UN GRUPO DE VISIONARIOS QUE<br />
PAVIMENTARON EL CAMINO DE LAS ERNC<br />
Mi primer contacto con una renovable fue cuando tenía 10 años. Vivíamos<br />
en Nueva Imperial, a 30 km de Temuco hacia la costa, y viajamos a Los<br />
Ángeles a visitar a unos familiares. Un tío-abuelo tenía instalada en un canal<br />
de regadío de su campo una minicentral de 5 KW para luz eléctrica de las<br />
casas, galpones y un taller. Fue así como comenzó mi pasión por las<br />
energías renovables.<br />
En 2001, la puesta en marcha de una PGH (Pequeña Generadora<br />
Hidroeléctrica) de 1,1 MW dio una clara señal de que plantas de este tipo<br />
eran posibles y entregó un campanazo de alerta, que permitió que se<br />
analizaran otras posibles energías renovables, como la eólica, fotovoltaica,<br />
geotérmica y mareomotriz. Inmediatamente se inició una campaña para dar<br />
a conocer el potencial PGH del país y la conveniencia de desarrollarlas.<br />

Sin embargo, rápidamente descubrimos que sin apoyo del gobierno e<br />
incentivos no íbamos a llegar a ninguna parte. Es por esto, y para dar más<br />
peso a los planteamientos, que junto a un grupo de visionarios creábamos<br />
la primera asociación gremial que buscaba impulsar el desarrollo de las<br />
energías renovables, y no solo eso, también me convertiría en su primer<br />
presidente.<br />
Era 2003, y la nueva entidad se fundó como la Asociación Chilena de<br />
Energías Renovables Alternativas (<strong>ACERA</strong> A.G.), inicialmente conformada<br />
por 14 Socios Fundadores, entre los que se eligió también su primer<br />
Directorio.<br />
Comenzó entonces una intensa campaña ante el Senado y otros<br />
organismos públicos para demostrar el potencial de las energías renovables,<br />
instancias donde hubo senadores que las desestimaron por ser<br />
“excesivamente caras y no rentables”. Qué dirían ahora al ver sus resultados.<br />
En aquel entonces, teníamos un excelente suministro de gas argentino,<br />
mucho menos contaminante que el carbón y a buen precio, y se estudiaba<br />
la integración energética con países vecinos. Pero en abril de 2004,<br />
recibimos la demoledora noticia de que unilateralmente Argentina<br />
suspendía el suministro de gas a Chile.<br />
Al día siguiente, el ministro de Economía y Energía de aquellos años, Jorge<br />
Rodríguez Grossi, me llamó para solicitarnos que pudiéramos explicarle<br />
sobre el potencial de las ERNC y cómo desarrollarlo. Finalmente, en agosto<br />
de 2004, cuatro meses después de esta reunión, se logró la aprobación de<br />
leyes de Fomento a las ERNC y se estableció un subsidio CORFO a las<br />
ingenierías de proyectos PGH.<br />
Este fue el primer gran paso que catapultó a las ERNC al nivel que han<br />
alcanzado hoy en día, llegando ya casi a representar un 25% de la matriz<br />
energética del país.<br />
A 18 años del comienzo de este camino, resulta increíble ver todo lo que la<br />
asociación y las energías renovables han crecido y avanzado a la par. Sin<br />
duda que el futuro se ve muy prometedor, y espero que <strong>ACERA</strong> siga siendo<br />
este gran impulsor y líder en el fomento de estas tecnologías. Simplemente<br />
un gran honor y orgullo haber sido protagonista de los inicios de esta<br />
maravillosa historia.

AES adelanta el cierre de<br />
centrales a carbón<br />
El Plan de Retiro del Carbón ha sido uno de los temas principales en la agenda<br />
del biministro de Energía y Minería, Juan Carlos Jobet. Fue en esa línea que,<br />
junto al Presidente Sebastián Piñera, realizó el histórico anuncio para el plan de<br />
retiro del carbón de Chile. Se trata de la salida adelantada de otras cuatro<br />
centrales a carbón: Angamos 1 y 2 y Nuevas Ventanas (ventanas 3) y Campiche<br />
(ventanas 4) todas de la empresa socia de <strong>ACERA</strong>, AES Andes.<br />
Al respecto, Carlos Finat, Director Ejecutivo del gremio renovable, destacó la<br />
importancia de este anuncio. “Estamos viviendo un momento histórico, somos<br />
el único país en el cual se ha alcanzado un acuerdo voluntario para retirar parte<br />
importante del parque a carbón antes del año 2040. Esto es muy positivo,<br />
porque si las empresas no toman la decisión, serán finalmente las mismas<br />
personas las que lo exijan y, como hemos visto, las compañías han realizado los<br />
esfuerzos necesarios para avanzar aceleradamente en esta senda”, dijo.<br />
Esta gran noticia, se suma a las ya comunicadas previamente por Enel y Engie,<br />
también socias de <strong>ACERA</strong>, quienes, de la misma forma, anunciaron grandes<br />
iniciativas en el proceso de transición energética. En primer lugar, por parte de<br />
Enel, el cierre de Bocamina 1 (de 128MW), ubicada en Coronel, y el gran<br />
anuncio de una cartera renovable y cierre de sus centrales por parte de Engie.<br />
Con el cierre de las cuatro centrales de AES se reducirá la emisión de<br />
aproximadamente seis millones de toneladas de CO2 al año, lo que equivale a<br />
sacar de circulación a más de 2,4 millones de vehículos particulares en Chile.<br />
<strong>ACERA</strong> plantea su posición respecto<br />
al gas inflexible<br />
Durante julio se dio en la Comisión de Energía y Minería de la Cámara<br />
de Diputados el debate sobre la nueva norma técnica de Gas Natural<br />
Regasificado, el cual contó en una de sus sesiones con la<br />
participación de la CNE, representada por su secretario ejecutivo,<br />
José Venegas, quienes proponen cambiar la Norma Técnica sobre<br />
despacho de centrales GNL.<br />
A la siguiente sesión de la comisión fue invitado el director ejecutivo<br />
de <strong>ACERA</strong>, Carlos Finat, quien, junto a los gremios GPM, Acesol y<br />
Apemec, se ha mostrado favorable a los cambios propuestos, pero<br />
igualmente ha afirmado la necesidad de hacerle mejoras.<br />
Finat solicitó incorporar una serie de medidas. Propuso, por un lado,<br />
que el proceso de aprobación de los volúmenes de gas considerado<br />
inflexible sea auditado, transparente e informado a todos los agentes.<br />
Además, planteó que la norma técnica debe tener un plazo de<br />
expiración porque, de otro modo, no se están generando señales de<br />
inversión para mejorar la capacidad de almacenamiento de GNL.<br />
“Nuestra propuesta es que en cinco años la norma vaya reduciendo el<br />
límite para el gas inflexible hasta llegar a cero. Estimamos que ese<br />
lapso es prudencial para que las empresas gasíferas puedan generar<br />
capacidad de almacenamiento del fluido y para que puedan modificar<br />
sus contratos y resolver por esa vía la flexibilidad”, recalcó el director<br />
ejecutivo del gremio renovable, Carlos Finat.<br />
La discusión ha contado, además de las intervenciones de los gremios<br />
mencionados, con la presentación de Valgesta Nueva Energía y AGN.

Chile y Alemania firman acuerdo para<br />
impulsar el hidrógeno verde<br />
El biministro de Energía y Minería, Juan Carlos Jobet, junto al ministro<br />
de Economía y Energía de Alemania, Peter Altmaier, firmaron una<br />
declaración conjunta para fortalecer la cooperación en materia de<br />
hidrógeno verde y anunciaron la creación de un grupo de trabajo en<br />
el marco de la Asociación Chileno-Alemana de Energía para<br />
identificar proyectos viables de hidrógeno verde.<br />
Para ello, se celebrarán reuniones periódicas del grupo de trabajo,<br />
reforzando el diálogo bilateral y la cooperación entre Chile y<br />
Alemania en estas áreas. De esta forma, se busca facilitar el desarrollo<br />
de las cadenas de suministro en el extranjero, compartir<br />
conocimientos y experiencias en materia de normas y<br />
procedimientos de seguridad. Además, será una instancia para<br />
avanzar en el desarrollo de sistemas de certificación de emisiones<br />
bajas de carbono, promover el desarrollo conjunto de proyectos de<br />
investigación, piloto y de demostración.<br />
El ministro Peter Altmaier se refirió al programa H2Global y<br />
aseguró que la “cooperación con Chile es importante puesto que los<br />
grandes actores del rubro energético de Alemania buscan<br />
nuevas rutas comerciales para las importaciones de hidrógeno<br />
verde, como una alternativa más limpia a los combustibles fósiles”.<br />
Las autoridades también señalaron que este grupo de trabajo buscará<br />
identificar oportunidades para la creación de consorcios y<br />
oportunidades de inversión, así como también profundizar en las<br />
redes y asociaciones del sector privado.<br />

Conoce a Carolina Cifuentes,<br />
Directora de Comunicaciones (S) <strong>ACERA</strong><br />
<strong>ACERA</strong> cuenta con tres áreas de trabajo, además de su director<br />
ejecutivo. Por un lado está la coordinación de socios, por otro el área<br />
de estudios y también el equipo de comunicaciones, es en este último<br />
que durante los próximos meses habrá un cambio, ya que su actual<br />
directora estará en proceso de pre y post natal. Es por esto que se<br />
integra a la asociación la periodista Carolina Cifuentes, para asumir el<br />
rol de la dirección de comunicaciones durante este periodo.<br />
Carolina es periodista y comunicadora social de la Universidad Diego<br />
Portales. Diplomada en Gestión de la Sustentabilidad en las<br />
Organizaciones de la Universidad Adolfo Ibáñez. Tiene más de 15 años<br />
de experiencia en comunicaciones estratégicas externas e internas,<br />
asuntos corporativos, asuntos públicos, relaciones institucionales,<br />
manejo de crisis, reputación corporativa, sostenibilidad y<br />
responsabilidad social en organizaciones públicas y privadas.<br />
Entre 2013 y 2020, fue directora de comunicaciones de la Asociación<br />
Gremial de Empresas Eléctricas, donde desarrolló e implementó la<br />
estrategia comunicacional externa e interna, y elaboró y lideró el plan<br />
de asuntos corporativos y sostenibilidad del gremio. En 2017, recibió<br />
el premio “Comunicador/a de la Energía” otorgado por la Revista<br />
Electricidad; y en 2020, el reconocimiento “Mujer Destacada” del<br />
Ministerio de Energía y su iniciativa “Energía + Mujer”, por su<br />
contribución y promoción de políticas de equidad y diversidad en el<br />
sector energético.<br />
De esta forma, el equipo de comunicaciones quedará conformado<br />
por Carolina, la ejecutiva de comunicaciones, Bárbara Alvarado y la<br />
asistente de comunicaciones, Camila Mercado.

Miguel Ángel es chileno, está casado y tiene dos hijos: Alonso, de cinco años, y Olivia de casi<br />
dos. Es Ingeniero Civil Ambiental y tiene un Diplomado en Administración de Proyectos.<br />
Durante los últimos años se ha desarrollado en la dirección de proyectos en Chile y el<br />
extranjero.<br />
Dentro de sus pasatiempos se encuentra la pesca y, especialmente, viajar. Ambos<br />
pasatiempos, obviamente, fueron detenidos por la pandemia. “Hoy aprovecho de disfrutar el<br />
tiempo con la familia”, asegura.<br />
Respecto a por qué decidió orientar su carrera a la industria de la energía, Miguel Ángel cuenta<br />
que su propósito profesional siempre ha estado orientado hacia la sustentabilidad, por lo que<br />
acercarse a la industria de la energía ha sido un paso inevitable. “Ha sido bastante gratificante<br />
haber sido testigo de la evolución energética que ha tenido el país. Mi primer acercamiento a la<br />
industria energética fue asesorando a centrales de energía que utilizaban carbón y diésel. Hoy casi<br />
el 100% de los proyectos en que me desenvuelvo están asociados a energías renovables”,<br />
confiesa.<br />

Miguel Ángel comenta que actualmente se involucran con todas las áreas de la industria<br />
energética, pero destaca el desarrollo de proyectos de energía solar y eólica como los más<br />
recurrentes en su cartera de proyectos. “Nuestra firma se especializa en la entrega de servicios de<br />
consultoría ambiental y legal en materias de asesorías estratégicas, evaluación ambiental de<br />
proyectos que se someten al Sistema de Evaluación de Impacto Ambiental (SEIA), elaboración y<br />
tramitación de permisos, asuntos regulatorios, due diligence ambiental y gestión de steakholders”,<br />
complementa.<br />
¿Cuáles son las novedades o cambios de su empresa en el último tiempo?<br />
Desde el año 2020 la compañía ha avanzado en un proceso de crecimiento de su sta˛. Se<br />
destaca la incorporación del abogado Eduardo Wegener como Director Legal de la firma, el cual<br />
tiene el desafío, junto a su equipo, de potenciar y atender la demanda de asesoramiento jurídico<br />
de nuestros clientes.<br />
Asimismo, durante el año <strong>2021</strong> se ha iniciado la implementación de dos ejes de los objetivos<br />
estratégicos de la firma. Por una parte, impulsar el aumento de la participación de la compañía en<br />
el mercado, el desarrollo de proyectos que se someten en el Sistema de Evaluación de Impacto<br />
Ambiental (SEIA) y, particularmente, en la evaluación de proyectos energéticos del tipo renovable.<br />
Y, por otra parte, iniciar el desarrollo de proyectos fuera del territorio nacional, principalmente<br />
abordando los mercados de Centroamérica y el Caribe.<br />
Sobre los proyectos en los que están trabajando actualmente, Miguel Ángel destaca que están<br />
involucrados en el asesoramiento y evaluación ambiental de proyectos sometidos al SEIA, tanto<br />
proyectos PMGD como Utility-scale en distintas regiones del país. Destaca la reciente evaluación<br />
ambiental del proyecto Don Óscar Solar, ubicado en la región de Coquimbo, y los proyectos PFV<br />
Loncura y PFV Talagante, ubicados en la región de Valparaíso y Metropolitana respectivamente,<br />
los cuales fueron ingresados al SEIA durante el primer trimestre del presente año.<br />
“También estamos realizando asesorías de permisología a diversos portafolios de proyectos,<br />
especialmente proyectos PMGD en las regiones de Valparaíso, Metropolitana, Biobío y Ñuble, que<br />
ya obtuvieron su Resolución de Calificación Ambiental y deben restructurarse y/o actualizarse<br />
previo a su construcción”, añade.<br />

Guillermo es argentino, está casado, tiene un hijo y es Ingeniero en Electrónica. Dice que su<br />
mayor pasatiempo es viajar, ya que es una forma de aprendizaje única. Respecto a su<br />
motivación para desenvolverse en la industria de la energía, señala que es un mercado que<br />
presenta grandes desafíos y está en constante evolución y, además, es uno de los mercados<br />
que más innovación demanda.<br />
¿Qué elementos caracterizan y/o diferencian a su empresa?<br />
Nuestros clientes son nuestros partners, siempre están en el centro de nuestra mesa de<br />
decisiones. En Splight nos caracterizamos por ser una empresa innovadora y creativa para las<br />
soluciones que el mercado demanda. Sobre aspectos que nos caracterizan, podríamos<br />
mencionar confianza, experiencia, flexibilidad y compromiso. Nuestra misión es lograr<br />
sostenibilidad a través de la innovación. La forma en que lo hacemos es uniendo los mundos de<br />
la energía y la digitalización, creando energía artificial para nuestros clientes, que es la energía más<br />

Guillermo explica que la energía artificial no existiría si no fuera por la aplicación de soluciones<br />
digitales a la infraestructura energética. Cuenta que en la actualidad entre el 20% y el 50% de la<br />
infraestructura de la red no se utiliza para generar, transportar o distribuir energía, debido a una<br />
serie de problemas estructurales. “Por ejemplo, en lugar de construir una nueva línea de<br />
transmisión, hacemos que la misma línea duplique su capacidad mediante la implementación de<br />
nuestros algoritmos”, comenta.<br />

Recientemente, hemos firmado un acuerdo con una de las compañías de tecnología más<br />
grandes de Latinoamérica, para entregar a nuestros clientes medidas precisas e inequívocas<br />
(usando tecnología Blockchain) del impacto de los productos de Splight en el marco del Task<br />
Force on Climate-related Financial Disclosure (TCFD por sus siglas en inglés). De esta manera,<br />
cada cliente contará por cada producto de Splight, con una especificación de cómo genera<br />
impacto relacionado con el medioambiente, mitiga los riesgos relacionados con el cambio<br />
climático y genera impacto financiero en sus balances. En relación con esto último, como parte<br />
de la propuesta de valor, nuestros clientes podrán contar también con mediciones estandarizadas<br />
del impacto de nuestros productos, tanto en “green finance” como en Carbon Markets.<br />
Por último, durante junio de este año, Splight se constituyó como empresa participante de la Red<br />
Pacto Global de Naciones Unidas, una iniciativa de Naciones Unidas Global Compact. Es para<br />
nosotros un placer formar parte de este movimiento global, sabiendo que estamos<br />
contribuyendo a cumplir con lo que se denominan Sustainable Development Goals (SDGs), y que<br />
toda nuestra oferta de soluciones se encuadra en ese marco de referencia.<br />
Guillermo destaca que actualmente se encuentran desarrollando una solución de control<br />
distribuida y digital sobre seis plantas ERNC que operan en la zona de Calama. Esta solución<br />
permitirá a las centrales involucradas evacuar de manera segura toda su energía producible,<br />
aportando a los aspectos sustentables de la red, además de brindar seguridad sobre las<br />
operaciones del sistema de transmisión. Comenta que también se encuentran trabajando en la<br />
integración de plantas de generación renovables como elementos de seguridad y estabilidad de<br />
la red.<br />
Por otra parte, están evaluando sistemas de operación inteligente que permitan a sistemas<br />
eléctricos completos, no solo aceptar un gran porcentaje de Recursos de Energía Distribuida<br />
(DER por sus siglas en inglés), sino también aumentar sensiblemente su resiliencia, confiabilidad y<br />
seguridad frente a contingencias climáticas.<br />

Porque vemos en <strong>ACERA</strong> un actor esencial para que nuestro mensaje llegue a las personas que<br />
tienen que decidir sobre el futuro del país y la calidad de vida de las personas. Hoy podemos decir<br />

La actividad del gremio renovable contó con la presentación de<br />
la consultora experta, Rosa Serrano, y la asistencia de más de<br />
60 periodistas de distintas regiones de Chile.<br />
El curso para comunicadores organizado por <strong>ACERA</strong> ya va en su tercera sesión<br />
de <strong>2021</strong>. La actividad, que busca proporcionar a periodistas y comunicadores<br />
un marco conceptual que los apoye en la cobertura de noticias sobre energía,<br />
y en particular sobre las Energías Renovables, ya contó con una introducción<br />
general de la industria y también se adentró en la estructura del mercado y<br />
operación del sistema.<br />
La tercera sesión, realizada el 29 de julio, estuvo a cargo de la consultora, Rosa<br />
Serrano, quien abordó las temáticas de transmisión y distribución, segmentos<br />
clave para el desarrollo sustentable del mercado eléctrico, fundamentales para<br />
la comprensión de la industria y un insumo necesario para los periodistas<br />
asistentes que, debido a la pandemia, han podido inscribirse estando en otras<br />
regiones del país e incluso en el extranjero.<br />
La “Capacitación en Energía y Renovables para Comunicadores” está destinada<br />
a periodistas de medios de comunicación como también a comunicadores<br />
corporativos involucrados en las materias de energía y sustentabilidad en<br />
general, y cuenta con ocho sesiones oficiales y dos extraordinarias,<br />
contemplando variadas temáticas relevantes sobre la industria y la transición<br />
energética de Chile.

<strong>ACERA</strong> realizó un Cabildo Abierto con<br />
sus empresas socias para dialogar<br />
sobre el proceso constituyente de<br />
Chile<br />
La actividad buscaba conocer la visión de las empresas socias<br />
del gremio sobre el proceso constituyente y el rol que podría<br />
tener el sector energético, además de entregarles una base<br />
informativa sobre el proceso en general.<br />
En línea con el contexto político actual, la asociación renovable realizó durante<br />
julio un evento con sus socios y socias para poder conocer sus perspectivas<br />
respecto al rol que debiera jugar el sector energía en la redacción de la nueva<br />
Constitución. Adicionalmente, la instancia buscaba aportar con información<br />
base sobre el proceso constituyente a los asistentes, a modo de información<br />
general.<br />
Para esto, se invitó a la Plataforma Contexto, de Espacio Público, iniciativa<br />
creada justamente para empoderar a la ciudadanía para participar activamente<br />
en el proceso constituyente; Promover la participación informada y masiva en<br />
el proceso, con un énfasis particular en jóvenes, mujeres y pueblos indígenas;<br />
Generar debate en base a información veraz y confiable sobre el proceso y los<br />
contenidos constitucionales; y Velar por la transparencia del proceso<br />
constituyente, monitoreando sus distintas facetas y etapas.<br />
La jornada cerró con un plenario de conversación, moderado por el director<br />
ejecutivo del gremio, Carlos Finat, quien fue recogiendo las opiniones de los<br />
asistentes, quienes, además, respondieron una serie de preguntas que<br />
permitieron a la asociación formarse una idea de lo que sus miembros esperan<br />
de este nuevo e importante proceso que está atravesando el país.

WAY TO NCRE<br />
My first contact with a renewable was when I was 10 years old. We lived in<br />
Nueva Imperial, 30 km from Temuco towards the coast, and we traveled to<br />
Los Angeles to visit some relatives. A great-uncle had installed a 5 KW mini<br />
power plant in an irrigation canal in his field to provide electricity for the<br />
houses, sheds and a workshop. That is how my passion for renewable<br />
energies began.<br />

In 2001, the commissioning of a 1.1 MW PGH (Small Hydroelectric Generator)<br />
gave a clear signal that plants of this type were possible and sounded a<br />
warning bell, which allowed other possible renewable energies to be<br />
analyzed, such as wind, photovoltaic, geothermal and tidal. A campaign was<br />
immediately launched to publicize the country's PGH potential and the<br />
desirability of developing them.<br />
However, we quickly discovered that without government support and<br />
incentives we were not going to get anywhere. That is why, and to give<br />
more weight to the proposals, together with a group of visionaries we<br />
created the first trade association that sought to promote the development<br />
of renewable energies, and not only that, I would also become its first<br />
president.<br />
It was 2003, and the new entity was founded as the Chilean Association of<br />
Alternative Renewable Energies (<strong>ACERA</strong> A.G.), initially formed by 14 Founding<br />
Members, among which its first Board of Directors was also elected.<br />
An intense campaign then began before the Senate and other public bodies<br />
to demonstrate the potential of renewable energies, with some senators<br />
dismissing them as "excessively expensive and unprofitable". What would<br />
they say now when they see the results?<br />
At that time, we had an excellent supply of Argentine gas, much less polluting<br />
than coal and at a good price, and energy integration with neighboring<br />
countries was being studied. But in April 2004, we received the shattering<br />
news that Argentina unilaterally suspended gas supplies to Chile.<br />
The next day, the Minister of Economy and Energy of those years, Jorge<br />
Rodríguez Grossi, called me to ask us to explain to him about the potential<br />
of NCRE and how to develop it. Finally, in August 2004, four months after<br />
this meeting, the approval of the NCRE promotion laws was achieved and a<br />
CORFO subsidy was established for PGH project engineering.<br />
This was the first big step that catapulted NCRE to the level it has reached<br />
today, reaching almost 25% of the country's energy matrix.<br />
Eighteen years after the beginning of this path, it is incredible to see how<br />
much the association and renewable energies have grown and advanced<br />
together. Without a doubt, the future looks very promising, and I hope that<br />
<strong>ACERA</strong> continues to be this great promoter and leader in the promotion of<br />
these technologies. It is simply a great honor and pride to have been part of<br />
the beginnings of this wonderful story.

announcement for Chile's coal retirement plan. This is the early withdrawal of<br />
another four coal-fired power plants: Angamos 1 and 2 and Nuevas Ventanas<br />
(windows 3) and Campiche (windows 4), all owned by <strong>ACERA</strong>'s partner<br />
company, AES Andes.<br />
In this regard, Carlos Finat, Executive Director of the renewable energy<br />
association, highlighted the importance of this announcement. "We are living a<br />
historic moment, we are the only country in which a voluntary agreement has<br />
been reached to retire an important part of the coal-fired power plant before<br />
2040. This is very positive, because if the companies do not make the decision,<br />
it will eventually be the people themselves who will demand it and, as we have<br />
seen, the companies have made the necessary e˛orts to move quickly on this<br />
path," he said.<br />
This great news is in addition to those previously communicated by Enel and<br />
Engie, also members of <strong>ACERA</strong>, who, in the same way, announced major<br />
initiatives in the energy transition process. First, on the part of Enel, the closure<br />
of Bocamina 1 (128MW), located in Coronel, and the major announcement of a<br />
renewable portfolio and closure of its plants on the part of Engie.<br />
With the closure of the four AES plants, the emission of approximately six<br />
million tons of CO2 per year will be reduced, which is equivalent to taking more<br />
than 2.4 million private vehicles out of circulation in Chile.<br />
<strong>ACERA</strong> sets out its position on<br />
inflexible gas<br />
During July, the Energy and Mining Commission of the Chamber of<br />
Deputies held a debate on the new technical standard for Regasified<br />
Natural Gas, which included in one of its sessions the participation of<br />
the CNE, represented by its executive secretary, José Venegas, who<br />
proposed changing the Technical Standard on LNG plant dispatch.<br />
The next session of the commission was attended by the executive<br />
director of <strong>ACERA</strong>, Carlos Finat, who, together with the associations<br />
GPM, Acesol and Apemec, has shown himself favorable to the<br />
proposed changes, but has also a˝rmed the need to make<br />
improvements.<br />
Finat requested the incorporation of a series of measures. He<br />
proposed, on the one hand, that the approval process of gas volumes<br />
considered inflexible be audited, transparent and informed to all<br />
agents. In addition, he raised that the technical standard must have an<br />
expiration term because, otherwise, no investment signals are being<br />
generated to improve LNG storage capacity.<br />
"Our proposal is that in five years the standard should reduce the limit<br />
for inflexible gas until it reaches zero. We believe that this period is a<br />
prudent one for gas companies to be able to generate storage<br />
capacity for the fluid and to be able to modify their contracts and<br />
resolve the flexibility in this way", stressed the executive director of<br />
the renewable energy association, Carlos Finat.<br />
In addition to the interventions of the aforementioned associations,<br />
the discussion included presentations by Valgesta Nueva Energía and<br />
AGN.

Chile and Germany sign agreement to<br />
promote green hydrogen<br />
The biminister of Energy and Mining, Juan Carlos Jobet, together with<br />
the German Minister of Economy and Energy, Peter Altmaier, signed a<br />
joint declaration to strengthen cooperation on green hydrogen and<br />
announced the creation of a working group within the framework of<br />
the Chilean-German Energy Association to identify viable green<br />
hydrogen projects.<br />
To this end, regular meetings of the working group will be held,<br />
strengthening bilateral dialogue and cooperation between Chile and<br />
Germany in these areas. In this way, it seeks to facilitate the<br />
development of supply chains abroad, share knowledge and<br />
experiences in safety standards and procedures. It will also be an<br />
opportunity to advance in the development of low-carbon emission<br />
certification systems and promote the joint development of research,<br />
pilot and demonstration projects.<br />
Minister Peter Altmaier referred to the H2Global program and said<br />
that "cooperation with Chile is important because the big players in the<br />
energy sector in Germany are seeking new trade routes for imports of<br />
green hydrogen, as a cleaner alternative to fossil fuels".<br />
The authorities also noted that this working group will seek to identify<br />
opportunities for the creation of consortia and investment<br />
opportunities, as well as deepen private sector networks and<br />
partnerships.<br />

Meet Carolina Cifuentes, <strong>ACERA</strong><br />
Communications Director (S)<br />
<strong>ACERA</strong> has three work areas, in addition to its executive director. On<br />
the one hand there is the coordination of members, on the other the<br />
area of studies and also the communications team. It is in the latter<br />
that during the coming months there will be a change, since its<br />
current director will be in the process of pre and postnatal leave. This<br />
is why the journalist Carolina Cifuentes joins the association to<br />
assume the role of communications director during this period.<br />
Carolina is a journalist and social communicator from Universidad<br />
Diego Portales. She holds a diploma in Sustainability Management in<br />
Organizations from the Universidad Adolfo Ibáñez. She has more than<br />
15 years of experience in external and internal strategic<br />
communications, corporate a˛airs, public a˛airs, institutional<br />
relations, crisis management, corporate reputation, sustainability and<br />
social responsibility in public and private organizations.<br />
Between 2013 and 2020, she was communications director of the<br />
Electric Companies Association, where she developed and<br />
implemented the external and internal communications strategy, and<br />
developed and led the association's corporate a˛airs and sustainability<br />
plan. In 2017, she received the "Energy Communicator" award granted<br />
by Electricidad Magazine; and in 2020, the "Outstanding Woman"<br />
recognition from the Ministry of Energy and its "Energía + Mujer"<br />
initiative, for her contribution and promotion of equity and diversity<br />
policies in the energy sector.<br />
Thus, the communications team will be formed by Carolina, the<br />
communications executive, Bárbara Alvarado and the<br />
communications assistant, Camila Mercado.

Miguel Ángel is Chilean, married and has two children: Alonso, five years old, and Olivia,<br />
almost two. He is a Civil Environmental Engineer and has a Diploma in Project<br />
Management. During the last few years he has worked in project management in Chile<br />
and abroad.<br />
His hobbies include fishing and, especially, traveling. Both hobbies, obviously, were<br />
stopped by the pandemic. "Today I enjoy spending time with my family," he says.<br />
As to why he decided to focus his career on the energy industry, Miguel Ángel says that his<br />
professional purpose has always been oriented towards sustainability, so approaching the<br />
energy industry has been an inevitable step. "It has been quite gratifying to have witnessed<br />
the energy evolution of the country. My first approach to the energy industry was advising<br />
power plants that used coal and diesel. Today almost 100% of the projects in which I work<br />
are associated with renewable energies," he confesses.<br />

projects submitted to the Environmental Impact Assessment System (SEIA), preparation<br />

What are the latest developments or changes in your company?<br />
Since 2020 the company has advanced in a process of growth of its sta˛. The<br />
incorporation of lawyer Eduardo Wegener as Legal Director of the firm stands out, who has<br />
the challenge, together with his team, to enhance and meet the demand for legal advice<br />
from our clients.<br />
Likewise, during the year <strong>2021</strong>, the implementation of two axes of the firm's strategic<br />
objectives has begun. On the one hand, to promote the increase of the company's<br />
participation in the market, the development of projects that are submitted to the<br />
Environmental Impact Assessment System (SEIA) and, particularly, in the evaluation of<br />
renewable energy projects. And, on the other hand, to initiate the development of projects<br />
outside the national territory, mainly addressing the markets of Central America and the<br />
Caribbean.<br />
Regarding the projects they are currently working on, Miguel Ángel highlights that they are<br />
involved in the environmental assessment and evaluation of projects submitted to the SEIA,<br />
both PMGD and Utility-scale projects in di˛erent regions of the country. He emphasizes the<br />
recent environmental assessment of the Don Óscar Solar project, located in the Coquimbo<br />
region, and the PFV Loncura and PFV Talagante projects, located in the Valparaíso and<br />
Metropolitan regions, respectively, which were submitted to the SEIA during the first<br />
quarter of this year.<br />
"We are also providing permitting advice to various project portfolios, especially PMGD<br />
projects in the Valparaíso, Metropolitan, Biobío and Ñuble regions, which have already<br />
obtained their Environmental Qualification Resolution and must be restructured and/or<br />
updated prior to construction," he adds.<br />

his greatest hobby is traveling, as it is a unique way of learning. Regarding his<br />
motivation to work in the energy industry, he points out that it is a market that presents<br />
great challenges and is constantly evolving, and it is also one of the markets that<br />
demands the most innovation.<br />
What elements characterize and/or differentiate your company?<br />
Our clients are our partners, they are always at the center of our decision-making table. At<br />
Splight we are known for being an innovative and creative company for the solutions that<br />
the market demands. Regarding aspects that characterize us, we could mention trust,<br />
experience, flexibility and commitment. Our mission is to achieve sustainability through<br />
innovation. The way we do this is by bringing together the worlds of energy and<br />
digitalization, creating artificial energy for our customers, which is the greenest energy of<br />

Guillermo explains that artificial energy would not exist if it were not for the application of<br />
digital solutions to the energy infrastructure. He recounts that currently between 20% and<br />
50% of the grid infrastructure is not used to generate, transport or distribute energy, due to<br />
a number of structural problems. "For example, instead of building a new transmission line,<br />
we make the same line double its capacity by implementing our algorithms," he says.<br />

We have recently signed an agreement with one of the largest technology companies in<br />
Latin America to provide our clients with precise and unequivocal measures (using<br />
Blockchain technology) of the impact of Splight's products within the framework of the<br />
Task Force on Climate-related Financial Disclosure (TCFD). In this way, each client will<br />
have, for each Splight product, a specification of how it generates impact related to the<br />
environment, mitigates risks related to climate change and generates financial impact on<br />
their balance sheets. In relation to the latter, as part of the value proposition, our clients will<br />
also be able to count on standardized measurements of the impact of our products, both<br />
in "green finance" and in Carbon Markets.<br />
Finally, in June of this year, Splight became a participating company in the United Nations<br />
Global Compact Network, an initiative of the United Nations Global Compact. It is a<br />
pleasure for us to be part of this global movement, knowing that we are contributing to<br />
comply with the Sustainable Development Goals (SDGs), and that our entire range of<br />
solutions is encompassed within this frame of reference.<br />
Guillermo points out that they are currently developing a distributed and digital control<br />
solution for six NCRE plants operating in the Calama area. This solution will allow the plants<br />
involved to safely evacuate all their producible energy, contributing to the sustainable<br />
aspects of the grid, as well as providing security over the operations of the transmission<br />
system. He says that they are also working on the integration of renewable generation<br />
plants as elements of security and stability of the grid.<br />
On the other hand, they are evaluating intelligent operation systems that allow complete<br />
electric systems not only to accept a large percentage of Distributed Energy Resources<br />
(DER), but also to significantly increase their resilience, reliability and security in the face of<br />
climatic contingencies.<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
Because we see in <strong>ACERA</strong> an essential actor for our message to reach the people who have<br />
to decide on the future of the country and the quality of life of the people. Today we can<br />

Outstanding Event<br />
<strong>ACERA</strong> Press Course advances with<br />
transmission and distribution class<br />
The renewable energy association's activity included a<br />
presentation by expert consultant, Rosa Serrano, and was<br />
attended by more than 60 journalists from di˛erent<br />
regions of Chile.<br />
The course for communicators organized by <strong>ACERA</strong> is already in its third<br />
session of <strong>2021</strong>. The activity, which seeks to provide journalists and<br />
communicators with a conceptual framework to support them in the coverage<br />
of news on energy, and in particular on Renewable Energies, already included a<br />
general introduction to the industry and also delved into the structure of the<br />
market and operation of the system.<br />
The third session, held on July 29, was in charge of the consultant Rosa<br />
Serrano, who addressed the topics of transmission and distribution, key<br />
segments for the sustainable development of the electricity market,<br />
fundamental for the understanding of the industry and a necessary input for the<br />
journalists in attendance who, due to the pandemic, have been able to register<br />
while in other regions of the country and even abroad.<br />
The "Energy and Renewable Energy Training for Communicators" is aimed at<br />
media journalists as well as corporate communicators involved in energy and<br />

extraordinary sessions, covering various relevant topics on the industry and<br />
Chile's energy transition.

Outstanding Event<br />
<strong>ACERA</strong> held an Open Council with its<br />
member companies to discuss Chile's<br />
constituent process<br />
The purpose of the activity was to learn the vision of the<br />
association's member companies on the constituent process<br />
and the role that the energy sector could play, as well as to<br />
provide them with an informative base on the process in general.<br />
In line with the current political context, the renewable energy association held<br />
an event with its members in July to learn their perspectives on the role that the<br />
energy sector should play in the drafting of the new Constitution. In addition,<br />
the event sought to provide attendees with background information on the<br />
constituent process, by way of general information.<br />
For this purpose, the Contexto Platform of Espacio Público was invited, an<br />
initiative created precisely to empower citizens to actively participate in the<br />
constituent process; to promote informed and massive participation in the<br />
process, with a particular emphasis on youth, women and indigenous peoples;<br />
to generate debate based on truthful and reliable information about the process<br />
and the constitutional contents; and to ensure the transparency of the<br />
constituent process, monitoring its di˛erent facets and stages.<br />
The day closed with a plenary discussion, moderated by the association's<br />
executive director, Carlos Finat, who collected the opinions of the attendees,<br />
which also answered a series of questions that allowed the association to get an<br />
idea of what its members expect from this new and important process that the<br />
country is going through.
