PRESIDENT’S PERSPECTIVE<br />
When I began my real estate career, I quickly<br />
realized the importance advocacy plays in<br />
our industry — and it’s now one of the things<br />
I’m most passionate about. In 2013, I went<br />
to Washington, D.C. on my own dime for NAR’s Legislative Meetings.<br />
During one of my first visits to Capitol Hill, I got to explain the impact of<br />
proposed legislation to Congressmen and women who were interested<br />
in hearing my perspective. I’ve been actively involved ever since.<br />
I then became a Federal Political Coordinator, charged with building a<br />
relationship with Congressman Bobby Rush from the ground up. I get to<br />
act as the eyes, ears and pulse of our industry and communities, sharing<br />
how legislation impacts property owners and REALTORS ® .<br />
My advocacy work is one way I ensure that my voice, the voice of our<br />
industry and the voice of my clients are all heard. I love this job — it’s one<br />
that may not be glamorous, but it’s incredibly important.<br />

Getting involved at all levels is important. Thanks to RPAC dollars and<br />
the hard work of our government affairs directors, real estate was<br />
deemed essential last spring, funding was available through PPP and<br />
EIDL, self-employed workers who lack traditional W-2’s were included in<br />
government relief like unemployment benefits, and more. This would not<br />
have happened without all our combined efforts. With the uncertainty of<br />
the health crisis still a reality, we need to ensure that our legislators are<br />
aware of the very real threats that the ongoing pandemic represents to<br />
our communities.<br />

In 2020, leadership and industry cooperation was critical<br />
within our teams, our industry and our communities.<br />
REALTORS ® stepped up, worked together and ensured our<br />
industry thrived even in the darkest of times.<br />
Within the pages of this issue, we honor what we achieved by working<br />
together to close transactions and ensure private property continued<br />
to power our economy. With all the challenges we faced last year, I<br />
congratulate all our top producers on your success. Your dedication and<br />
focus is inspiring; thank you for answering the call for leadership this year<br />
and illustrating the power of focus and perseverance.<br />
Leaders show up every day. Leaders lead by example. Leaders support<br />
and challenge others to be their best. Leaders do what’s right, not only<br />
professionally, but also ethically.<br />
April is Fair Housing Month; it is a time for reflection, and also action. We<br />
must ensure we are upholding the right to fair housing for all, and the only<br />
way we can do this is by working together — upholding the law, pursuing<br />
education and reporting violations when they occur. We must hold each<br />
other accountable for our actions, both professionally and personally.<br />
We must also continue these tough conversations to continue to move<br />
this issue forward. We have a unique opportunity: we can be allies and<br />
advocates for those in our industry who need it. This is an issue we cannot<br />
overcome without all of us working together to make a difference.<br />
I want to take a moment to recognize our past president, Frank Williams,<br />
who celebrated the 50 th anniversary of his brokerage, F.J. Williams Realty,<br />
this past January. Frank is a Chicago real estate trailblazer and Hall of<br />
Fame inductee. He’s overcome so many challenges and made the path<br />
easier for others like him. He told us, “Being in business for 50 years as an<br />
African American is truly a milestone for us. And for those of us who had to<br />
go through special hoops, it’s quite a tribute. It’s also a tribute to everyone<br />
who helped me along the way.” Congratulations Frank!<br />

Branding yourself and generating clientele<br />
are two important aspects of being<br />
successful REALTORS ® , and social media<br />
is one avenue that allows you to do both.<br />
But are you using these platforms to their<br />
full potential? We gathered tips, tricks and<br />
insights from Chicago REALTORS ®<br />
Lauren Mitrick Wood, COMPASS, and<br />
Sydney Sewell, Coldwell Banker Realty,<br />
who have mastered using their Instagram<br />
profiles to meet potential new clients,<br />
turning those leads into transactions and<br />
creating lifelong relationships.<br />
Get Your Page Started<br />
First things first: it’s important to determine<br />
if you want your page to be solely focused<br />
on your real estate business, or if you want<br />
to combine your personal and business pages<br />
together as one. There’s no right or wrong<br />
way to go.<br />
Sydney Sewell uses her profile,<br />
@syd_thebroker, solely for business. As<br />
a millennial on the cusp on being Gen Z,<br />
social media has always been in her life.<br />
Although she does post pictures of herself,<br />
she makes sure the content on her page<br />
focuses on her real estate practices and<br />
building her brand.<br />
Lauren Mitrick Wood, however,<br />
combines both personal and business<br />
on @olive.well. “People want to see<br />
the person behind the brand,” she<br />
said. She recognizes that a large<br />
part of being a REALTOR ® is<br />
the personal aspect of<br />

the job. She not only shares business<br />
information, but she also posts about her<br />
family, her pets, her shoe collection and more.<br />
If you want to combine both profiles into one,<br />
it’s important to make sure to think before<br />
you post. This page will be a representation<br />
of your business as much as it represents<br />
who you are, so you should always be<br />
cognizant of the content on your grid and<br />
stories.<br />
Be Deliberate About<br />
Your Content<br />
Next, it’s important to decide what you want<br />
your page to look like. Sewell did plenty<br />
of research before deciding the look she<br />
was going for in her feed. She explored the<br />
psychology of colors and what draws people<br />
in, settling on blues and yellows, vibrant tones<br />
that welcome people in.<br />

Your vibe of your Instagram should be clear<br />
from the start, but not overly filtered, Mitrick<br />

Wood said. Someone visiting your page<br />
should be able to tell you’re a REALTOR ®<br />
within one or two scrolls on your grid. “Don’t<br />
be a secret agent,” she said.<br />
The most important aspect of getting your<br />
page started is planning and scheduling<br />
content. “Have a day planned to come<br />
up with your content for a week, two<br />
weeks or a month,” Sewell said. Mitrick<br />
Wood suggests one to two posts per<br />
week, and two to three Instagram story<br />
posts per day to continuously roll out<br />
content and create engagement.<br />
To plan your content, try creating<br />
content “buckets,” or categories<br />
of content. All of your content<br />
should fall into one of these<br />
buckets, and if it doesn’t,<br />
it has no place on your<br />
profile. Of course,<br />
one bucket<br />
should be real<br />
estate and business<br />
focused, but the others can be family, food,<br />
pets, clothing, restaurants or anything else<br />
that interests you. This is also a great way to<br />
solidify yourself as a neighborhood expert by<br />
showcasing restaurants, shops or stores<br />
that you enjoy.<br />
SYDNEY SEWELL<br />
Remember that social media creation is not<br />
one size fits all. It is important to do what<br />
works for you, and what feels right. “A lot<br />
of it is testing, seeing what works and what<br />
feels good for you,” Mitrick Wood said. If<br />
something doesn’t seem authentic to you,<br />
your brand or your business, don’t do it. There<br />
are options and opportunities for everyone.<br />
Sewell approaches her content from a<br />
different angle. She considers questions<br />
her family or friends may have in regards<br />
to the market and real estate industry,<br />
and incorporates those into her grid. She<br />
frequently posts timely market statistics and<br />
new listings, highlights homeowner grants<br />
and programs and showcases what sets her<br />
apart from other REALTORS ® .<br />
She also makes sure to utilize all the free<br />
tools Instagram provides. “I’m really<br />
heavy into hashtags,”<br />
she said. “I researched<br />
hashtags that people use<br />
when looking for homes or<br />
REALTORS ® .” She believes this<br />
is one of the biggest things that drives<br />
clients to her page. She also encourages<br />
engagement through stories.<br />
Keep It Up!<br />
Once you have your page up and running<br />
and your content scheduled and planned,<br />
it’s time to ensure that you convert<br />
followers and engagements into clients.<br />
Sewell uses Instagram’s built-in insights<br />
to review her posts’ views, clicks and<br />
impressions on her page. “If they’re sharing,<br />
that means more people are going into my<br />
page, more people are clicking and more<br />
people are liking,” she said. She uses these<br />
insights as a guide for what her followers<br />
want to see more and less of to continue to<br />
grow her profile.<br />
She credits many of her Instagram leads<br />
to the use of hashtags. “I’ve noticed that<br />
all the clients I’ve gained [directly from<br />
Instagram] are from out of state,” she said.<br />
Based on insights, she believes this might be<br />
because of hashtags like #chicagoproperties,<br />
#chicagoapartmentsearch and<br />
#chicagorealestate, which she believes many<br />
people considering a move to Chicago tend<br />
to look at.<br />
Interesting enough, many of her clients are<br />
also in her age range, which she attributes<br />
to the fact that millennials and Gen Z’ers are<br />
more prone to use the internet and social<br />
media to begin their housing search. Sewell<br />
says that about half of her business comes<br />
through Instagram, specifically through<br />
direct messages (DMs) from potential clients<br />
who reach out. She aims to respond within<br />
24 to 48 hours of receiving a DM to engage<br />
these individuals as quickly as possible. From<br />
there, she sets up a time to talk with them and<br />
works to turn their social media engagement<br />
into a business relationship and transaction.<br />
Mitrick Wood encourages REALTORS ® to<br />
grow through collaboration on their Instagram<br />
page. If you’re posting about a restaurant or<br />
store, make sure to tag them on your page.<br />
You never know if they might share your<br />
post and expose your business to even more<br />
people. “The connections convert if you stay<br />
consistent,” she said.<br />

Additionally, “find your cheerleaders to<br />
post or write about you, especially if they<br />
have more followers.” Similar to asking for<br />
testimonials, Mitrick Wood will ask clients<br />
to post about their homebuying experiences<br />
on their Instagram profile and tag her to<br />
broaden her business reach even farther.<br />
She also<br />
encourages her<br />
fellow REALTORS ® to<br />
use Instagram as a way to<br />
keep up with previous clients.<br />
“You’re not in the business just to<br />
make money. Clients become friends, and<br />
Instagram allows you to interact in another<br />
way,” she said. If she is going to follow up<br />
with a previous client via phone, she may<br />
check their Instagram for any life updates<br />
that she can bring up in conversations. This<br />
keeps things personal and allows you to use<br />
Instagram as a vehicle for your business in<br />
more ways than one.<br />
The bottom line is be intentional with your<br />
page, have a plan and make it your own. Use<br />
Instagram as a platform to show off your<br />
business, create your brand, make connections<br />
and grow your business to new heights.<br />

So, you’re ready to start or rebrand your<br />
Instagram profile, but you’re unsure where<br />
to begin. Although it can be a daunting task,<br />
there are many free or inexpensive tools you<br />
can use to create posts, schedule content,<br />
equipment to take photos and more. Sewell<br />
and Mitrick Wood, along with Marki Lemons<br />
Ryhal, EXIT Strategy Realty, share their most<br />
used and beneficial tools as a guide to help<br />
you get started.<br />

by top designers, made specifically for social<br />
media and allow you to stand out amongst<br />

Canva is another free platform to create<br />
social media posts. It uses a drag and<br />
drop feature so professional layouts can<br />
be designed consistently and features<br />
thousands of layouts to begin your designs,<br />
free stock images, filters, shapes and more.<br />

You can keep your Instagram grid aesthetic<br />
on brand and plan your posts using<br />
PLANOLY, a free platform that allows you<br />

grid next to the content that has already<br />
been posted. This tool also provides data to<br />
analyze your posts.<br />

platforms to speak with one another in a way<br />
they cannot do on their own. For instance,<br />
if you’re interested in using your Google<br />

Outlook or iPhone Calendars, so your social<br />
media plans lives on every calendar you use<br />
to ensure you don’t miss a day of content.<br />

If you are out and about while taking your<br />
own photos for your Instagram page, you<br />
don’t want to be reliant on the availability of<br />
electrical outlets. A portable charger allows<br />

RING LIGHT<br />
Cloudy days, evening light or dark rooms are<br />
not ideal for taking photos or videos. Phone<br />
clip ring lights or free-standing ring lights will<br />
create the brightness you need to take clear<br />
and attractive pictures. There are many other<br />
inexpensive options available on Amazon or<br />
photography websites to get you started!<br />

On your own while trying to take a photo?<br />
A tripod selfie stick can help you get the<br />
perfect shot without any additional help,<br />
and it allows you to create a steady frame<br />

Your Guide to Comply with NAR’s Code of Ethics<br />
Changes Regarding Hate Speech<br />
On November 13, 2020, the National Association of REALTORS ®<br />
Board of Directors approved a change to Article 10 of the Code<br />
of Ethics, making it a violation for REALTORS ® to use harassing or<br />
hate speech toward any of the protected classes. This includes<br />
race, color, religion, sex, handicap, familial status, national origin,<br />
sexual orientation and gender identity. The changes went into<br />
effect immediately.<br />
How are the terms “harassing speech, hate speech,<br />
epithets and slurs” defined by NAR?<br />
NAR’s Appendix XII to Part Four of the Code of Ethics and Arbitration<br />
Manual, which can be found at ChicagoREALTOR.com/COEchanges,<br />
thoroughly explains these terms and how they will be applied.<br />
Why was this change made?<br />
Following the civil unrest in the late spring and into summer, NAR,<br />
state and local associations received an unprecedented number of<br />
complaints regarding REALTORS ® ’ speech and conduct online. A letter<br />
sent to NAR President Vince Malta requested these changes, which<br />
were then brought to NAR’s Professional Standards Committee and<br />
the Board of Directors to review.<br />
What do these changes apply to?<br />
The new ethical obligation does not apply to anything that occurred<br />
before the change went into effect on Friday, November 13. However,<br />
the changes are effective immediately and these violations not only<br />
apply to REALTORS ® on a professional level, but also on a personal level.<br />
How are complaints filed and handled?<br />
Ethics complaints may be filed at ChicagoREALTOR.com to be evaluated<br />
through a process of checks and balances to protect members.<br />
That complaint first goes to our Grievance Committee for review;<br />
they either dismisses the case or forward it to a formal ethics hearing.<br />
Following the hearing, the panel members deliberate and determine<br />
if the respondent is found in violation of the Code of Ethics based on<br />
the articles cited in the complaint. If a violation is found, disciplinary<br />
action is imposed, which could include fines, required education/<br />
coursework, letters of warning/reprimand, suspension of membership<br />
or in extreme cases, expulsion.<br />
Either side has a 10-day window to appeal a decision before<br />
the Board of Directors should they feel they have grounds for a<br />
procedural deficiency based on the outcome of the hearing.<br />
When does a complaint need to be filed?<br />
A complaint must be filed 180 days after the facts constituting the<br />
matter complained of could have been known in the exercise of<br />
reasonable diligence, or within 180 days after the conclusion of the<br />
transaction or event, whichever is later.<br />

LOVE LETTERS OR LIABILITY LETTERS?<br />
Buyer love letters are a tactic used by some buyers in an attempt to<br />
stand out to a seller, especially in hot markets with low inventory and<br />
bidding wars. Seemingly harmless, these letters actually raise fair<br />
housing concerns, and could open real estate professionals and their<br />
clients to fair housing violations. Here’s how you can protect yourself<br />
and your clients from the potential liability related to buyer love letters.<br />
To entice a seller to choose their offer, buyers sometimes write “love<br />
letters” to describe the many reasons why the seller should “pick<br />
them” — but these letters can actually pose fair housing risks because<br />
they often contain personal information and reveal characteristics of<br />
the buyer, such as race, religion or familial status, which could then<br />
be used, knowingly or through unconscious bias, as an unlawful basis<br />
for a seller’s decision to accept or reject an offer.<br />
Consider where a potential buyer writes to the seller that they can<br />
picture their children running down the stairs on Christmas morning<br />
for years to come in the house. This statement not only reveals the<br />
potential buyer’s familial status, but also their religion, both of which<br />
are protected characteristics under fair housing laws. Using protected<br />
characteristics as a basis to accept or reject an offer, as opposed to<br />
price and terms, would violate the Fair Housing Act.<br />
Before the next time you are faced with a buyer love letter, consider<br />
these best practices to protect yourselves and your clients from fair<br />
housing liability:<br />
• Educate your clients about the fair housing laws and the pitfalls<br />
of buyer love letters.<br />
• Inform your clients that you will not deliver buyer love letters,<br />
and advise others that no buyer love letters will be accepted as<br />
part of the MLS listing.<br />
• Remind your clients that their decision to accept or reject an<br />
offer should be based on objective criteria only.<br />
• If your client insists on drafting a buyer love letter, do not help<br />
your client draft or deliver it.<br />
• Avoid reading any love letter drafted or received by your client.<br />
• Document all offers received and the seller’s objective reason<br />
for accepting an offer.<br />

How to Work Effectively with<br />
Out-of-State, Second Home or<br />
International Clients<br />
There are many opportunities for to REALTORS ® to expand their<br />
businesses in new ways. But what steps are necessary to expand your<br />
local business to a multistate, national or even global market?<br />
Samuel Ciochon of @properties, Julie Harron of Jameson Sotheby’s<br />
International Realty and Paul Xumsai of CENTURY 21 S.G.R. share<br />
how they broadened their real estate reach and tips for their fellow<br />
REALTORS ® who are interested in doing the same.<br />
Crossing State Lines<br />
with Samuel Ciochon<br />
Ciochon acknowledges that how he began working<br />
with out-of-state clients isn’t the norm. In fact, he<br />
unintentionally fell into it.<br />
He started participating in a national coaching<br />
program, which sent him around the country for<br />
conferences, where he made connections with other<br />
brokers in California, New York, Boston and even Florida. He began<br />
receiving referrals from these new connections who had clients<br />
moving to the Chicagoland area.<br />
He typically works with three to four out-of-state clients a year, but<br />
in a true testament to how strange 2020 was, last year he worked<br />
with more out-of-state clients than ever before in his career. Many of<br />
these clients, he said, were moving back to be closer to family or for<br />
work purposes.<br />
“Right now [thanks to the current health crisis], it’s a difficult time to<br />
branch out and make those connections in other areas,” Ciochon said.<br />
Instead, the best bet is using referral websites to grow your clientele.<br />
However, when travel becomes more normal, take advantage of<br />
out of state opportunities like conferences. While they may remove<br />
you from your business day-to-day, they can open you up to a new<br />
channel of opportunities.<br />
Once you make a connection with an out-of-state client, set up a video<br />
conference call to meet and solidify your working relationship. Once<br />
that’s nailed down, in normal circumstances, Ciochon suggests setting<br />
up a power weekend where the client would fly in and spend the<br />
weekend looking at properties. Since this isn’t a feasible option with<br />
the COVID-19 pandemic, use video conference calls to do virtual tours.<br />
Ciochon says that the pandemic has forced him to become the eyes<br />
and ears for his clients, further deepening their relationship. Clearly,<br />
it’s been a recipe for success.<br />
Expanding to a Vacation Locale<br />
with Julie Harron<br />
As a child, Harron grew up visiting her grandparents on<br />
Jupiter Island during the winter. Little did she know<br />
that the relationships she would make then would<br />
lead her to opening another branch of her business in<br />
Palm Beach, Florida, in 2020.<br />
After running her business in Chicago for over 20 years,<br />
major changes in her personal life led her to consider other larger<br />
life changes. She prides her Chicago business on going beyond the<br />
40 Chicago REALTOR ® Magazine
eal estate transaction to create a lifestyle for her clients, leading<br />
to a long-term relationship. One of those clients came to her when<br />
they were interested in selling their vacation home in Florida and<br />
encouraged her to get licensed in the state. The rest was history.<br />
After she became licensed in Florida, she went down to Palm Beach<br />
to help sell the home. While there, she ran into people she knew from<br />
her childhood vacations, as Jupiter Island and Palm Beach are only 25<br />
miles apart. She then realized she could use her reach and connections<br />
to extend her Chicago business to Florida. Today, she’s spending her<br />
time in the Sunshine State while video calling her team and clients in<br />
Chicago in an effort to ensure she’s active in both locations.<br />
For those who are interested in working with second home clients,<br />
it’s important to choose smartly — pick a market you’re knowledgeable<br />
on and familiar with; location, location, location is true, here, too.<br />
Ensure you’re taking time to establish and maintain a network in both<br />
locations and have processes in place to assist your clients remotely.<br />
Harron said taking the plunge to extend your business is hard but focus<br />
and hard work will ensure you are successful. “As long as you love what<br />
you do and you’re willing to work hard, it’s all achievable,” she said.<br />
Transacting Overseas<br />
with Paul Xumsai<br />
Xumsai has always been active in the global sphere,<br />
even when he was transacting locally in Chicago.<br />
He then became a global ambassador for his<br />
company, CENTURY 21 S.G.R., and volunteered on<br />
CAR’s Global Real Estate Council and NAR’s global<br />
committee. “Volunteering is the easiest and cheapest<br />
way [to get started],” he said.<br />
He caught the global bug, and he decided to utilize his Thai<br />
nationality to get started transacting real estate in Thailand. Now,<br />
he lives in Bangkok full time and uses his connections and knowledge<br />
to be successful.<br />
Xumsai acknowledges he had an easier transition to global real<br />
estate, as he had family and friends still living in Thailand. For other<br />
REALTORS ® , it may take a few years to get your feet off the ground<br />
and make strong global connections. “Once you get where you want<br />
to be, no one can take it from you,” he said.<br />
One of his first transactions was for a young woman who was moving<br />
to Chicago to attend university. He encouraged her to buy, and when<br />
she moved back to Thailand, he helped her with the process of leasing<br />
out her home. This is the typical cycle he deals with, which creates<br />
ongoing opportunities.<br />
He encourages those looking to deal in real estate internationally<br />
to focus on one country and make that your specialty. You will then<br />
become the go-to for your fellow REALTORS ® , who will refer clients to<br />
you. But he also says it’s important to have the drive and desire to be<br />
successful. “You have to want it,” he said.<br />
Clearly, the sky is the limit to where you can go with your real estate<br />
career when you have a plan, the drive to get there and utilize the<br />
opportunities at your fingertips.<br />

Economists Forecast<br />
a Hopeful 2021<br />
An unprecedented 2020 led to an unexpected but strong real<br />
estate market in the back half of the year. Will this positive<br />
momentum continue into 2021? Will we see a resurgence in the<br />
commercial market? And what role will the ongoing COVID-19<br />
pandemic continue to play in the market? We don’t have a<br />
crystal ball to tell you definitively, and as 2020 has proven, our<br />
predictions may not always be correct, but we do have some<br />
industry friends who can give us educated insights and forecasts<br />
into the year ahead.<br />
We hosted three top economists, Danielle Hale of realtor.com ® ,<br />
Brandon Svec of The CoStar Group and Gail Lissner of Integra<br />
Realty Resources – Chicago, to discuss what’s ahead in the<br />
residential, commercial and apartment/rental markets this year<br />
during the 2021 Market Outlook. Here’s what they predicted.<br />
Market Performances Will Be Determined<br />
by the COVID-19 Pandemic and Vaccine<br />
“I will give a very big disclaimer that what we see going into 2021<br />
and how, whether it be residential markets, commercial markets<br />
or the economy as a whole, performs in 2021 will be almost<br />
solely dependent upon the health crisis,” Svec said to start off<br />
his presentation.<br />
For the commercial market, a big determining factor of its<br />
success or challenges in the upcoming year will be how quickly<br />
vaccines are distributed, the timeline for how quickly we are able<br />
to resume more normal economic activity and the resulting gain<br />
in consumer confidence.<br />
Our 2021 Market Outlook<br />

Lissner echoed his statement in regards to the rental market: “I do<br />
think that the market conditions are going to stabilize, but it’s<br />
really going to be very dependent on how quickly everyone can<br />
be vaccinated,” she said.<br />
Demand is Favoring Chicago’s<br />
Neighborhoods and the Suburbs<br />
From the rental perspective, Lissner’s data shows Chicagoans are<br />
moving from more densely populated areas, such as downtown,<br />
to either the suburbs or different Chicago neighborhoods. Lissner<br />
does emphasize, however, that this data doesn’t show whether<br />
people have chosen to buy instead of rent, as there was growth,<br />
but not significant spikes, in the rental market in the suburbs.<br />
realtor.com ® data reflects this as well. “The areas that we see<br />
the most buyer interest and homes selling the fastest are in the<br />
suburbs of Chicago,” Hale said.<br />
A realtor.com ® survey determined that the increase in demand is<br />
largely due to homebuyers looking for more affordable homes,<br />
more space or a combination of both. Additionally, Lissner<br />
emphasized that there was a surplus of studio and one-bedroom<br />
apartment vacancies downtown, which could be a reflection of<br />
people’s desires to have more space, as they are spending more<br />
time at home.<br />
Hale also shared that the Chicago metro area is currently seeing<br />
the most out-of-market buying interest of any metro area in the<br />
U.S. at 84%. “We expect [out-of-market buying interest] to continue<br />
into 2021,” she said.<br />
Low Interest Rates and the Rebounding<br />
Economy Will Continue to Drive<br />
Residential Sales<br />
As the economy has already began to rebound, Hale predicts that,<br />
in 2021, the U.S. real GDP will be up by about 4.1%. This increase,<br />
combined with the record low interest rates we have already seen,<br />
which are anticipated to continue into this year, are expected to<br />
drive strong residential sales.<br />
She predicts that nationally, home sales will be up 7.0% and prices<br />
will increase 5.7%. Specifically, in the Chicago metro area, sales<br />

inventory problems. Although people were still selling their<br />
homes in 2020, there were far fewer sellers in the market than<br />

Market Outlook<br />

“I think people expected what we had in the last recession — they<br />
didn’t expect the big supply shock of people deciding not to list<br />
their homes,” Hale said. Those with flexibility decided to wait to<br />
sell their homes, although it seems like this concern is starting to<br />
fade in the market.<br />
With the possibility of a widespread vaccine and prices of homes<br />
rising, more people are seeing 2021 as a good time to sell their<br />
homes, and we are seeing more sellers coming into the market.<br />
This trend is expected to continue throughout the year.<br />
Foreclosures Are Not Expected to Increase<br />
Although there have been many individuals who have signed<br />
up for forbearance programs, foreclosures are not expected to<br />
significantly increase in 2021.<br />
“The forbearance programs don’t have a definitive expiration<br />
date,” Hale said. “If you wanted to be in a forbearance program,<br />
you needed to apply for a lot of them before the end of the year,<br />
but even then, some of those programs have been extended.<br />
And they guarantee six months and then an optional extension<br />
of another six months, so we’re looking at expiration of those<br />
forbearance programs well into 2021. There’s not an expiration<br />
cliff that we’re facing.”<br />
Also, with the market performing well and home prices increasing,<br />
sellers who are in danger of foreclosure have other options, which<br />
should hopefully lead to fewer foreclosures in 2021.<br />
Reopening Downtown Will Create<br />
Market Growth<br />
There are many components playing into the downturn in the<br />
rental and commercial markets downtown, including universities<br />
and tourist attractions, like museums being closed, people<br />
working remotely and more. Both Lissner and Svec indicated that<br />
the biggest component to turning around these markets will be<br />
getting workers back downtown.<br />
“We need job growth to resume downtown,” he said. “At the end<br />
of the day, we need people back in their offices, and I think that<br />
will really be the big difference.”<br />
“We do not see this to be permanent damage on the market<br />
at all, but we do need to see people coming back to work in<br />
the downtown area…before we see the markets improve in the<br />
downtown area,” Lissner added.<br />
All in all, based on the strength of the latter half of 2020,<br />
combined with a widespread distribution of a vaccine, our<br />
economists all agree that there is much to be hopeful about in<br />
the rental, commercial and residential markets in 2021.<br />

It’s a new year, the dust has settled, and the<br />
City of Chicago budget was enacted by a<br />
slim margin. Now, regular legislative business<br />
begins again in the City Council.<br />
City Council Passes ADU<br />
Ordinance<br />
On December 16, 2020, the City Council<br />
approved the Accessory Dwelling Unit<br />
Ordinance, also known as the Accessory<br />
Conversion Unit Ordinance. Implementation<br />
of the rules and permit procedure is still<br />
in progress, but the first permits will be<br />
issued on May 21, 2021. Keep an eye out for<br />
educational offerings coming soon!<br />
Affordable Requirements<br />
Ordinance Update<br />
The City Council will move forward with<br />
revisions to the Affordable Requirements<br />
Ordinance; as of press time, the exact<br />
revisions are unknown but expected<br />
sometime after February. Promising for<br />
us: the Task Force Report did not mention<br />
increasing the in-lieu fee. The report did<br />
reference other municipalities, indicating<br />
cities such as Los Angeles and Seattle may<br />
be prototypes for the revised ordinance.<br />
Neighborhood Zoning<br />
Concerns<br />
We are aware of specific neighborhoods<br />
(specifically Pilsen and the 606 Trail area)<br />
seeking policy relief specific to their<br />
communities. The Zoning Committee had<br />
extensive hearings on disallowing standalone<br />
homes and/or two flats going forward. There<br />
is thought amongst public policy officials<br />
that single home zoning should be abolished<br />
citywide, and ordinances of this sort greatly<br />
concern us; we will continue to monitor and<br />
keep you informed.<br />
Updates to the Department<br />
of Housing Website<br />
The City of Chicago’s Department of Housing<br />
website was updated with a portal for twoto-four<br />
unit owners. The city recognizes these<br />
owners are fundamental in growing wealth in<br />
communities, as many times they engage in<br />
Naturally Occurring Affordable Housing. This<br />
portal is a great resource to find the RLTO,<br />
Security Deposit Interest Rates and partners<br />
that provide other beneficial resources for<br />
small landlords.<br />

Lobbying Efforts for RTLO<br />
This past fall, we spent significant time<br />
lobbying against the Cook County Residential<br />
Tenant and Landlord Ordinance (RTLO), which<br />
would expand the existing laws of Chicago<br />
and Evanston and apply it county-wide,<br />
essentially as a Tenant Bill of Rights. The<br />
County originally had no idea of the existing<br />
regulations in place throughout the County,<br />
including annual inspections and licensing<br />
requirements. Our stance was that adding<br />
additional regulatory burdens would be<br />
significantly harmful in areas where real estate<br />
investment is minimal and unattractive. We<br />
issued two calls for action on this issue and<br />
forced the bill sponsors into a series of task<br />
force meetings.<br />
Although the bill passed in January, the real<br />
estate industry achieved some small victories.<br />
We were able to make it clearer that Chicago<br />
would be exempt from any additional County<br />
regulations. We also spent time discussing<br />
judicial discretion in the regulation of security<br />
deposits and attaching a summary of the<br />
ordinance to a lease.<br />
While the bill sponsors would not budge on<br />
changing the term “shall” to “may” (applicable<br />
in court cases where a landlord made minor<br />
errors, resulting in a mandatory payment of<br />
two months’ rent and reasonable attorney<br />
fees to the tenant), they were receptive to a<br />
landlord’s right to cure administrative errors<br />
or oversights. Now, if a tenant is seeking to<br />
break a lease or takes the landlord to court<br />
over minor infractions, the landlord has two<br />
business days to correct the error.<br />
We still believe a complex and comprehensive<br />
County bill such as the RTLO is problematic,<br />
especially considering the possible<br />
long-term ramifications of COVID-19.<br />
Proposed Cook County<br />
Property Tax Increase<br />
Property taxes remain a major concern for all<br />
practitioners and consumers. In December<br />
2020, Cook County Treasurer Maria Pappas<br />
released a study that showed property tax<br />
increases for both residential and commercial<br />
properties over the last 20 years, including an<br />
overall increase of 164% in residential and 81%<br />
in commercial property taxes in Chicago. The<br />
Treasurer’s study helps to connect the dots.<br />
Increases in property tax rates are harmful to<br />
everybody, whether you are a landlord, tenant<br />
or private property owner.<br />
2021 City Reassessment<br />
This year, Cook County Assessor Fritz Kaegi<br />
will reassess the City; this reassessment<br />
will not apply until the 2022 tax bills. CAR<br />
will be rolling out resources to educate<br />
not only members, but also consumers on<br />
understanding your tax bill and applying<br />
for an appeal. Further, many homeowners<br />
received a COVID-19 adjustment to their<br />
property value from the Assessor’s Office.<br />
The COVID-19 impact may also cause some<br />
confusion about the “normal” property tax<br />
bill and the amount a homeowner will have<br />
to pay. It is always important to remember<br />
that 2020 was an abnormal year and property<br />
value assessment assumptions should not be<br />
based on this year’s assessments.<br />
