AIM: The safe entry of yachts into St. Vincent and the Grenadines in a manner that reduces the risk of<br />

the importation and subsequent transmission of COVID-19 in St. Vincent and the Grenadines.<br />

OBJECTIVES:<br />

1. To establish the risk of arriving yachts and passengers introducing new COVID-19 to SVG;<br />

2. To minimize the exposure of residents of SVG to new COVID-19;<br />

3. Early identification of potential exposure to new COVID-19, and<br />

4. Early containment of new COVID-19.<br />

ESTABLISH RISK OF ARRIVING TRAVELLER:<br />

1. The POE’s currently accessible are Blue Lagoon, Wallilabou and Port Kingstown.<br />

TWO (2) DEATHS AND THIRY-SIX (36) RECOVERIES<br />

St. Vincent and the Grenadines today confirmed sixteen (16) new COVID-19 cases<br />

from swabs taken between <strong>February</strong> 2 nd and 9th. These cases were detected during<br />

entry and exit screening, contact tracing and testing of persons with flu symptoms.<br />

There are now one thousand, one hundred and eighty-nine (1189) local cases of<br />

COVID-19.<br />

Two (2) additional persons have died from complications of COVID-19. An 87-<br />

year-old hypertensive man was admitted on <strong>February</strong> 6, <strong>2021</strong> in an unresponsive<br />

state and tested positive for COVID-19. He remained unresponsive and died on<br />

<strong>February</strong> 8, <strong>2021</strong> from a stroke and pneumonia related to COVID-19. The second<br />

person is a 54-year-old female with hypertension and uncontrolled diabetes who was<br />

admitted in the early hours of <strong>February</strong> 9, <strong>2021</strong> with severe respiratory distress,<br />

tested positive for COVID-19 and died at 2 am.<br />

Thirty-six (36) persons have been cleared bringing the number of total recoveries to<br />

four hundred and fifty-four (454). Eight hundred and eighty (880) cases remain<br />

active and six (6) persons with COVID-19 have died. One thousand, three hundred<br />

and twenty-four (1340) cases of COVID-19 have been reported in St. Vincent and<br />

the Grenadines since March 2020.<br />

The public is advised that the use of masks in public spaces or private spaces to<br />

which the public has access, is now mandatory under the Public Health Act 2020.<br />

The consistent use of facial coverings is aimed at reducing the spread of COVID-19<br />

in St. Vincent and the Grenadines.<br />

St. Vincent and the Grenadines today confirmed forty-one (41) new COVID-19<br />

cases. Two (2) positive cases were from samples collected on January 27, eighteen<br />

(18) from <strong>February</strong> 1 st , two (2) from <strong>February</strong> 3 rd , five (5) from <strong>February</strong> 5 th , seven<br />

(7) from <strong>February</strong> 6 th and seven (7) from <strong>February</strong> 8 th . These cases were detected<br />

during exit screening, contact tracing and testing of persons with flu symptoms.<br />

There are now one thousand, one hundred and seventy-four (1174) local cases of<br />

COVID-19.<br />

Three (3) persons have been cleared bringing the number of total recoveries to four<br />

hundred and eighteen (418). Nine hundred and two (902) cases remain active and<br />

four (4) persons with COVID-19 have died. One thousand, three hundred and<br />

twenty-four (1324) cases of COVID-19 have been reported in St. Vincent and the<br />

Grenadines since March 2020. All positive cases will remain isolated until cleared.<br />

All close contacts of positive cases currently in quarantine, should contact the flu<br />

clinic in their district to arrange testing for clearance.<br />

ONE DEATH & EIGHT (8) RECOVERIES<br />

St. Vincent and the Grenadines today confirmed sixty-seven (67) new COVID-19<br />

cases from samples collected between January 26 th and <strong>February</strong> 5 th . The majority<br />

of these samples were collected on January 26 th and 28 th . One (1) case was imported<br />

from the USA and was detected on screening between day 7 and 10. Three (3) cases<br />

were detected during exit screening. The remainder of the cases were detected during<br />

contact tracing and testing of persons with flu symptoms. There are now one<br />

thousand and one hundred and nineteen (1119) local cases of COVID-19.<br />

An eighty-eight (88) year old male is the fourth (4 th ) person to die from COVID-19<br />

in St. Vincent and the Grenadines. The hypertensive patient was admitted on January<br />

28, <strong>2021</strong> and died at 8:45 am today, <strong>February</strong> 6, <strong>2021</strong> from sepsis secondary to<br />

COVID-19 pneumonia.<br />

Eight (8) more persons have been cleared bringing the number of total recoveries to<br />

four hundred and nine (409). Eight hundred and fifty-six (856) cases remain active<br />

and four (4) persons with COVID-19 have died. One thousand, two hundred and<br />

sixty-nine (1269) cases of COVID-19 have been reported in St. Vincent and the<br />

STRENGTHENING OF THE ENFORCEMENT OF PUBLIC<br />

HEALTH MEASURES<br />

St. Vincent and the Grenadines on <strong>February</strong> 4, <strong>2021</strong> reported one hundred and three<br />

(103) new COVID-19 cases from samples collected between January 21 st and<br />

<strong>February</strong> 3 rd . These new cases were detected through the testing of contacts of<br />

known positives, routine screening and testing of persons with flu symptoms. Many<br />

of the cases are clustered in families and small social groups including patrons of<br />

gambling sheds and rum shops. There are now one thousand and twenty-one (1021)<br />

local cases of COVID-19. Four hundred and ninety-four (494) of these cases are<br />

contacts of known positives, while one hundred and seventy-seven (177) are persons<br />

who presented with flu-like symptoms and tested positive for COVID-19. Fortyseven<br />

(47) persons have been found to be positive for COVID-19 during exit<br />

screening. The laboratory forms of three hundred and three (303) persons who tested<br />

positive had no record of the reason for testing and may have been part of random<br />

screening. While there are many new clusters of cases, <strong>this</strong> pattern of transmission<br />

is consistent with community spread.<br />

A review of the COVID-19 cases since December 16, 2020 revealed that the<br />

positivity rate for COVID-19 testing dramatically increased from 6.6% on January<br />

11 th to 15.7% on January 21 st, 16.6% on January 28 th and 15.3% on January 30 th .<br />

Testing on samples taken on <strong>February</strong> 1 st and 2 nd so far gives incidence rates of 2.7%<br />

and 3.2%. Given the incubation period of 14 days, increases in these rates due to<br />

spread which occurred around January 28 are anticipated in the coming days.<br />

A significant proportion of the cases recorded from testing done between January<br />

20 th and 28 th came from the Georgetown health district, specifically Sandy Bay, and<br />

the Chateaubelair health district.<br />

In view of the increased risk of spread of COVID-19 in indoor locations where<br />

masks use and physical distancing are reduced, the following additional measures<br />

under the Public Health Act of 2020 have been recommended and statutory rules and<br />

orders are currently being drafted for a ticketing system in support of their<br />

enforcement:<br />

1. The mandatory use of masks in all public transportation vehicles.<br />

2. All public vehicles may only transport a maximum of half their permitted<br />

number of passengers. (A 20-seater van will be allowed to transport 10<br />

persons inclusive of the driver and conductor.)<br />

3. No indoor dining in eating establishments. Only take away service will be<br />

allowed for indoor restaurants. Outdoor dinning with adequate spacing is<br />

permitted.<br />

4. Enforcement of all components of the mass gathering protocol with particular<br />

emphasis on indoor gatherings at places of entertainment such as bars,<br />

gambling sheds and rum shops.<br />

5. Mandatory masks in all public establishments and private establishments to<br />

which the public has access.<br />

These measures will commence with the publication of the Statutory Rules and<br />

Orders specific to the ticketing system to be implemented. This publication is<br />

anticipated to occur between today Friday, <strong>February</strong> 5 and Monday, <strong>February</strong> 8,<br />

<strong>2021</strong>. These measures will be in place for four weeks in the first instance.<br />

A 76 year old female is the third (3 rd ) person to die from complications of COVID-<br />

19 in St. Vincent and the Grenadines. The patient, who was admitted to the Milton<br />

Cato Memorial Hospital on January 31, <strong>2021</strong>, had multiple pre-exiting conditions<br />

and succumbed to multiorgan failure on <strong>February</strong> 3, <strong>2021</strong>.<br />

Sixty-three (63) additional persons have recovered bringing the number of total<br />

recoveries to three hundred and thirty-eight (338). Seven hundred and twenty-six<br />

(726) cases remain active and three (3) persons with COVID-19 have died. One<br />

SVG GETS ALLOCATION OF COVID VACCINE<br />

St. Vincent and the Grenadines, Barbados and several Eastern Caribbean Countries who signed<br />

agreements with the COVAX Facility have been informed of the indicative allocation of COVID-<br />

19 vaccines. St. Vincent and The Grenadines’ allocation is for 45,600 indicative doses of<br />

AstraZeneca.<br />

This means that St. Vincent and the Grenadines can expect to receive the COVID-19 vaccine(s)<br />

over the coming few weeks. The vaccines are the first of the assigned doses to satisfy COVAX’s<br />

agreement with <strong>this</strong> country.<br />

The COVAX facility has advised that vaccines will be delivered effective mid to late <strong>February</strong><br />

with 357, 600 doses of the AstraZeneca AZD1222 vaccine, to Barbados, Antigua and Barbuda,<br />

Dominica, Grenada, St. Kitts and Nevis, St. Lucia, and St. Vincent and the Grenadines. The<br />

allocation was determined by the World Health Organization (WHO) panel of experts and GAVI<br />

taking a big step towards equal access to COVID-19 vaccines.<br />

The main objective of <strong>this</strong> allocation is for countries to begin vaccinating their priority populations<br />

as quickly as possible.<br />

Minister of Health St Clair Prince says <strong>this</strong> development is: “a significant boost in our fight against<br />

the disease and the safety of the population, a transformative complement to the measures already 1<br />

in place in our COVID-19 response.”<br />

Chief Medical Officer Dr Simone Keizer-Beache notes that: “The allocation of 45,600<br />

AstraZeneca COVID vaccines to SVG with 25% being available in the first quarter, is an extremely<br />

important development in our battle to control the spread of COVID-19 in SVG and to return to<br />

some level of normalcy.<br />

“Our strategy was always aimed at keeping the virus out of SVG for as long possible until a<br />

vaccine became available. We will now move to rapidly but safely vaccinate sufficient of our<br />

population to allow for the protection of all of the population,” Keizer Beache adds.<br />

The CMO explains that: “Even as we await the actual receipt of these vaccines from Covax, we<br />

are cognizant of the need to procure additional vaccines to adequately implement phase I of our<br />

national vaccination introduction and deployment plan.”<br />

A release from PAHO states that the COVAX Facility has managed to secure significant doses of<br />

vaccines from various manufacturers. In addition, these are authorized or very close to being<br />

authorized by WHO Emergency Use Listing (EUL). Because EUL has yet to be granted by WHO<br />

in respect of <strong>this</strong> vaccine, the Facility has for now only provided an indicative number of doses,<br />

covering the next two quarters.<br />

The next steps to access the allocation include countries having the necessary indemnity and<br />

liability frameworks, including the required legislative framework in place where necessary, in<br />

order to complete an agreement directly with AstraZeneca.<br />

from samples collected between January 15 th to January 31 st . One case is a contact<br />

of an imported positive case. All of the other new cases were detected during contact<br />

tracing and testing of persons with flu symptoms. There are now nine hundred and<br />

ten (910) local cases of COVID-19, many of whom are linked as contacts of known<br />

FIFTY-SEVEN (57) NEW CASES<br />

St. Vincent and the Grenadines today confirmed fifty-seven (57) new COVID-19<br />

cases from samples collected between January 20 th to <strong>February</strong> 1 st . All of the cases<br />

were detected during contact tracing and testing of persons with flu symptoms. There<br />

are now eight hundred and fifty-nine (859) local cases of COVID-19, many of whom<br />

are linked as contacts of known positives.<br />

Two hundred and sixty-two (262) persons are now recovered. Seven hundred and<br />

forty-four (744) cases remain active and two (2) persons with COVID-19 have died.<br />

One thousand and eight (1008) cases of COVID-19 have been reported in St. Vincent<br />

and the Grenadines since March 2020. All positive cases will remain isolated until<br />

cleared. All close contacts of positive cases currently in quarantine, should contact<br />

the flu clinic in their district to arrange testing for clearance.<br />
