por vários anos), enquanto que outros,
pelo contrário, cresceram exponencialmente,
pois já tinham
sido criados a pensar na substituição
da presença humana por interação,
consumo e vivência à distância.
As Tecnologias de Informação e Comunicação
(TIC) são assim essenciais
para a transformação e para a
continuidade dos negócios, da governação
e de todas as áreas da nossa
vida. Mas, tão habituados que já
estamos a elas, achamos que estão
garantidas, o que, como sabemos,
também é um erro. Há que continuar
a investir cada vez mais em
infraestruturas de conectividade,
em novas tecnologias de hardware
e software e em proteção desses ativos
contra o cibercrime, para que a
nossa capacidade tecnológica continue
a aumentar e possa satisfazer
uma procura cada vez maior e mais
exigente.
A Europa e Portugal não podem
alhear-se deste movimento. Há que
aproveitar os fundos disponíveis
para investir neste setor, quer por
parte das empresas, quer das pessoas
e das áreas da governação. Há
que investir na conectividade, investir
nas qualificações, investir nos
produtos e serviços digitais, privados
e públicos, não deixando ninguém
para trás.
A APDC também tem contribuído
para este esforço. No que respeita à
qualificação de pessoas em TIC e para
responder às necessidades concretas
das nossas empresas, criámos,
em parceria com o IEFP- Instituto
de Emprego e Formação Profissional,
CCISP - Conselho Coordenador
dos Institutos Superiores Politécnicos
e ISCTE -Instituto Universitário
de Lisboa, o Programa UPskill – Digital Skills
& Jobs, que está a terminar a sua primeira edição

we work at APDC
to reflect on the
sector and the
country’s real
problems, to create
value and generate
the much-needed
change, towards
a future that will
have nothing to do
with the reality, we
live in today
but without a clear timetable for its
mass adoption. From one moment
to the next, the continuity of many
businesses started to be guaranteed at
a distance, almost exclusively through
telecommuting, while others had to
reinvent themselves profoundly. There
are businesses that were even threatened
with extinction (or suspended
for several years), while others, on the
contrary, grew exponentially, because
they had already been created with the
replacement of human presence by interaction,
consumption, and experience
at a distance in mind.
Information and Communication
Technologies (ICT) are thus essential
for the transformation and continuity
of business, governance, and all areas
of our lives. But, as we are so used to
them, we take them for granted, which,
as we know, is also a mistake. We must
continue to invest more and more in
connectivity infrastructures, in new
hardware and software technologies,
and in protecting these assets against
cybercrime, so that our technological
capacity continues to grow and can
meet an ever-increasing and more
demanding.
Europe and Portugal cannot stay out of
this movement. We must take advantage
of the funds available to invest in
this sector, whether by companies, people,
or areas of governance. We must
invest in connectivity, skills, in digital
products and services, both private and
public, leaving no one behind.
APDC has also contributed to this
effort. Regarding the qualification of
people in ICT and to meet the specific
needs of our companies, we created,
in partnership with IEFP - Institute for
Employment and Vocational Training,
CCISP - Coordinating Council of Higher
Polytechnic Institutes and ISCTE - University
Institute of Lisbon, the UPskill Program - Digital
