Dur<strong>in</strong>g the fifteenth annual meet<strong>in</strong>g of the Council for <strong>Programs</strong> <strong>in</strong><br />

<strong>Technical</strong> <strong>and</strong> Scientific Communication (CPTSC) <strong>in</strong> 1988, the workshop<br />

group on certificate programs recommended that the council perform a nationwide<br />

survey to “gather <strong>in</strong>formation on the context of exist<strong>in</strong>g Certificate programs”<br />

<strong>and</strong> to determ<strong>in</strong>e the status of <strong>in</strong>structors <strong>in</strong> such programs (Hayes 29).<br />

In Spr<strong>in</strong>g 2003, I sought to respond to this long-unheeded call by survey<strong>in</strong>g<br />

the adm<strong>in</strong>istrators of certificate programs <strong>in</strong>cluded <strong>in</strong> Part I of the study. My<br />

survey <strong>in</strong>cluded questions on the size of the program; the status, qualifications,<br />

<strong>and</strong> specialization of <strong>in</strong>structors <strong>in</strong> the program; the age of the program, <strong>and</strong> the<br />

relationship of the program to local <strong>in</strong>dustry. The survey was sent by email to the<br />

contacts specified <strong>in</strong> the STC database, <strong>and</strong> of the sixty-two surveys I sent, 42%<br />

(twenty-six) were returned complete. The results are summarized as follows:<br />

• Most certificate program <strong>in</strong>structors are required to have at least a master’s<br />

degree, <strong>and</strong> much less frequently, a doctorate. A majority are required to<br />

have experience <strong>in</strong> <strong>in</strong>dustry as well. When asked what qualifications were<br />

required of their certificate program <strong>in</strong>structors,<br />

• 96% of respondents (25) <strong>in</strong>dicated a bachelors degree<br />

• 85% of respondents (22) <strong>in</strong>dicated a master’s degree<br />

• 31% of respondents (8) <strong>in</strong>dicated a PhD<br />

• 62% of respondents (16) <strong>in</strong>dicated <strong>in</strong>dustry experience<br />

• 4% of respondents (1) <strong>in</strong>dicated other experience, specifically, “Experience<br />

with relevant software or markups such as FrameMaker,<br />

RoboHelp, HTML, Word, Powerpo<strong>in</strong>t, Acrobat, Dreamweaver,<br />

Photoshop depend<strong>in</strong>g on course.”<br />

• The mean reported age of certificate programs (<strong>in</strong> 2003) was 10.4 years,<br />

with programs rang<strong>in</strong>g <strong>in</strong> age from one to twenty-two years<br />

• 54% of respondents (14) <strong>in</strong>dicated that their program makes use of an<br />

<strong>in</strong>dustry advisory board, while 42% (11) <strong>in</strong>dicated that they do not<br />

• 58% of respondents (15) <strong>in</strong>dicated that their program actively recruits<br />

from local <strong>in</strong>dustry<br />

• 62% of respondents (16) <strong>in</strong>dicated that their program employs other procedures<br />

or mechanisms to gather feedback from local <strong>in</strong>dustry, while 35%<br />

(9) <strong>in</strong>dicated that they do not<br />
