From a strictly biblical perspective, the answer is clear. 'Yes and No.' Everybody who has received the Holy Spirit speaks in tongues as a sign. But not everybody also operates in the gift of tongues. In other words, in the bible, we find two types of speaking in tongues. - The accompanying sign of speaking in tongues, according to Jesus in Mark 16:17: "And these signs shall follow those who believe ... in my name ... they will speak with new tongues ..." - And the gift of tongues, according to Paul in 1 Corinthians 12:10-11: "To one is given ... to another different kinds of tongues .. one and the same Spirit works all these things, distributing to each one individually as He wills."
