Former Shadow
Chancellor hails
the Square Mile
for its innovation
“Focus is on the future and
how we build back better”
LIFE in the City of London has been
very different to usual over the past
12 months, for all of us, writes City
of London Corporation Policy Chair,
Catherine McGuinness.
As our economy starts to emerge from
lockdown, now is the time to focus on the
future and how we can build back better.
The City has always adapted throughout
its history and we are committed to
remaining the vital business centre of
the UK and a world-leading hub for businesses,
workers, residents and visitors
after the Covid-19 pandemic.
The publication last week of an action
plan by the City of London Corporation’s
Recovery Taskforce sets out how we can
do this.
This Taskforce’s vision is for the City to
be the world’s most innovative, inclusive
and sustainable centre by adapting to
post-pandemic economic and social
trends.
The Taskforce, commissioned in
November last year, has been listening to
stakeholders across the City to find out
how the pandemic has impacted their
ways of working and how demands on
urban centres have changed.
At the heart of this plan are a series of
detailed actions to be taken in the next
five years, which will enhance the City’s
competitiveness and attractiveness,
focusing on three key dimensions of the
Square Mile’s offer: its world class business
ecosystem, its vibrant cultural offer
and outstanding environments.
Firstly, we will foster an innovative
ecosystem for businesses and talent,
particularly of high-potential tech-led
businesses.
We will advise and introduce smaller
businesses to City networks to help
them establish and grow and will work
with technology sectors, not traditionally
located in the Square Mile, to help them
access this ecosystem.
We will also need to ensure that the
City is a global testbed for data-driven
technologies, facilitating data-sharing
that can be used by data-driven businesses
to test solutions.
Secondly, we need to ensure a vibrant
offer that engages residents, workers,
visitors, and learners and in turn allows
the City’s cultural and creative industries
to thrive.
This may include low-cost, long-term
lets for creatives in empty and low-use
spaces.
A bold programme of major events
would also animate the Square Mile’s
weekend and night-time offer and may
include traffic-free Saturdays or Sundays
in the summer, or an all-night cultural
celebration to promote diversity and
belonging.
Finally, we must deliver outstanding
environments which support people and
businesses with sustainable buildings,
high quality streets and public spaces.
By working with the property industry,
we will enable and promote sustainable,
flexible and adaptable buildings
and explore new ways to use vacant
space.
The Recovery Taskforce’s report represents
the latest chapter in a story of more
than eight hundred years of innovation
and evolution.
As we move forward, there will be
changes but there will also be continuity.
The City of London has been a world
leading ecosystem for centuries and we
are convinced that it can offer even better
opportunities for residents, businesses,
workers, and visitors in the future.
ED BALLS, the former Shadow
Chancellor of the Exchequer, has praised
the City of London for its “adaptability
and a strength of innovation”.
Speaking during his virtual Freedom
of the City of London ceremony, Mr
Balls told the Chamberlain of London,
Dr Peter Kane, and Lord Mayor William
Russell, that in recent years, some
people had misguidedly suggested that
“financial services had become too large
a part of our economy.”
However, he argued that “in a
global world, you play to your strengths
and this is one of Britain’s great
strengths.”
Concluding his acceptance
speech, Mr Balls said that “the City
will always want us to abide by the
highest rules and standards and,
consistent with that and that reputation
and integrity, the City can go on and
flourish in the future, and that’s what
global Britain should allow.”
Mr Balls was nominated for the City’s
award by Lord Mayor William Russell
and the City of London Corporation’s
Policy Chair, Catherine McGuinness,
in recognition of his outstanding
contribution to public life.
Following his departure from politics,
Mr Balls, who served as MP for Morley
and Outwood between 2005 and 2015,
was appointed Research Fellow at
Harvard Kennedy School and Professor
of Political Economy at King’s College
London.
He has also presented documentaries
on America and Europe, appeared on
Strictly Come Dancing – for which he
was nominated for a BAFTA – The Great
Sport Relief Bake Off, Would I Lie to You?
and in 2021 was the winner in BBC’s
Celebrity Best Home Cook.
Speaking during the ceremony, Mr
Balls said: “It is a great honour to receive
the Freedom of the City of London, and
I will look forward to coming to Guildhall
in due course to meet my nominators in
person.
“The City is a unique and special place
– it is proud of its traditions, but it also
embraces change.”
Mr Balls’s ceremony was conducted
by the Chamberlain of London, Dr Peter
Kane, in his final Freedom ceremony
before he retires later this month.
The Freedom of the City of London,
which is believed to have begun in
1237, was used to enable recipients
to carry out their trade. Today, people
are nominated for, or apply for, the
Freedom, because it offers them a link
with the historic City of London and one
of its ancient traditions.
The Freedom is also offered to
individuals by the City of London
Corporation to help celebrate a
significant achievement, or to pay tribute
to their outstanding contribution to
London life or public life.

Claudia Andujar’s The Yanomami Struggle runs
at the Barbican Centre from 17 June - 29 August.
paintings, butterfly assemblages and giant
colourful canvases. This is a must see.
But that’s not it for fine art. The Barbican
Art Gallery is also presenting Claudia Andujar:
The Yanomami Struggle – an exhibition dedicated
to the work and activism of Brazilian
artist Claudia Andujar.
For over five decades starting in the 1970s,
she devoted her life to photographing and
defending the Yanomami, one of Brazil’s
largest indigenous peoples. At a time when
their territory is threatened more than ever
by illegal gold mining, and as Covid-19
continues to sweep the globe, this major
exhibition is especially relevant in the context
of the humanitarian and environmental
crises exacerbated by the pandemic.
Museum of London
After five months of temporary closure,
the Museum of London plans to open their
doors on Wednesday 19 May, depending
on government guidance. The main feature
exhibition comes in the form of Dub
London: Bassline of a City which celebrates
dub reggae music and culture in the capital.
The display not only explores the music’s
influence but its wider cultural and social
impact including the origins of the record
shop as a community space, the continuing
role of sound systems at events like Notting
Hill Carnival and the religious, political and
spiritual themes that form the pulse of dub
culture and music. This will be extended
until 5 September 2021.
The museum’s comprehensive digital
offerings, which has so far delivered familyfriendly
online content such as Museum of
Fundon and the Great Fire of London: Live
Stream as well as online displays and collections
such as The Clash: London Calling
Smartify tour, Disease X, Votes for Women
and Windrush Stories, will continue for those
who are unable to attend.
Tower Bridge
After the longest period of closure since
Tower Bridge opened its doors to the
public over 125 years ago, London’s
defining landmark will reopen on Monday
17 May.
And as this is London’s only major dog
friendly attraction, visitors can bring their
four-legged friends along to stretch their
legs on the high-level Walkway and take in
the view through the Glass Floor, 42m above
the River Thames. They’ve even organised
an extra pooch friendly day on 13 June, full
of dog and owner games/ giveaways.
Moreover, for half term, they’re throwing a
Tower Bridge Drawing Challenge on 1 June.
Kids can test their knowledge of Tower
Bridge and take on their family members in
a drawing challenge. The kids will be able to
explore Tower Bridge and find inspiration for
the drawings (either inside the bridge or of
the spectacular views).
The team here also hold special entry
times for anyone who would like to explore
the Bridge in a calm, tranquil atmosphere,
including people with autism and any other
needs, as well as their siblings, families and
third Saturday of every month. Upcoming
dates: Saturday 19 June, Saturday 17 July
DARTS & DRINKS / Flight Club
The Flight Club locations have all opened, but
they are mostly acting like basic pubs. There
are no darts tables outside. But, come 17
May, they will be back up and running! Book
a table with their high-tech darts boards and
get around a night of competitive boozy fun.
They’ll bring all you need to the table, including
huge pizza boards so you can focus all your
energy on the darts. And it ain’t your usual
darts game. This has sensors on the board
which calculate your score for classic darts
games or your more unusual versions. Head
down for some alternative food and drinks
after work.
SHUFFLE BOARDING: London Shuffle Club
Top Scottish chef Mark Greenaway has taken
advantage of the various lockdowns to expand
his empire. He’s getting ready to open up a
new takeaway pie and mash shop on Villiers
Street, next door to the well-known Gordon’s
Wine Bar. This is hugely refreshing, as so
many of these old school pie and mash shops
have slowly died off over the past few years.
Lockdowns certainly haven’t helped either. We
can’t wait to tuck into these bad boys, getting
all of their delicious green herby sauce we can
get. But not all pies will be savoury. We are
pumped to see how their apple pie stacks up
against the classic meaty options too.
and influence still resonate today.
And, come 23 July, Guildhall Art Gallery
on a newly-crafted wampum belt created by
the Wampanoag people of Massachusetts
alongside historic material from the British
This touring exhibition unites contemporary
indigenous artists and educators in the
Sculpture in the City
Sadly, because of the pandemic, the
Sculpture in the City installations have not
been updated since 2019. Usually, new public
works of art are put up all around the Square
Mile, for residents, workers and visitors to see.
But we are going to get a whole set of new
installations this summer. This year will be the
tenth anniversary edition of Sculpture in the
City, so as well as the outdoor exhibition of
public artworks amongst the architecture of
the City Cluster (from artists including Laure
Prouvost, Alice Channer, Eva Rothschild
and Mark Handforth), there will also be an
outdoor public exhibition (opening 16 July)
in Aldgate Square, celebrating highlights
from across the ten editions and showcasing
the five shortlisted artist proposals for the
first Aldgate Square Commission.
We’ve been a huge fan of Sculpture in the
City and can’t wait to see the new series. But,
until then, we will just have to wait in anticipation,
and get one last look at the current
installations dotted about the City.
We are sure you’ve seen plenty on your
commute to work or daily walks around the
City, but you can get a better, more in depth
understanding of these artworks by using
their app.
The guide is available through the free
digital app, Bloomberg Connects and offers
a new way to explore Sculpture in the City
virtually and in-person. No tour guide is
needed here. Learn a little bit about the artist
and their art before the 10th edition takes
over in June.
a full weekend. It celebrates architecture,
design and local culture.
festivals. They run countless tours and talks
around the Capital. With one of our favourites
being the Through the lens: City of London
The tour will cover a range of core skills
and topics — including the optimum time of
day to photograph the Square Mile’s buildings
and monuments as well as photographers’
rights to create images in public.
By the end of this event, participants will be
able to confidently identify the City’s various
enigmatic architectural styles and will have
discovered the key approaches to creating
high-quality, thought-provoking architectural
photography.
BENEFITS to investing in the
Algarve property market are
twofold. Firstly, the market
is inherently robust and has
surprisingly weathered the
pandemic well. Much growth is
forecast for the area.
And secondly, the lifestyle that comes
with living in the south of Portugal is made
for a peaceful retirement. The sun, surf and
vibrant local culture are all a part of what
makes life here so enticing.
And yes, the Golden Visa days may be
ending now, but that doesn’t make this area
any less attractive. You will now have to
pay 10% tax on your pension (before, this
was all free of tax), but you still get a good
competitive deal. Especially as the cost of
living here is so much lower than that in the
UK.
To help better understand the market,
new visa requirements and the Algarve
lifestyle, we have spoken to the team at
One Select Properties. These guys are the
experts on everything related to the Algarve
property market. They have stacks of advice
both for foreign investors and those looking
for a tranquil place to retire.
Market Update
The Algarve luxury real estate market has
shown guarantees of a steady and resilient
market for many years and, for the time
being, the pandemic has shown very little
impact on lowering prices.
Even though the national data may show
some vulnerabilities, the European average
(7.8% compared to 5%) housing prices
have been on the rise in recent months,
according to Eurostat. This analysis also
places Portugal as the fifth highest growing
country in Europe.
Banking & Finance CEOs have shared
their opinions in how the housing market
could be the great winner in the difficulties
to come, backed up by interest rates that
remain extremely low. This works alongside
European & International agreements
that, despite changes, are still attractive to
foreign investors.
Experts are of the opinion that house
prices are to drop, jointly followed by house
sales. Nonetheless, they are confident that
the residential market will show the most
resilience, in comparison to commercial
and touristic, with high interest from both
investors and developers.
Local businesses are confident that the
Algarve’s sunshine and safety will be the
two big attractors for tourists, helping
The modern Villa Mirage in Quinta do Lago
Just imagine living here, at
Villa Rose, in Quinta do Lago
resurge the market.
Moody’s report has also come to highlight
a trend particular to the housing
market, which should result in a growing
demand for larger homes in suburban
areas, rather than in metropolitan cities:
“With people working more at home, (...)
consumers will want bigger houses where
they can work more comfortably, further
away from these urban centres” - Moody’s
report 2021.
New visa programme
The Golden Visa was launched in 2012
to actively promote foreign investment
in Portugal. However, the amendment to
the future legislation of July 2021, aims
to increase foreign investment across
the interior of Portugal. With this change,
individuals or investors who wish to have
national residency can only do so when
investing outside of metropolitan areas like
Lisbon and Porto.
The Portuguese Government has
confirmed that there will be a roll-out
period until 2022, which will allow for all
individuals with ongoing processes to
complete these still following regulations
prior to alterations.
What could this mean for the Algarve?
Indeed, we could see more investors
flock away from the big city centres
claiming more interest in property along
the Southern Coast. Overall, the approval
of this legislation could result in a positive
impact for the Algarve.
Since 2009 many people moving
to Portugal from other countries have
been able to enjoy a 10 year long, highly
advantageous tax arrangement, under the
Non-Habitual Residency (NHR) Scheme.
Nonetheless, changes have also been
introduced to this program.
Until 1 April 2020, the scheme allowed
for income from foreign pensions to be
received tax-free in Portugal. But the 2020
Portuguese Governmental Budget introduced
a new flat 10% tax rate on foreign
pension income. All individuals that applied
for the scheme prior to 1 April 2020, are
still eligible for tax exemption on pension
income.
Exceptions are applied to all foreign
A Romantic Retirement
The Algarve was yet again named the best
place for retirement living by Forbes magazine,
highlighting this Southern Region for its
amazing living conditions that attract those
that wish to enjoy their golden years in the
sunshine.
Life in the Algarve could be the pinnacle
of anyone’s life. Sunshine filled days with
healthy and affordable cuisine, a stable and
safe living, history and traditions to discover
and a well-connected local airport.
Although many are the individuals who
already thoroughly enjoy their retirement
years in the Algarve, real estate experts have
said that there is potential to further enhance
the lifestyle of this market. Senior citizens
who search for better living conditions
and an increase in average life expectancy,
INVESTING IN
THE ALGARVE
Find your personal
paradise in the Algarve
could present a real business opportunity for
Portugal, furthermore in the Algarve.
The future in maximising this market lies
in taking all the services already offered
and personalising these. Creating homes
adapted for the senior population, perhaps
single storey housing, or adapting the use of
lifts and even the detailed and careful design
incorporation of emergency features. The
unique selling point is to offer differentiating
services, that distance themselves from ordinary
homes for the elderly.
For this age group, which chooses to
live its golden years actively, healthily and
peacefully, there could be real opportunity
in reverting residential units into senior living
concepts, either for individuals with total
autonomy or for people who may need
services and medical care. Not having to
worry about needing help is both reassuring
for investing retirees as well as their families.
WHAT CITY BUSINESSES CAN
LEARN FROM SOUTHWARK
BUSINESS is not about being
stuck in your spare bedroom or
on a kitchen table. A return to the
office is essential. But the City
of London is a few steps behind
boroughs like Southwark when
it comes to getting businesses bustling
again, writes Chris Henshall, Managing
Director of Henshall and Partners.
The office and retail property market has
certainly been tested since coronavirus
turned life on its head last March.
And at Henshall and Partners, a Londonbased
commercial property agent, we
have been bombarded with questions from
clients and occupiers about how the market
is responding.
The acronym WFH, working from home,
has weaved its way into our everyday
conversations.
But whilst we would be lying to say it has
not been a testing time for landlords and
tenants to navigate, we also believe WFH is
not a sustainable ‘new normal’.
Future workspaces: Great Suffolk Yard is a blueprint for how City of London offices should function
London is a global Capital and one of the
hottest property markets in the world, but it
is more than just bricks and mortar.
It is the way its residents, workers and
tourists interact across its districts and
boroughs that makes it the beating heart of
the economy.
Business is not about being stuck in your
spare bedroom or on a kitchen table. It is
about grabbing a seat in a café that remembers
your coffee order, clinking drinks with
clients on city rooftops and chatting to your
cabbie on the way to your team meeting.
The City is a market that has felt a greater
impact of the pandemic due to the limited
residential properties within the Square
Mile.
However, the sub-market of Southwark,
where our agency is located, has proved to
be very resilient and we believe it to be a
few steps ahead of The City in its conquest
to get us back to normal.
The Last Talisman (Asian grill & cocktail
lounge) on Bermondsey Street is a letting
we completed during lockdown. This
alongside selling vacant office buildings
along Walworth Road, SE17 and Risborough
Street in SE1.
It is the mix of residential and commercial
space that has enabled Southwark to thrive
along with its excellent National Rail travel
links minimising the time spent on the
underground.
There is a flexibility and more alternative
use potentials for developers and occupiers
in areas like Southwark that have sustained
interest during the pandemic and kept the
market moving.
And while the easing of lockdown restrictions
will inspire confidence, we believe the
sight of office workers enjoying their lunch
breaks, social spaces filled with co-workers
and clients enjoying after-work drinks will
The Last Talisman
spur people to get back into the office. We
felt the City Corporation’s plans to increase
green space around Bank station and
junction is the sort of initiative that will help
the City.
By creating greener, safer and more social
outdoor spaces will allow more businesses
to thrive. Open air markets and pop ups like
Vinegar Yard or Flat Iron Square are lessons
the City can learn from Southwark’s rise as
a place to be.
Get in touch with us today if you have
vacant office or restaurant space as we are
already seeing businesses wanting to get
ahead of the curve and reoccupy property
ready for the great return.
HUNDREDS of adults with
learning disabilities in
Bexley will be helped to
boost their confidence and
develop life skills thanks to
a scheme running in the
borough.
Living Well will offer courses, workshops
and groups covering topics such as
keeping fit, cooking, using the internet,
building relationships, staying safe and
managing money.
The programme is being run by
Re-Instate, an Erith-based charity
which works to improve employment
opportunities, quality of life and wellbeing
for disadvantaged people.
It is being funded through a £170,000
grant over five years from City Bridge Trust
– the City of London Corporation’s charity
funder, which gives out £25 million a year
to good causes across the capital.
The Living Well programme will base
its activities on The New Economics
Foundation’s ‘Five Ways to Wellbeing’ – in
which people are encouraged to connect
with others, be active, take notice of the
world around them, keep learning and
help others.
The sessions will be run at Re-Instate’s
community hub, in West Street, Erith –
when Covid restrictions allow – and at
other venues in the borough or online.
Re-Instate CEO Simon Hart said:
“Often the problem people with learning
disabilities face is overcoming low
expectations and gaining the confidence
to fully engage with their local community.
“We hope this programme will enable
a substantial number of people to come
out of it feeling more confident and more
able to live independently and to deal
with whatever is thrown at them – we’ll
consider that a great success.”
Anyone who thinks they, a family
member or friend could benefit from
signing up to the Living Well programme
is asked to email shart@re-instate.co.uk,
call 01322 438 155 or go online at www.
re-instate.co.uk
Meanwhile, families in south London will
be able to banish the lockdown blues and
get close to nature as an outdoor learning
and conservation project launches across
south London.
The environmental and educational
charity Nature Vibezzz is expanding its
Forest School programme in Lambeth
and launching it in Greenwich, Southwark,
Croydon and Bromley.
The scheme gives families and children
the chance to improve green spaces
while getting involved in activities such as
tree planting, bushcraft, fire-making, and
growing, cooking and eating their own
food.
It is being funded by a £30,000 grant,
again from City Bridge Trust.
City Bridge Trust Chairman, Giles
Shilson, said: “After months of lockdown,
I’m sure many of us have a new-found
appreciation of the great outdoors and as
the weather starts to warm up can’t wait
to get out in the fresh air and to reconnect
with nature.
“This scheme will not only have health
benefits for hundreds of families but will
also help to improve green spaces and
to foster a feeling of pride in the local
environment among communities across
south London.”
Dulwich-based Nature Vibezzz has had
to suspend most of its outdoor activities
during lockdown but will gradually resume
them as Covid restrictions are eased.
Forest School activities take place in
parks and woodland and also help to
improve under-used green spaces in
housing estates.
Nature Vibezzz Chairman Eric Mbiada
said: “A lot of the young people we work
SUPPORT
TO THRIVE
with live in flats, are not comfortable with
nature and to start with don’t want to get
their hands in the soil. After two or three
sessions, that completely changes and we
see a real improvement in their confidence
and self-esteem.
“They start to feel a sense of ownership
of the green spaces they’re working on,
develop a curiosity about things like
where their food comes from, and it has
a knock-on effect on their academic
achievement.”
