiene, deworming,
dental care, first aid safety, earthquake
drill, and other risk reduction
simulations.The Department of Social
Welfare and Development’s (DSWD’s)
Pantawid Pamilyang Pilipino Program
(4P’s) linked with the school’s “Gulayan sa
Paaralan Program” to strengthen the
continual and habitual way of implementing
organic vegetable harvests in every homes
of the barangay. The DSWD also showed
its support to the school by donating flour
sacks for the innovation of the “Gulayan sa
Paaralan”.
Barangay Captain Honorable Martin Amolo Jr. together with his councilors and the
Armed Forces of the Philippines (AFP) and CAFGU’s supported the school consistently
especially in projects related to sustainable development. They joined force to facilitate
activities such as clean-up drives, donation and installation of Material Recovery Facility
(MRF), and executing peace and order policy during the implementation and activities of
every program. The Parent and Teachers Association, parents, and alumni supported the
school every school year.

Foundation in the persons of Engr. Ma and Mr.
Magdadaro elongated its help towards ecofriendly
advocacy of the school. Recently, during
the “2021 Lunhaw Art Design Competition” of the
Diocese of San Carlos (a Non-Government
Organization), the school was chosen to be the
representative of the Saint Isidor the Farmer
Parish, Vallehermoso to showcase ang original
tote bag and mask design entry.
Healthy Lifestyle
Regional Search for Sustainable and Eco-

School”, Pollution Control Association of the
Philippines, Inc. (PCAPI) Foundation in the persons of
Engr. Ma and Mr. Magdadaro elongated its help
towards eco-friendly advocacy of the school.
The school aims not only skilled and competent graduates but also holistically
healthy individuals. The school is blessed to have two licensed Nurse – Teachers who
facilitated proper health and nutrition sensibility not just inside the campus but also in the
community. Through the partnership of the Rural Health Unit (RHU) of the Municipality of
Vallehermoso, the school rendered health services to learners such as deworming, dental
care, educating “Healthy Young Ones”, supplementation of Iron in-take for the female
learners, and proper hygiene techniques. In addition, different programs of the school
were also aligned in implementing healthy lifestyle. Aside from eco-friendly related
activities of ILAKAD Program under Nestlè Wellness Campus, it also fostered different
healthy activities such as necessitating “Pinggang Pinoy” (Filipino Plate) in every dining
table. Pinggang Pinoy is a Department of Health (DOH) Program which reflected the
proper food to be taken in every meal. Morning exercises were facilitated to attain
balanced diet. ILAKAD Program also promoted usage of water tumblers instead of bottled
water or disposable cups. The intention of the program was to save the wallet, save the
earth, and possibly save the health of every Filipino. Guba NHS was recognized as best
implementing School in the Division of Guihulngan City in 2019. On the other hand, the
“Gulayan sa Paaralan” Program of the school presided the pure organic way of planting
and maintaining vegetable gardens inside the campus and in the backyards of the
school’s replicators. Thus, organic pesticides, organic fertilizers, and vermicast compost
were utilized. School’s Gulayan sa Paaralan were recognized to be one of the best
implementing schools in the province of Negros Oriental from 2017 up to present.
Integration of health-related activities and campaigns were strengthened in Guba NHS.
The school offered Caregiving Course to Grade 9 and 10, and Senior High School
Learners. Learners were taught on how to perform varied caregiving and health services
thoroughly considering that the barangay is located far from the health premises of the
Municipality. They were trained to become vigorously keen observers and ready for
unexpected incidents that may occur in the area. Furthermore, during the yearly Technical
Education and Skills Development Authority (TESDA) Assessment, a hundred percent
passers were recorded. Recently, a learner from the school finished her medical course
and getting ready to be part of the medical team. Active participation in various activities
of the school was also visible. The Smoke Free Month together with the NDEP – a drug
related program, worked to establish activities emphasizing the risks and hazards in
taking prohibited drugs.

Sustainable Planning and Management Policies
Guba NHS nourishes strategic ways in the implementation of varied Eco-Friendly
and Sustainable Projects with the support of the Department of Education, parents,
alumni, LGU-Vallehermoso, Barangay Officials, Non-Government Organizations, and
Private Individuals. Strategic plan was designed to spot the school as one of the
premier schools to be recognized as Best Implementing Eco Friendly and Sustainable
Schools in the Central Visayas Region.
The implementation began on 2017
where the school participated in the search for
Negros Island Region / Region VII “Brigada
Eskwela” and recognized Best Implementing
School. The search was about the advocacy of
the Department of Education’s “Sulong
Edukalidad” – a program encouraging every
Filipino to pursue and continue education
amidst different circumstances every school is
facing. “Brigada Eskwela sa Tunghaan (BEST)
sa Guba” was one of the continuing programs
of the school which caters not just the quality
education of learners through lessons but also
ensuring conducive facilities that abide with the
welfare of the environment. The School
headed by the Brigada sa Eskwela
Coordinator, with its stakeholders continue to
promote quality education to foster competent
graduates while keeping the school premises
become conducive to learning and
environmentally conscious. From 2017 up to
present Brigada Eskwela gives recognition to
the school that opens the door for other
organizations and individuals to give help and
support for the development of the school.
A welcoming hut with replicators’ names in the
entrance area is one of the projects of Brigada sa Eskwela
sa Tunghaan.
Meanwhile, in S.Y. 2019 – 2020, the PANGAMOT Program of Eco-Friendly and
Sustainable School was established. PANGAMOT Program aim was to intensify zero-waste
implementation among participating household. Orientation on waste segregation, tree
planting on all stakeholders, followed by the pledge of commitment and clean-up Drive was
held. To establish consistent implementation in school and participating household, random
monitoring on waste segregation was hold once a month. “Basura Mo, Pagandahin Mo”, a
quarterly competition for best innovative and creative way of implementing the activities of
the banner program was administered to encourage creativity and innovation in all
stakeholders. At the end of the school year, rewards were given to the most outstanding
stakeholders who participated in the whole year activity. In S.Y. 2020-2021, continuation on
the implementation of PANGAMOT Program remain.

Orientation on waste segregation zerowaste,
tree planting on all stakeholders,
pledge of commitment, clean-up drive with
bench conference and random monitoring on
waste segregation was again shown to
maximize zero-waste and substantiate
consistent implementation in school and
participating household. To enhance creativity
and innovation learners and the participating
households, “Basura Ko, Dekorasyon Ko” a
continuation of the competition “Basura Mo,
Pagandahin Mo” for most sustainable “purok”
decorated with waste materials was held.
Rewards were given for the year’s most
outstanding stakeholders. At present S.Y.
2021-2022, since COVID’19 Pandemic is still
a threat, the PANGAMOT ECO WARRIORS,
together with its Coordinator, established
supplemental ways to continue program
implementation without compromising
everyone’s health. By that, program
implementation will be done inside the school
premises. Orientation on the implementation
of the eco-friendly related activities to all Guba
NHS teachers to strengthen sustainable ecofriendly
implementation through utilization of
plastic bottles, paper waste materials, and
others happened.
Twice a month random monitoring on waste segregation, greening program, water
and energy conservation, climate change and Risk reducing Program will occur to
authenticate consistent implementation in school and participating advisers. To enrich
creativity and innovation of participating class advisers, “Eco-Brigada Wall Mo,
Ipagmalaki Mo”, a friendly competition for best creative and innovative wall where
participants are provided with 50 soft drink plastic bottles (mismo)and bamboo poles by
the PANGAMOT ECO-WARRIORS committee. Participants are free to use additional
recyclable materials. Upgrade the wholesomeness of the program, the invention of “Eco-
Kiosk” at Guba NHS main campus using soft drink plastic bottles as the main material
for the project donated by the learners, parents, barangay officials, and other volunteers.
Recognition to stakeholders who implemented the program will also be provided.
Gulayan sa Paaralan Program, Nestlè Wellness Campus, SSG, DRRM, NDEP,
MRF, YES-O, and all integrated subject areas will continue to support one another to
possess Eco-Friendly and Sustainable practices to protect and preserve out mother
nature.
