<strong>Compos<strong>in</strong>g</strong> a Proposal<br />

grant<strong>in</strong>g agency’s agenda to warrant the necessary work needed to develop a<br />

good proposal document.<br />

Therefore my first task was to read through the grant<strong>in</strong>g agency’s Request<br />

for Proposals (the “RFP,” as grant writers call it, the complete text of which<br />

is provided <strong>in</strong> Appendix A). The Council of Graduate Schools (CGS), the organization<br />

that had issued the RFP, had carried out some research on master’s<br />

degrees for the Ford Foundation. CGS was now <strong>in</strong>terested <strong>in</strong> receiv<strong>in</strong>g proposals<br />

for “plann<strong>in</strong>g grants,” <strong>in</strong> which <strong>in</strong>stitutions would be given fund<strong>in</strong>g to support<br />

what were essentially feasibility studies, the purpose of which were to determ<strong>in</strong>e<br />

if student <strong>in</strong>terest, employment dem<strong>and</strong>, <strong>and</strong> <strong>in</strong>stitutional support existed for a<br />

“professional master’s degree” <strong>in</strong> a given area of the humanities or social sciences.<br />

CGS hoped to hear about possible master’s degree programs that “serve specific<br />

employment needs of bus<strong>in</strong>ess, <strong>in</strong>dustry, government, <strong>and</strong> non-profit sectors”<br />

(See Appendix A). They were particularly <strong>in</strong>terested to fund grants describ<strong>in</strong>g<br />

activities that would <strong>in</strong>clude consultation with prospective students <strong>and</strong> area<br />

employers, as well as provide evidence (via letters from campus adm<strong>in</strong>istrators<br />

at the department, college, <strong>and</strong> university levels) of <strong>in</strong>stitutional support for the<br />

plan.<br />

All this had to be completed <strong>in</strong> a week <strong>and</strong> five pages.<br />

Before do<strong>in</strong>g anyth<strong>in</strong>g else, I followed what I stress <strong>in</strong> my upper-division<br />

proposal writ<strong>in</strong>g sem<strong>in</strong>ar: I got on the phone. When most folks th<strong>in</strong>k of<br />

go<strong>in</strong>g after fund<strong>in</strong>g of some k<strong>in</strong>d, they usually jump the gun <strong>and</strong>, after read<strong>in</strong>g<br />

the RFP, devote a lot of time to writ<strong>in</strong>g. However, as is often taught <strong>in</strong> many<br />

a first-year composition course, a significant <strong>in</strong>vestment <strong>in</strong> what a writer does<br />

before beg<strong>in</strong>n<strong>in</strong>g a draft will help ensure a better product. This guidel<strong>in</strong>e applies<br />

even more so <strong>in</strong> “real world” proposal writ<strong>in</strong>g, where it is possible to devote a<br />

week or more to writ<strong>in</strong>g <strong>and</strong> adm<strong>in</strong>istrative scrambl<strong>in</strong>g only to f<strong>in</strong>d out that the<br />

proposal does not quite fit the fund<strong>in</strong>g agency’s agenda.<br />

So I called the director of this grant program at CGS to discuss my ideas<br />

<strong>and</strong> asked if my read<strong>in</strong>g of their priorities was accurate. He, <strong>in</strong> turn, confirmed<br />

that I had a solid take concern<strong>in</strong>g their RFP, but he also provided additional<br />

<strong>in</strong>sight as well as motivation: CSG was particularly <strong>in</strong>terested <strong>in</strong> programs that<br />

would result <strong>in</strong> master’s degrees that were a professional end to themselves <strong>and</strong><br />

not stepp<strong>in</strong>g stones to PhD programs or work <strong>in</strong>side academia. Also, though it<br />

was alluded to <strong>in</strong> the RFP, he confirmed that successful plann<strong>in</strong>g grant recipients<br />

would be <strong>in</strong>vited to submit proposals for implementation grants, which would<br />

<strong>in</strong>volve larger sums provided by the Ford Foundation, which was also provid<strong>in</strong>g<br />

the fund<strong>in</strong>g for these <strong>in</strong>itial plann<strong>in</strong>g grants. He said a proposal relevant to a<br />

master’s degree <strong>in</strong> technical <strong>and</strong> professional writ<strong>in</strong>g sounded very promis<strong>in</strong>g.<br />
