Many have been held for years without trial, in violation of international law. The<br />
government has so far refused to even publish lists of those detained.‖<br />

Disappearances/abductions<br />
8.23 The Amnesty International Annual <strong>Report</strong> 2011, Sri Lanka 142 released on 13 May 2011<br />
observed that ―Enforced disappearances and abductions for ransom carried out by<br />
members of the security forces were reported in many parts of the country, particularly<br />
in northern and eastern Sri Lanka and in Colombo. Hundreds of LTTE members who<br />
reportedly disappeared after they had surrendered to the army in 2009 remained<br />
unaccounted for.‖<br />
8.24 The USSD 2010 report 143 noted that<br />
―Disappearances continued to be a problem, but at a lower rate than during the war.<br />
While disappearances in previous years often appeared related to the conflict, during<br />
the year they most often appeared connected with extortion and other criminal activity,<br />
sometimes involving government actors. Reliable statistics on the number of<br />
disappearances were difficult to obtain, with one estimate of 77 persons missing during<br />
the year [2010]. Most observers concurred that the majority of disappearances occurred<br />
in the north and east, while some took place in Colombo. Government reports on<br />
disappearances often claimed that most cases actually involved persons who had left<br />
the country for foreign employment and had not informed family members; however,<br />
civil society and human rights organizations strongly disputed this interpretation.<br />
―Prageeth Eknaliagoda, a journalist and cartoonist for Lanka-e-news, disappeared on<br />
January 24 [2010], just before the presidential election. Police launched an<br />
investigation, and government statements promised imminent progress on the case<br />
several times, but by year's end there were no announced suspects or visible progress<br />
on the case.<br />
―During the year [2010] the government did not publish any investigations into past<br />
disappearances, nor did it publish information on any indictments or convictions of<br />
anyone involved in cases related to disappearances.‖<br />
8.25 A news release issued by Human Rights Watch (HRW) on 7 April 2011 144 noted:<br />
―Through interviews with relatives of the missing and witnesses, published testimony,<br />
and media reports, Human Rights Watch found that more than 20 people who were<br />
