D3 Fuel Oil facilities Re-powering Study for the Northport and Port Jefferson Power Stations Appendix VII Northport Capital Cost Estimate Descriptions The distillate oil supply includes demolition of the existing dock west of unit 1 and installation of a new dock for barge unloading including unloading pumps and piping. An existing No. 6 oil tank will be demolished and replaced with a new 5,000,000 gallon distillate oil storage tank sized for approximately five days operation. The new storage tank will be equipped with distillate oil forwarding pumps. D3 Onsite Natural Gas System The natural gas supply system is comprised of fuel gas piping and fuel gas conditioning equipment such as a scrubber, moisture separator, coalescing filters, filter /separator, metering equipment and fuel gas heaters. New, underground gas piping from a connection point at the existing gas yard to the new units is included. G5 Plant Instruments and Controls This account includes: • Distributed control system, including HRSG controls, turbine generator controls, boiler feed pump controls, and computer for data acquisition and logging. • Continuous emissions monitoring system, one per HRSG • Field instruments and controls • Local control boards and panels • Bulk installation materials F Cooling Area This account includes: • Air-cooled condenser • Foundation • Air cooled condenser electrical building • Condensate tank G1 Plant Electrical This account includes the following: • 4160V switchgear • 480 v load centers • Motor control centers • Non segregated bus duct • Power cable and terminations • Instrument cable and terminations • Conduit and raceway March 30, 2009 254

G1 Yard Electrical This account includes: • Yard lighting • Cable tray and conduit • Electrical duct bank • Grounding and lightning protection • Heat tracing • Cathodic protection E1 Site Development This account includes: • Subsurface investigation • Site preparation • General excavation and backfill • Piling • Erosion control • Roads and parking • Fencing • Landscaping • Drainage F1/F2 Water/Wastewater Treatment Area The area includes: • Makeup water supply and treatment systems consisting of two 100-percent makeup water supply pumps, two 100% (130 gpm each) RO systems with electro deionization and including a 1,000,000 gallon storage tank for demineralized water. The tank will provide approximately 20 hours storage when firing distillate oil and approximately 5 days storage with natural gas firing. • Wastewater treatment for boiler blowdown, equipment washes, demineralizer regeneration wastes and oily wastes from equipment area drains; will be directed to the existing wastewater treatment facility. Drains for plant equipment areas will be directed to oil/water separator(s) prior to discharge. Reject water March 30, 2009 255
