ForewordThis year, we have seen how an invisible virus has puthumanity on the edge. For years—and even monthsbefore COVID spread throughout the globe—scientistswarned governments of the possibility of a globalpandemic and exhorted them to take a stance toprevent this disaster. The request fell on deaf ears.This “new normal” we are living is, in part, due to thefact that many governments around the world ignoredthat warning.Likewise, the scientific community has alsobeen warning the world about climate changeconsequences; for example: a rise in the earth’stemperature could have far greater and more seriouseffects than those caused by the pandemic. However,it seems that we, as a whole planet, haven’t yetrecognized the gravity of this situation. What are wewaiting for? Should we suffer fatal consequences forthe mere reason that we didn’t take timely action,as we did with the COVID-19 pandemic? Or, can wetake action on climate change and work togethertowards building a stronger society and a healthierenvironment?During the last few years, Peru has taken ambitiousand clear climate change actions. Peru was thefirst Latin American country to ratify the ParisAgreement and also among the first countries to enacta Framework Law on Climate Change. We are alsoleaders in recognizing the importance that Indigenouspeoples have in shaping the country’s strategy onclimate change. Our progress is the result of jointefforts among stakeholders from the national, andsubnational governments, as well as civil society andthe private sector.Because of its great biodiversity, Peru is one of thecountries in the world that is going to be most affectedby climate change. Every economic sector will beaffected by this, so will every person.In order to face this imminent danger, we aredeveloping a National Adaptation Plan that will helpus build our resilience to climate change in a way thatis effective, multi-sectoral, and socially just. This planwill be an essential part of Peru’s response to climatechange.6 | NAP Global Network 2019–2020 Progress Report
