Greenroads is a rating system specifically designed<br />
for infrastructure projects such as streets, highways,<br />
bridges, rails, trails, and more. Based upon a set of<br />
sustainability best practices related to transportation<br />
design and construction, achievement of these credits<br />
gives a project a measure of sustainability performance<br />
on a project. Greenroads is the only independent, thirdparty<br />
tool specifically designed for transport projects.<br />
Similar to buildings designed to be more resource and<br />
energy efficient, there are ways to build roadways to<br />
be sustainable, resilient, and beneficial to the local<br />
community and ecosystem without causing pollution,<br />
noise, and ecosystem degradation.<br />
So, why Greenroads? Road design and construction has<br />
remained mostly stagnant over the past fifty years while<br />
other sectors of the construction industry have raced<br />
ahead. Sustainable infrastructure supports healthy<br />
economic development, creates new green jobs, results<br />
in community-centric projects, saves tax dollars, reduces<br />
environmental impact, and improves safety, mobility, and<br />
access. Additional benefits include lower initial, lifecycle,<br />
and user costs over the project’s lifetime. The Cheney<br />
Stadium Sustainable Stormwater Project in Tacoma, WA,<br />
realized up to 80% initial cost savings by using porous<br />
asphalt to improve water quality while the Bagby Street<br />
Reconstruction project in Houston, TX, designed a<br />
roadway for extended durability that also treats 33% of<br />
stormwater runoff through bioswales.<br />
Within the rating system there are 61 credits, a mix of<br />
mandatory and voluntary, and each sustainable practice<br />
is assigned a point value according to its lifecycle impact.<br />
The mandatory credits, or Project Requirements, must be<br />
completed and documented for all Greenroads projects.<br />
These requirements are considered essential for a project<br />
to be considered “green.” Examples of these mandatory<br />
practices include energy and carbon footprint analysis,<br />
low impact development, lifecycle cost analysis, pollution<br />
prevention, and waste management.<br />
The voluntary credits are arranged into five Core<br />
Categories: environment and water, construction<br />
activities, materials and design, utilities and controls,<br />
and access and livability. Examples of these strategies<br />
include the use of recycled and local materials, electric<br />
vehicle infrastructure, noise reduction, and multimodal<br />
connectivity. There is a final category for Extra Credits<br />
in Creativity and Effort to recognize incorporating local<br />
values and enhanced performance above and beyond the<br />
required thresholds. Like other rating systems, there is a<br />
certification manual and online platform for the project<br />
workspace to encourage and enhance collaboration and<br />
communication between team members. Project teams<br />
with Greenroads experience tend to win more future<br />
Greenroads work and can differentiate themselves from<br />
other design teams.<br />
Green building and sustainability have become central to<br />
the construction industry, and its not just for architects<br />
anymore. There are many ways to incorporate low impact<br />
development and other practices into infrastructure<br />
projects, and engineers will need to lead the way toward<br />

A flap of excess membrane of the pre-applied<br />
waterproofing must be left exposed above the shoring<br />
wall in the transition area and remain viable so it can be<br />
tied into the podium waterproofing at a later time. That<br />
requirement was ignored. Instead, the transition strip<br />
used to connect the two systems was removed. How<br />
could qualified contractors do this?<br />
The primary reason is that only a handful of people really<br />
understand why that flap of random membrane is so<br />
important. In this case, the concrete contractor did not<br />
understand that the flap was a critical connector for the<br />
two different systems. Because the overarching goal<br />
was to just get the work done, the concrete crew cut the<br />
membrane off at the top of the shoring wall and wadded<br />
up the vertical leg into the corner of the form, making it<br />
completely unusable.<br />
It is at critical junctions like this — better known as<br />
terminations, transitions, and penetrations — that 90<br />
percent of all water intrusion has been documented to<br />
occur. Considering the different contractors working on a<br />
project and the various connections between systems, it<br />
is easy to see why most leaks happen at these junctions.<br />
SERIOUSLY, YOU COULDN’T<br />
CALL FIRST?<br />

In the world of roofing and waterproofing, rarely does a<br />
day go by when a colleague or client utters the dreaded<br />
phrase, “So I have this situation …” I feel a pit forming in<br />
my stomach when I hear those words, because they are<br />
typically said long after a painless solution to the problem<br />
is possible. After 30 years in the weather-barrier industry<br />
as an installer, consultant, and manufacturer, I have been<br />
involved in countless “situation” conversations and can<br />
assure you they are no fun. Let me offer an example.<br />
My team has a project right now that has Underseal preapplied,<br />
below-grade waterproofing on the foundation<br />
wall of a parking garage that will be tying into the podium<br />
deck waterproofing. In this case, the “situation” occurred<br />
after the concrete contractor had finished placing curbing<br />
around the podium deck (Fig. 1).<br />
The purpose of pre-applied waterproofing is to maximize<br />
efficiency by casting the concrete wall against it,<br />
eliminating the wasted space of a trench. The membrane<br />
from the top of the shoring wall down (which was never<br />
intended to see the light of day) is sandwiched between<br />
the concrete wall and the surrounding shoring wall.<br />

What is the fix for a situation like this one? Unfortunately,<br />
the correction is often demanding and sometimes<br />
completely unreasonable to perform. We see it every<br />
day: Major grade beams cast without waterproofing, large<br />
banks of utility lines running through the waterproofing<br />
without being detailed. Truly, the only way to properly<br />
correct those missteps is to jack out the concrete and<br />
start over. But rarely can a project absorb the additional<br />
cost or delayed schedule to make such extensive<br />
corrections.<br />
In the pictured example, the fill under the podium deck<br />
must be excavated, exposing the membrane to install<br />
a transition membrane. Making this correction after<br />
the fact adds time and expensive that could have been<br />
avoided.<br />
Who’s job is it to prevent this type of situation? While it<br />
is everyone’s responsibility, the general contractor must<br />
take ownership. The problem is that the modern-day<br />
construction method of design-bid-build is fragmented.<br />
All the participants are specialists focusing on a single<br />
task, unaware of how their work impacts the building as<br />
a whole. In fact, the contract documents intentionally<br />
silo the individual disciplines and then isolate the lines of<br />
communication. The general contractor is obligated to the<br />
owner to produce a building that meets the contractual<br />
agreement. Ultimately, coordination between the various<br />
trades as well as verification that the project outlined in<br />
contract documents is constructible are the responsibility<br />
of the general contractor.<br />
One would say, therefore, that the general contractor, in<br />
the situation described, should have done a better job,
ut the issue is not that clear cut. A general contractor<br />
who makes weathertight buildings cannot personally<br />
monitor every inch of a project. One person — an<br />
architect, a foreman or a consultant — is typically made<br />
responsible for critical systems, such as HVAC, structural<br />
and building envelope. That individual’s most important<br />
attribute is knowing what problems to anticipate before<br />
they happen. By being aware of junctions prone to leaks<br />
and water damage, he or she can direct questions and<br />
concerns in advance to the correct advisers.<br />

It is hard to fathom how new buildings can leak when<br />
the primary purpose of a building is to provide shelter<br />
from outside elements. While there are actually many<br />
reasons a new building leaks, there are no good reasons.<br />
And sadly, the number-one cause of litigation in new<br />
construction is water intrusion.<br />
To avoid the “situation” conversation, consult the<br />
experts when it comes to terminations, transitions, and<br />
penetrations during construction. This will help keep you<br />
on schedule, on budget and out of court.<br />

HOUSE OF THE FUTURE<br />

What we consider to be a house in the “modern” style<br />
today, actually got its start over 100 years ago. In the<br />
1920’s through the 1970’s, however, there was an<br />
explosion of interest in “futuristic” houses, and they<br />
appeared in advertising, television shows, at theme parks,<br />
and throughout popular culture across the country. Some<br />
of these visions came to pass, such as the idea of the fully<br />
computer-controlled home. Some others, such as the<br />
spherical Rolling-House never saw the light of day. The<br />
House of the Future explores interesting and crazy ideas<br />
of how we’d be living in the 21st century. There would be<br />
unusual construction systems -- that were proposed --<br />
from mast-supported, cable-hung structures, to factorymade<br />
fiberglass pods, to living bubbles made of foam.<br />
Some of the concepts do exist today featuring newer<br />
visions of tomorrow’s houses like the 3-D printed house<br />
and modular constructions. A current and future trend is<br />
the modern day version of the ‘tiny house.’ Tiny houses<br />
may be trendy, but they’re hard to live in for extended<br />
periods of time. The 21st century tiny home is realized in<br />
a compact and efficient package – or what we like to call<br />
a Comfort Capsule. This idea is composed of floor plans<br />
that can be stacked or placed adjacent to build the type<br />
of home that fits the homeowners needs.<br />
Future home build and design concepts will continue<br />
to include prefabricated houses -- easily shipped and<br />
quickly assembled. Featuring a full kitchen, bath, it will<br />
include all the elements to comfortably support single<br />
living or family dwelling. What sets these designs apart<br />
from other prefab structures is the ability to operate<br />
independently, without the need for any external<br />
connections. Another ongoing future trend is homes that<br />
are sustainable, meaning they are made to generate their<br />
own power, process waste, collect and store rainwater,<br />
and require minimal maintenance.<br />

Climate change and the need for mitigation efforts for<br />
disaster control have resulted in more federal funding<br />
available for public entities throughout the U.S.<br />
The Federal Emergency Management Agency (FEMA)<br />
soon will distribute up to $500 million from a new<br />
<strong>Build</strong>ing Resilient Infrastructure and Communities (BRIC)<br />
grant program for pre-disaster mitigation projects. The<br />
funding is available for public officials at the state and<br />
local levels of government.<br />
Contractors interested in this type of work should<br />
monitor regional funding requests because they are tied<br />
to planned projects. A few examples of upcoming projects<br />
follow.<br />
Illinois<br />
The cities of Centreville, Cahokia, and Alorton will merge<br />
to become Cahokia Heights later this year. While that<br />
will please local community leaders, there’s a bit of<br />
sobering news as well. There is a significant problem<br />
related to major flood trouble zones, and a $22 million<br />
grant application has been submitted to the new FEMA<br />
program. If granted, the city will use the funding for<br />
projects related to sewer work, new pump stations,<br />
and other upgrades. <strong>Construction</strong> will begin soon if the<br />
funding is approved.<br />
Louisiana<br />
There is similar activity in Louisiana. The Louisiana<br />
Coastal Protection and Restoration Authority’s budget for<br />
fiscal 2022, which starts July 1, outlines a spending plan<br />
for $887 million for projects along the state’s coastline.<br />
At least 71 percent of the funding is earmarked for<br />
construction projects related to flood mitigation.<br />
<strong>Construction</strong> is slated for early 2022 on a $162 million<br />
Terrebonne Basin Ridge and Marsh Creation Project. The<br />
project is designed to restore and maintain approximately<br />
1,430 acres of eroding saltwater marsh and 80 acres of<br />
earthen ridge of the Bayou Terrebonne.<br />
Another project with projected costs at more than $108<br />
million will be launched to rebuild marshes and oyster<br />
reefs around Lake Borgne, the Golden Triangle area, and<br />
areas of the Biloxi Marsh shoreline.<br />
In Plaquemines Parish, $75 million has been designated<br />
for the Barataria Basin Ridge and Marsh Restoration<br />
Project and $50 million is tagged for work on the Mid-<br />
Barataria and Mid-Breton sediment diversions. These<br />
projects are related to an ongoing effort to prevent the<br />
bottom third of the state from disappearing into the Gulf<br />
of Mexico.<br />
Arkansas<br />
The city of Bentonville will ask residents in April to<br />

mitigation for sea-level rise and flooding. The Resilient<br />
Florida Grant Program would have the state commit<br />
millions of dollars to tackle flooding issues and to provide<br />
assistance to local municipalities in combatting specific<br />
risks and vulnerabilities. The bill requires the Department<br />
of Environmental Protection to start tracking flood<br />
vulnerability and sea-level rise on an ongoing basis. Data<br />
collected would be used for reports to the governor and<br />
legislature.<br />
approve $266 million in bonds for critical projects to<br />
reduce flooding. Prioritized projects are all related to<br />
flood mitigation. Most of the projects are located in the<br />
downtown area because of higher density housing. The<br />
projects will include work related to curbs, gutters, inlets,<br />
pipes, ponds, channels, and streams.<br />
Texas<br />
The Texas General Land Office recently approved $135.4<br />
million in flood mitigation projects in a second round of<br />
grant funding. This is part of agency’s $2.3 billion regional<br />
mitigation program, which began in 2016 to protect<br />
environments from future damage from hurricanes,<br />
flooding, and other disasters.<br />
Hidalgo County will receive almost $10 million for flood<br />
mitigation projects. One project directly impacted by the<br />
funds is the expansion of the main floodwater channel<br />
that will add millions of cubic yards to the system’s water<br />
capacity. This effort’s goal is to limit flooding in Hidalgo<br />
County and other portions of the Rio Grande Valley.<br />
The city of Houston will receive $8.2 million for its Alief<br />
Forest Area Flood Mitigation Project that will reconfigure<br />
Boone and Hackberry parks. This work is necessary to<br />
detain stormwater and reduce flood risk in surrounding<br />
areas located in the 100-year floodplain.<br />
The city of Eastland was approved for $10 million to<br />
conduct dam repairs. This project will involve vegetation<br />
removal from spillway areas and reconstruction of the<br />
spillway at Lake Eastland.<br />
Arizona<br />
The Flood Control District of Maricopa County has<br />
created a Five-Year Capital Improvement Program from<br />
fiscal years <strong>2021</strong>-2025. Funding for mitigation projects<br />
includes:<br />
• Rehabilitation work on dams within the Guadalupe<br />
Flood Retarding Structure to replace and upgrade the<br />
intake structures. The estimated project cost is $15.8<br />
million.<br />
• The Ellsworth and McKellips Road project will likely<br />
involve construction of a basin.<br />
• An $18.1 million project for Circle K Park will involve<br />
construction of a 35 acre-foot detention basin.<br />
California<br />
The Santa Clara Valley Water District has released<br />
its Fiscal Year 2022-2026 Flood Protection Capital<br />
Improvement Plan. There are dozens of projects outlined:<br />
• Flood protection improvements are planned with a<br />
projected cost of $63 million to protect homes, schools,<br />
businesses, and roadways from flooding risks resulting<br />
from a 20-year flood event.<br />
• A $95 million project to design and construct<br />
improvements along the Guadalupe River is planned.<br />
This work would restore the 100-year flood conveyance<br />
capacity to provide some degree of flood protection.<br />
• Improvement projects related to the Lower Penitencia<br />
Creek are projected at a cost of $28 million. The work<br />
will be designed to maintain existing FEMA accreditation<br />
along the east levee located between California Circle<br />
and Berryessa Creek.<br />
The new BRIC funding is only one of several grant<br />
programs designed to help finance projects that protect<br />
the country from the ravages of climate change.<br />
