N E W SS T O R I E S100Will stricter internetcensorship be implementedThere’s worries in Hong Kong afterthe government dealt its first rulingcensoring the internet, after a courtorder was issued issuing an interiminjunction against platforms includingLIHKG (a forum similar to Reddit) andmessaging app Telegram.It’s one of the ways that Beijing’s influencehas begun to impact politics, freedom ofthe press and education — and a result ofthe protests that started this year.It was in June 2019 that millions took to thestreets calling for greater democracy —including universal suffrage. There’s also acall for independent inquiry to investigateinstances of police violence against theprotestors.Similar to many political movementsaround the world, the internet has becomea critical tool for protestors who use onlineforums and messaging to mobilise andspread the word. Unlike mainland China,which already experiences restrictionson internet access, Hong Kong hasmaintained very little online censorship.The start of censorshipOn 31 October, Hong Kong’s High Courtgranted an induction order, banningpeople from “disseminating, circulating,publishing or re-publishing” online “anymaterial or information that promotes,encourages or incites the use or threat ofviolence”.in Hong Kong?
Pro-democracy lawmaker Charles Mokcriticised the move, stating: “The temporaryinjunction sets an extremely dangerousprecedent for introducing internet censorshipof online speech… it is a serious breach ofcitizens’ freedom of expression and HongKong’s supposed free flow of information.”Should further laws be made, it will have amassive impact on the protests. Apps andvarious platforms online have been the mosteffective way for protestors to communicate;censorship policies would limit their abilityto keep the movement alive. There’s also theeffect censorship will have on the economy— especially when it comes to the innovationand technology industries. The oppressivemeasures could also damage Hong Kong’sinternational reputation; blocking freedom ofspeech would be seen as an attack againstdemocracy and a human right.The Hong Kong Internet Service ProvidersAssociation have already opposed theblocking of internet services, warning that“given the complexity of the modern internetincluding technologies like VPN, cloudand cryptographies, it is impossible toeffectively… block any services” adding thatthe only option would be to “put the wholeinternet of Hong Kong behind large scalesurveillance firewall.”More bans already in placeFears around potential internet censorshiphave only heightened since the theEmergency Regulations Ordinance wasinvoked to ban face masks — used bythe protestors during mass peacefuldemonstrations. In October 2019, a maleuniversity student and woman were chargedwith illegally wearing face masks — the firstcharge of its kind since the law was invoked.Demonstrators saw the charge as anindication of more censorship to come.101
